GTF Wants International Community To Exert Pressure On Sri Lanka To Facilitate Faithful Implementation Of UNHRC Resolution

As the United Nations Human Rights Council (UNHRC) meets in Geneva this month and the High Commissioner for Human Rights Zeid Ra’ad Al Hussein prepares his oral report to be presented later in the session, the Global Tamil Forum (GTF) has appealed to the International Community to remain fully engaged with Sri Lanka to ensure that all aspects of the UNHRC resolution are faithfully implemented.

“The pursuit of truth, justice for victims and accountability are essential elements of the healing process in post-conflict societies that have suffered systematic violations of human rights. The adoption of a consensus resolution last year at the UNHRC – which recognized terrible crimes committed by both parties during the armed conflict – was a turning point for human rights in Sri Lanka,” GTF said in a statement.

Although far from perfect, GTF endorsed the Guiding Principles of the resolution co-sponsored by the Sri Lankan government, and consistently welcomed the progressive changes implemented in Sri Lanka during the last 18 months. These included significant improvements in democratisation, the rule of law and increased freedoms experienced by most citizens. “From a Tamil perspective, we welcome the releasing of some prisoners and lands, and the less triumphalist approach adopted during the end of war anniversary on May 18th. We also welcome the much improved cooperation with UN agencies on human rights mechanisms, and the initiatives taken towards setting up the ‘Office of the Missing Persons’ – though there is much to be desired on the pre-consultations carried out. And, like many others, we are keenly watching the developments regarding constitutional reforms, having submitted our own proposal to the consultative committee,” the statement said.

However, GTF expressed it’s deep concern about the lack of progress on the many issues affecting Tamils in the North and East as reflected in the resolution – such as the release of hundreds of detainees held under the notorious Prevention of Terrorism Act (the Act itself has not been repealed despite repeated promises by the government), the return of land held by the military (large swathes of land is yet to be returned to rightful owners), investigations into the tens of thousands of forcibly disappeared people, and the removal of the military from civilian affairs. “Overpowering militarisation and its pervasive influence in civilian affairs is severely impeding full normalisation in the North and East, and the government has yet to come up with a credible plan for the demilitarisation of the region,” the statement said.

“Further, the UNHRC resolution calls for the inclusion of “Commonwealth and other foreign judges, defence lawyers and authorised prosecutors and investigators” in a Sri Lankan judicial mechanism. This aspect of the resolution – a negotiated and compromised clause – is crucial, as Sri Lanka has time and time again shown it is both unwilling and unable to investigate allegations of war crimes against its own forces or hold perpetrators of grave abuses to account. It appears the government is now trying to back away from this commitment. Given the history of failures of Government Commissions and judicial processes, international participation as specified in the resolution is a must to guarantee the credibility and effectiveness of the Special Court. GTF therefore calls upon the Council Members and the High Commissioner of the UNHRC to urge the Sri Lankan government not to renege on this all important commitment to the UN,” the statement said.

GTF also said that it was disappointed at the government’s insufficient effort in embracing the critically important transitional justice mechanisms, which in our view, should be embedded in the constitutional reform process to permanently end the culture of impunity and to promote genuine reconciliation. “A wide range of institutional reforms including the much needed ‘security sector reform’, strengthening of the witness protection legislation which at present falls far short of what is required, and genuine consultations with victims and their families in every step of the process to get to truth and justice are vitally important measures ought to be undertaken by the government without delay,” GTF said.

“At such a critical time when the Sri Lankan government’s political will and its ability to fully implement the key recommendations of the UNHRC resolution are being questioned, the International Community needs to resolutely engage, so that Sri Lanka stays on course towards genuine reform, and implements the resolution it co-sponsored without any exceptions. The High Commissioner’s oral update on Sri Lanka and discussion provides an excellent opportunity to Council Members to raise the specific issues highlighted in this statement and call for accelerated action by the government,” the statement said.

GTF said that the last thing Sri Lanka needed at present is a pre-mature recognition of its perceived progress. The resultant loss of momentum, we are afraid, has the potential to derail the limited progress made so far, leading to the re-emergence of a sense of despair among the Tamil people in Sri Lanka.

“We, therefore, strongly urge the International Community to stay engaged to make Sri Lanka’s transition a long term reality of peace, justice, political power-sharing and prosperity for all its peoples,” the statement added.

      Yes, the UNHRC should make that request, and pressure must be applied, and put this behind for all, and move on.

      War Crimes were committed by BOTH parties.

      However, Sri Lanka won’t. These were all delaying tactics. There is a long history. Have you heard about the S W R D Bandaranaike-S J V Chelvanayagam pact? There are too many war criminals on the Sri Lankan Side. Most the War Criminals on the LTTE side were meted out justice by the Sri Lanka Army.

      This is the story of the Victors. The consolation for the losers, LTTE, is to get the UNHRC to punish the Victors.

      This is a dishonest attempt in damage control. Both BTF and GTF were part of the agreement treached in London between them and Mangala Samaraweera with Sumanthiran present, that for both BTF and GTF not to press for international war cimens inquiry, in exchange for lifting of their ban by the government, and for a political solution based on federalism to merged north-east as agreed between BTF, GTF, TNA and government representatives in Singapore prior to defeat of Mahinda.
      Now Mahinda is defeated and those who bargained for Tamil votes feel that they are well entrenched in power and any support of Tamils is no longer required, and are on a cheating exercise not only hoodwinking Tamils but also the international community, these charlatans claiming as representatives of Tamils, are crying foul to safeguard themselves.

    Has this LTTE Reverend officially joined the Vellala TNA?.

    Because his spiel here is exactly what the Vellala Kid Abraham spelled out in Washington , on his way to London and Geneva.

    Does that put Vellala Vigneswaran in the LTTE Camp run by Tiger PM Rudrakauamran?.

    Because Vellala Vigneswaran’s core demand is Federal Eelaam in an amalgamated North East , with a mini Eelaam for the low caste up Country Tamils.

    Reverend Emmanuel does not refer to an Elaam let alone a Federal one. Neither does he mention anything about an Amalgamation of the North and the East.

    CM Vigeneswaran has already sent his ( Rudra) Model to Batalanda Ranil,which he wants in the new Constitution.

    Wonder what features are there in the Emmanuel (GTF ) Model, if they have submitted one .

    Or are they waiting for the UNP London Model, which must have been drafted with the input from the ex Tiger, Surendran.

    Interesting developments in the Political arena of our 2500 year old Mahavamsa Land.

    Will that be a well sought after collector’s item, after, the Batalanada’s new Constitution divides the land in to Vellala , Wahabi, Sinhala Buddhist and Elite Anglican and Dalit Federal states.

    Why don’t you undertake a visit to Sri Lanka and shake hands with all the vested interests and try and resolve your demands.

    It will be a missed opportunity for the BTF if the invitation is not accepted soon.

    before you make this request to the IC, you better first make your Confession before your Master saying mea Culpa thrice and then come to a realisation whether your request is sincere.

    Or else, you have a choice. Instead of the IC you can go to the Vatican with the request as they are adequately represented in the UN.
    Please don’t visit sri Lanka as you may succummbed to the same fate that befell Rayappu on his way to visit John kerry.

    If you do visit Sri Lanka you will need to shake hands with all the Sinhala Catholic Clergy who remain numb (aided and abbeted) when you desecrated the basis of the Catholic faith ( Quote: The Beast).

    Vellala Wigneswaran , the Yahapalana Ally and the CM of the North has confirmed that the only solution for their problems is Federal State of Eelaam in the amalgamated Province of the North East of Srilanka.

    It is is the HINDU issue of 22 June 2016.

    Wahabis now fast reaching the highest Percapita Income group among the inhabitants, I wonder whether they will hand over the East to the Vellalas, although the Hindians did that 25 years ago.

    Now my question is whether the Reverend will get a Dual and come back to look after his flock in the Federal Eelaam ?.

    The Anglican Bishop must have already planned his move to have a big Church to look after the needs of the Anglicans, who will be moving to their Federal Homeland in large numbers.

    Why the GTF leaders didn’t pursue the same measures while the Tamil armed groups were killing political leaders, intellectuals and innocent people? Those diaspora leaders blindly supported the foreign powers; because they don’t have the knowledge, nor has the ability to form strategies to help Tamils. As the leaders, they have betrayed Tamils, Sinhalese, Muslims and Indians. They have done more damage to their people than doing anything good. Clearly, those diaspora leaders don’t have the ability to match the brainpower of the powerful West which has been ruling the world for the last 700 years. Sadly, those Tamil leaders never failed to eliminate or isolate smart Tamils by joining with the foreign powers for their own benefits and perks.

    Tamil leaders talk a lot about rule of law, democracy and human rights, but they hardly value rule of law, democracy or human rights. Where were those Tamil diaspora leaders, the Western leaders, especially the UN leaders when the Tamil armed groups were mercilessly gunned down each other group members; and assassinating political leaders and intellectuals far more than any other terrorist groups in the world? Those Tamil leaders never get bored, tired or ashamed of being fools. That is worrying me. We must alert the Asians in detail; otherwise Asia and the Indian Ocean will pay a high price for their selfishness and ignorance.

    I totally agree that both the government and LTTE consists of many people who are abiding the mass slaughter of innocent Tamils. One of them is definitely Fr S J Emmanuel. He is the person who compared Jesus Christ to Perabaharan.

    These people use their status and qualification to get to the top of the social structure then take the moral high ground/popular view that prevail at that particular time. These people are just opportunist and not consistent.

    If Fr SJ been given the bishop position then he would have been a happy man. Fr SJ can now serve the Tamil community by keeping his mouth shut. He has too much dirt to carry and and not fit the purpose.

    Antany Peter, we have to accept our inability. First portugees came and ruled our country and finally British ruled our country and left on their own knowingly we will fight each other and ruin the country. Now Indians and Chinese are playing games. Even we needed help from the west to defeat few boys called LTTE, what a shame. Accept that we can’t do anything without the west, so what is wrong in Tamils go behind them. There are so many jokes about us – there is no need to have security in our prisons because if one person try to escape, others will hold him back- no unity among us. Most of the western countries fought each others centuries ago and they all became civilised now but we wake up very late now and it is impossible to match them now – still we have vedas in our country – thank to LTTE for giving the chance for many Tamils to see the most developed west.

Singaporeans faced discrimination, but they didn’t kill their countrymen in the name of freedom by following the foreign powers. You are fools, and you always justify your foolish ways.       Just let you know that on top of my Australian business degree I spent 10,000 hours of reading, in order to expand my knowledge in world history, cultures, languages, capitalism, democracy, human development, communism, global economics and international politics. However, I wasn’t even invited for one meetings by the diaspora leaders or TNA leaders. You don’t know how to value people. You are born to destroy yourselves.

So you are against Tamils because they did not put you at the top. This is the big curse to our community. Do you think that you are the only educated person – fool, 90% of Tamils are highly qualified in the west.

      You are fools, you hate smart Tamils. Your middle name is defeat. You will continue to fall. If you are educated in one particular religion, it doesn’t not make you in expert in politics. Likewise, if you are educated in medicine or in any other field will not make you expert in politics. Call yourselves as educated fools, because foreign powers fooled you beyond your imagination.

      Tamil leaders are for foreign leaders, but not for their own intellectuals. Tamils for Obama and the other Tamil leaders have done nothing when I had alerted that they are in the wrong path. My articles and comments never published in the diaspora’s media or in the mainstream Tamil media. Tamil leaders have done nothing to me when I suffered for exposing the hardships of Australian and Canadian Aboriginal people. Nobody raised their voices when the Australian government deleted my citizenship due to my writings about the struggles of Australian aboriginal people. They never said a word when the Canadian government put me in a prison under false accusation when I exposed the First Nations’ hardships. Not a single leader felt sorry for me when Nazi Germans stopped me from attending my mother’s funeral in Sri Lanka due to my writings.

      Germany was bombed and destroyed by the Five Eyes twice; but Germany stopped me from attending my mother’s funeral because I exposed the Five Eyes’ double standards. This is call evolution, even Nazis know the power of unity. They know that they have to stick together to undermine the billions of Asians. However, Sri Lankan Tamils don’t understand the value of unity even after their long suffering for more than three decades due to the Asia’s longest brutal civil war. This is really sad news, not only for Tamils, but for Sinhalese and South Asians. Therefore, I believe that Tamils need to be educated the value of unity from primary school children to political leaders before thinking about devolution of power. If the government shares power now, it will be like giving bunch of flowers to monkeys.
