Government Message To People In Time Of Tragedy

The series of bombings that took place in Sri Lanka on Easter Sunday in the morning hours as the Christians prepared to celebrate this day came as a terrible shock. When the first reports came in of churches being attacked and then the hotels it came seemed like a bad dream. Although the country had experienced some significant anti-Muslim rioting in 2014 and 2018, the previous ten years since the end of the war had been free of terror attacks. Besides the death toll in those incidents had been small, no more than four or five. The scale of the attacks in this case was unprecedented. Not even during the country’s three decade long war had coordinated and deadly attacks taken place simultaneously in so many different locations with such a high level of casualties. So far about 300 people have been reported to have died and 500 injured.

The question of the motivation for the attacks remains a mystery that needs resolution. The Prime Minister has already publicly said the government had ordered investigations to be launched to ascertain why a prior warning about the attack had been ignored. The police have made a number of arrests, presently amounting to 24, but their identity is not known. The general impression based on media reports is that at least some of the attackers were Muslims and most of the attacks were carried out by suicide bombers. Sri Lanka has had its grisly toll of suicide bombers during the period of the war, but these were all members of Tamil ethnicity who belonged to the LTTE. One of the targets for a suicide bombing on this occasion was a Christian church in Tamil -majority Batticaloa in the former war zone of the east.

The coordinated and ruthless nature of the attacks, and the high casualty toll, have given rise to speculation of an international hand. The main suspicion falls on Islamic groups but other groups have also been mentioned. Sri Lanka has a history of international involvement in its internal affairs, starting with the alleged North Korean interference in the first JVP insurrection of 1971. Whether Sri Lanka is high enough on the global map to make such an investment is a question that needs an answer. There is a question also as to why no international Islamic group has claimed responsibility if they were prepared to invest so heavily on their terror strike in Sri Lanka.

Counter Tensions 

So far the only certainty is that those who carried out the attack had a plan which they have executed with precision and with ruthlessness. The attack on the three churches outside of Colombo and three hotels in the heart of Colombo took place within a few minutes of each other at just about 8.45 am. Two other smaller events took place a few hours later. The combination of religious and economic targets makes it difficult to come to a conclusion about the motivations of the attackers and what they sought to accomplish by their terrible deeds. The problem of motivation looms large because those who employ suicide bombers, such as the Islamic militants does and LTTE once did, do so for goals that they feel strongly about.

The question to ask in this case is why did suicide bombers want to give up their lives to attack Christians in a country in which the Christians are themselves a small minority of about six percent of the population. Even if the Islamic militants feel that Sri Lanka has done badly by the Muslims there would be no point in attacking the Christians who are themselves a minority and subject to anti-Christian actions especially at a local level, where new Christian churches are subjected to frequent harassment. Christian-Muslim relations are generally good as they join hands in common causes that affect them as minorities. The generally localized level of inter-religious conflict is too low to translate into the type of effort to launch the ferocious assault that took place on Easter Sunday.

Apart from caring for the victims and their families, the most urgent task at this time is to preserve the social peace and inter religious coexistence that prevails in the country. It is important that other political and religious leaders should come out on this issue as already done by the President, Prime Minister, Opposition leader and leading prelates of all religions. They need to do this not once but repeatedly. The speculation that Muslims may have played a leading role in the attacks have generated tensions at the community level and even anti-Muslim acts that could grow. Some of the social media postings have been provocative and are clear attempts to increase the level of inter-religious tensions. There could also be attempts by political actors to utilize the disaffection of the general population with the government for their own ends.

Government Challenge

There is an argument being made publicly to fully blame the government for the catastrophe. It is argued that the government’s actions over the past four years have demoralized the security forces. One is by having a lax attitude towards national security unlike the previous government which was giving priority to national security. During the past four years there was a significant relaxation in overall security measures to the point that they did not seem to exist at all. Access to government ministries and to hotels was possible without visible security checks. Road blocks by the security forces became a thing of the past. The freedom of movement and access to buildings became taken for granted. This sense of freedom would have also contributed to make Sri Lanka a popular tourist destination, but it contained within it the seeds of abuse.

There is also a second argument being made that the failure of the security forces and intelligence agencies to engage in pro-active security measures was due to the government’s over-deference to working within the international human rights framework set for it by the international community. For the past four years, Sri Lanka has been committing and recommitting itself to follow international norms in regard to dealing with human rights issues. It is argued that this has demoralized the security forces t the point that they have lost all initiative for fear of getting into trouble. The government’s task is to find security forces personnel who can operate within the law and yet take initiatives that yield results.

Sri Lanka is not the only country to face multiple terrorist bombings. Even more powerful and wealthy countries across the globe have suffered from this fate. The challenge of governance, and to the security forces, is to act within the framework of the laws and human rights norms and also prevent acts of terrorism. It is necessary for the government to take all steps to identify the perpetrators and bring them to justice. In the longer term there will also remain the long unfulfilled task of identifying and implementing the necessary political reforms that makes every individual and community have faith that the Sri Lankan state will be equitable and just to them. This is the message that the government needs to take to the people.

    This is the time for Muslim Ministers and leaders to step up and strongly condemn these vicious crimes, and they MUST help our law enforcement officials to wipe this poison off, putting aside politics. If we all do not unite to face this challenge, we cannot succeed. This is the beginning, and we must do our best to make sure it also the end. We cannot afford to make mistakes. There are evil forces wanting this tiny island once again bloodied and beaten, and we must make sure we stand together to fight it.

      How many Muslim organizations have officially condemned these terrorist acts? How many Muslim MPs and Ministers? How long did it take them. Clearly everybody is in shock.

      This was carried out by the Jihadis, Islamists who follow the Devil, per the prescient Hadith of Najd, and the Devil loves, death and destruction that comes with terrorism.
      So, ask the Muslims to call a spade, a spade , and call the Devil Follower a Devil follower per the prescient Hadith of Najd. Just Google Hadith of Najd.

        Dr. Jehan you are dead right that there is NO motive and NO History of Muslim- Christian violence in Sri Lanka. In fact, both are minorities an no self respecting Sri Lanka social or political scientist would buy this narrative. The narrative of Muslim-Christian conflict is an Euro American one, that shows who is really behind the Easter Sunday violence in Lanka.
        The attack on Churches on Easter Sunday was meant to cause maximum distraction, confusion and a spiral of violence to destabiize Sri Lanka, by INVITING BUDDHIST groups like BBS to attack Muslims and start a spiral of violence, and enable pushing the Trumpland and the MCC agenda in Lanka to set up military base in Trinco and the oil plant for US war planes and ships in Hambantota as the days of puppet Bondscam Ranil are numbered with elections on the horizon;
        Sri Lanka needs to know and identify the US deep state as the culprit if it is to recover and prevent further attacks and avoid violence against Muslims who have become pawns.
        Also, the attack on Colombo’s sea front hotels and Shangri La give more clues as to the economic and security motive of those behind the Easter attack.
        The warning if not the first shot in the Indian Ocean Cold war against Asia rising and the rising superpower – China – hands off Lanka – from the crashing empire as the US seeks to caste a security noose around the island.
        After all, Diego Garcia military base against which the UN’s highest court, ICJ ruled is not so far away from Lanka and USA needs another place for oil processing and refuelling to supply US war toys – ships and airplanes in the Indian Ocean.. and so the great game goes on flattening bit players..

          Maha Sangha do not condemn violence by the Buddhists , BBS against others. They have not condemned violence against Christians by the Devil following Jihadists.

          Actually two Islamic groups condemned the attacks and requested the severe punishment for the terrorists. Amarasiri refers to the Ideology of Jihadis as Satanic, Iblisic, doing the Devils bidding, hoping that some thinking will understand and get it. In fact there was a group in 2014 warned the state about the exact group Tawheed, about their Satanic Ideology.

          So, we have a situation where the religious leaders do not condemn attacks on each other. The Cardinal is a lacky of the Rajapaksa’s. The Cardinal condemned the attacks on the Catholics. Is the Cardinal Catholic?

    You think the armed forces were demoralized by the lax security in the past few years & didn’t see it coming. So are you saying that the morale of the armed forces need to be maintained by continuous inconvenience, sometimes bordering harassment, to the public by road blocks, etc when the peace in the country has been apparently restored after vanquishing the LTTE?

    The security forces certainly have to be vigilant at all times, which is expected from them but it appears that there has been intelligence reporting on an imminent terrorist attack, yet, the fact that nothing was done about it indicates pure incompetence & failure to act by the high command, which cannot be blamed on low morale for the reasons given by you.

    Don’t you think the root cause which most likely instigated this heinous crime is communal & religious unrest due to the rise of extremisms promoted by the likes of Gnanasara & nurtured by the last regime? Whether this is home grown terrorism with assistance from international jihadis or some other group with sinister motives to create chaos & destabilize the country, I hope the Govt. will nip it in the bud, otherwise, SL will be facing another civil war, only with different players this time . JR was slow to react in 1983 due to party factions for which we paid dearly. Hope lessons have been learnt from past mistakes.

    I do not think that the article’s length justifies what actually happened on Sunday. It is very clear that the security and intelligence personnel were hindered in their duties to use the intelligence supplied by international agencies that were very specific and stated that an imminent attack on Christian churches and VIP persons (including the Indian HC) was under way. The minister of defence has to take full responsibility as the head of that department and the courts must start legal proceedings against him for aiding and abetting an act of mass murder by suppressing vital information. Why the Muslim extremists targeted another minority group could be answered later.

    It is indeed very puzzling when trying to identify the motive of the attackers who made this well coordinated and ruthless attack ok on innocent people in churches and hotels. The response by the government and indeed the country to these attacks as a whole should be guided by a clear understanding of the motives of these attackers and who were behind these criminal acts. It is quite obvious that it cannot be the work of some local groups, because they do not have capacity for such an well-coordinated and brutally executed act and also they do not have the motive to attack Christians and tourists who are not hated to such a degree by any organisation or any racial groups in Sri Lanka.
    It is becoming obvious that this is an act that is masterminded by an external group, like ISIS. But, why did they select Sri Lanka for their action and how did they decide on the targets? The answer to these questions obviously is that this act was directed against the western countries, possibly as a retaliation for the attacks on Muslim worshipers in a mosque in New Zealand. They must have chosen Sri Lanka as it is a ‘soft target’. The western countries have beefed up their security and infiltrated the into the Muslim groups to the extent that carrying out any terrorist act their country is impossible.
    They chose churches for their attack as a response to the attack on the mosque in New Zealand. From the reaction of the western countries to this massacre, it is clear that they have chosen the right target to cause significant attack on the psyche of the western countries. The attacks on the prominent tourist hotels in Sri Lanka are also attack on the west as many western tourists frequent these hotels. In fact many tourists are in fact killed.

    Very good article. The balance between security and public freedoms has always been a vexed issue at all times all over the world. I think the balance that the government is attempting to strike is a reasonable one. The failure in this case seems to be a failure to follow up on available intelligence reports

    This is what comes when some of the best intelligence officers are sent behind bars, to appease the international community and the diaspora. Total failure by the govt. They must answer to the people, especially the Christian people, why warnings were not heeded.

    It is not possible for us to depend on the police report alone. There could be more to it than the police report. In the past during the LTTE problem there was so many police report which fell by the way side. Police have to show that they are capable of identifying the culprits, hence they have to act rightly or wrongly to prove their mettle.
    What has happened to other much easier cases Lasantha, Thajudeen Taraki, Ehenliyagoda and others.
    Let us not rush in like Fools, where Angels fear to Tread.

    I am disappointed by your article.These terrorist acts were committed by a group of individuals.

    Why do you want to identify them in racial or ethnic terms.

    Even if they belief in racial or ethnic causes,why should you brand them in ethnic terms, thereby you are playing into their hands.

    why not just call them terrorist because they are nothing but terrorist.

    Even if we could not be internationalists, at least let us be nationalist not fascists!

    Raj-UK: I see your point. Please remember, “GANASARA FACTOR” is no more. There was no “CRY” after he was properly and duly sent behind bars. Only after this incident some vicious circle is trying to bring his image back through electronic media and be sure that will not succeed. There are few more “Hidden Agendas” followed by different types of groups operating in the country. One among such is the “Propaganda” by the so called organized as “Viyathmaga”; “Yuthukama”; “Eliya” who carry the the “War Hero” “GOTA” on their shoulders advocating the country needs a “STRONG” Leader. The most recent major blow that gave religious face was one on Buddhist, when some Buddha Status were destroyed at Mawanella. So it had no impact on the “Christians”. You will then ask why this attack on Churches and Hotels. The Church: Recently, Cardinal Ranjith Malcom took a centre stage in the “WAR” against “DRUGS”. As you know all these “Muslim Fanatics” organizations LIVE on “Drug Money” and it is a massive “CARTEL” and if anyone try, even remotely to disrupt that “Life Line”, a “BITTER LESSON” will be taught. This “CARTEL” is by charter linked to all “Powerful” personnel in Politics, Professions etc. and they will take timely actions to “INSTALL” such person in “COMMAND”. Just a few thoughts for you to consider. I , even though want to give more fact, prefer to keep those for later.

    Is Dr Jehan trying to do a Senasinghe job here, to protect Dr Ranil’s part in this sordid episode of the Yahapalnaya , which killed hundreds of Catholics from both poor sectors of the Sinhala and Thamil Communities, besides the innocent holiday makers from at least 6 or 7 Western nations and India.

    Besides fixing the First Yahapalana Bond Issue, the next priority of Dr Ranil was to lift the PTA , disband the Intelligence Services, specially the Army intelligence Unit, and let the magistrates do what ever they like even with Terror suspects.

    And the Yhapalana supporters were sooo happy .
    And Mr Mangala Samaraweera their Champion even boasted that they have achieved what no body could achieve for three decades .
    Obviously Mr Managala must have been not aware of that 30 year history of the Motherland.

    Getting to the nitty gritty, Army Commander who was hand picked by Dr Ranil told the Arch Bishop Dr Malcom in his own Office, that he knew nothing about the Intelligence Report which warned about an impending attack by Terrorists.

    But Dr Ranil.s UNP Catholic Minister Minister Mr Harin got the Intelligence and stayed home even on the Holy Easter Sunday.
    Mr Mano Ganeshan who is a close ally of Dr Ranil got his Intelligence, apparently a Week ago..
    But the Opposition Leader and none of the others in the Opposition Didn’t get any.

    While feeling sad and disgusted about what happened to those 300 dead and the 500 maimed innocent poor locals and the Holiday maker Foreign Families, What makes me intrigued is whether Kabir Hashsim, Mujibur Rahuman, Mangala Samaraweera, Baththudeen, Rauf Hakeem, Rajitha Senaratne ,Sampathar and specially Abraham who I believe is a Christian receive any Intelligence?…
    Because they are the Pillars of this Yahapalnaya which promised us Eternal Peace & Security with Milk and Honey.

    Though essay is not better than any one of his usual writing, Jehan PhD has left a line with a question, “what is the motive?” He then compared LTTE motive here. The PhD has once again carried out his revenge successfully by comparing LTTE (not JVP) with this attack. I think that part is reasonable, on the angle of bloodletting, they both matched, but not on motive, they are mile s apart. (Remember, though PhD compared this with LTTE attacks, the countries (America, France…) who have listed LTTE as a terrorist organization in their countries, but not this Muslim group, refused to compare this with LTTE as saying LTTE operated for a purpose, but not this). Our purpose here is not speculating anything or not even hoping to help anyone on any analysis, including our Jehan PhD.
    I think that is a digging question in many minds to get an answer. To get the answer, Lankawe Appe Aanduwa has already sets its commission; latter it would set up another; will be then another commission….. The question Jehan PhD raised here or, even the entire world is wondering about, will have to be answer by Consortium police and spy agencies. Not joke. But before that the as usual theories, conspiracy theories, hate theories and divisive theories will flourish. Further on this, our selfish racist to parliament, instead of go answered in a constructive manner, will flourish on this.
    But honestly answering for that question is the first step to eliminate mayhem of this type repeat. That was the expected motive of the PhD here. Then there is reasonable question to PhD, if the Aanduwa has ever tried that path with LTTE (because PhD has compared the LTTE attacks to this). Then there will be few more, if PhD ever advised this approach to Aanduwa on LTTE matters, if Aanduwa ever attempted that approach, what was result of that approach with LTTE, whether it was fruitful of useless.

    Interestingly, LLRC commission which attempted understand the LTTE’s actions said as there are problems created by the Sinhala governments who came to power after 1948 and LTTE tried to solve it by separating the countries, it recommended to solve Tamils problems immediately. It recommended as Army had done excess over Tamils, to investigate it too. But last week, energy mister Ravi Karunayake, who probably didn’t know that there was a commission called LLRC said that Yahapalanaya is delaying solving Tamils problems because it is trying to stop the country being split.

    We will not show interest in that question as we know what Aanduwa did with LTTE and Jehan PhD’s double talks on Tamils problems using UNHRC.
    There is no official report or official identification on the people involved in the bombing. No point in speculative replies. As we had shut off us, as like above, from much area, we have only a very path of logical analysis to answer to the question.
    Until 1983, Tamil were known as the richest, educated, less criminal path oriented and sparely spread out all over the island, instead of concentrated in their localities. That was the main reason for the black July of 1983. Black July reversed everything of that set up; sent Tamils back unemployed, properties lost, to their baron area, where in there, out of their whole life they may have just had been born only. Two things followed: 1 Million Tamil refugees left the country. Those who did not had even that chance manned the LTTE army. So, if any time in the past Aanduwa had given opportunity to Tamils to study and maintain their life themselves, none of that happened until 2009 might have happened. This is not my verdict but of the Commission, which was appointed by the winners of LTTE, the Old Royals.

    The start of Muslims community was different from Tamils as at 1948. General population was relatively recent migrant community, mainly during European rules. Some had descended from Mapillai Traders. Even fewer elite families were known to Colonial rulers. Education was not their interest. They grouped them village by village from North to South. Their strength was to attach to each other in their groups wherever they have grouped rather than live like Tamils, who always kept an eye, from where ever they worked or studied, on their ancestral home, North East to return. This deprived Muslim from establishing anything area (land) specific. For that main reason, they remained as the poorest community at the turn of the Freedom, though with their good friendship with British Colonialist. Their weak (land) situation easily enabled Sinhala masters to use them against Tamils, from Indian Pakistani citizenship act. Don Stephen game on that and MMDA is well known to everybody. Muslim leaders pledged their services to Sinhala nationalism. (Zahran Hashim’ speeches concentrated on liberating Muslim youths from this unconditional surrender to Sinhala Nationalism and re-attaching the faith to Islam- unfortunately by violent means. He blamed the Muslim leaders for youths abandoning the faith.) The Muslim leaders’ invention of being the coolies of Sinhala Maters to become Colombo elite was not entertaining either the Muslims mass or Sinhala Mass. In a road rage in Kandy in March 2018, the Muslim youths murdered an Arrogant Sinhala truck driver. A communal riot broke out for not respecting the status quos of the races. In 2016 a riot broke out for backlist hitting a woman. Hitting a woman with bike was seen as blasphemy by the other community. In Aluthgama, in 2014, Buddhist Monks by driving through a gathering and flamed another riot. These were telling that Don Stephen brokered deal from Muslim to Sinhala Masters had come to an end by 2009. Ranil like leaders insisting of following Don Stephens’s path of dividing and ruling is no longer going well with Muslim and

    As a community Muslims have come far beyond where they stood in 1940s. First they have managed to hold a reasonable portion of Land in North and East. Now they too want to claim a minority nationality with land- Home Land. Many Arabic schools have been set up with foreign aid. The Community is well educated in Arabic and English; they don’t need Sinhalese any more. Many employed professionally –Lawyers, Doctors, Civil servants…. …They look for the respect to that status and equal rights with Sinhala Buddhists. Muslim leaders are being forced to change their old style, pavement trader attitude. Zahran Hashim like religious leaders’ talks sounds like true and honest in the minds of juniors. Muslims leadership feels they bring the money and they share it with Sinhala Leadership. Sinhala Mass feels they sympathetically accommodated the Muslim South Indian immigrants in their territory. Sinhalese government, which spent 400 Billion on foreign arms and Muslim service men to control Tamils, is disappointed of not reaping any fruit out of it, but ending selling sovereign lands pay back the debts. Neither Muslim leadership nor Sinhala leaders are statesmen who are capable of proving reconciliation for the disheartened communities.
    We talked a lot, but so far not of why Muslim (extremist) in Lankawe attacked the Christians. We missed this was because we only looked at racial (religious) unrests boiling within Lankawe, not globally. The Majority community In Lankawe wants the entire land for them. The other community owns land as a nationality, is Tamils. So, for fights with the Tamils for the land, Sinhalese used Muslims. When that is over Muslims have become redundant.
    Though the yesterday’s attacks were mainly on Tamil Christians’ areas (land), there is no way to assume that is what happened. The following fight has no connection to what has happened: Sinhala-Tamil, Hindu-Buddhist, Muslims-Tamils.

    For the First time in Lankawe’s complex ethnic wars, a new religious ethnicity was has been created as Christians, who are Tamils (majority), Sinhalese and any tourist (minority) would be in the country. Hotels were attached not for tourist, but for religion, Christians. They did know others –local and foreign non-Christians would be there, but they expected mainly it is local and foreign Christians to occupy the hotels at this time of the year. Historically there was never an antagonism existed in Lankawe between Muslims and the perceived, but not practically existing, Lankan Christians.
    Still the attack is not totally unknown new phenomenon to CTyers. It is the manner Lankawe has been handling its internal-external security deals, Internal minority issues, foreign policy diplomacy, country’s economy, even the local law and orders or depositing individuals money on the banks(FATF) that has been creating antagonism with foreign powers. Appe Aanduwa has been running the politics by setting up fire on local ethnic differences and international border disputes. Lankawe government’s policy has been described by many as fighting other super powers’ atomic war on the land of small Ceylon Island. That is the thing has happened on this too.     Government Message To People In Time Of Tragedy

    This Government or any other previous Government is fit to send any message to those bereifed families. It is an insult as it ist their action or non action which precipitated this attack. The Government under MS & RW have been dilly daying and pussy footing with bringing a closure on the atrocites committed by MR & Gotha. It is laughable that a Man Charged with murder condemnig the killings. Has Gotha forgotten that it was the attack by BBS under his patronage which brought about this mass murder. Gotha himself is guilty of mass murder. My heart goes out to those who perished especially the ASOS family.
    Unless the Government takes immediate action to reverse this trend we will see more of this as we are dealing with a deadly and ruthless fanatic organisation who will kill in the name of Religion.
    I put the blame fairly and squarley on those who govern this Country. God help Sinhala Lanka
