Ranil’s Worst Betrayal: Giving Trincomalee To India

Prime Minister Wickremesinghe is about to give Trincomalee to the Indians—and by this (upcoming) Vesak! According to the Political Column of a respected English-language Sunday paper, he rejected the mild concerns of two SLFP Ministers, derisively addressing the pair in Sinhala as “Oi!” at the last Cabinet meeting. The imminent ceding of strategic Trincomalee is summarized by Meera Srinivasan in The Hindu:

 “India and Sri Lanka have, in principle, agreed to jointly operate the World War-era oil storage facility in Trincomalee, the strategically advantaged port town located on the island’s east coast…Both the nations are hoping to firm up the deal before Indian Prime Minister Narendra Modi’s scheduled second official visit to the island in early May.
Indian Oil Corporation subsidiary Lanka IOC, engaged in bunkering operations, runs 15 out of the 99 storage tanks in the lower oil tank farm in Trincomalee. The proposed joint venture pertains to the remaining 84 tanks in the upper farm, but Sri Lanka would retain 10 of those for use by the Ceylon Petroleum Corporation…
During his visit to Sri Lanka in March 2015, Mr. Modi had said the project to develop the upper tank farm in Trincomalee would help the coastal town become a regional petroleum hub.” (‘Sri Lanka, India to develop Trincomalee oil tank farm’, The Hindu, April 9th)
 
Retaining a mere 10 out of 99 oil tanks i.e. a measly 10%, means giving the oil tank farm to India. Given the other agreements about ‘developing’ the Port, an oil refinery and highways with India means ceding Trincomalee to India—a country of which the state of Tamil Nadu, just a few miles away, is a major stakeholder.
 
Ceding Trincomalee gives the Indians a footprint and a foothold in that strategically vital port, ethnically sensitive border area and former warzone. India, like any big power, will now have a strategic reason for entrenching itself and ‘protecting’ what it has been conceded; its stake. Its warships will constantly visit Trinco; there will be a security presence to guard the oil tank farm from Islamic terrorists, etc. India will never leave. Trincomalee will become an Indian base and mini-colony.
 
With a large Indian footprint in Trincomalee there will be an ethnic power-shift in the North and multiethnic East, marginalizing the Sinhalese. The Government’s draft for the new Constitution will be presented in May and will propose the transfer of all land and Police powers to the Provinces as well as the abolition of the Concurrent List and the neutering of the Governor. This and the Indian entrenchment in Trincomalee are sufficient conditions for the erection of Tamil Eelam. Any administration in Delhi can be pressurized someday by the Tamil populace of the North and East as well as the electorally crucial Tamils of Tamil Nadu, to carve out a separate entity (a la Kosovo and Iraqi Kurdistan) in our North and East.  
 
Did our military men fight and die, defeating the Tigers, for Trincomalee to be given to the Indians (and ETCA signed)? Can one think of a worse betrayal?
 
From DS Senanayake on, our governments protected us as much as they could from India, knowing the impact of an Indian presence on the island’s ethnic balance and domestic geopolitics. A great patriotic UNP leader Ranasinghe Premadasa pushed the Indians out of Sri Lanka. By contrast, Prime Minister Wickremesinghe is not only facilitating Indian expansionism on our soil but will be responsible for the long term consequences for the country and especially the Sinhalese community (most particularly in the East). One can imagine what his distant relative Ravi Jayewardene would have said and done! I can hardly think of a more heinous historic crime than the one about to be committed by the Yahapalana Government.
 
But what can be done?  
 
The administration of Prime Minister Wickremesinghe rests on one factor alone: the schism within the ranks of the broad anti-UNP forces and the SLFP in particular. He has learned from his father, Esmond, and his distant uncle JR Jayewardene, the strategic value of a split in the center-Left and especially within the SLFP –and how best to exploit it.
 
The SLFP was not split by Mahinda Rajapaksa and his loyalists. In August 2015 at a crucial strategy meeting, I incurred the ire of Susil Premjayanth and Anura Priyadarshana Yapa by urging President Rajapaksa in the presence of the Feb 18th ‘Mahinda Movement’ leaders, to rupture with and contest separately from the SLFP because (1) we could preserve the militant spirit of the Mahinda Movement without dilution (2) the country was seeking something new and (3) MR would be under the official SLFP leadership whatever the election result. Mahinda demurred.
 
From my early meeting with defeated President Rajapaksa at the residence of the Speaker, his brother Chamal, on January 10th 2015 through to the Feb 18th 2015 meeting at Nugegoda, I had been part of the fight-back at a time when some prominent SLFP (now SLPP) personages had decamped from Sri Lanka.
 
Of those at the August 2015 meeting at MR’s residence in Mirihana, only two of us took the same position on fielding a separate list—Gotabhaya Rajapaksa and I– and we did so independently of one another. Neither of us wanted to be taken for a ride, or more crucially, for Mahinda and his supporters to be taken for a ride. We wanted to be politically self-reliant, not dependent on the decision-making of other power centers. But no one else supported us (apart from some friends, close loyalists and well-wishers of MR who came in as the meeting was dispersing)—not even Basil Rajapaksa or the present JO and SLPP personalities. Mahinda just did not want to split the SLFP and nor did they. Days later, when a dispute erupted over the able and loyal young Prasanna Ranatunga, MR was ready to split, but I thought that was too personal an issue over which to do so, after morale had been raised by the unified SLFP slate.
 
One might then ask why I seem to be opposing the SLFP split now. I am not! Even in Feb-August 2015, addressing grassroots audiences throughout the country, my line was that we should break with the collaborationist faction of the SLFP, establish our independent identity in Parliament, and then unite with the SLFP in a single front—not a party—against the UNP. That is still my line. I am opposed to a combined list at the upcoming PC and PS elections, but I am for joint non-UNP administrations afterwards.
 
The SLFP was not split by the formation of the SLPP. The SLFP split because—and when–the party leadership decided (or agreed with CBK) to overrule the mandate obtained by the SLFP at the August 2015 parliamentary election. That explicit mandate was to reject a coalition with the UNP. Ignoring it, the party leadership hived off 40 plus SLFP MPs, having appointed through the National List quite a few who failed to secure preference votes, and ‘leased’ them out as a prop for the UNP.
 
Every betrayal exacts a price in terms of blowback. The formation of the new party, the SLPP, was an inevitable response to the August 2015 “morning after” betrayal. It also meets the requirements for an alternative or substitute for the collaborationist SLFP and an electoral option for the pro-MR caucus of SLFPers who have refused to collaborate with the UNP. If not for the SLPP, the SLFPers who are faithful to the popular mandate of August 2015 could be blackmailed by the threat of expulsion and political homelessness. So it’s mostly good. But the SLPP’s political line needs to be clarified and rectified. Antonio Gramsci explains that “Lenin said…‘separate yourselves from Turati and then form an alliance with him.’ ” That is precisely what the JO/SLPP must do in relation to President Sirisena’s SLFP.

        Sinhalese won’t recognize what belongs to Tamils’ and attract foreign powers to exploit the internal etnic strife to appropriate whatever they can, whether it be China or India.

        When a community (read country) is divided in internal interests, outsiders rejoice, is a proverb: they can grab whatever they can!

        A house divided is bound to fall: If the Sinhalese recognized the several milennia old rights of the Tamils, the country can stand united against any foreign designs.

        Mahinda sacked this guy because he tried to to run his own foreign policy at the UN. He openly supported the Palestinians while the govt was dealing with Israel. The Israelis got him sacked.

        These included 300 cases involving children by personnel from 23 countries.

        Among the most egregious cases involved 134 Sri Lankan peacekeepers in Haiti allegedly sexually abusing nine children as young as 12 in a sex ring between 2004 and 2007.

        One 16-year-old said she had sex with a Sri Lankan commander, another who was 14 said she had sex with soldiers every day in exchange for money or food, while one boy said he had sex with more than 20 peacekeepers. The country continues to send peacekeepers to Haiti where the age of consent is 18. Some 114 of the personnel were sent home although none was imprisoned.

        The UN report said: “The evidence shows that from late 2004 to mid-October 2007, at least 134 military members of the current and previous Sri Lankan contingents sexually exploited and abused at least nine Haitian children.”

        Defenders of army atrocities should use the tried and failed tactics of absolving the war criminals by portraying/comparing the “peace keepers from other countries” too sexually abused children. Therefore it is acceptable.

        It is not clear as to what action was taken against these Sri Lankan army abusers. But then it was MR who was the commander in chief and his brother GR the national hangman were in charge of the armed forces. If for some valid reasons action (including sexual abuse of children) taken against the war criminals, it would be considered betrayal, treachery, …..

        We have grown accustom to perverted sense of justice and logic.

          I, too, had come across that “story”, and given that link in a comment. These are the things that shape people’s opinions about our country and our people. Let us at least express our condemnation of such things.

          Native Vedda, yes this is disgusting and the reason why troops should be punished for war crimes when they are involved in horrific behavior like this…

          The troops are supposed to protect the people not turn into a bunch of criminals who are later protected by any state!

          If anyone is advocating that troops guilty of crimes should be protected they are not fit to be a leader of any nation or institution…

          The troops have to be extremely disciplined and protect the people not rape, plunder, abuse, torture and murder people.

          What is our government going to do about all these soldiers found guilty of these crimes!?

          This is not a popularity contest where you can say a majority does not want them to be punished…
          Our government has to show strength in these areas and take stern action…

          If we start protecting criminals our country is already doomed…

            Is not strange that neither the UN or the SL government have taken any action or steps to inquire and punish the abusers in the SL army that was sent there to protect and safeguard law and order and keep peace in Haiti.

            How is that the UN which is supposed to protect and defend Human Rights of all the peoples of the world has so far neglected on it’s duty to fulfill the purpose for which it was set up in the first place?

            Have children and adolescents living in a war torn country no right to to be free from being sexually abused and humiliated ?

      India cannot be equated to China. They are different entities. The mindset of the Chinese and Indians are poles apart.

      Dayan fits into the Sinhalese adage “Kanta hitunama ‘Kabaragoyath’ penne ‘Talagoya’ wagey” (When one feels like eating even the [poisonous] water monitor also appears like the [relished] ‘iguana’).

      This fellow Dayan was a cabinet minister in EPRLF Varadaraja Perumal’s provincial council that declared a separate state Eelam. Now he is talking about traitors and patriotism just because Ranil has completely rejected him (he does not take Dayan for two hoots) and the JO is just using him (will throw him away once they achieve their goal). If Ranil had given this fellow a diplomatic post, Dayan would have changed his tune 180 degrees.

      The previous Rajapakshe regime used him at the right time and then threw him out like a used condom. They believed he was secretly working for an NGO that represented RAW. The present regime does not want him anywhere closer. The best part is, almost all the politicians and the academics/intellectuals in Sri Lanka do not take Dayan for two hoots, and especially they do not trust him but they use him whenever it suits them. Right now the JO is using him.

    I have unusually been looking for logic and consistency between two of your typings, the one you typed today and the one above published in 2015 I am happy to note that you are unable to explain the change of circumstances which requires a drastic reorientation of Sri Lankan foreign policy matrix or Hindian approach to their domestic issues. Hindians consider this island as the Sinhala state of Hindia, hence for them this is a domestic issue.

    If you find April 2017 is a good month to panic, you are free to do so. Please don’t expect others to follow suit as we have other happy things to do.

    The country won against its own people (the tigers) but lost the country thereafter to China and now to India. Between giving the port city away by your God Mahinda to the Chinese and the unviable Hambantota Port and Mattala Airport which the even Chinese very well knew was not commercially viable and the Trinco Port to India by the UNP regime the latter is the lesser sin. Whilst I concede that both actions are wrong, what options have you left the current regime ? When they took over power in 2015 the economy was already in tatters with artificial facades like apartments and highways being built the latter of which was on heavily borrowed money with massive interests negotiated by your MR the purported lord and saviour of Sri Lanka who was almost made a king by stupid idiots like you.

    Sri Lanka’s debt is 95% of its GDP thanks to MR. Unlike you I am not biased as I seek no cheap political appointments. The UNP is making a big mistake too trying to satisfy mainly the JO goons with vehicle permits at a tremendous cost to the public. I don’t deny any of that but[Edited out]

    In one article Dayan criticises President Sirisena for the great betrayal. In another he proposes alliances with him,Gota, SLPF etc. what has happened to this man? His writings basically pivot around anti UNP rhetoric and anger, then try to conceptualise future political trajectories for the Pro Rajapakse camp and brain wash the readers to a narrow corner where there are no other alternatives. He does not talk about the working class,the poor, civil society organisations,ethnic minorities or their struggles for equality,justice,and rights. He is a propagandist for the Rajapakse camp and bombards the media with non sensical writings. He is a defeated political stoog,not even a candidate who stands for anything that you and me care about. He tries to find some issue to carry on his anti UNP tirades each week.

    Sri Lankans ought to be concerned about what happens to national assets. But the current rulers have to run the bus. If there is no petrol or diesel to run it,they have to find it. The problem with current lot is that they are asking people to travel by bus or three wheelers while they themselves travelling by Benz and BMWs. So all these polis are not suitable to run the country. A broad alliance of concerned citizens, fronts, organisations from all communities should form a front to develop an agenda for the future,political strategy, platform, and a campaign to contest elections. JVP should be in there too. Failing to do this,when the next round of elections come,these very same polis and their kith and kin will recycle themselves to front up the people and ask their votes. Dayan will stick to Rajapakses to show loyalty and get a plum diplomatic post or at least become a national list MP. Try to understand his propaganda writings and TV appearances in this light

    The great hypocrite had little to say when Hambantota and other areas were being sold to China. He lives off crumbs that are thrown to him by MR, the former dictator who creamed off the people of the country. He yearns for those days to return now that he has no hope of securing any position under RW. His only hope is to beat the communal drum, carry out an anti-Indian campaign and hope that MR will return. Sadly it is not a well laid plan.

    Yesterday he said, Mahinda Rajapakse kneeling in front of the congress party in India which is the oppoosition. Today, he is saying Ranil is giving tanks to india. I think that happened a few decades ago. Only the Jackal oppostion who wants to say that they too are patriots talk about indian take over of tanks only during the may day ralley.

    Dayan is bored in colombo. somehow he wants a diplomat posts to greener pastures. that is what he is doing.

    All at the expense of the country.

    This area of Trincomlaee is Tamil populated. It will be like IPKF times for Tamils in this area. Or Srilanka’s Okinawa or worse.

    Eastern Province is Muslim majority. So no chance of Tamil Eelam. Ranil leased Trinco to Indians in 2002 and LTTE opposed it!

    After what India did in Gujarat, Indians coming to the East worries Muslims.

      Stupid woman go and read the population statistics of the eastern province, despite all the killing and large scale ethnic cleansing committed by the Sri Lankan armed forces and the Muslim home guards, on the indigenous eastern Tamils and the Tamilised Veddah, who are the real owners of the east, the largest population in the east is still the Tamils and then these low caste fake Arab Dravidian Tamil Muslims refugees from India who came to the east begging for asylum from the Tamils a few centuries ago.
      Muslims are only ruling the east due to their unholy alliance with the illegal Sinhalese settlers. The TNA won the largest amount of votes in the east but the Muslims deliberately blocked the TNA rule. If the Tamil refuges from India and north return to their homelands in the east, the ethnic balance in the east will tilt far more favourably to the indigenous eastern Tamils. This is why the Muslims and Sinhalese do not want the Tamils to return to the east.

      What the Tamils, as well as many countries in the west have learnt now is never take pity on any Muslim, even if they speak your language and belong to your ethnicity, as these people are not grateful or even loyal to their own ethnicity or language but in the name of religion will wait for a chance to take over the land from the host population. The first two generations may be grateful for the asylum and refuge provided but by the third generation, everything changes.

Pallava (Phalavi) are of Iranian origin, who later became ardent Tamil Saivites. Many of them were tall fair skinned and light eyed. Even now their many of their modern day descendants the Telugu Reddy of Southern Andhra and the Tamil Vellalar of north Tamil Nadu have very light skin and light eyes. Sinhalese never spread Buddhism anywhere.

    Old King Knowingly borrowed loan beyond the harbor value. China had intentionally thrown that money to capture entire Hangbangtota. Hangbangtota Loans are not $1.5 billion. It is more than $8.billion in total (for airport, Stadium, highways…). For at least another 50 years, China will have muscle to grab entire Hangbangtota, Colombo Pong Cing completely, Colombo Harbor, and even entire Colombo. Ranil was forced to give 5 villages spread of land to China only following the negotiation Old King had started to give free 750 acres in Hangbangtota. But China neither accept that deal or cancel the loan 8 Billion.

    Unlike China, there is no loan due for India. Ranil is always free to give the oil farms to the highest bidder. As India has had part of the Farm for some time, politically one cannot easily expect India to agree to another country leasing additional tanks. It is clan lease initiation. It is not like Free Hold of Pong Cing, which Ponny described as “Lankawe planes have to take permission from China to fly over that land or China can shoot them down.”

They have ruined this country – period. The “End Period” of PAWNING the National and Natural Resources are the ONLY SOLUTIONS that these present day “Governing Moguls” are capable of doing and nothing else (solutions) comes in between the passage of the two ears. In that process, the “Purohithays” for their own survival and benefits, feed from one ear and that “Advice” runs through the passage and exit from the other ear as “Implementation Plans”. That “Passage” in between the two ears has no BRAINS to stop and think before going into either planning or implementation. So far all these “Purohithyas” including the writer of this article have done it and are doing it to the present day. Now the time has come for the PEOPLE to shed all colour and creed affiliations and claim real meaningful “Independence” of making FREE choices of a completely a NEW BRAND of a TEAM of disciplined, honourable and credible representatives to conduct the affairs of Governing. If this is betrayal you don’t seem to find fault on MR clan selling a piece of land in the port city to China. Remember China is a piece loving country, pieces of land from around its neighbours.

    Interesting article, but I believe the primary thesis is rather exaggerated. Trinco cannot be a “colony” of India unless India starts colonizing it with Indians. The naval presence will certainly offer India some leverage against China, however, not much else will come of it. Recall the American (naval) presence in the Phillipines and the heavy military presence in Okinawa, Japan. The Indian presence may actually offer a buffer against future Eelamist aspirations; whether it can also serve as a buffer against Islamic radicalism in the region remains to be seen. To be clear, I do not support Indian military installments anywhere on the island, although any adverse impact may actually be minimal.
