Matters Of Concern Regarding National Security

In 2009, we militarily defeated the LTTE which had been officially named by the US Federal Bureau of investigation as the deadliest terrorist organisation in the world. Though we had defeated the military machine of the LTTE, their political and financial structures based in Western countries remained intact. Therefore, my government maintained constant vigilance to ensure that there was no resurgence of terrorism in Sri Lanka. There were about four attempts of varying severity by separatist terrorists to regroup in the North but due to our vigilance my government was able to nip all those attempts in the bud.

I see now that this vigilance no longer exists. My government rehabilitated and released over 11,000 LTTE cadres and retained in custody only those considered to be dangerous to the community. The present government has been hastily releasing hard core terrorists without regard to the nation’s security due to political pressure from certain interested quarters.

While dangerous LTTE detainees are being released, the Prevention of Terrorism Act is being used to imprison members of the military. The PTA was enacted to deal with terrorism, not to detain members of the armed forces.  If any investigation is to be carried out into the conduct of military personnel, the government has a duty to deal with the issue under the laws applicable to the military or under the ordinary law of the country. That is a basic curtsy that we have to extend to members of the armed forces who sacrificed so much for the country. We have to be heedful of the self respect of our armed forces.

Officials of foreign organisations have been permitted unfettered access to Sri Lanka’s military installations such as the Naval base in Trincomalee. This has resulted in an immediate danger posed to members of the intelligence wing of the Navy reminiscent of the situation that arose after the Milenenium city betrayal in 2002.

Hon Speaker,

We have to be mindful of the events which occurred on the so called Mahavir day marked recently. The black flags and the posters on the Jaffna campus openly deified Prabhakaran and called for the establishment of Eelam.  The provincial council of the Northern Province ordered that schools be closed and hartals and hunger strikes were organised in the North to bring pressure to bear on the government to release dangerous terrorists. A 17 year old youth jumped in front of a moving train and committed suicide. It is said that a letter was found in his possession demanding that LTTE prisoners be released forthwith. It is not possible to believe that a teenager would have resorted to this behaviour without instigation and elaborate planning by others. We must be mindful of where these incidents are leading the country.

Despite the danger signs that have been manifesting themselves, the government has taken the ill-advised move of removing the proscriptions on eight pro-LTTE organisations and 269 individuals. I have seen on the internet photographs of the Tamil Youth Organisation and the Canadian Tamil Congress both of which were recently de-proscribed,  hoisting the Eelam flag and paying public homage to Prabhakaran. These are organisations which my government banned to safeguard Sri Lanka’s security but they have all been irresponsibly de-proscribed by the current administration.

Officials of foreign governments have visited our country and made demarches to Sri Lanka’s leadership about withdrawing the military from the Northern province. Decisions with regard to the deployment of troops are matters that should solely be within the sovereign jurisdiction of Sri Lanka. I cannot approve of officials of foreign governments declaring that they will remain ‘cautious and vigilant’ with regard to military matters in Sri Lanka.

The root cause of these problems is the ill-conceived foreign policy of the current administration which is based on bending over backwards to please certain foreign governments which are in turn influenced in their policy towards Sri Lanka by various Tamil Diaspora organisations which can deliver votes at elections in those countries.

Hon Speaker,

In October this year, the present government ill-advisedly accepted and co-sponsored a resolution against Sri Lanka which is based on a report which states that there are ‘reasonable grounds to believe’ that Sri Lanka’s armed forces committed grave crimes during the last phase of the war against the LTTE. In terms of this resolution the government has agreed to establish a war crimes court to try Sri Lankan military personnel with the participation of foreign judges, prosecutors and investigators and to allow this mechanism to obtain funding from foreign countries. They have also agreed to reform the domestic law to bring it into line with the laws implemented by international war crimes tribunals.  They have also undertaken to remove through an administrative process members of the military suspected of having committed human rights abuses even if there is insufficient evidence to charge them in a court of law.

When the British prime minister met our President recently, the former made an offer of six million pounds to reform the military. I do not believe that foreign governments should be sponsoring the reform of Sri Lanka’s armed forces nor should any such reform be done due to pressure from overseas.

I have come to learn that the senior military officers who led the various Divisions during the final phase of the war are to be retired without being given the usual service extensions. When these officers retire, they lose the institutional backing and protection provided by the military. Sending these officers on retirement at a time when war crimes investigations are being spoken of is a clear case of deliberately abandoning these officers. It is my view that these officers should be granted service extensions by the government until the danger abates.

The government has also agreed amend the Public Security Ordinance and to repeal the Prevention of Terrorism Act and replace it with legislation acceptable to the foreign powers. I see this as a reckless dismantling of the country’s core security legislation.

Hon. Speaker,

The State owned Rakana Lanka Security Service built up a successful maritime security service in the Indian ocean region during my administration. More than twenty private security companies collaborated with Rakna Lanka in this enterprise in various capacities. Sri Lanka earned a considerable amount of foreign exchange through this endeavour and it continued to function under the present government until very recently. But now I find that the government has for political reasons embarked on a course of action aimed at completely destroying this successful maritime security service which functioned with the approval of the relevant UN bodies.

Key individuals who provided political and military leadership to the war effort are now being hauled virtually on a daily basis before various police financial investigation units and commissions of inquiry probing allegations corruption and fraud. I believe this is being done to tarnish the image that these individuals built up in the country by providing leadership to the war effort. I know that the people are following these developments carefully.

I wish to call upon the government to not to place the nation’s security in jeopardy over petty political considerations and due to their antipathy towards me and the government I led.

      Colombo Chief JMO Ajith Tennakoon yesterday informed Colombo Additional Magistrate Nishantha Peiris that former Sri Lanka rugby star Wasim Thajudeen had not been driving his vehicle at the time of his death.The initial verdict was that Thajudeen had died of injuries sustained in a car accident.Tennakoon told the Colombo Additional Magistrate that the former rugby star had been assaulted before his body was dumped into the left seat of his car before the accident was staged.

      Tennakoon made this observation after performing a special judicial medical examination of Wasim Thajudeen’s badly-charred body which was exhumed three months ago from his grave in the cemetery in Dehiwela.

      Tennakoon made this observation after performing a special judicial medical examination of Wasim Thajudeen’s badly-charred body which was exhumed three months ago from his grave in the cemetery in Dehiwela.

      Tennakoon said Thajudeen’s death had been caused by the infliction of multiple injuries to his legs, neck and stomach, the severity of which had been aggravated with injuries caused by the fire when the car had been torched.
      Thajudeen may have died a few minutes before the car was set ablaze or just when it was being torched, Tennakoon said.
      The entire disclosure made by the Colombo Chief JMO to the Colombo Additional Magistrate Nishantha Peiris on the charred remains of rugby player Wasim Thajudeen after it was exhumed is as follows.

      1. The parts of the corpse that was exhumed and the samples that had been kept at the JMO office were identified as that of late Mohammad Wasim Thajudeen. This was further proved and ascertained through DNA tests carried out on the samples taken from the victim’s remains and after having examined and re-examined x-ray photos taken both before and after the victim’s death.
      2. From the parts of the corpse that was exhumed there were only dried bones. Smooth particles were not found on the bones.
      3. We found the fractures at the higher and lower sections of the bone. These fractures are horizontal. In our opinion, these horizontal fractures, in both thigh bones, are on the same level, and cannot occur in a motor accident. These fractures can only have been caused through repeated blows with a blunt weapon.

      4. The head injury might have caused the victim to lapse into an unconscious state.
      5. The bone below the knee of the left leg was also broken. We believe that this was caused by assault. Examination of the car showed us that it had not met with a motor accident.
      6. The wounds on the chest and the neck looked as if they were pierced with some object. The wound in the neck had pierced the Oesophagus (windpipe). The pole to which the steering wheel is attached or the lever on the pole cannot cause such a wound. Therefore we believe that this was caused by a blunt weapon.
      7. There had been heavy bleeding from the wound on the lower neck. This can be the wound that was the cause of death. However, we are not one hundred per cent sure because the body was burnt.
      8. According to the photographs taken by officials from SOCO and CID, the body was in the front passenger seat. Also, it had turned towards the left door. If this incident occurred when the deceased was driving it would have been impossible, given the nature of the wounds, for him to move to the passenger seat. He could not have been thrown to the passenger seat.
      9. Considering all evidence we believe that the deceased was not driving when the accident took place. The victim was placed in the passenger seat after he was assaulted. He was placed and the perpetrators had then stage-managed what appeared to be an accident.

      10. We believe that death was caused by injuries to the leg, neck and the chest and subsequently by the effects of the fire. Therefore, the fire occurred right before his death.

      11. There was no carbon monoxide found in the first blood sample taken at the post-mortem. However, in the first post-mortem report it is said that they suspect that there might have been carbon monoxide in the blood. The blood samples were taken from the chest cavity and the abdomen. If the blood was from the wounds before the fire was caused, there cannot be carbon monoxide in these samples.

      According to Tennakoon’s as well as the panel of medical experts’ opinions and observations related to the bone samples and bone fragments obtained from Thajudeen’s body, which have since been lost (previously the authorities had been warned to ensure safety of that evidence) are:
      1 Two thigh bones and some parts of the sternum were not among the body parts which were exhumed.
      2. In the last post-mortem, the Chief Judicial Medical Officer Ananda Samarasekara writes in the last paragraph of the 14th page that “I have asked to place the above-mentioned bone samples in the deep freezer in our institution.” However, these bone samples could not be found. There was no evidence of action taken to ensure the safety of that evidence.
      3. Both assistants who took part in the first post-mortem said they were not instructed by the three doctors to hold the bone samples. The procedure of the institute is to label such samples, number them, record the samples, and place them in the deep freezer under the supervision of laboratory officials.

      4. Although we inspected all deep freezers and freezers that held corpses, we could not find the bone samples.

      5. Dr. Samarasekara visited the institute with CID officials on 30 September but he could also not find the samples.

      6. We believe that, after considering all the evidence, the two thigh bones and chest bones were not held at the institute.
      The final report of the examination, after his body was exhumed, was issued with the signatures of the Colombo Chief Judicial Medical Officer, Ajith Tennakoon, Dr. N. Perera and the Additional Judicial Medical Officer N.P.A. Hewage. The next hearing will be on 10 December. Magistrate Nishantha Peiris, who was taking swift action to solve the Thajudeen case was transferred on 3 November to the Matara District Court with effect from 1 January 2016 by the Judicial Services Commission.

        I agree with every word he has said, and I have been warning about the resurgent LTTE ready to start Eelam War VI. They are building the campaign up on the Internet – on Facebook and YouTube, from their bases in Tamil Nadu (Vaiko and Seeman), the USA (TGTE), Canada (Tamil Canadian) and London (BTF and GTF). My father Brian Senewiratne is flying to the USA to meet with the TGTE boss Rudrakumaran on 17th December, planning to stay till the 28th.

        I am urging the US authorities to arrest him for his crimes in Sri Lanka and Australia over the past decades. Details are on the Holistic University Network (HUN) sites on Facebook and YouTube and on the Holistic University of Brisbane (HUB) websites.

    Now MP Mahinda Jarapasse who in your opinion was more a threat to this country, was it PRABAKARAN OR MAHENDRA PERCY JARAPASSE (MP)? You win hands down!

    The FBI classified the LTTE as the deadliest in the world, due to their discipline, well organized international network, courage, ruthlessness, intelligence, support and funding that other movements do not have or rather unable to obtain and maintain. The task of eliminating the LTTE was not rocket science, because this was a organization consisting of just 500 rag tag youth who boomeranged to 12,000 overnight (thanks to the Sinhalese for 1983 riots) with a specific identity of being Tamils (identity) and fighting in an area surrounded by complete sea. The SL armed forces were 50,000 and bloomed to almost 350,000.00++ when it was able to claim victory. That the LTTE was able to hold fort and control huge swaths of land for 30 years is the shame that needs analysis rather than talking about the heroism of the SL armed forces. That the SL armed forces consisting of more than 50 times man power, fire power, infrastructure, foreign intelligence, foreign military and technological support were made to eat banana’s for 30 years by just 5,000 LTTE simply says a lot on the ability of the SLAF. Furthermore, in that process of victory annihilating thousands of innocent civilians Tamils for which a war crimes investigation has begun is placing the lid on this so called bull shit heroism. Of course, in any war their is bound to be civilian causalities, but UN investigations have found incriminating proof and clearly show indiscipline, indiscriminate fire power, racist and simply unprofessional behavior of soldiers at all levels probably even implicating the Defense Secretary and President. Obviously, MaRa and his team of coyotes are worried about all these happenings and findings which may bring their own shame and disaster, thus all this grumbling statements about the present regime allowing too much freedom into investigating the cowardly acts of the past.

    Then why you, as the supreme commander, ordered Gen. Fonseka and Admiral Karannagoda to retire, just after the conclusion of the war, despite they being the two commanders who spearheaded the war to defeat LTTE.

    In addition you have to realize that during the 2010 election Sarath Fonseka threatened to kill the entire Rajapaksa family on the Bogambara grounds. As you would know to threat to kill someone is a criminal offence. Furthermore after the election he holed up in a lake front hotel with 600 army deserters in what appeared to be an attempted coup. Due to these reasons he was brought before a Military Tribunal and was found guilty and sentenced to 20 years in prison. President Mahinda Rajapaksa then pardoned him after 2 years.

    It is obvious from the large number of comments that many Tamils have got galvanized against President Mahinda Rajapaksa to write so many comments against him. You ungrateful people must realize that you can move around freely in the North and East today thanks to MR. He gave back all the infrastructure the LTTE had destroyed in the North and East. In addition he gave new lives to 300,000 Tamils by giving them houses and money to make a fresh start in life. As usual the Tamils have no gratitude. They come from Tamil Nadu with their caste problems and take out their anger against the Sinhalese. You think you have the West in your pocket. You will realize as the people of Iraq, Libya, Syria did that these countries have no love for you. What they wish to do is to break up countries, divide them up so that they destroy each other. That is what was done with India and Pakistan long ago and they are still fighting. They tried hard to provoke China and India to fight fortunately they did not bite the bait. Now the stupid Tamils have been promised a separate state. What can you do with a separate state? The minorities are like the vines on the tree, the tree being the majority community.     What he says is quite true. We don’t know if the present Gosl is moving towards an eventual split of the Island (they might not want it either, but will be quietly pressurized from higher powers to do so). They did, however, put out a warrant against the celebration of terrorist war-heroes.

    I mean, we like all what this new Gosl is implementing, and building the country ground up, compared to Rajapaksa’ s policies . If Rajapaksa had been given a 3rd term, would have probably wanted to implement better tax codes, and cut down on too much foreign investment. However, can you imagine what backlash he would have got, with minorities and old-elite not particularly favoring him? It’s an easier deal with the new Gosl.

    But if the new Gosl is gradually moving towards federalism, and on top of that a land-bridge with or without federalism), Sri Lanka will not be Sri Lanka anymore. It would be the demise of Sinhala civilization. In that case, a Rajapaksa rule would be preferable.

    I really did not want to comment on this speech of Mr. Mahinda Rajapakse in Parliament, because it was necessary to analyze what this “sudden” address to the Parliament was about. He expressed opinion on the Bidget and the economy from Abeyaramaya Temple; then suddenly appears for the first time in Parliament to TALK on National Security. This is the subject he thrives on and rely on to secure support of the public. Now he knows the NOOSE is getting little tightened with the facts coming to light on the Thajudeen’s accident, (that which under his Governance was declared an accident)but in actual fact a “Murder” and the two arrests made viz. that of Dammika Perera and another high official for illegal payments made to Tharunayata Hetak of Namal Rajapakse.On the same case Godahewa cannot be contacted todate. So far his Brother-in-Law has failed to answer the summons by the Presidential Commission, as regards Sri Lankan Air matters. After this speech in Parliament it is reported that he had a “SECRET” meeting with the Prime Minister in the Parliamentary complex. That SMELLS a RAT. He cannot go to Temple Trees in the same manner the then Leader of the Opposition did in the early hours of January 9th; mind you accompanied by Thiru Nadesan – the “Deal Maker” for Rajapakses. I feel this “SPEECH” was the “Sprig Board” for that “MEETING” and a “BAIT” thrown to the Public.     Mr.Mahinda Raja are you disputing the statement by JR’S nephew PM Ranil’s statement in the youth parliament that the war was won with the help of US, China & India. If Ranil is wrong you must rebut him in parliament and publicly out side parliament.

    Majority of the Sri Lankans have been taken on a ride by either SLFP leaders or UP leaders since 1948. Both the parties when in opposition plays the anti minorities card and comes back to power. The cycle recur.
