P2P Highlights Issues Needing In Internal Resolution To Prevent Escalation

The five day march from the eastern town of Pottuvil to the northern capital of Jaffna, given the name P2P-Pottuvil to Polikandi march, came to a peaceful end having made its point to the people of the north and east and to the international community. The culmination of the march in Jaffna saw large crowds participating. But the point was largely lost in the rest of the country where the focus of attention was on other matters such as Independence Day celebrations. The government needs to do the heeding. The marchers had slogans that, among others called for the need to ascertain the fate of missing persons, to permit events held in their memory and return of land taken over for security purposes during the war. There was also the issue of LTTE suspects who have been held for over a decade without being subjected to legal processes.

There were also more recent issues that the marchers sought to bring to public attention. One of them was the concern that land in the north and east, and those which there are archaeological monuments, are being claimed as state property and sites of Hindu temples are being claimed as Buddhist. This is accompanied by the fear of resulting Sinhala settlements. The government has appointed a committee to look into these issues, but as the committee is dominated by members of the majority community including Buddhist clergy, the ethnic and religious minorities feel that the findings and judgements made on them will not be objective. Significantly, the P2P march brought up the issues of not just the Tamil community but also those of the Muslims and Indian-origin Tamils as well with the backing of their political parties.

Issues relating to the Muslim and Indian-origin Tamil communities were included in the list of grievances that the marchers wished to bring to public notice. Among these was the issue of enforced cremations of those who die due to being infected by the Covid virus. This requirement is applicable to members of all communities. But it impacts most grievously on the Muslim community to whom burial is an article of faith. The fact that this practice of enforced cremation only takes place in Sri Lanka and is not in keeping with international guidelines adds to the sense of grievance. Another issue was that of the payment of a daily wage of Rs 1000 to plantation workers who are overwhelmingly Indian-origin Tamils.

Minorities Marginalised 

While the latter issues are relatively new ones, the former issues have been in the public realm for over a decade or more. A reason for them to be canvassed at the present juncture would be the forthcoming sessions of the UN Human Rights Council in Geneva. Despite new international issues coming to the fore, Sri Lanka is certain to figure as a country of interest in the aftermath of the presentation of the report by the UN High Commissioner for Human Rights. The ethnic and religious minorities who have found themselves unable to move the government to attend to the needs that they deem to be important see this as an alternative forum to achieve justice. Some of those issues were manifested in the messages during the P2P march.

The election of the present government in 2019 and its decision to withdraw from the agreement signed with the UNHRC in October 2015 has provided the context for the latest initiative by sections of the Tamil polity, civil society and the Tamil Diaspora to combine to bring international pressure to bear upon the government. Their inability to influence the government within the country would induce them to make their case before an international forum that they hope would be in a position to influence the government. The current situation in Sri Lanka is that the ethnic and religious minorities have little say in the governance of the country. This is not as it should be. Sections of the international community, are susceptible to appeals by groups that are marginalized and lack the power to create internal change themselves.

The most recent UN report on Sri Lanka constitutes a serious challenge to the Sri Lankan government along with a call for punitive actions. However, the problem with the UN report is that it assumes that international pressure and the threat of punitive actions will make the government change course. However, this is unlikely to be the case. One of the main campaign themes at the last presidential and general elections both of which the government won with large majorities was the disaster of the Easter Sunday bombing. This was blamed on the weakening of national security due to the previous government’s succumbing to international pressure and therefore not giving national security pride of place. The present government was able to win the last two elections by mobilizing the nationalism of the ethnic majority community who voted overwhelmingly for the government.

National Sovereignty 

The government’s sense of mission with regard to upholding Sri Lanka’s national sovereignty in the face of internal and external challenges is to be seen in its dismissal of the UN report as being biased and hypocritical. The importance of national sovereignty both to the government and to its support base is also to be seen in the manner in which the government has withdrawn from a Memorandum of Cooperation with the Indian and Japanese governments with regard to investing in Colombo port. The implementation of this agreement was cancelled due to strong opposition by port workers, influential Buddhist monks and various unions threatening to go on strike, and also by division within the government on the grounds of national sovereignty.

The priority of the government would be to consolidate and expand its base of support within the country. At the same time, a rational government would also be aware of the need to maintain relations all round. It is to be hoped that the government and its international partners do not get into confrontation but resolve their differences through negotiation with mutual accommodation. In particular, the government needs to be sensitive to Indian concerns regarding the handing over of contracts for power generation projects to China on three islands that are only 30 kilometers away from India. With regard to Colombo port, the government is reported to have offered the undeveloped Western Terminal of Colombo port as an alternative site for Indian investment in place of the more developed Eastern Terminal.

With regard to the forthcoming session of the UNHRC in Geneva, the government has mentioned the possibility of a consensus resolution. Sri Lanka’s position in terms of economic development, human rights and democratic freedoms will be best preserved if the government is motivated by circumstances and confidence in its relations to make promises, make plans and undertake the implementation of its promises. A government and majority community who are secure are more likely to be fair by their ethnic and religious minorities and to listen and pay heed to their grievances, such as those outlined in the P2P march that took place in the north and east of the country. This will preclude the need for external intervention. The worst case scenario in which national interests would suffer would be a confrontation in which the government embraces one side only and excludes others, both in its internal and external relations.

    Internal resolution is always best and may even be ambitiously possible but not under this leadership and this government which won majority of the majority community’s votes chiefly fuelling bigotry and pandering to the powerful and popular bigoted groups in the country.

    Even at times of moderate leadership throughout history, moderate in relative terms, the capacity for internal resolution was always dubious because those powerful and popular bigoted elements were unyielding, unwilling, influential and building momentum through the course of independent Sri Lanka.

      Did you know the Prince of Darkness Sarath Weerasekera has withdrawn Sumanthiran’s security details which is ordinarily available to all other MPs, VIPs, etc.
      Despite Sumanthiran being an MP and a Tax Payer his domestic security has been withdrawn.
      Does Sumanthiran has the right to demand security from UN, UK, USA, IC, Hindia, …..?

    When Tamils in Sri Lanka are convinced beyond doubt that the successive Sinhalese governments are systematically implementing since independence genocide of Tamils with impunity, how can Tamils expect the worst Sinhalese Buddhist fascist government in power now to resolve this problem?

      The author seems to encourage the international players to strike a consensus resolution with the SL govt instead of twisting the arms of a popularly elected government and its supporters with forced resolutions and punitive measures.

      At this juncture in Sri Lanka’s history, under this government with Gotabaya as the president, fellow war criminals appointed to key positions, and the bigoted voter base that paved the way for this majority government, it seems irrational for the author to think that “A government and majority community who are secure are more likely to be fair by their ethnic and religious minorities and to listen and pay heed to their grievances, ….”

      His proposition is simply unrealistic for a meaningful and swift resolution. However, instead of fuelling the anti-minority fervour of the particular voter base and strengthening its allegiance to Gotabaya et al, it will allow space for that allegiance to loosen. In other words, it can allow the opposing parties to erode that voter base towards victory in the next elections.

      Realistically, now or ever, fair and swift resolutions can be achieved only by internationally driven resolutions with severe punitive measures for defiance and non-compliance.

      I understand that as far as the Vadukkodai objective is concerned it is important to maintain the animosity between the two parties to triger the next critical event. Any cooling off will only prolonge that occurrence. UNHRC is helping the process in a mathematically caculated precision.

    Both Muslim and Demala (Tamils after 1911) communities are of Indian origin. Separating Demala community who are of Indian origin into Ceylon Tamils and Indian Tamils is a deliberate attempt by Vellala Demalu in Yapanaya to maintain their superior status. It is a well-known fact that Vellala Demalu look down upon Demala people who work in plantations because they belong to low castes. This artificial separation should be removed. There should be only one category; Demala/Tamils in Sri Lanka. After all, Demala people in plantations are citizens of Sri Lanka who make a great contribution to the economy.

        This is really interesting. The number of people who do not want to give equal status to so called ‘Indian Tamils’ who are citizens of Sri Lanka and work mostly in tea plantations with ‘Ceylon Tamils’ who live in Yapanaya have increased to 17.
        Are these Demalu from Yapanaya who blame Sinhalayo for not giving equal status to Tamils talk from their mouth or from the other end?

    This is good. The minorities should stick together. Because in this backward shithole of a country overrun by backward sleeping-with-animals people, minorities asking for basic human rights is seen as too much and that somehow takes away the rights of the insecure majority.

      If this situation is not handled correctly and another war breaks out; trust me when I say the sinhalayo will be kneeling asking for mercy within a few years.     This country belongs to not one family or one government one community. It belongs to people, it belongs to people living in this country. There are different group or communities and each community is different language, different faiths and distributed in different regions. For example, in the North East region 95% Tamil speaking people live for many many centuries. So, it is wrong to claim that people as minorities. They have the same right to govern their matters themselves similar to Sinhalese speaking people have in the South. This is the main problem the country and people need to find a solution. One Country One law is look good in theory but in practice it is a disaster. That is what happening now. Within past 12 years after the end of war, the country had three governments and what they did during this period? All three governments were taking revenge against each other but both governments robbed the nation and this country was sold.
    Now, this country not belong to Sinhalese or Tamils or Muslims but to China, India and few others. If the people don’t realise and fight each other, the outcome is no country.

Racist politicians like SJV Chelvanayakam and GG Ponnambalam did not allow Demala (Tamils after 1911) people to think as Ceylonese/Sri Lankans and live with Sinhalayo who are the Native people in Sinhale for their political survival. Even now racist Demala politicians do the same thing. They live happily with Sinhalayo in Colombo but when they go to Yapanaya they play racist politics. As long as this double game goes on there will not be reconciliation. As I have told you many times Sinhalayo accommodated Demala and Muslim people who came from Hindusthan. But unfortunately, misled by opportunistic politicians both these communities produced terrorists that slaughtered Sinhalayo. Learn to face the reality without blaming Sinhalayo.

      Meanwhile, it is regretted to observe that a Sri Lanka Sinhalese named Nalaka from Deraniyagala had participated in the Farmers’ strike in India with a Sri Lankan flag. Is this a justification to interfere into the domestic affairs of India. P2P only signalled their grievances and had not entered into any criminal activities. CT, I don’t know whether it is correct to post the picture here about the participation of the Sinhalese in India.

    The protest march should be an eye opener to the Government. There had been so many positive slogans and rules that were imposed by the organizers to keep the march away from LTTE influence. Most importantly LTTE slogans and separate state slogans were banned. It was only Wigneswaran’s group and Gajendrakumar , Ponnambalam who shouted LTTE slogans. This clearly showed that both these had other alternative agenda in their mind and were doing the dirty job on behalf of the Govt .

    I think Wigneswaran and Ponnambalam are Rajapakse plants in the North. Why I say this is Ponnambalam when he came into the political scene first he was supporting Rajapakses (2015 Presidential Election). He like his father cannot be trusted. His father voted with the then Government to take away the right of the estate workers to claim citizenship. Today he is pretending to be working for non-majority rights, but in fact paving ways for the Govt to accuse the march as a s Govt was releasing lands, thereby created a negative reaction from the south is again edoing the dirty job for the Govt. Both these are TRAITORS for the non-majority cause.

      P2P is another ‘Demala Nadagama’ directed by Tamil Diaspora before UNHRC. Tamil Diaspora consisting of Malabar Vellala Demalu who oppress low caste Demala people misled those poor Dalits and dragged them to a war. P2P is another attempt to take those Dalits for a ride.

    Rear Admirable has said that he will be arresting and prosecuting all who participated in the P2P walk. He withdraw Sumanthiran PC’s protection to facilitate that.     Not resolving the political problems internally was the cause of the External Indian intervention and the 13th Amendment!
    Well, as it is, Govt has moved internally to permit Burials for the Muslims. The chief reason is to get the wind off the sails of the Tamil Nationalists in their P2P MARCH WHERE THE BURIAL ISSUE was taken up. Muslim -Tamil convergence should be nipped in the bud., is the Govt:stand.
    Would there be external support from Muslim Nations to cushion the blow at the UNHRC

      There had been much international pressure for sometime over the forced cremations in Sri Lanka, gathering pressure and negative publicity internationally and culminating in it being cited in the latest UNHRC report.
      Without international pressure, Gotabaya et al wouldn’t have budged.
