India will do everything possible to enable a lasting political solution for the problems of Sri Lankan Tamils, Indian External Affairs Minister Salman Khurshid said in Jaffna on Tuesday.

Khurshid said New Delhi remained committed to ensuring the full implementation of the 13th Amendment to the constitution that devolves powers to Sri Lanka’s provinces.
The Indian Minister who met with President Mahinda Rajapaksa and Opposition Leader Ranil Wickremesinghe in Colombo yesterday then travelled to Jaffna for talks with Chief Minister C.V. Wigneswaran and Northern Governor G.A. Chandrasiri.
Both the President and Minister G.L Peiris referred to the Parliamentary Select Committee to decide on constitutional reform on devolution when Minister Khurshid raised the issue of the 13th Amendment. But both the main opposition UNP and the Tamil National Alliance are boycotting the PSC which now comprises only Government members who will have to reach “consensus” on the 13A.

If India has to participate in the commonwealth forum, it should put forward condition that the Government of Sri Lanka lead by Rajapkase should talk to TNA and agree on the devolution packages before the conference based on the oslo agreement between Government of Sri Lanka and LTTE in 2002. The agreed proposals can then be put forward to Parliament. Otherwise India should bring another resolution in March 2004 to start the process of international investigation on war crimes committed by the regime.
