New Year Questions & Dilemmas

The year 2022 ended on a high football note with more than half the world’s adult population watching the World Cup Final in Qatar on the penultimate Sunday of the year. Christmas came a week later on the last Sunday of 2022, giving extra time for the seasonal cup of kindness, more so for Argentina which won the World Cup beating France in a penalty shootout after two hours of riveting football. For Qatar and the Arab World, hosting the World Cup had other meanings. It turned out to be a most politically charged sporting event in recent times, with spectator support ranging from pro-Palestinian sympathies to anti-Iranian slogans in solidarity with the prolonged and widespread protests against the government in Iran. 

Not surprisingly, the western media took the old approach of Orientalism (Edward Said’s celebrated concept critiquing the West’s ‘patronizing’ and ‘essentializing’ approach to studying others) in treating the Arab world as one static and monolithic culture. The western media was also a bit rich in cavilling at the apparent religious orthodoxy of the Middle East, forgetting the historical ties between football and churches in England and in Europe, and the continuing connections between them throughout South America. The media carping over the Qatar venue was eventually fizzled out by the level of football and the intensity of games that endured throughout the tournament. 

2022 might officially be the last year of Covid-19 if the WHO goes ahead, as it has indicated earlier, and declares 2023 to be Covid-free. But the indication came before the current Covid convulsions in China, and the world can only keep its fingers crossed having gone through an almost identical experience in early 2019. The last four years of Covid-19 have been a unique experience to the current occupants of the planet. Even though the world is far better equipped now to handle another Covid chapter, if, God forbid, one were to open anew, the direct and indirect Covid aftermaths are everywhere. Hopefully, Covid-19 will not be a renewed problem in 2023 for Sri Lanka, which has quite a slate of other crises to contend with in the new year.  

Sri Lanka’s Dilemmas

For Sri Lanka, 2022 drew to a close with Gotabaya Rajapaksa leaving for the US, leaving the problems he created in 2022 to be carried over to 2023. The New Year question for  President Wickremesinghe is which comes first – economic recovery or national reconciliation? The two can go on parallel tracks but the President has enough detractors to pounce on him if there is some tangible progress on the reconciliation front by February 4, but no IMF agreement by that time. On the other hand, if the reconciliation initiative were to fail for whatever reason, that would be a huge setback and frustrated expectations will become a drag on the much needed economic takeoff. 

Mr. Wickremesinghe, who has said that he has been keeping out of ‘party politics’ after becoming President, would be well advised to keep it that way in decisions over the timing and conduct of local government elections. He should leave it to the Election Commission to do its job and keep himself at a far enough distance from party campaigns for the local elections. He might, however, consider including referendum questions on the local election ballot to gauge the people’s opinion on nationally important matters.      

On the economic front, it is somewhat puzzling why the President has not considered initiating an All-Party conversation on the economy, similar to the one on reconciliation. In fact, an APC on the economy should have come earlier and it had better be now rather than later, or, worse, never. The President could also expand the circle of consultation on the economy by including the Governor of the Central Bank and a cluster of economic experts. 

The Opposition SJB has already called for a Parliamentary Select Committee to probe into the decision makings of the Gotabaya Administration that led to Sri Lanka’s uniquely ‘man made’ economic crisis. Others want to extend the probe to assess any potential impact of the Foreign Exchange Act No 12 of 2017 on the current forex crisis insofar as loopholes in the law have been used by exporters to stash away their forex earnings in foreign accounts without bringing them home. 

Obviously, this is a ruse to entrap Ranil Wickremesinghe to share the blame equally with the Rajapaksas for the current crisis. That may be all right with the alleged Ranil-Rajapaksa duopoly, but it would be far fetched to blame the current crisis on the 2017 law. According to published dates and dollar amounts, 65% of export incomes were repatriated until July 2021. The current repatriation rate is 23%, and the decline began after July 2021, due not so much to the 2017 law as to the more recent collapse of the rupee against the dollar. Hedging against adverse fluctuations in exchange rates was touted by the export community as one of the two main advantages of the 2017 law, the other being the access to foreign currency loans at currency-specific interest rates which are lower than interest rates for rupee loans. 

As well, of the now estimated $53 billion export incomes currently stashed way, $35 billion has been attributed to quite a separate, and potentially illegal, process involving offshore accounts dating back all the way to 2007. The very beginning of the Rajapaksa yugaya. Add to that all the anecdotal totals of all the other monies that have been spirited away throughout the yugaya, Sri Lanka should be able to find enough stashed away dollars to, at least partially, honour its debt payments and meet forex needs for essential imports. 

The government’s focus should be on fighting corruption, specifically targeting corruption in foreign exchange, and determining the breakdown in forex stashing for the period before 2017, between 2017 and 2021, and after 2021. But forex investigations should not scare away established and above-board exporters. Already big exporters are jittery and are looking for greener pastures abroad. Foreign currency earnings are not only required to boost the country’s balance of payments, but are also essential for the very survival of businesses as the CB Governor Nandalal Weerasinghe has recently warned. In its desperation for FDI, the government is ready to transform Colombo’s Port City into a bunkering harbour after previously selling it as the glittering Dubai of South Asia.  

Crime and Corruption

One of the positive aspects of an IMF agreement would be the commitment to fight corruption, which will not be so with bilateral debt restructuring agreements.  Perhaps the President should ponder a third All-Party Conference on corruption along with his initiatives on the economy and reconciliation. He should also be more objective, if not careful, in selecting his personal advisers and avoid imposters who could bring national embarrassment to the President by exposing themselves to allegations of being ‘petophiles.’ 

What I am calling here as the petophile saga involving a presidential advisor and his hyperactive accusers is a rather minor symptom of the depraved conditions that Sri Lankan society is steadily sinking into. The peddling of drugs, attacks on university dons, rising murder rate, extortions, criminal cheating and breach of trust are among the graver symptoms of the island’s social malaise. Perpetrators of crimes are seldom apprehended or prosecuted, while the victims of criminals such as those vulnerable to substance abuse are targeted for harsh treatments and not rehabilitation. 

The urgency of this situation was brought home before Christmas by the horrific killing of Dinesh Schaffter. Dayan Jayatilleka has called it “a surreal crime: the gruesome, cruel death of a decent, personable businessman belonging to a well-established family,” one that “illustrates the decay of Sri Lanka in the current period,” and whose “horror is bound to impact the image of the country and its business climate.”  No one will disagree. 

The onus is on the police to find the culprits, not to broadcast tendentious theories through inspired media leaks. There is growing suspicion that this case is on track to enter Sri Lanka’s long list of unsolved cold cases. If so, it would certainly be considered by UNHRC in Geneva as yet another addition to Sri Lanka’s “emblematic cases.” They are symptomatic of Sri Lanka’s social decay and its broken down law enforcement. 

The United Nations Office on Drugs and Crimes (UNODC) lists drugs, crime and corruption in addition to terrorism as serious threats to peace, security, human rights and development both globally and within individual countries. Sri Lanka officially prides itself for eliminating terrorism, but has miles to go in combating drugs, crime and corruption. In fact, the incidence of drugs and crime has only increased in the years after terrorism was defeated. This aspect of the Sri Lankan crisis never features on the political radar unlike economic recovery or national reconciliation. There will be no sustainable economic recovery or national reconciliation so long as the national menaces of drugs, crime and corruption continue unabated.

                Best Evidence Why is Singapore silent on the judicial investigations against their citizen Arjuna Mahendran? Surely they dont have srilanken born judges in their courts.

                I have several German professors working in Singapore. They told me about the so called BOND scam under RW. what is being highlighted in SRILANKEN TV cant never be according to them. These are just like myths being promoted by ALLE BALUWANSA or the like YELLOW pets about western and american conspiracy against our island nation.

                I am well aware that Singapore law does not allow anyone to escape. Sorisena once claimed that he signed his signature 20,000 times, the same signature that was broadcast over and over again by partisan Pachavahini. Who signs 20 000 or more for a court case? SIRASA TV will have to confess sooner rather than later…wait.

                Time will soon reveal all.

My days are numbered and SINHALA_MAN as the new catcher in the JVP ground handling network, he has exposed almost everything about me to the world.

                They might have ordered me to be killed in the coming days. Repeated warnings to total ignorant SM failed to convince the schizophrenic nature, but he continued to show his complete ignorance. If I get shot, I’d like to see HT, Manel , lovely ones, and the few in my next life (if there is a next life) and a few others.

                Let me tell you, SM is deliberately misleading you.

                He wastes hours to teach us “Fundamentals of MS-OFFICE”. In CT too, his “know-it-all” nature, considered our guru, has given critics a headache.

                  Dear LM: I asked you to educate me as I had no knowledge of that “OBJECTION” on the nomination of GOTA. Now you talk of some “Translation”. What is the relevance of that to my request to you? That is to me “Yanne Koheda Malle Pol”.

                  Please note I never and will never have “God Father”. I had a “Father” who inherited me with “GENES” to stand on my own and say only what I know. Also never to beat about the bush on what I don’t know and talk “BS” when questioned. That is my breed.

                      Dear LM: Thank you. I have a copy of the Presidential Election Act. There are provisions to raise objections to nominations subject to certain conditions. Any other candidate could have done it on those specific grounds. Here the question you are having in mind is Gota’s citizenship. If any other candidate is not “100%” certain that Gota was not a citizen of S/L, it was worthless raising that objection. Why AKD did not object was, his party relied on a decision given in a case that came before SC challenging Gota’s citizenship and passport. That decision was in favor of Gota. Neither they had nor provided anyone who speaks of having any proof (document) in hand to file the objection based on the matter of Gota’s citizenship/renunciation of the US citizenship.

                      In any case, if any “Other” party ( another citizen) was aggrieved and had “VALID” reasons he/she could have filed an “Election Petition” to nullify his election. Did anyone who “SHOUTS” on this matter file such an Election Petition? NO. Then those shoutings are all “BS” (sorry for that word) Hope I have clarified this matter briefly.

                      Your explanation of GOTA’s inadequacy in accepting nominations is tantamount to allowing a critically ill patient to be treated by an untrained nurse in a specialist setting. In such a situation, the death of the patient is inevitable and so is Gota’s nomination which is the first step in his election as president.
                      There is no dearth of lawyers and professionals ( nearly 20 000 ) in this country, but I cannot understand the authorities reacting as if they are not at all mature in their positions.
                      Even worse you are trying to justify such grossly unfair actions by them as senior citizens. Even Dr. Hoole, as a member of the three-member commission, criticized this and filed a separate affidavit to Senior Advocate Mr. Nagananda Kodithuvakku and individually filed a case against the brutality of the biased Election Commissioner.

TN managed to retain investment destination tag with over Rs one TRILLION investment committed by various companies in 2022, making it the second largest state economy. TN signed new deals with 60 companies, that would generate 75, 00 new jobs. Goal is to reach one $ one TRILLION by 2030-31. Major developments including textiles / wearing apparels, leather products, IT, E-Vehicles / components, Fox Con moving out of china (has 20, 000 employees), chemicals, fabricated metal products and space and defence ( new ), making it a major manufacturing hub in these areas. .

        Thanks. ……. Lankans have a lot to prove about themselves to the world before any sane manufacture will locate even a little of their manufacturing/assembly to Lanka. Our internal market is so tiny …… we have to offer other incentives/advantages. Onetime …… some manufactures located their garment manufacturing in SL ……. to take advantage of our GST with EU and similar low tariff benefits we had with some other developed countries.

          I fully agree with you. Systemic change should be in place for anyone to invest. I am sure you would have heard about the TATA story. Initially when they came up with NANO idea (cheap car for common man) , they picked West Bengal as their production site. Due to political reasons/ gimmicks, current Mamata govt (then a novice) started back peddling on the agreement. Though the plant was complete and heavy machinery in place, Ratan Tata, did not hesitate to shift the whole plant to another state, which was business friendly. In the process TATA lost some money but Mamata learned her lesson. I believe Lanka owned Damro is doing well in India. Indians in general , seem to learn in the hard way , whereas Lankans never learn.

            OC, I came to live in this ountry in earl 80’s to study medicine and now back for over a decade. No doubt there is still corruption but ain’t any worse, compared to before (if at all I feel it’s less) Reasons are many 1) currently all financial transactioms are traceable
            because it’s linked to Adhar ( similar to social security in the U.S ) 2) Anti corruption and other social activists can easily obtain any information they want through RTI. 3) That is how highly popular politicians, to name a few Jeya, Lallu , Mulayalam were investigated and punished. 4) Corruption is now less among politician compared to administration , bureaucrats and white collars 5) politicians, now a days are apprehensive almost to the extent of paranoia because they are being constantly watched by rivals , media/social media and their foes. Whereas in Lanka not only Rajapaksas ( President/ PM / Ministers) are mother of all crooks but made it, into a culture for their convenience. Due to limitations I have made it short.

              Many states have independent bodies ( anti corruption/ graft cell) with all powers to investigate complaints related to corruption and financial crimes. All it takes is few signatories to trigger an investigation

            I know very little about TN ….. except for what OC, chiv and others have said here. It seems they have made a lot of progress in recent times.

            I’m no economist …… but sticking to just basic common sense,

            The primary reason in any business activity is profit. Any sane business undertaking will first do a risk-assessment. If the risk is high people will expect high returns (like in high-risk loans, the interest should be high.) Even in drug-running this happens – people are willing to take the risk if the profit/rewards are high.

            Corruption or not ……. I don’t think there is much incentive for foreign entities to invest in SL ……. I feel the risks are greater than the rewards/profits. For them it’s a simple business decision.

            One of the main reason is the size of our market …….. India has a huge market. The size of the market matters in most business investment decisions.

              About the size of the market …….. a guy called Ed Yardeni had a brilliant insight when the Berlin Wall fell and the Soviet Union collapsed. He realized that the market doubled or tripled overnight. And the really sharp invested in businesses that could expand into Eastern Europe. And there was a huge growth-spurt in some “Western” businesses and profits along with it.

              Corruption or not ……. there is a sustainable/viable internal market for 3-wheelers ……. and I believe there are local businesses assembling/manufacturing Tuk Tuks in SL. There is a local market for several other locally assembled/manufactured good: fridges, furniture, TVs etc. But a sustainable market for Autos is simply not there.

              Even Sweden couldn’t sustain SAAB and Volvo.

              There are smaller countries specialising in niche segments …… Liechtenstein in financial services, Swiss banking is secrecy/discretion ……. Monaco tax-haven …….. Singapore low taxes ……… Ireland has low company tax: Apple and several others are headquartered there ……. some Caribbean countries have set up similar incentives ………etc. I feel that’s where we should aim ……

    Increasing the price of Electricity is nothing to with fighting corruption. Don’t argue that Ranil can’t do with Rajapaksas or Arjuna Mahendran because he has to depend on Rajapaksas at this stage beacuse he needs their support in Parliament. Putting Aragalaya youths under PTA for demanding action on corruption is not the solution to economic recovery. What is the IMF Policy on corruptors?

The best thought of all with some knowledge would be to get out of the current economic crisis and stand against it completely, saying goodbye forever to the nation’s corruption and criminal cancer.

This year will decide how to solve our economic crisis and get rid of the crime-corruption cancer. Born in Sri Lanka but living outside the country, I do not feel it is right to drag their feet at this crucial moment like JVP and other SJBs. It is not wise at all.
The patient is now in the intensive care unit, however, any skilled surgeon should save the patient’s life – as should be clear to anyone wary of the level of risk. Even if the surgeon is a rapist or womanier, we should not care much about his or her pvt life, but to focus on his professional abilities.

Why don’t our people open their eyes? Isn’t the reason for our “free fall” more than anything else to follow their illusion AND blatant lies?

        S L is a lost cause, without a future. The basic problem is the culture of impunity among the politicians who have ruled the country since independence leading to complete corruption.
        What is needed is a total replacement of the ruling class by much younger educated politicians. This needs a new constitution with age limits and term limits and equal representation of both sexes in the parliament. Of course, the new constitution will need other new added changes to modernize it, but the main requirement is to get younger and brighter and “honest” politicians in the parliament.
        The time has come to get rid of the present ruling lot in toto and make way for younger honest and better educated Sri Lankans to take charge..

            Why didn’t you spend that precious time for teaching English to those poor youths? If my neighbors being in their late 80s (gent is heart patient, wife is former nurse)can use their time for free langauge lessions to Ukrainian and Syrian refugees, why can’t you?

            Those boys and girls that seek jobs today in outside world must come with basic english.

            There are many less-fortunate young people in UVA and Monaragala who will accept your teaching. at anytime. I have no doubt about that. Why on earth you never thought of that ?
            Why couldn’t you do something worthwhile rather than you were wasting time for enjoying gossiping around the clock? You chased me like a hyena chasing its prey.               You have written, “UVA and Monaragala”, unaware that “Moneragala” is one of the Districts in the Uva Province. The other is Badulla. There also are towns called Moneragala and Badulla; Badulla is the capital of the entire Province.

                    LM. I am not fond of getting into arguments. Nevertheless, on one hand you accuse the Medamulana family being “melechcha” /savage and at the same time giving univocal support to RW who is their security guard with an AK rifle on the ready to shoot at. You and Sinhala_Man stand on the same platform, shoulder to shoulder latter defending AKD. You both share the same identical ideologies and that is a sad irony. I honestly believed all of you would support me for standing up against corrupt to the core justice system which is detrimental to every citizen of the country in a disastrous manner. As I pointed out previously, Judiciary is the third pod of the tripod which reinforce the other two to keep a country stable.

                I had then a German teacher (early 90’s) who didn’t know if he covered his subjects during his lessons, he asked us a classroom full of varied nationalities, I didn’t do that or this?

                The truth was the teacher was nice, but little pissu by nature. Not structured enough. This reminded me every time I am compelled to read the “know it all” texts from our SINHLALA_Man.

                I have not lived in this country for decades and I will not return to live there until Rajapaksa terrorism problem is solved.

                That is my position now and I respect everyone equally.

    One should remember that when the rulers of a country practices violent means [state terrorism] against it’s own minorities, IT creates the minorities to take up arms in order to liberate themselves. Hence if SL wants to improve their ECONOMY, they should first and foremost find a solution to ethnic issue.
    We need the professionals in all spheres to practice their jobs sincerely/ truthfully and not do things according to the crooked politicians’ wishes. Hence we want the government workers to be with the people.

      I agree with you. We need to find a way to put the ethnic divide behind us, if we need to make progress as a nation.
      I want you to understand something, minorities exist not only based on ethnicity or religion.
      The biggest minority in sri Lanka is the helpless people who are being victimized based on their financial inadequacies or others based on their caste or creed. This happens within the ethnic communities and is very dangerous, because the victims are voiceless since their plight is often regarded as an internal issue, so the world doesn’t give much attention.
      Tamils and Sinhalese are experts at his game. We have to advocate against this as well.
