Post-Election 2015 Scenario: Rajapaksa Regime Mark III

The news, based on an exclusive interview, that Mr Gotabaya Rajapaksa may formally enter mainstream politics by contesting Colombo at the parliamentary election (Deshaya and Daily FT) casts a significant light — some may say shadow— on the character of the regime as it will emerge recomposed after that election which will almost certainly be in the first quarter of 2015.

The declaration of willingness by Gotabaya Rajapaksa to toss his hat into the ring is a response to two factors; a challenge and an imperative: secession and succession. It is a combination of intra-clan dynamics, the logical progression of the increasing influence of the security establishment, and above all, an entirely predictable response to perceptions of external and ethnic siege from afar and the ‘near abroad’.  We have the Gang of Four of David Cameron, Samantha Power, Jayalalithaa and Navi Pillay to thank for the prospective radicalization of the Rajapaksa regime and the darkening of the island’s prospect.

In its second post-war metamorphosis the regime will be hardened. The centre of gravity will shift. In Rajapaksa Regime Mk III, President Rajapaksa will play Shimon Peres to his younger brother’s Benjamin Netanyahu. The panoptic National Security ideology and ethos will become dominant— not only determinant as it is now. It will be prescriptive, not merely parametric.

With or without Gotabaya, the SLFP is about to be totally recomposed and not in the nicest way imaginable. In the process of nomination for the parliamentary election, the centrist old guard of the ruling party will in all probability be replaced by nominees of the ruling family, most especially those of the heir apparent and his intra-family patrons.

If Gotabaya is elected, which is quite likely, he will doubtless be included in Cabinet. Given his well known views on security, human rights and allied issues, his presence in Cabinet will render the government far more hard-line than it is now. He will push his line through Cabinet almost totally unopposed. That line will include hawkish positions on the North and East as well as on Southern dissent. The North will get the Gaza treatment. In the South the Weliweriya Doctrine will be more in evidence than not. There will be “two, three, many” Rathupaswelas. The hard-line will include neo-isolationism in foreign relations, a firmer positioning on an Islamabad–Beijing axis, and greater reliance on Israel.

The ‘deep state’ will rise. Post-war Sri Lanka will be transformed into a garrison state. The role of the security establishment in society, economy and the state, as well as its weight in the policy process, will take a quantum leap to the proportions of pre-Nawaz Sharif Pakistan or worse, the ‘military-civilian junta’ model of the National Security State in pre-democratic Latin America, Turkey and South East Asia.

Of course, in the final analysis, this project is not viable, given the sheer facts of location (India’s doorstep), economic vulnerability (an island without natural resources such as fuel, and susceptible to economic embargo), and the geostrategic pincer of the West and India. While this is the long range scenario, an irresistible external force meeting an immovable domestic object does spell combustion. Given the ethnic demography of the island all external endgames will turn into a Mexican stand-off (if not a bloodily sectarian Lebanon- Syria scenario) in the Indian Ocean.

There is one last chance to avoid or reduce the magnitude of this drastic dual shift to a far more compliant SLFP composed of ruling-clan clones and a far more hawkish regime and state which will raise the drawbridge and shrink democratic civic space. That last chance is constituted by the two national elections of end-2014/early 2015. If the opposition puts up a decent fight in the Presidential race, it can do well at the parliamentary election. If it puts up a good candidate, it can put up a good battle at the presidential election, which can facilitate a breakthrough at the parliamentary election.

Who is and what makes a ‘good candidate’? What would he/she look like? Two objective factors must form the base of this decision. Firstly the terrain of the battle field itself: the Presidential election will not be fought and won or lost at the Tamil speaking periphery of the island but rather in its Sinhala Buddhist heartland. That also corresponds to the lesson of the recent Indian election. Secondly, the Modi model and message: pick a candidate who can win the majority of the majority; eschew a minoritarian electoral strategy; do not force the electorate into a choice between economic improvement and ethnic pride; choose a candidate who offers a win-win scenario; find a good public communicator, a media-genic man or woman.

Right now, the Opposition is deadlocked. Not only is it divided between the UNP, DP and JVP, the UNP is itself divided between Ranil, Karu and Sajith. Here’s my betting: if Ranil is the candidate the UNP will secure 20% of the vote. If it is Karu it will be 25%-30%. If it is Sajith it will be 30%-40%. If it is a Karu-Sajith ticket it will poll 30%-35%. It would be nice if the UNP picked a candidate who could secure a percentage of votes that is larger than the gap between him and Mahinda Rajapaksa. This would have a cascade effect on the parliamentary election.

A broad opposition front is certainly desirable but it must not be on the laughable basis of the abolition of the Executive Presidency; a slogan which has no rural resonance whatsoever. The TNA provides a contrary example. It didn’t waste its time on building a common platform with Gajan Ponnambalam’s TNPF and putting forward a common slate. Instead it picked Wigneswaran as candidate and got its electoral act together.

If the Sri Lankan opposition behaves in a rational or at the least, a less than decidedly suicidal fashion, a Rajapaksa regime reinforced by Gotabaya in Cabinet can be contained by a strong parliamentary counterweight. If not, a halved parliamentary opposition will face a hardened regime.

          Refer to the UN and other international sources which define genocide.

          To me it is clear, what is happening to Tamils of Northeast is ongoing genocide when I read reports of various actions going on. For example compulsory sterilization of Tamil women in Vanni. Colonizing Northeast by the state with Sinhalese from the South, and I can go on, if that’s what you want.

          If you don’t believe it that is your choice, as many in the Sinhalese community do.

            Even I did find the correct definition I would not be able to available evidence.

            The whole world and particularly the Tamils were led to believe LTTE was the victors and Tamils never been the victims until after its whole sale rout.

            It was said at the time the LTTE was a formidable force that cannot never be defeated. LTTE was so tough that most of the armed forces opted desertion but ended LTTE up facing 300,000 in total.

            Were they lying at the time and took your people for ride?

            Only now it seem a section of Tamils have discovered genocide.

          You had to look at the period when Bharathi wrote “Sindhu nadhiyin” song. That time there was no Srilanka and it was the habit of demarcating people by the language that they used to speak.
          Example when Tagore wrote ” Dravida Banga” the word Dravida was not just used for Tamil but also inclusive of remaining Dravidian languages. On the same line,I think, Bharathi used “sinhala theevu” an another boundary under british to describe the Island cnsidering majority of the Island was sinhala speakers. May be for Bharathi in his mind, Sinhala could be an another indian language like Sindhi of Punjab ( Now spoken in Pakistan)

        3. Can the Sangha protect? No.Right now the Monk are going berserk.

        The Sinhala Buddhist Sangha are racists. They do not follow Buddha’s Buddhism. see what the Mahanayakas or Pusnayakas are doing. See the BBS rallies? SWRD was killed by whom?

        The best way is to get the Indians to apply pressure or invade/occupy.

      Now again, Dayan seems to have no mental peace.
      How many articles he brought all these few days – alone but none of them contained any kind of facts related to the burning issues, which are nothing else, but the ill or far naive decisions made by incumbent president ruined the country to this day. War is no longer there means just one good thing, but that cant be the excuse for any kind of abuses being continued by his administration, to the levels that no previous regimes carried out. Dayan please wake up and listen to your conscience .. then everything will be alright for you.

    Is your opposition to Gota out of your own volition or is it something that arises from your association with a NGO.

    In his interview with Al Jazeera our president Mahinda Rajapaksa stated that you work for a “powerful” NGO.

    So, given your association with a “powerful” NGO and knowing some NGO’s many machinations in Sri Lanka (well according to Gota not my view) I wonder if your criticism against him is arising out of his opposition for the likes of your NGO?

      I need legal advice.

      Say I was a supporter of EPRLF’s provincial administration (may was a minister albeit a short period) when EPRLF committed many war crimes at the same time IPKF did its “fare share” of crime against humanity and war crimes.

      Say I am a self confessed war monger in Premadasa kitchen cabinet as well as MR’s. I am a life long member of war crime deniers club and one time leader at UNHRC.

      I am a professional war crime denier and not very good at that.

      Would there be a time in the future either Sri Lankan state or International institution charge me for war crimes and crime against humanity?

    Dayan Jayathilake is batting very strongly to support Sajith, Premadsa to pay for saving him by late President Premadsa. Gotabaya Rajapaksa is mention hear to deviate the minds of sane people to give a supporting hand to Sajith. Sajith can speak well but he is not having a brain to understand politics unless Dayan going to be his mentor. If he- Sajith – is a good statesman he had many chances to take over the Leadership of the UNP, but he failed to use his political knowledge to secure the position. Sajith is only a show pony and not a Statesman to run a country as Dayan thinks.

    As Gotabaya is now power hungry and he may not use a lower position to grab the power after his brother. As the Defence services are not very happy with what is happening in the country, other than few supporting GR, he may use some direct approach to grab the power, but with Chinese economy is in a very bad shape things may change with PM Modi getting stronger on the other side of the Indian Ocean.

      55% of Indias imports are from China so where do you expect the Indians to get the goods from??

      when the Chinese rioted against the Japanese establishments in China there was no talk of immediate takeoff to another country because there is no country in the region that has the supply chain as china does and to create such a scenario even in Vietnam/Burma it would take 10 years.

      True the Indians fought when the Russians were free and the Chinese busy.
      But alas the Russians are bogged down with the US/EU- Crimea and beyond.
      The common factor China/India is Xi lived in caves as the family was imprisoned by Mao and NaMo a Chai walla. It all depends how the JT’s conduct themselves.

    – there were arrests in India and out of india for targeting its interests, specially with western.
    – there were also attacks by foreign elements in India, India accused Sri Lanka for it.

    An interesting piece.

    Dayan’s action in the UN has not been able to stop the gang of four. Dayan borrowed time then, knowing his actions meant nothing as the wheels of International Diplomacy turns slow.

    Let events unravel as it will, we dished it to our Tamil Brothers and Sisters and now our turn to feel the pain has arrived.

    Let it also be known at the last Pres Election, the Tamils voted with Gen Fonseka. This time too, they will vote, whom they see fit.

    From a vibrant democracy and an inclusive society at independence to a sorry state we are today.

    Never mind, time to watch all the cricket.

    So it was these 4 that hounded the ex-CJ Bandaranaike out so they can appoint Mohan?

    So it was these 4 that passed the 18th amendment for continuing in power (which I remind you you support as you support another term for MR)?

    Were these 4 responsible for the murder of innocent children and assault of bystanders (which you criticized ) when they asked for clean water?

    Lets go pre 2009, was these 4 that were responsible for the slaughter of Lasantha?
    Were these 4 responsible for the slaughter of many other journalists including silencing Iqbal?
    (I have not even mentioned the war time atrocities)

    First it was the burghers who took all the jobs because of the English ability (so let’s make Sinhala the official language and hound them out to NZ and Australia) (1948-1956)

    Then they blamed the Tamils (1956-2009)

    Now it is the Muslims/Christians/Human Rights Organizations/USA/UK/EU

    If Gotha becomes the President then India will make sure that Tamil Eelam is given. Do we need this, NO. Gotha contesting the election is a slap on the face of senior SLFP parliamentarians. Why are they still with UPFA, why won’t they either join another party or form a new party. A new party under a proper senior SLFP leader would be the best.

    Dyan, we have YOU to blame for the mess we are in. If you had been honest in 2009 you would not have justified the actions of the GOSL in Geneva and that would have been over.
