Low, Dishonest Governance

This week, two trains collided in Sri Lanka.

It was an accident waiting to happen, caused by a technical failure left unattended for too long, despite many complaints: “The points of the railway track of the Pothuhera Railway Station were faulty for several years but repeated requests to higher-ups to rectify the problems fell on deaf ears. We were expecting a railway disaster at any moment.”[ii]

MahindaIn most countries, resignations would be offered and heads would roll. Not in Sri Lanka. Here politicians and officials will shrug off the blame the same way they shrugged off the responsibility. (Incidentally, the Secretary to the Ministry of Transport is Dhammika Perera whose US$350 million casino-resort, The Queensbury, was one of the three projects given the green light last week[iii]).

A high-level probe has been ordered. But its fate will be no different from that of other probes, for instance the probe on Weliweriya. As Human Rights Commissioner Navi Pillay stated in her official report to the UNHRC, “On 2 August 2013, the Army Commander appointed a military court of inquiry into the incident. The court submitted its report on 21 August, but it has not been made public. On 30 August 2013, the Army announced that four senior officers had been relieved of their duties with immediate effect, although no court martial has been initiated. The factory has since been relocated and compensation offered to the families of those killed.”[iv] The probe thus became an instrument of concealment, a way to prevent the public from discovering who ordered the army to act with unrestrained brutality (including lethal violence) towards unarmed protestors.

A state which is enslaved to a personality/family is incapable of acting in the best interests of either the country or the people. The outlook of such a state is narrow and petty; partisan political interests and even frivolous whims and fanatical fancies are accorded precedence over vital national issues. Total fealty rather than competence is what such a state demands from its officials. Its task is not to admit and rectify errors, but to maintain the lies, the Maya about infallible rulers and wonderful governments. The Pothuera tragedy is just one more outcome of this model of governance.

Having got away with such monumental lies as ‘Humanitarian operations’, ‘Zero-civilian casualties’ and ‘Welfare Villages’, the Rajapaksas cannot be blamed for regarding the Sinhala majority as preternaturally gullible.

The President swears that casinos will not be allowed in the mega resorts. Gambling is James Packer’s business. As the official website of Mr. Packer’s planned resort in Sri Lanka states, it will offer customers ‘World class gaming facilities’[v]. If he is not allowed to make money by fleecing the addicted, the gullible and the vulnerable, Mr. Packer will not invest a cent in Sri Lanka, even with the unprecedentedly generous 10 year tax holiday. Therefore President Rajapaksa’s ‘no casinos’ statement is as much of an impossibility as his previous statements about Lankan soldiers waging the Fourth Eelam War with a gun in one hand and Human Rights Charter in the other, food for the displaced over the shoulder and a heart full of love. Since most of the Sinhala South opted to believe that outrageously atrocious fib, the Rajapaksas cannot be faulted for thinking that they will fall for the much smaller lie about casinos.

President Rajapaksa is the popular face and the ever-ready smile of the Rajapaksa Inc. Brother Basil provides most of the brains and Brother Gotabhaya handles the brawns department. Brother Chamal plays the role of the ‘honest broker’ with remarkable adroitness, even though at crucial moments the mask is set aside – such as during the Impeachment witch-trial. The Siblings probably have their differences and disagreements, as all families do. But they are indubitably moving in tandem towards the same goal: turn Sri Lanka into their sole and permanent preserve.

The latest BBS antic, the Wilpattu drama, and its obviously pre-programmed outcome, the religious police, too will be used to further this overarching purpose.

A Common Threat

The Muslims of Musali were expelled from their homes by the LTTE in 1990. For the next twenty plus years they lived in a state of limbo in Puttalam. The LTTE did not allow them to return during the Third Peace Process. When they went back in 2012, they found that the Navy was in occupation of much of their land. Soon seven huts put up by the returning families were destroyed in a mysterious fire. A police officer on duty was reported saying, “We can see how the people are suffering but who are we to tell? Nothing can be done….. The news on the ground is that the Defence Ministry is trying to secure 1500 acres to build a hotel in this area.”[vi] There were also reports of a government attempt to settle non-displaced Sinhalese from Anuradhapura in Musali, while the legal owners remained homeless[vii].

Eventually, some of the displaced families were allocated land in the buffer zone of the Wilpattu sanctuary, by the Presidential Task Force Committee, with the knowledge and approval of all relevant authorities.

Had these facts been verified, “unnecessary tension and conflict could have been avoided” lamented the Mannar Divisional Secretary, when everything was over[viii].  Are we expected to believe that the Rajapaksas were unaware of these facts? The Wilpattu issue was another storm in a tea cup, a political drama produced by the Rajapaksas and enacted by the BBS, to divert public attention from the casino issue and to create the context for the setting up of the new religious police. Once the casino gazettes were through and the religious police was up and running, the Wilpattu furore, having served its insidious purpose, was allowed to die, like the Halal furore and cow-slaughter furore. (Birth control and conversions may be the next BBS targets[ix]).

The Rajapaksa ‘patria’ is a deeply hierarchical place which discriminates against the minority in favour of the majority and the poor (including the Sinhala-Buddhist poor) in favour of the rich. The plight of the people of Ragamwela is the best proof that UDA/military land-grabbing is as much of a threat to the Sinhala-Buddhist peasantry as to the urban poor, Tamils and Muslims. According to the Spokesman of the Panama Lagoon Fisheries Management Authority, “the Navy had…acquired land belonging to the villagers and places considered by the Central Environment Authority as rich in biodiversity”[x]. Actress-cum-environmentalist Iranganie Serasinghe appealed to the Navy “to refrain from engaging in activities that would have an adverse impact on the Panama lagoon”[xi], to no avail.

Paris foreman Pierre Bruno wrote that the 19th-century working class harboured three aspirations – to combat ignorance, to combat poverty and to help one another[xii]. These aspirations are apposite for the anti-Rajapaksa opposition as well. The people must realise the devastating truth about the Rajapaksas, Mahinda downwards, and understand the need for human sympathy and political solidarity across ethno-religious and class lines, if Sri Lanka is to escape her own Nandikadal, of Rajapaksa making.

        Gigantic floats and thousands of posters with Jarapassa’s ugly mug have taken over central Colombo whose residents are staying off the streets as the Rajapaksa parade that is both feudalistic, nationalist and racist takes over the streets with their thugs and cronies celebrating their stuffed DUMMY – King Mahinda Jarapassa of Moda Lanka and his cronies…

        The same JVP had their asses torn apart lying to the people and bringing the rogue MARA to power. He was seen crying over non payment of Rs. 2.5M due to them which they had spent over pasting lie posters on walls in 2005 in that process. It is the very regime the JVP created then that is doing all the appalling and abhorrent things now. The JVP is responsible for it. The UNP has nothing to say now because the people asked for it and they got it! It is up to the people to decide their destiny, whether to perish under the Rajapakshas and their coalitions or to salvage their asses by opting for UNP under RW.

          Yes, JVP supported MR in 2005 in condition that MR finish the LTTE war and also to find a permanent solution to the Tamil problem.

          But what MR did was with JVP help after winning the war he just kicked out the solving Tamil problem over the window.Also MR did not fulfill the minimum wages and wage increases to people he promissed in Mahinda Chinthana.

          SIMPLY MR USED HIS CONDOM THEORY ON JVP.

          This is the same MR that used JVP to win 2005 elections now bashing them on burnt tires during 1988/89 his May day speech.

          JVP now has already gone International and in a very strong footing, and will come out as winners during the next Parliamentary elections.

          JVP should know how to differentiate a friend from Foe.

            This is a fools’ paradise and no one knows the voting pattern of them. May be you are correct and in that case JVP will destroy this country in another round of mischief like those of Banda, Sirima, Chandrika and MARA.

            After all, what is the political, economic and development plan and vision of JVP? Are they going to revive socialism or something? Where would they stalk geopolitically? Who will be the allies? Surely they must reject and desist capitalism as they repeat over and over again the method has failed. America and all the rest out! Then whither SL? Cuba, Russia or what? China? But there is no socialism in China nor is there human rights, party politics, democracy or anything in Chine. Human right champions and crusaders are mercilessly shot dead and jack-booted in Chiana. Russia is the same story. With the hypothetical election victory by JVP where would they take this country? However, we have memories and statistics on what they did those days: setting fire to busses, factories, stealing ID cards, throwing petrol bombs and wielding galkatas and destroying the lives of a whole generation of youths in the country!

            They never believed in a political solution to the ethnic problem. They bombed the very parliament in defiance of a political solution, directly opposed Peace Agreement of RW and in fact condemned any negotiated settlement and pursued a war footing. How will they act now if they get power?

            Desperate situations require desperate measures and they are jumping up and down these says saying they are the Opposition in the parliament, just because they and some think they speak louder and better than others!

            If this is the case then I will put my eggs in the village fish vendor’s pouch! Louder and harsher disables and hopefully more chicks!

        SL is in this terrible whole, since these two parties have had a revolving door to corridors of power in SL since 1948.

        I hope we will manage to break that cycle one day.

          By default you have been wrong on RW. You have a compromised and conditioned reasoning and judgment. It is not the “talent or integrity” of leadership alone that is responsible for the current mess in the country but people like you who have poor outlook, perception and reasoning. Think of the average fool who are far below even your limited capacity!

          There is no question of talent or integrity of RW. During the short period when he took office he proved it beyond any shadow of doubt. The problem is 95% of the populace is centuries behind him. When he, with discussion and concurrence of others in the government, adopted the policy of not giving unnecessary jobs in the state sector to prevent loss of state funds, inefficiency and bureaucracy, any sensible and progressive person would approve it as the correct thing to do. And then he would create job opportunities in private sector by developing the country in general. Now see what this good governance practice and norm has been translated into by the majority fools in the country! Everybody is blaming him for contracting the state sector! MR expanded it, but at what cost to the country and the starving poor? MR went to Oxford to give a stupid lecture and what happened is history and a farce. On the contrary, RW is engaged in a long series of lectures and learning experience as a politician, a thinker, a policy maker, a lecturer etc. in a leading university in the world which even JR was not conferred upon. I heard someone had asked whether RW could contest for US presidency! No joke, and sure, he could! And he would definitely perform outstandingly well and usher in a new geopolitical era. The problem with Sinhalese is the patient is going to prescribe the medicine to the doctor, they think it is the doctor who has gone loony!

            However, nobody is indispensible. Including RW. That is a good starting point for our troubled country.

            UNP has no proper organisational structure to deal with issues such as leadership battles.

            On going & long running mess it is embroiled in provides ample evidence.

            You cannot blame voters for not understanding RW’s leadership skills. It is UNP’s responsibility to communicate and mareket RW. If you so believe he is your greatest asset.

            UNP’s website is almost elementary. Though it is the leading opposition party. Indicative of your party’s poor comminication skills.

            That is despite your big & arrogant mouth.

            Holding political office in Sri Lanka is a privilege. It is not a lifetime right.

            That privilege is given by the people. For a limited period. To implement his/her vision to resolve burning issues of the nation.

            A politcian must accept that privilege with humility.

            Your response smacks of arrogance & disprespect towards the general public. You have judged yourself to be intelligent above average. That is fine with me.

            Afford the same respect to voters of Sri Lanka.

            PS: Agree. RW did well by limiting SL’s bloated public sector. The King is playing to the Gallery by doing the exact oppostite. SL will end up bankrupt if this trend continues. Just like Greece or Argentina somtime ago. But, that is not Hambantota Clan’s problem.

            AKD & General Fonseka seem to be fulfilling that responsibilty far better.

                RW is a very analytical, intelligent guy. Check out his discussion at MIT on YouTube. You will be impressed.

                Probably a lot more decent than many others in politics today as well.

                However, he has a severe PR drawback. Today’s digital media world compounds this drawback.

                For me his PR problems are not critical. But, the gallery of voters in SL are a different lot. Where both Sajitha and MR thrive. Unfortunately.

                Con-Masters such as Rajapassa Clan members with “patriotism” tattooed across their chests thrive among Sri Lanka’s voters. Mainly due to their deceptive PR techniques.

                I believe this to be the root cause of RW’s problems.

This is my challenge to you: come down to the island called Sri Lanka located on the planet earth from your West-benchmarked “dreamland” and propose your candidate to replace RW. Pseudo pandits like you perpetually continue to create leaders in abstraction and then escape to the Western benchmark to cover up your stupidity. A bunch of loony monks, politically bankrupt voice-cut politicians and such others led by the bankrupt media rag, Sirasa, was making a big commotion to replace RW. Ranil obliged and in the first instance appointed this Leadership Council especially for “hakara-mouthed” pandits like you. Now show me the progress of your “change the leader pill for all the ills” concept with which you start the day, end the day and sleep the night.

              As I said earlier it is the mal-organized structure of your compromised and handicapped reasoning ability that is incapable of uncovering the root causes of the so called and non-existent leadership battle limping around among the majority cattle. This battle is really a conspiracy hatched by the autocrat and propagated by hakara-mouthed people like you, the invariable outcome of which is the perpetuation of the familial rule. That traitor of the UNP, Sajith is the clown that is manipulated by the regime to implement this ruse. Recently Sajth’s sister was caught with Rs. 2.5M of counterfeit money. But MARA immediately came to the rescue and swept the crime under the carpet. He obtained all the details of the crime and kept them as weapons to hijack Sajith. Of course MR has many such details of crimes he committed during his father’s time that are waiting to be used against Sajith at the crucial time. Threfore Sajith is like a goat tethered to a post by MR. What JR miscalculated and erred was to hand over the helm to Premadasa in order to please the majority fools in the country. JR said “here, I empowered the poor and the impoverished” handpicking RP but the fact and what happened really was the bloody both physically and mentally impoverished rascals in the country together with gobba looking Premadasas completely destroyed the initiative and the onward march started by JR. They brought in all sorts of power struggles, quarrels, political assassinations, self-bloating projects, short term politically motivated undertakings…And finally RP ensured that the Executive Presidency which is a double-edged sword able to be used for both good and bad was grabbed by the unqualified rogues in SLFP. Today there is no democratic space in Sri Lanka but autocracy. In an autocracy there is no point in speaking of opposition party’s organizational structures and all those democratic institutional arrangements because the autocratic behemoth using all the steamrolls under his belt tramples and destroys everything the opposition does.

              Recently a passenger waiting for the train was virtually smashed at Fort Railway Station using one of the ponna apparatuses of the behemoth-the police; the passenger was bleeding all over and he said to the cameras the police assaulted him. The behemoth using the ponna voice of the ponna police said, “ane pawu, the agitators have hit him”. What justice was meted out to him under Rajapaksha Sri Lanka? The same plight applies to everything standing on Sri Lanka today from visiting tourist to diplomat to journalist. Even resolution after resolution passed at UN does not seem to change the autocratic atmosphere, impunity and destruction of law and order and democratic space in Sri Lanka. Applying your ignorant theory do you think there is something wrong in organizational structure of UN as they too have been unable to influence and change the ways of the autocrat? How do you say UNP can maintain the organizational structure you propose when the behemoth is suppressing free media and communication under the jack boot, break the limbs of journos who dissent, block web sites, hatch and perpetrate all kinds of conspiracies, purchase opposition politicians spending mammoth amounts of plundered money, launch utterly false misinformation campaigns against Ranil and UNP and all the rest of it? Can’t your bird brain understand why for many many many kindergarten stuff that Sajith monkey is staging giving away Rs. 50,000/- to superstition and ignorance begetting and spreading monks in temples there is not a single exposure of many valuable, informed and timely speeches that RW makes? How then is UNP to impart information, news and truth to the public let alone denial and responding to falsehoods spread by the regime on RW and UNP?

              Stepping down from office after 4, 6 or 10 years and all those positive things you mentioned are alright in a functioning democracy and where people are intelligent and logical in making political choices. Afford the same respect to voters of Sri Lanka..” I don’t take any pleasure or mental satisfaction writing these things and wasting my time. The observable fact is that the majority are utter fools. I call them buffaloes and monkeys not to raise or flatter myself but they don’t deserve any better. They voted in a bitch with a piece of plaster pasted on to the face, then elected a tsunami hora, ate milk rice and fired fire-crackers in a racist frenzy celebrating the massacring of thousands upon thousands of civilians, they loiter in kilometers long queues to worship a piece of dead pig tooth believing it to be Buddha’s, they harangue about over 2500 years old ancient Sinhala Buddhist heritage but google says they have created new sex obsession records, their president obliges them with laws to marry rape victims by the predator for feudal and life-long victimization and predatorship, their mosquito coil companies prevent and discourage research and invention of new methods of mosquito control lest their income would dwindle, they destroy their environment, soil, water, ground water, fauna and flora, the forests, the wild beasts, the birds, when they want to catch a hare or want illegally cut some trees they set fire to a whole jungle many hectares in extent and standing for thousands of years, or when they want to grab some lands they set fire to a whole building housing all the records of lands in a whole metropolis …and no one speaks a word about those stratospheric and irreversible damages, they believe all the lies spread by the regime through the compromised media rags, ass licking artists and criminals in presentable mask and say, “there is no opposition, RW is in Mahinda’s pocket, RW has no back bone, he can’t control his party…”and all the silly nonsense. You complain about UNP website which is true, but who cares and views the web to obtain info. Besides there are alternative sites. Huge costs would involve in running one with a network of reporters. And who will report braving the behemoth? Almost all the successfully operated ones were once either arsoned, assaulted, their reporters attacked or killed and had to abandon the country to run the service. Do you propose UNP operates it’s web in asylum? Do you mean RW or someone to be a fugitive of Rajapaksha to fulfill your daydreams of web operations? Do you or who will provide financial assistance which the regime enjoys preternaturally?

              The language the racist buffaloes in this country understand is the language of racism, extremism, chauvinism, feudalism, vassal heritage, religious superstition and fanatism, vanity, extravagance, cardboard heroism, chest thumping king Kong-ism, tar carpet kissing, jingoism, police ponnaism towards politicos and police lionism towards the innocent, military jackbootizaton and iron rod butcherization of civilian struggles, Buddhism fantasization by the rogue monk under the robe, spirituality is policed by convicts, criminals, roble clad military thugs, religious police and chief prelates of various chapters confer blessings on such desecration, adopted parentization of the killer of one’s father like Hirunika did and rice packet and bottle of arrack plus Rs. 500/-, 1,000/- or 1,500/- or a sheet of takaran etc. determines whom they would vote for!

            The uneducated bulshitter Mara increased the State jobs to his cronies increasing from 8,000 to 15,000.

            Now most of these cronies are idling doing nothing while almost every state corporaton is running at Billions of rupees losses.

            I even saw an employee sleeping on the desk during office hours when I visited birth certificate registration office.

            It is mostly through Private sector taxes that GOSL run today.

            All the public sector corporations are not only running at huge losses, but are heavily in debt to Banks and to our economy.

              One day I went into a state institution to purchase certain items. One of my relations worked there and that person helped me. This is how I had the transaction done:

              Upon entering the premises there was a small hut with a single chair for the security guard. There were three ladies on the single chair scantily resting their bottoms on the chair! Single chair and the corresponding small space of the hut meant only a single guard was originally planned and MARA administration stuffed three persons for a single post.

              Upon entering through the main door, there was one lady to say “ayubowan” and another to open the door while several others remain in the lobby leisurely gliding alone. Couldn’t find out how many had gone for a walk or on some other matter.

              Then to the filling of the invoice and other documents: there was one lady to pick up the correct voucher book, she handed over it to another who filled it, another one rushed in with an ink pad and a rubber seal, yet another put the rubber stamp on it and finally still another took the voucher along with my money to the counter for payment!

              This is the miracle of Asia, the Republic of Banana ruled by MARA and the family!

                Three was a time in Argentina where certain state sector workers only turned up at work once a month. Only to collect their pay cheque. Otherwise there was no reason for them to go to work.

                That is how corrupt politicians created jobs in Argentina.

        The latest news is the Log book of Pothuhera Railway station is missiing. The responsible guys including the station master is stll working while five other guys work are been suspended.

        No proper break checks are been carried on while blaming India for the accident. This accident was waiting to happen. Signal malfunction, points were not working, no co-driver on board and now Log book is missing. What a state of Railway Dept. in Sri Lanka today.

        Most of the Railway lines were put up by the British and today Railway is one of the most noiciest and uncomfortable mode of transport out of the whole world.

        Sri Lanka’s railways are in the Lowest five in the world. Many railways in Africa functioning better than sri Lanka Railway which incurred five Billion Rupees lost last year.

        The Transport minister who is one of the Least educated talk more about women than Railways and transport in the Parliament.

    US States Dept in its latest report says the LTTE in Srilanka and India receive funds and arms from the Diaspora.

    Canadian FM is unhappy that his citizens are among the LTTE operatives who collect funds for these terrorists to regroup and push the inhabitant Tamils in Srilanka into another stint of misery and mayhem.

    Thanks to the current pro active stance of the Govt in combating Terrorism, the recent attempt of Norwagian trained Gopi and his mates was stopped in its tracks..

    TNA which still has LTTE supporting MPs who are actively engaged in collecting money from the Diaspora encouraged the Gopi clan, and challenged the Govt to prove that there are terrorists.

    These TNA MPs are now trying to eliminate old Anadasagaree because the latter has recently pointed out how some of these current TNA MPs were hand picked by the late Eelaam head.

    And Ms T is worried about Weliveriya.

    If not for the Rajapaksas , our inhabitants would have been worse than the poor Iraqis and the Syrians.

    Thanks Thisaranee and CT for your effort of explaining again and again the simple truth about current SL situation.. Recently, I noticed that some Sinhalese journalists come out and publishing articles with some values to readers.. Perhaps, power of free laptops and Rs1.2m interest free loans are diminishing…..
