Parliament Prorogation Prevents Examining Bond Scam Forensic Report

Extraordinary Gazette notification proroguing the 7th parliament has been issued under the “command” of President Gotabaya Rajapaksa a short while ago.

The secretary to the President Dr. P B Jayasundera issued the gazette notification “by His Excellency’s command”. The proclamation by President Rajapaksa reads that Parliament will be prorogued with effect from midnight today (December 2) till January 2, 2020. Accordingly, parliament will recommence on the January 3, 2020 and next session to commence at 10 am.

Prorogation of Parliament will render all committees being dissolved. Committee on Public Enterprises (COPE) will also stand dissolved.

Earlier in the day Chairman of the COPE, JVP MP Sunil Handunetthi called a special meeting of the COPE Committee to be held tomorrow and all its members were notified to attend the meeting. Amongst others COPE intended “to discuss the prospective actions to be taken regarding the bond scam based on the final report of the forensic audit of CBSL”, Sri Lanka Parliament web page read.

Unlike the Presidential Commission on the Bond Scam that had the mandate to look at events only the year 2015 while the forensic audit has covered the matter extensively as far back as 2007.

Even the previous parliament COPE report on the CBSL Bond Scam could not be submitted to the 7th parliament due to the prorogation of it.

Meanwhile, according to some legal experts prorogation may also result in the new tax concessions not being implemented introduced by the new government as “those have to be approved by Parliament”.

Is it possible than not you have not done or achieved much in your own life and been a content reminder of this to your parents.           JVP must fight to let the COPE committee continue. But Well, well it seems that the JVP and Sunil Handunetti are also playing ball with the corruption racket and the UNP-SLFP bonsdcams to loot the people of Lanka.
          What has happened to the JVP? ! It was once a party that fought for its truth, but now JVP meekly puts the forensic Audit reports in safe keeping??!
          Like the bondscam report that was Embargoed for 30 years on advice of USAID advisors..
          Rather than reading the audit report and exposing the wrong-doers. Is JVP also getting advice from Prasad Kariyawaasm in the Cesspit called the Parliament?!
          JVP must put up a fight to let the COPE continue or go home! AKD Mr 3 % has ruined the JVP it seems which cannot think straight and seems only interested covering up he UNP-SLFP corruption racket.

        Of course, the current Parliament is a massive waste of funds and a Cesspit of Corruption thanks to US puppet, Bondscam Ranil’s USAID-MCC funded “advisors” to the speaker and others on fake reconciliation and fake Human Rights, also to debilitate the Provincial Councils and local government system.
        Hope Ranil is impeached for the Bondscam and forced to resign from Parliament during this time.

      Sir I have a question regarding the legitimacy of current premier position. I thought his should be passed in current parliament. Is that not unconstitutional to behave like a premier before the legitimacy is made clear ? In a developed and civilized culture, even media would not refer him as the premier. Don’t u think do?

    Remember, Ranil only in the North said WE MADE a MISTAKE. But Maithripala sirisena also for some time said he would bring Arjun Mahendran back to Sri lanka and he knows what is the PResident’s commission’s content. another PResidential candidate is AKD of JVP . He must have read the bond Scam Report. Al most whole parliament got profits from the bond scam.

      @Kugan Absolutely. Send all these 225 jokers home for good. Appoint 20 experts in their respective fields as ministers and run the country like clockwork. Also do away with the wasteful provincial councils. Democracy can wait until we reach the level of Malaysia. (Just inform the US, UK & France before doing that to keep them off our back) I say this because democracy has been a disaster for 71 years.

    With respect to corruption, Frauds and Wastage, Ranil’s Yahapalanaya was no different from the previous Mahinda Rajapakse govt. The important thing is now Very corrupt and Fraudulent Western Establishment may be using as another tool just like Minority rights and human rights etc.,
    I think since 1980s, Sri lankan financial establishment is a HEll hole. No one wants to understand what is happening to $ 15-20 billion the country earned. Earlier, it was the LTTE. Since 2009, it is completely a different route.

      The reason parliament was prorogued is to prevent Cabraal’s crooked antics before 2015 from coming to light. He is known to have been incensed at the contents of the forensic audit recently concluded, as it exposed his and his then nefarious leaders’ thievery from public coffers. That slimy Ravi K learned well from these scams and gthen cooked up one of his own, for which he was rewarded with that famous apartment which he didn’t know was being paid for by someone else!!!

      By the way, I don’t normally read gazette norifications, but tghis one sounds like a royal proclamation coming from a monarch, doesn’t it? Maybe it is time to change Lanka’s name to “The Bufoonic Kingdom of the Rajapakses”?

    New King just went out, after reading PCoI & PRECIFAC reports, said Yahapalanaya stole 10B rupee, but from 2007 to 2014 1,000 B Rupees had been stolen. It was told the method Mahendran used to sell the bond was not anything different from Old Royals used until 2015. So New King closed the chapter and put the PCoI report on free for 20 years. Now the forensic audit was re-digging the cesspool. So King is trying to put a rest to it.

    Here MCC also died. Few days ago, International Media reported that Under Secretary Alice said that Lanakwe was implementing MCC. But our FAM immediately denied it. A condition in MCC is Lanakwe Parliament has to approve it. But the whole thing is supposed to die when the MCC directors meeting take place in Dec 9th, provided, it is not signed until then.

    Let me go into the rudiments involving the notice itself. If it were to announce as “…I, Gotabhaya Rajapakse ….” then the end should be “Gotabhaya Rajapakse President of the Democratic Socialist Republic of Sri Lanka”. If it must end in “By His Excellency’s Command P. B. Jayasundara Secretary to the President” then the body should be as follows: “ KNOW YE that the powers vested in the President by Article …………Sri Lanka by this proclamation the Parliament is prorogued with effect from ……to meet in the chamber of Parliament, Sri Jayewardenepura.” A similar faux pas took place during the Presidency of MY3 and I did point this out in a comment of mine. This is why I maintain that politics apart, the elected representatives must have competent people at all levels in public service. Having taken the trouble to view the notifications in other languages, the conceptual mistake exists even in those translations. SAD.

      But who will have the gumption to challenge a Rajapakse proclamation made by Jayasundera who was debarred by the SC from holding any public office. The bondscam report will never be taken up in parliament as Cabraal too is involved thro’ his sister in deals with Perpetual. Cabraal is now PMs adviser. Moreover, a young Rajapakse was honoured by the presence of Aloysius at his wedding ceremony at St. Marys, B’pitiya which was fouled up by the parish priest who got his ass chewed by the cardinal. One can’t extend invites and then throw the invitee into prison. Can one? Not done. The young Rajapakses will revolt.

    Sarath Amunugama is actually a UNPer at heart. He left the UNP because of Ranil like so many others who have done so. He is a very educated man and probably has one of Sri Lanka’s best brains. He is also a former Civil Servant (CCS). My own uncle was a former civil servant who described Sarath Amunugama as a brilliant man. Just goes to show the damage that Ranil has done to the country and party.

    Convert the parliment into mordern art cancer hospital or something.these MPs should work 9 to 4 conveniant working public every fortnight should work in week ends.after election you cant see them at all.after couple of years you cant recognaised anyway(put 15kg every year)you see the 4*4 but its all tinted glasses,and the House was surtendeted by36 feet walls,only the vissible is nice shiny red tile roof.

    when My3 prorogued Parliament in 2015 without allowing to submit the COPE report on
    RANIL-ARJUNA bond scam, all Rajapakshs’ and his followers condemned My3 as a traitor of democracy.

    Now the G Rajapaksha also doing the same. No doubt PB may have advised the new HE to do that.

    He should say following his own advise and the order to the new HE

    Every one including Mahinda family is afraid of Bond scam. The strong man Gota shut down parliament as Sirisena shut down parliament for Sirisena-Mahinda plot of October 2018. The strong man showed his power through a white car (not White van) in abducting Swiss embassy. Judiciary removed all allegations against the former defence secretary and Mahinda family who robbed the nation.

    Bond scams have been there for a long time. Selling bonds and shares at inflated prices to pension funds and state-owned banks was the name of the game. That is why RW insisted on “since 2007….”. Some of these players bought hotels, bank shares, businesses etc. Now ill-gotten black money is laundered to become clean money.

      don’t forget this is the forensic report,not sirisena’s bond one which was looking at only 2015 bond transactions.This forensic report goes back to 2007 and takes into all the bond transactions since then.Nivaard cabrall also will get into trouble and everyone knows he would have done his master’s bidding.So ranil,mahinda all in trouble.

      ps as i said earlier the problem for gota is his brothers mahinda and basil and their hambantota clan of rogues.Blood is thicker than water and gota will appease them.

They are on the same side (MS/RW/Rajapaksas) and Sorry Lankans are naive (dumb ?????Amarasiri help me out) to see through it. I said “all those accusation and alleged scams” will never see the light of day in Sorry Lanka. Same with Easter Killings too. Initially MS created a commission to cover it up. Then the PSC went into details and produced a report which clearly showed, MS was not only responsible but lied time and again to deceive investigation. To nullify , MS formed another commission. And the report finds civil servants at fault, but no politician including MS accountable. And all these circus are staged , at the cost of tax payers money. Truly Blessed.

    And after taking over the city and starting a new. Era that he endorsed new laws.

    Example of The President using the normal facilities of the Airport himself and later endorsing it as a law For others is highly commendable and it’s like the story of the Prophet about sweat addiction of the child.

    A true leader must practice what he preach.
    I think we see hope in our new President.

    IF Mr.President of Sri Lanka, can endorse at least. The 20th amendment and gather all provincial powers to the parliament and ministers and other. Council members locked in the parliamen answerable to Parliment, you could. Say he has already won half the race.
    I hope during this time of proroguing Parliment he will reflect. On bringing all powers and persons within a supreme parliament.
    Wait and hope
    That is all we can now do.

    Forensic audit or no, as I said earlier, Cabraal will have the protection of young Namal. After all, how could they forget the frolics they had in the West Indies when they went to canvass the commonwealth games? And when they retreat in shock and disbelief, close your mouth and stretch your tongue out and give them a hearty “Thrrrrrrrrrrrrpp”. Sit down again, take the “Singapore Business’ out of your pocket and scan for any vacancies in the top banks in the world. When you are applying just cut and paste your application to the central Bank in Sri Lanka. Be liberal with phrases like “absolutely honest”, “loyal and trustworthy”, “ability to work against the clock” etc. etc. When it comes to two non-related referees remember to avoid your FRCS friend here. Candidates he recommends always lose. The other one is ideal. He has been freeing the guilty lately. So you will definitely be in luck’s way. I hear he has got down a billiards table into his lowly farmer’s mansion down Wijerama. He plays billiards now with borrowed balls as he has no balls of his own. And while he plays he sings to himself this beautiful song set to the tune of “The River Kwai March”.

    Arajun mahendran was MR familys business advisor,when in Dubai. Protected MR wealth in Dubai. Alosius the son in law was at Namals wedding, all these guys have dealings with Gota as well. So they are free, as the judges are just rubber stamping gots request. Free all the criminals. We know with all the judges freeing old ministers and mps from all corruption. Or white van for the judges.
    Gots have got the civil servants working again,as they are the most corrupt.

    Now in srilanka no point of talking about small parties like unp which does not have at least 20% percent of sinhala vote base. Unp normaly considered as utter failures in economic management who never uplifted the country economy up to 10 billion USD During 1977 – 1994 .now the slfp economic master brains who are the architects of this huge 80 billion USD business capitalist economy in srilanka during 2005-2015 which was only 18 billion USD in 2005. Again as the slfp economic master brains are in power , normaly slfp government s are very tough and strict not like pathola unp governments but slfp are great managers. See the tax management they have done ,slfp started to show their colours again.so this is the to time invest in srilanka.start business in srilanka. Other than talking about small poor parties like unp which is considered as economic management.failures.

    Parliament is prorogued not because to make all the rogues inside to bugger off, but today’s media suggesting a different reason; because of King’s New dress! They say King is nude, not, dressed if he is not wearing Kandyan Burqa. He seems to have said that he is not writing O/L, Kandyan Burqa is not demanded by God. After all he had the same dress to take Oath in front of the three and it didn’t feel shy, neither Ayatollahs demanded Kanyan Burqa to prostrate in front of them. But the outgoing speaker is not happy, so until the guy get the hell out of there, it is prorogued.
