Complaint on gross abuse of office, concerning the tax-free permits by the former Secretary to the Treasury P.B. Jayasundera has been reported to the Corruption Commission by the civil rights campaigner and Lawyer, Nagananda Kodituwakku, Colombo Telegraph learns.

In the complaint the lawyer states that the abuse of tax-free permits for unjust enrichment was reported before by him on December 11, 2014 to the Corruption commission (under the previous regime) however the Commission set up for the purpose of enforcing law against frauds and corruption had miserably failed to initiate any action on the 100% accurate information provided on the tax-free car permit abuse, misappropriating hundreds millions of public funds committed with full knowledge and collusion of the former Secretary to the Treasury P B Jayasundera and the, then Director General of Customs Neville Gunawardana.
In the complaint the lawyer warns, D J De S Balapatabendi, the Chairman Commission to Investigate Allegations of Bribery and Corruption the former Judge in the Supreme Court, since there is a regime change at least now to initiate enforcement action as required by law, failing which, to resign from office forthwith without wasting time by continuing to occupy the office, breaching the people’s trust placed in the Corruption Commission.

On 4th June 1979, Flight Lieutenant Jerry John Rawlins the son of a woman from Ghana and a man from Scotland seized power in the West African country known as Ghana.
Ghana was ruled by successive Africans from its time of independence in 1957. Ghana too was invaded and ruled by the Portugese, the Dutch and the British about the same timelines that Sri Lanka was invaded and ruled, except that the Porthgese invaded in 1481. Ghana is rich in Gold, Diamonds, Cocoa, Oil and Natural Gas.
Till Jerry Rawlings seized power even though it had the best education systems in West Aftrica and produced the most of the scholars for Africa, though it had huge deposits of natural reserves the lives of the poor, which was 98 percent of the population, remained extremely poor at that time. Jerry Rawlins was only 31 years of age.
Jerry Rawlings changed all that. He jailed and executed the known corrupt. He did not waste his time. On one Friday afternoon in July 1979, he lined up every living ex-prime minister and made them face the the firing squad. The so called civilized world screamed but the so called civilized screamers never fed the poor of Ghana.
Then Jerry Rawlins re-built Ghana. When he wanted to leave office after four years the poor cried and wanted him to contest the elections. He did as a civilian and won. He then built Ghana to be one of the strongest economies in Africa. He left after two four year terms.
We need a Jerry Rawlins in Sri Lanka. The corrupt politicians, however big and whoever, should be tried and got rid of for good.
Soma, my mother’s poor house maid who worked for my mother for the past 25 years during the periods of various governments got poorer and poorer. Even though she is paid 40,000 rupees a month, given health care, travelling money etc., now fifty years of age she is frail and has nothing to show for her life. My mother built her a two bedroomed house complete with attached bathroom, a living room, a kitchen and a dining room (all tiled and at a cost of four hundred fifty thousand rupees) and at least she got something she can be happy to show for her life’s work. Soma is lucky. My mother herself had humble beginning and brought all of us up with great difficulty. She never forgot that she was poor once.
Where did Namal Rajapaksa get money to lead the super luxury life of his. Rohitha and Yoshita and Shiranthi, and thousands of Rajapaksa relatives and hangers on had a life un – believable for Sri Lankans. All these came from the sweat of millions of poor Somas.
Come on General Fonseka you are one hope Sri Lanka has. You rid Sri Lanka of the terrorists. It is time you rid the country of economic terrorists who are the scum of this country who drained it for nine years and treated Sri Lanka as their private cash cow.

This fraudster destroyed the moral of the revenue services, particularly the Cutoms. You can’t blame the Officers for compromising their integrity because they were forced to.
Whenever a big cheat is caught for a major fraud this fraudster directly interfered with the investigations and ordered the release of the goods and suspension of the investigations.
I’m sure the government revenue running into some billions lost because of this man’s improper conduct.
Rajapakse recalled and kept this man even after he was ound guilty for abuse of office by the supreme court and paid a penalty of Rs 500,000/-, because he played every dirty trick in the book for Rajapakse to deceive the people.

I’m a Officer of Customs representing Sri Lanka Customs Officers Union and want to Reveal this important information to the public about PBJ.
One of my brother officer called Ratnasiri caught a major fraud committed by Dockyard Ltd, running into over 600 million for evading Customs duty for some very expensive boats sold in the local market.
It was a black case and during the investigation process the Dockyard Ltd wanted to plead guilty and pay the Customs duty evaded duty by instalments and in fact deposited 94 million rupees. This money is still in the special deposit account in Customs.
But because of Jayasundara’s and MOHAN PERIES’s advice (then the AG and also unlawfully the legal advisor to Dockyard Ltd) refused to accept the liability and finally matter went to Supreme Court (SC/536/2010). But the the then AG MOHAN PEIRIS was adament and wanted to withdrew the case. AG’s written advice sent to DGC is also filed in COURT.
While the matter is progress DGC, SUDHARMA in writing informed the AG MOHAN PEIRIS that there was a COLOSSAL loss of revenue involved in the case and therefore NOT TO WITHDREW thIs case.
Then apparently on MOHAN PEIRIS’s advice ST JAYASUNDARA summoned the DGC SUDHARMA to Treasury on 16th August 2011. The ST warned her not to demand the AG MOHAN PEIRIS to proceed with the case and then DGC had no other option but to keep silence. The evidence in this regard with DGC Sudarma’s affidavit also filed in Court.
This matter came up before MOHAN PEIRIS himself after he was made CJ on 15th Jan 2013 and that was the end of It. The Peritioner officer not even given a opportunity support his case for leave to proceed and the case was summerlily dismissed. The Lawyer who presented the case before Court NAGANANDA KODITUWAKKU was strictly warned for presenting a FALSE ALLEGATION against the AG and CJ Mohan Peiris.
This is probably one of the best HIGH PROFILE CASES WHICH AMPLY DEMOSTRATES the GOOD GOVERNANCE under MARA ROUGE REGIME.
I take this opportunity to express my sincere gratitude to COLOMBO TELEGRAPH for being a platform to expose all these cheats who is now disserve to punished severely according to Law under the new administration.

You should look into the massive tax and duty fraud by MICRO and it’s cronies. Billions have been defrauded with the knowledge of the then Minister of Industries and the Rajapakses in particular Basil Rajapakses. They purchased built up cars in Korea and then dismantled them partly in Malaysia. They were then brought as knocked down vehicles to Sri Lanka. By this billions of taxes and duties were defrauded and massive margins made.

People talk bad of Customs but they don’t understand the pressure under which we are working.
Officers are willing to perform their job but were not allowed to by the cronies appointed as the DGC who does nothing except carrying out orders of PBJ.
One of the Classic example is the Ivory container confiscated more than almost two years ago.
The CITES regulations demands either destruction of return to the origin of the ivory (Kenya). But Jayasundara and Rajapakse did not permit customs to enforce the law.
GAMINI SENERATH, Rajapakse’s Secretary send a letter to Customs with a strict order to sent the Container to Presidents Office. Fortunately COLOMBO TELEGRAPH EXPOSED the whole thing even the letter send by GAMINI SENARATH was published. Immediately thereafter they stopped doing anything wrong and mark for time till the Election is over. When the Director Bio Diversity Mr Samantha Gunasekara requested DGC Jagath Wijeweera for permission to dispose the ivory he refused permission and wanted to wait the election is over.
Thanks to the decisive blow inflicted by the People, now we can dispose this ivory container load. Had RAJAPAKSE won the election JAYASUNDARA RAJAPAKSA GAMINI SENARATH &Co would have sold it at least for 5 million US Dollers.

Poor mans vehicle, the three wheeler cost only Rs 125,000 CIF. This man heatless man imposed over 200% tax on this vehicle and tacking up the market price to beyond Rs 400,000/-
He did this whilst permitting all cheats to import all expensive vehicles tax free on permits.
We the officers of Customs can vouch that there is not even a single vehicle (2500 CC diesel driven) on the road imported on payment of tax. This is the extent of abuse of power under JAYASUNDARA who held a firm grip on Customs.

All goods you buy from Abans in the market you may think imported on payment of tax. But all these goods are imported tax-free and fraudulently leaked to the open market.
Who is behind this racket again JAYASUNDARA. No where in the world you find duty free shops in the arrival area except Sri Lanka. All leading cheats are given duty free shops by this crook. The purpose is well known. To use the duty free tag to import goods tax free and release to the local market.
Goods not even reach the duty free shops only books are balanced.
In the new government truly interested to save much valued foreign exchange and pilfering of revenue this whole concept has to be changed.
NO DUTY FREE SHOPS should be allowed in the arrival area and only to be permitted in the Departure ONLY. Those who wanted to bring any goods should be encourage to bring from abroad. Unaccompanied baggage facilitation is given to facilitate them and no crook should be permitted to abuse this tax free allowance system.
Over to the new Finance Minister to rectify this abuse and to take suitable action against JAYASUNDARA who ruined the revenue services for petty private interests.
