Keep Army In Barracks To Conduct Free And Fair Elections In North & East: Jayasuriya

“I as a Candidate in the Elections to the Post of the President therefore, demand the Elections Commissioner to immediately arrange for the army to be removed to barracks from midnight 05 January and detail the police to enforce rule of law in both North and East.” says the Uinted Socialist Party Presidential Candidate Siritunga Jayasuriya.

Issuing a statement he pointed out that despite the feeling of insecurity and possible intimidations prevail very strongly in the Northern Tamil psyche with armed security and para military groups moving freely in those areas, Tamils will go to polls this time unlike in 2005 November.

“Elections Commissioner will therefore have to make certain very soon that the military remains in the barracks, at least from midnight 05 January till the election is over. Three days in barracks, this country will not have any national security issue though Secretary Ministry of Defence (MoD), Gotabhaya Rajapaksa could be expected to say the LTTE is still a threat. He in fact may not be the Secretary MoD by the time election results are announced and therefore need not bother himself of national security issues thereafter. That will be the responsibility of the new government.” he further said.

I returned from my Jaffna and Vanni campaign tour this morning and am obliged to convey the general sentiments of the Tamil people in those districts. In fact the same sentiments were expressed by those in the East a week ago, when I was in the East where I had a nasty experience of facing a goon attack by regime thugs.

Tamil society will go to polls this time unlike in 2005 November and they need a free and peaceful environment to engage in politics to participate in elections. Yet the feeling of insecurity and possible intimidations prevail very strongly in the Northern Tamil psyche with armed security and para military groups moving freely in those areas. Their past traumatic and frightening experiences with the military occupying North and East do not allow them to feel secure and safe.

It is known and was discussed openly how the Rajapaksa regime used both the security forces and para military groups to intimidate, threaten and stop people voting during the Northern PC elections. Northern Province Governor, an ex army officer escorted by armed security, openly identified himself with the Rajapaksa campaign. Even candidates like Ananthi Sasitharan was attacked during that election campaign and she told media she fears death.

This 2015 January presidential election is without a main opposition candidate to directly represent the Tamil people. Common opposition candidate Maithripala Sirisena is also on a Sinhala Buddhist platform, promising to stand by “war heroes”. Therefore the possibility of the Rajapaksa regime using armed security forces in election related work during the last few days before polls on January 08, is heavily suspected with their enormous and conspicuous presence in North and East. That possibility cannot be ruled out too, with the electoral decline President Rajapaksa as a candidate is facing in all other districts.

In addition to the near impossible task that the election commission is conducting, I urge the Election Commissioner (EC) to immediately intervene immediately to prevent any such high handed threatening intervention by the military and their covert support for para military groups, used by the Rajapaksa campaign.

EC will therefore have to make certain very soon that the military remains in the barracks, at least from midnight 05 January till the election is over. Three days in barracks, this country will not have any national security issue though Secretary Ministry of Defence (MoD), Gotabhaya Rajapaksa could be expected to say the LTTE is still a threat. He in fact may not be the Secretary MoD by the time election results are announced and therefore need not bother himself of national security issues thereafter. That will be the responsibility of the new government.

What is most important right now is to allow the Tamil people to go to polls with confidence and use their sovereign right to vote as they wish. That demands the military to be kept in barracks.

    This is a very pertinent demand from Siritunga Jayasuriya, USP Candidate, to the Election Commissioner. His request comes undoubtedly as a common request from all opposition candidates. More so on behalf of the people of the North and the East who are vulnerable for pressure from particularly pro-government paramilitary groups mostly in the name of security forces. If the armed forces are kept in barracks, for the relevant days, except in certain installations perhaps agreed with Election Commissioner, it is good for the name of the security forces as well. The demand or the request is for a free and fair election.

    I made this comment on 27th Decm. re Forces in Barracks on 8th Jany:-

    “Will this E.C. be able to put in writing to the Secretary MoD that no members of the Forces leave their Camps on 8th/9th January, without THE ECs EXPRESS SANCTION. This should be copied to Lalith Weeratunga and an acknowledgement sought by return. The movement of the Army to places anew like Polonnaruwa should be re-allocated to their original places as at day of Nomination. This includes Army activity in the N/E from 7th morning and patrolling be curbed. Only on the request of the Police that they can leave their Camps for Official work. WILL the EC have the guts to do his duty??”

    IF ANY Muslim is harmed by Kothapaya’s BBS this time, no one in the Rajafucksa family should be spared in a war crimes investigation.

    All these war criminals should be sent to Hague if any Muslim is harmed.

      The SLMC took all the privileges given by the President and later turned their hat and again the SLMC will join the Govt. on the 9th of January 2015 and this is History. Never trust the MUSLIMS.

        I do not agree with you. I am a Muslim never voted for SLMC. Therefore, SLMC do not represent me and several thousands of Muslims in Sri Lanka. And, I know of many hundreds who do not agree their policies and also did not vote for them. Most of the Muslims are of the view that ethnically named political parties should be banned like in Singapore.

      Im sure Muslim congress and all the muslim parties will re join the government, if MR wins. Were there any muslim party in the opposition all this time? Everyone was with the government enjoying all the priviledges. Only during elections, they leave the government and then rejoin after the elections, fooling the muslim community. Hakeen has done it more than 10 time now, and still the muslims believe him.

      When muslim mosques and business were attacked by the BBS, he said he was ashamed to be a part of the government, but never left it.. shameless….

The alleged War Crimes were committed on the innocent Tamils suppposedly for supporting the LTTE disregarding the fact that more Tamils than any other race were harmed by the LTTE soldiers themselves.

    As far as the Tamil people are concerned they want the occupying army moved out of the North for good not just for the elections. The lands belonging to the people be returned to them for settlement as they are now living in camps. It should no noted that they were chased out of their homes by aerial bombardment. To confiscate those lands by the Army is a crime. I hope Mr.Jeyasuriya may know that it is a criminal offence under the UN charter to take away or confiscate the land belonging to an individual. President Rajapaksa is liable to be taken to Hague to stand trial. I would like to know from Mr.Jayasuriya as to his position with regard to the Tamils of North and East. What is his manifesto?

      Dear Mr. Sellam,
      the demand to confine the Army to the barracks is an immediate demand pertaining to the elections, but I completely agree with you on the demand for complete withdrawal of the armed forces from the North & East. This is not only part of the programme that I stand for in the elections, but the United Socialist Party swears by that demand for the last few years since the Genocidal War that killed lakhs of innocent Tamils.

      To inform you further I openly stand for the Right of Self Determination of the Tamils to determine their national status, which I consider as their inalienable right. I am a staunch advocate of this demand for the last three decades.

    Instead of confining the army to the barracks Rajapaksa is most likely to use them to intimidate and prevent tamils and muslims from voting in the North and the East to ensure his victory.

    The reason the military is kept in Jaffna is to ensure denial of democratic rights to the tamil people and there is no worse example than the denial of voting rights.

    Mr Siritunga’s call is likely to be ignored.

    It is a welcome request. I don’t how much of freedom EC has over the sec. of Defence. Rightly or wrongly, Sinhalese masses have trust on their soldiers it is the time they have to prove that they are serving to the nation and it is their duty protect law and order, not to be slaves of a dictator. Y

    The point raised is very valid. If MY3 wins and the reforms go ahead a situation like we have now must be legislated so that it never happens again. I refer to the fact that we have the presidents brother as S.O.D. who is not answerable to anyone. This man has transformed an administrative post into a post of deputy king. He should be locked up and made to pay for his sins followed by electoral reforms to ensure this never happens again. The EC and the future CC should have total control of the country during times of elections. Any secretary who refuses to tow the line must be dismissed and if he refuses to go be escorted out of office and into a jail cell.

    Just like last month, NPC Chief Minister CV was complaining that the army has been photographing him Like paparazzies photographing cinema actresses. When Susma Suvaraj visited Jaffna, she complained that army has been walking into Saamaththiya Chadankoos without invitations. During the NPC election army went to Ananthi’s house. They printed a false Uthayan. Now, Siritunga requesting the army to stay in their BRAC during the election. There is a gang pushing Tamils to get out and vote. Will this gang join Siritunga in calling the army to stay inside. MY3 is asking TNA to support him; will he publicly tell the Jaffna people if the army walk into their Saamaththiya Chadankoo, he will be responsible?

    Sarath Fonseka, the hero of the people, and the soldiers who were under his command, found himself the target of vindictiveness, and made into an example to others who may “dare” run against the ruling regime, legitimately. His own troops surrounded the hotel he was in, and eventually took him in.

    So what makes any Sri Lankan have hope that the armed forces, under a ruthless Secretary of Defense, will disobey orders and do the right thing, at the right time? They were willing to fire, injure, and kill innocent civilians. in Welliweriya, and did nothing in Aluthgama, so citizens beware, you will never get the protection of any of our uniformed officers. They blindly follow orders, right or wrong.

        Strange, I did not mention he was a hero to the minority. I wonder how you got that impression.

        I think collectively, ALL the people in Sri Lanka were grateful that the terrorists were defeated, and they were able to get about safely in the country. Fonseka was a hero to most people, until he was marginalized by the ruling regime when he decided to run against them.

    The Para-Militaries will be out in force scouting. “Ah kay lah – we’ll do our best”…….. is that OK

    Future, Sira will get Sirithunga to remove the Army & place para militaries.

    This election is the only opportunity for siritunga to get some recognition. he has been so long in in politics as a political Non entity.
