Gota’s Junta Consolidates After SC Ruling: Task Force For Disciplined Society Ready For Action

President Gotabaya Rajapaksa’s decision to appoint a presidential task force “to build a secure country, disciplined, virtuous and lawful society” signals a major shift towards authoritarian leadership on June 2, 2020, the very day that a constitutionally mandated deadline lapses for the convening of Parliament, legal and political observers noted.

With the Supreme Court decision on June 2, 2020 paving the way for unchecked executive rule, President Gotabaya Rajapaksa looks to be sidelining even the Cabinet of Ministers and establishing control over the whole state machinery with his generals, legal experts said.

The Task Force comprises exclusively military men, including Brigadier Suresh Sallay, once the country’s much-feared director of Military intelligence. The Task force is led by Secretary to the Ministry of Defense Major General Kamal Guneratne. The 13 member ‘dream team’ also includes Maj. General Jagath Alwis, an officer who cut his teeth in the brand new Military Intelligence Corps pioneered in 1990 by Lionel Balagalle. Alwis is also a Gajaba regiment soldier, like President Gotabaya Rajapaksa and his defence secretary Kamal Guneratne. Alwis and Guneratne served together in 1987. Alwis currently serves as Chief of national Intelligence in the Gotabaya administration. The task force includes the directors of the army, navy and Air Force intelligence units.

Uniquely, the presidential proclamation establishing the special task force to build a disciplined, virtuous and lawful society is that it makes all public officials answerable to the 13 member task force – all of them men in uniform. Fragile though Sri Lanka’s democracy has been the principle that the military is subject to civilian authority has always been steadfastly upheld with government protocols in place to ensure military chiefs ranked lower than ministry secretaries and MPs.

For the first time in Sri Lanka’s republican history, the President of the country has made the civilian authority – the public service – subservient to military officials.

The Gotabaya Rajapaksa proclamation orders all Government officers and others to compl with the instructions of the Task Force. The President also ordered the Task Force to report to him all cases of delay or default on the part of any public officer or officer of any Ministry, Government Department or state corporation in the discharge of these instructions. The provisions mean the Task Force will rule the roost and any public official challenging its authority will face the wrath of the President himself.

The Task Force also has a strange and ominous brief.

President Gotabaya Rajapaksa has tasked the uniforms with execution of:

1. Taking necessary immediate steps to curb the illegal activities of social groups which are violating the law which is emerging as harmful to the free and peaceful existence of society at present in some places of the country

2. Take necessary measures for prevention from drug menace, prevent entry of drugs from abroad through ports and airports and to fully eradicate drug trafficking in the country and to prevent other social illnesses caused by drug abuse

3. Take necessary measures to take legal action against persons responsible for the illegal and antisocial activities conducting in Sri Lanka while locating in other countries

4. To investigate and prevent any illegal and antisocial activities in and around prisons

The proclamation does not specify or define “social groups”, legal experts said, leaving the interpretation broad and abstract and liable to be abused to crackdown on civil society activists, religious groups and even journalists or publishing houses.

“There can be no other meaning. We are going to see increasingly ‘Rule by Task Forces’ directed by the President within a fully militarised state. From Poverty Education to Higher Education everything will be run by Task Forces,” said attorney at law and Jaffna University faculty member Dr K. Guruparan on Twitter.

Other constitutional experts voiced concerns that with the Supreme Court decision on Tuesday to disallow leave to proceed in eight petitions filed challenging President Gotabaya Rajapaksa’s refusal to reconvene Parliament despite the constitution mandating that Parliament can only remain dissolved for a three month period and “no later”, constitutional democracy had “gone into Triage” in Sri Lanka.

Activists are concerned the Supreme Court decision to stay out of the complicated constitutional question and allow presidential rule without a Parliament for an unspecified amount of time permits the President to consolidate power and entrench ‘rule by the generals’ – rendering even his prime minister and cabinet of minister helpless observers in the face of the development.

Former President Mahinda Rajapaksa, who marked 50 years in politics very recently, is facing the biggest political challenge of his lifetime political observers remarked on Twitter clearly alluding to growing tensions between an a president intent on militarization and a political party led by his elder brother.

On 2nd June the President also appointed a second Task Force led by Secretary Defence Kamal Guneratne for the “management of archeological sites in the Eastern Province”. Media moghul Dilith Jayaweera is also a member of this task force in his capacity as Chairman of Derana Media. To deal with the sensitive issues of contested cultural heritage and land acquisition in a ethnically diverse province, President Gotabaya has picked an exclusively Sinhalese 11 member team.

When Colombo Telegraph contacted Jayaweera about his appointment to the task force on archaeology, he responded: “i is a subject I have had and interest in since i was a child”

    It is easy to blame Gota for everything. If the task force is to get rid of drug menace and illegal and terrorist activities on the the balance it will be beneficial to the country. Democracy in a third world country rooted with giving favors to friends and foes and voting for meal packet and dram of Arack it is unlikely you elect desirable people to the parliament. Gota can evolve in to dictator but the author is scaremongering the unprecidendad situation created bu Global problem.
    There will be a election withing months weather Gota or Ant Gota forces like it or dislike. It is the duty of the people who love this country to have civilized groth it is better to give direction to people to how to elect there members who is going to the parliament.

    Democracy in Asia is the election of a leader by the majority to rule the country. One can not specify the leadership style. In Singapore Lee Kuan Yew was elected democratically and had autocratic leadership. There is nothing wrong with leadership style as long as the constitution of the country is not violated. When I see the objectives of the task force, all are good objectives. The problem in Sri Lankan society is that they cry for democratic freedom and are not ready work hard, make sacrifices and behave disciplined and law abiding manner. If the society chooses that path, then the leaders are pushed to adopt autocratic leadership. In a family, if children behave well, parents do not need to be tough. This applies to a country as well. I don’t care who are in the task force. What matters is their actions, methodologies and results. I don’t believe anyone who is ready to work hard, abide by the law and order and mind own business is in any sort of trouble under GR’s leadership. As I repeatedly said, he is yet to violate the constitution. He knows it as one would seek SC intervention, if he does that.

      Some Civil Society and NGO jun keys and politicians of minorities want democracy so that they can play hell to destabilize the country.
      Sumanthiran who did not utter the word ‘Democracy’ when Prabhakaran ruled with an iron fist says he will continue to fight for democracy. He has forgotten that it was Rajapakshes who gave democratic freedom to Demala people by liberating them from megalomaniac Prabhakaran and LTTE barbarians.

    With regard to military involvement in civilian activities, I have a legitimate explanation. To end the 30 years war required massive enrolment of security personnel. At the end of the war, either they have to be delisted or use for a purpose. Delisting of soldiers who had been trained to focus hard and fight a war and who had been undergone so many traumatic experiences is a dangerous move. Such people will behave in society erratically under no command or leadership. As the Government has to maintain them with all overhead costs, the best option is to use them for an alternative work. Also these people are trained to be disciplined, focussed and achieved a target. Hence, they will be immensely useful for a government. This is why GR uses them for getting Civilian works done. There is no danger to the society other than benefits. Only my suggestion to the government is to ask them to wear civilian cloths and them not to carry weapons unless required for own safety due to historical reasons of participation at the war, holding key positions. If they are capable of doing a job, being a soldier should be a deterrent.

    I have message for minority as well. In Sri Lanka, there is a problem of rich and poor, powerful and not-so powerful, disciplined and undisciplined, ethical and unethical, empowered and not empowered etc. etc. However, these problems are not specifically for the minority but for all ethnicities. When the minority people label the above problems as problems specifically for them, the majority have an added problem specifically with the minority. When the minority ethnic people started separation from the majority and ask for independence to deal with those problems, majority gets suspicious what next. When the minority become violent attacking innocent majority, the resolution becomes harder and harder. This is why end became so ugly. Such a war has innocent victims from both minority and majority. Problem suffers of minority should have got together with the sufferers of majority and fought. If they did that, the history might have been written differently. Segregation and separation would never win in a democratic society. Rich people in any ethnicity do well and the poor in the same do bad.

    Going after the history and trying to punish wrong doers would never work. Accept everyone involved in a war did good and bad and move on. Join the majority and work hard to make the country better for next generation. If anyone is angry about what happen, just document it and tell to someone and release the pain and the suffering. Justice, good, bad are relative words and those words are relevant to each differently. Give GR and the next government time and freedom to do the job majority wanted him to do. When a minority percentage (I do not mean one ethnicity here, number only) disturbs him, he will use every ounce of legal avenues to do the job alone without consulting whole society. Do you know legally the parliament must have one meeting per 12 months? After appointing a cabinet, he can run the country convening parliament only once a year. The choice is really yours.

    For any ruler, the military (if always remaining loyal) is that they obey orders and do not question their leader. Therefore, even wrong or disastrous decisions of a leader can and will never be disputed, and the damage done will be accepted. This is not democracy although SL does have “Democratic” in its republic name also. Do the majority of voters agree on this?

    GOTA’S JUNTA is the biggest and deadliest SOCIAL GROUP in the country involved in all kinds of illegal activities: violating the constitution, breaking the law, nepotism, extortion, intimidating public officials, abusing the judiciary, abusing the armed forces, using public money to buy votes, harassing the minority communities by hate-mongering, abusing the media and spreading fake news, harassing the people in connection with COVID, and much more. GOTA has surrounded himself with the worst elements in politics today: those who rioted in the parliament in Oct 2018, those involved in various crimes like rape, murder, drug-peddling and bribery. Many of them even have dealings with the underworld, with organized crime. From Aluthgamage to Weerawansa, their names span the entire alphabet. And now, to top it all, this task force comprising alleged war-criminals. Is this the kind of “discipline” people voted for ? I don’t think so. If people are sensible enough they can preempt an authoritarian takeover by defeating Pohottuwa soundly in the coming election.

    To the Editor,
    The Supreme Court has made a determination. There is no logical connection between the Supreme Court determination and the characterization of the current government as Gota’s junta.
    Readers of Colombo Telegraph ought to recognize that Gota is the duly elected President and not a dictator installed by the security forces.

        Have you noticed any “Wow” effects during 4 and 1/2 years of previous government. I did not. majority also did not that is whey they elected GR. He did not mislead public. He told the truth and public accepted. Even now they know, GR is genuine of his efforts and MR’s team is not so genuine. So, he openly told public select good people at the election and give him 2/3 power, I will deliver the results. He said, if you do that i do not need two terms. So, you expect “Wow effects” from GR within 6 months without giving him correct team and even necessary powers to make decisions. Majority like this kind of a dictator than “harmless and useless” leader

          However, what is seen today is the SC s decision is being misinterpreted for their selfish gains. People regardless of their sympathy to parties, they would not want to go to polls and vote for anyone UNTIL covid risks are clear. Germany and some other countries in Europe have lifted today it to some extent, but there ae speculations that not many from EUROPE would travel to asia for holiday this year. Meaning ” cutting the head” in srilanken small scale entrepenuers in Tourism Industry. Ours is an economy that is highly dependent on FOREIGN EXCHANGE being gained through import of slaves to ME and tourism. If both these would not work as had been before, nothign will work properly.

      Explanation is very simple. There are no Demala or Muslim archaeological heritage sites in the East. So there is no need to include Demalu or Muslims who are aliens in the Land of Sinhalayo and Vedda Eththo.
      Demalu who live in two pockets in the East; Madakalapuwa and Tirikunamale are the descendants of ‘K-thonis’ who came from Dravida Nadu and settled there after Sinhalayo retreated due to invasions by barbaric ‘Para’ Demalu from Dravida Nadu.
      Muslims in the East are the descendants of Muslim refugees from Hindusthan who were saved by King Senerath when they faced persecution by Portuguese and settled in the East.

      President Gotabhaya Rajapakshe should appoint a similar Task Force to North to protect Sinhala Buddhist Heritage Sites there. A large number of them have been vandalized by ‘Para’ Demalu and in few places they have built ‘Kovils’ on top of ancient Buddhist temples. All these illegal ‘Kovils’ should be removed.

    If Gota’s Task Force consists of Military & Police Officers and are empowered, then there is no second word that the Sri Lankan economy will plunge down to unprecedented level resulting in great inflation of its currency. I have my doubt whether people will deposit monies in Bank and other financial institutions. Even there will be no foreign investment. The empowering of this Task Force signals the famine and poverty in Sri Lanka and eventually Democracy will be in crisis. I think he is acting on the instructions of China which means Sri Lanka is going to be a threat through China.

    There is a latest news item that a specified officer from the Presidential Secretariat had dispatched a parcel from China through the employees at Shanghai Airport to be handed over to Sri Lankan Airlines employees. When the Sri Lanka Airlines employees received, it appears that the specified officer/person had collected the parcel from the Sri Lanka Airlines employees. Having come to know about this, Gota had ordered an inquiry. Whatever the case may be, now itself there is corruption and began to show signs of poor governance or whether Gota is pretending.     We have been fooling around with a democracy which the majority of the country including the elected does not have a clue how to exercise. I personally have no issue if the parliament is reduced to 50 seats and save the money for the tax payer. Gota appears to be on the right path. Good luck to him and the country. An iron fist appears to be what is required after 70 years of failed democracy. Take Singapore as an example. Rejected and failed leaders should get out of politics. Follow Mangala…………..
