State Institutions To Pay Over A Billion For Rajapaksa Led Advertising On State Media

The government sources say over Rs. One billion outstanding payments that were to be paid to state owned media during the Rajapaksa regime, are yet to be settled by government departments and institutions.

According to the Media ministry sources payments to the following state-owned media have been defaulted:

Sri Lanka Broadcasting Corporation (SLBC) – Rs. 51.7 million

ITN – Rs. 89.2
Wasantham TV – Rs. 4 million
Wasantham Radio – Rs. 11 million
Lakhanda radio – Rs. 6 million
State printing corporation – Rs. 592.6 million

A source who prefers not to be named, says most payments that remain outstanding are for publishing Rajapaksa’s advertisements. The government institutions that have defaulted on the payments will be notified and inquiries would be carried out in order to specify the on what the expenses have been made, the source further said.

      I believe they dont need to grow some balls but that should be a political strategy. Those who are in power are very aware of the facts that the bugger MR is being respected by 5.8 mio for various reasons. These men and women are as if they are injected with eternal ectasy pills – so no come back within short time. Those songs and recitals had been made about him portraying him as a the king of the nation – and various biased media units to have painted the pretended picture has made them fools for ever. It would take some time them to realize. So in such a situation, if rulers would arrest the MOST ABUSIVE MAN OF THE DAY- Mahinda Rajapakshe, there will be a kind of riots between folks – SO THE CURRENT rulers would never ever allow idiots to go for an another blood baths considering all the war related issues in the recent past.

          I believe they very cautious the way people would react – and strategically block it to bring shortly before the elections. Else, we have no other explainations – with all the prima facie evidence current regime not tohave ARREST any big MORAS -sharks to this day. People are becoming furious not being able to see it further. But can also be – political analysts of diverse levels ask them not to do so – since the people are still backing the MOST ABUSIVE person… I have heard some murmuring calling him ” aper ajathuma”. If they are aware of the gravity of frauds the Aperaja has deliberately made with sending all the poor in dead – not even half of those 5.8millions would have voted for the bugger.

Field Marshal SF openly accused him of depriving his rightful MP post in the parliament. unusual delay of Gota’s case and many more important ,urgent cases have been put in to back burner , where is Wijedasa Rajapakse ? is he also part of the conspiracy ?

              You are right – when it goes any wrong doing we could see former Minister of Justice – the muslim cornered from muslims reacted adequately. But today – what is the difference with the most powerful WijedasaR has been the minister of Justice ? He should be interviewed by powerful journos and ask as to why the delay is being exteneded in terms of catching the sharks.

              why are they making it rocket science to arrest and prosecute the planners of the coup.. It is learnt that the heads of the tri forces and the AG were at this meeting to authorize a coup. Get the chief’s of the tri forces and if need be the AG to state under oath what they knew about the alleged coup, so that the ones who hatched the plan could be sent to jail… then they all will fall like a pack of cards… BUT for anything to happen… there has to be a START…. until then those who plundered and murdered will roam free.. the likes of Duminda, Gota, MR, Sajin Vas, Keheliya, Johnston, Namal, Yoshita, Rohitha, Rohitha Abey Nivard Cabby, et all..

                Jan 09 alleged coup case has already been thrown out due to lack of evidence , had they really wanted to catch the conspirators they would have done so on the first few weeks , but they chose not to , instead they deliberately dragged it for ages ,in other words giving conspirators ample time to prepare for their own alibis .

                PS : Earlier i suspected Ranil’s involvement , but now it seems more like AG’s work.

              I believe that the best Coup was carried out on the 8th of Jan 2015 by Ranil and Sirisena that had MR and his gang in a spin. It was a bloodless Coup not even the NIB was aware. Rajapaksas will never recover from it. Ranil thereafter allowed them to regroup and have meetings to drive the wedge further to divide the SLFP. Now when the Rajapksas are rejected by most of those who voted for him, coming to know the amount of waste and theft, they have no chance in hell to come back to Parliament. Once that is done, litigation will be allowed to put them behind bars for good without any kind of agitation from the public. Today they are playing with that 5.8 mil figure. Let the next General Election seal their fate for good.

            I am disappointed. This is just a Punch and Judy show regarding corruption charges. It seems even Anura Kumara has given up too. I bet the secret agreement between MR and RW at the dawn of 9th January has something to do with it. You scratch my back, I will scratch yours. No one has been arrested except some spratts; it is a joke really and I think the credibility of current government executives is in question. All criminals in politics are getting aways with it.

        This is very right – on the 9th January – RW-MY3 had managed to prevent such a blood bath- although the most abusive man of the country had been upto that. THere the respect I offer the current rulers are that much. They made it. Not ground levels ones seem to appreicate it but it was really really based on wise decisions of RW and MY3 on that day.

            I think it is FULLY a system error. Actually, going back to our chilhood days in 70ties and 80ties -I only happened to see good natured politicians in parliament. We had a greater respect on them. Parliament was exemplary. Budhdist monks were almost like family councellors. The wording all these figures used in that place were reechoing….the average respected them so much.. we had a greater respect on politicans then. But the 78 consitituion with open economic policies almost changed and eroded the lanken society. Thunmulle BUruwanasa had no chance in today society, as you made it very clear about, had we had the same system.

            Keeping the Rasthiyadu karaya- Mahinda Rajapakshe as the president of the nation to allow him hate mongering was the all last thing I happened to see recently. Recalling the foul langauge used to attck MY3 was byond all moral and ethical values. Not forgetting the hate mongering speeches of Barbaric Monk Ghanasara – I feel they the politicians of all parties should be responsible for the current situation. They just let it go.

            Can you please tell me why he had an enormous amount of preferential votes when he got elected.
            Who voted for him?
            Why complain now?
            What have you done so far to ensure that such people are not elected any more?
            Many including your’ s truly will join in, if you let us have a convincing reply how such people can be defeated at the polls and packed off home losing their deposit.
            What are you going to do about it ?

      Glaring evidences have surfaced to prove that the former Government had awarded a tender to supply number plates and stickers to the Department of Motor Traffic (DMT) in a manner which has cost the country millions of rupees.
      There are also allegations that the contracting company had links with a powerful politician of the former Government.
      Bypassing the government tender procedure, the cabinet appointed Procurement and Technical Evaluation Committees in 2009 had offered the tender to provide vehicle number plates and stickers to M/s UTSCH A.G. Company that has not registered with the Registrar of Public Contract who is also the Registrar of Companies – A must to do under the Public Contract Act No: 37 of 1987.
      “Under the Public Contract Act No: 37 of 1987, it is compulsory to offer tenders worth over five million rupees only to the companies that have registered with the Registrar of Public Contract. That enables them to scrutinize the tenderers in the event they commit any fraud. However, the members of the Procurement and Technical Evaluation Committees did not consider this requirement and awarded the tender to M/s UTSCH A.G.,” highly reliable DMT sources told The SundayLeader.
      The sources, who have been continuously against corrupt deals at DMT wished to remain anonymous, accused the present government of not taking any action to unearth the DMT scams carried out by the former regime and to cancel the corrupt tender immediately as the country is losing millions of rupees annually.
      “This tender was awarded to the said company by the cabinet appointed Procurement and Technical Evaluation Committees on the directives of the then Treasury Secretary by a letter (Ref. No: PF/ FD/ 104-31-18) dated April 23, 2008. Although three bidders have submitted bids, M/s UTSCH A.G. Company was awarded the contract because the two other bidders have not submitted samples of their number plates,” sources added.
      According to the sources, the cabinet appointed procurement and technical evaluation committees have not only favoured the contractor at the bidding by rejecting other two bids for not submitting samples but also awarded the tender to a company that has not registered with the Registrar of Public Contract.
      Provisions of the Public Contract Act No. 37 of 1987 make it mandatory for any person who acts as an agent or sub-agent, representative or nominee for and on behalf of any tenderer, to register with the Registrar of Companies before they apply for tenders and the contracts after the tenders is awarded. Failure to do so is an offence. Even issuing tender documents without registration is an offence.
      ”Although under the Clause 6 (1) (a) of the Public Contract Act, the requirement is as such, M/s UTSCH A.G. Company has not complied with any of these regulations. The Act further states that it is a punishable offence to offer contracts to any party or individual that has not registered with the Registrar of Public Contract, although the members of the cabinet appointed Procurement and Technical Evaluation Committees have openly violated government rules and regulations.
      On whose instruction these committee members offered the contract to this company that has not followed government guidelines? Who authorised the Procurement and Technical Committee members to award the tender to a company that has not fulfilled the tender procedure? One of the former Commissioner Generals of Motor Traffic has personally taken interest in this tender and although he was not a member of the Procurement Committee, attended the tender board meeting and offered the tender to this particular company blocking any other competitor from entering in the fray,” sources alleged.
      The sources further said that although this malpractice was recorded in one of the Auditor General Reports, the Committee on Public Enterprise (COPE) did not take actions against the DMT solely because a powerful politician was involved with the local partner of the contractor.
      “This Act applies only if a contract cost over Rs.5 million. Bidders should get registered in terms of the Public Contract Act before collecting the bid documents and also approved contracts. The bidder who was awarded the tender has not registered with the Registrar of Public Contracts.
      All others that bade for this tender have registered with the Registrar of Public Contract before they sent their bids. But still the Procurement and Evaluation Committee members have awarded the tender to a company bypassing the government procedure. It is surprising why disciplinary action was not taken against these officials for violating the Public Contract Act,” he added.
      According to section 8.10.2 of the procurement guidelines, if the contract is worth over Rs.250 million, the general public should be notified it through a widely circulated newspaper, National Procurement website as well as via the gazette.
      According to the sources, tender applicants have been asked to submit a sample of their number plates. This was unacceptable because the companies that have not produced number plates earlier were deprived of the opportunity to gain a tender. Hence the Procurement and Technical Evaluation Committees should have sought the bidders’ ability and criterion and given them time to submit the samples. However, this method was not followed. “As a result, of the three bidders, two were disqualified for their failure to submit samples to the Tender Board. The only other party left was the company that has been supplying number plates to the DMT since 1999. This is very unfair. Since they were in the business for a long time, they were able to submit a sample for the tender, but the other two parties were denied of getting an opportunity to obtain the tender simply because they failed to submit specimen,” sources added
      The sources further alleged that when tenders are called, it gives time for the bidders to submit the required samples. “The procurement board should have considered this and given time for the bidders. But this was not followed as they wanted other parties not to compete. It is also surprising how the Technical Evaluation Committee accepted the prices given by the selected bidder reasonable when the board have not even calculated what the best prices would be for different sizes of number plates,” sources said.
      The sources accused the Procurement and Technical Evaluation Committees of awarding the contract to this contractor that has submitted higher prices.
      “The Procurement and Technical Evaluation Committee members knew that had they allowed more time for other two bidders to submit samples, they would have given much lesser prices. That would not allow the tender board members to offer the tender to this selected company.
      There were no size differences of the number plates and this company has doubled since they had no competitor at the bidding,” sources alleged.
      Meanwhile questions have been raised why the cabinet appointed procurement board decided to offer the tender to this company for higher prices without calling fresh tenders. “Section 7.12 of procurement guidelines say that this tender can be called off and call for fresh tenders in such an instance. However the Procurement Committee did not take any action to follow the guidelines and awarded the contract to a higher price,” sources said.
      According to the sources, M/s UTSCH A.G. Company has been supplying number plates to the DMT since 1999 and after the contract period, it was extended for the same prices. “Why couldn’t the DMT get the contract extended without going for new bids resulting huge loss to the country,” sources queried.
      “The Technical Evaluation Committee could have evaluated the situation and recommended to extend the contract period by another five years without opting for new bids.
      The reason why they did not want to extend the period was to make this company to make more money by supplying number plates for double the amount they got earlier.
      As a result, from May 3, 2010 to April 30, 2011, DMT has incurred a loss of Rs460 million. From May 1, 2011 up to date, the loss to the country is immeasurable,” sources alleged.
      The sources further said that a white colour 520mm x 110mm single number plate cost Rs.564 up to end April 2010, it was increased by a further Rs 546 in May 2010, amounting to Rs.1,110 which was a 97% increase. (See the box)
      In addition the DMT has sold these number plates and stickers to the vehicle owners much lesser than what they have paid to the service provider. “As a result the government has further lost Rs.317 million from May 3, 2010 to April 30, 2011.
      The DMT has failed to recover the monthly rental of Rs. 30,000 for the building given to the contractor as well and has also not recovered the electricity bill from May 2010 to October 2011 which was Rs.2.715 million,” sources claimed.
      With the contract signed in 1999, the supplier has agreed to train two DMT employees in making number plates. It means that after the then contract period, the DMT employees were to design number plates. However the DMT has not taken any action to print their own number plates as it decided earlier.
      Meanwhile, Register General of Companies Mr. Siriwardena when contacted said that it was highly irregular to award a tender to a company that has not registered with his department.
      “Every single contractor before bidding for a tender worth more than five million rupees has to register with the Registrar of Public Contract according to the Public Contract Act 37 of 1987. Even after obtaining the contract, a contractor has to register the contract with us within a stipulated timeframe,” Siriwardena added.
      “How can a government department violate government regulations? This is highly irregular,” Siriwardena said.

    Why cant the rulers limit the perks given to him today – in order to allow all the arrears to be paid off. Even today, as I see the man moves across the nation with a large security contingent. This man has lived it like the way egypitian Mubarak did. No other leader behaved so – even if most senior Journalists like Ravaya EDITOR did not utter a single word about the sky rises high profile corruption deliberately handled by Mahinda Rajaapakshe. It is just because the society is a men dominated one – even if Ravaya earns huge respect from the society – he is biased in this regard – not being able to send the message across yet.

      My suggestion is , let the top bosses of those media institution bear the portion of those particular unpaid bills as a punishment for not obeying the rule of law . MR must be made to pay the remainder of the bills , if not start confiscating his ill gotten wealth ( Peacock Mansion, Carlton House etc ) and put an immediate halt to his entitlements.

      Where are those boot lickers Bandula Padmakumara (Mal Kumaraya) , Hadu Samarasinghe , Rosmand S et al today ? they just can’t wash their hands by merely claiming innocence , aren’t they directly responsible for all those actions ? Bandula P’s daughter was employed at our embassy in Washington , it’s pay back time , MY3 please let’s start cracking !

        Mine would be all the unpaid bills to be paid by Rajapakshe by selling their properties. We dont want Rajapakshes in the country anymore. All those assets – should be taken to the state by a court decision. This they should get passed if not now in next parliament – since the gravity of courruption made to Srilanken OR any other insitutions are gone beyond all records. THe style has been similar to that of an Afro leader of Malavi or Congo. Afro countries and their leaders are wellknown to have built palaces ranging to billions while the masses of their folks stay further in hunger. This man Rjaapakshe has looted to the core as no other leader did sofar but still significant masses respect him for his term put the end to the war. They simply believe it was the Rajapakshe AND WHOSE magical powers did that. But paradoxially, very same folks cant see it right as to why the bugger failed in the post war session not being able to do the least towards the reconciliation. Had MY3 regime failed to postpone the UNHRC issue, Rajapakshes would have been in Hague to this day ? Or not

          Lalith Kothalawala added his thought that he was kept in jail just to be protected – but Rajapakshes cheated him taking his celynco and Selan Bank putting Mohan Peris as the front man. Very same front man was later be made the CHIEF JUSTICE for their sake. All the billions that Mr Kothalalawala lost were very unfair. But today we have a good governance rule – so not doing the same but going through all the fair channels, Rajapakshes should be convicted. They are all cirminals .. they have only criminal blood flowing their body vessels. No pardon should be given to them at all.

        Recalling the day MY3 made his canddiacy public- 21Nov 2014. Ravaya Editor had already predicted that Mahinda is already lost. So their predictions had been not bad sofar – and not English papers but Ravaya or the like minded tabloid should work on sending the message across to the village bound people convincing them the gravity of frauds Mahinda and his clans intentionally carried out – while the masses of the nation struggled on their survivils. Then only UNP or any other healthy minded leaders could win the voter mind sets. Else, nothing would work for winning voters.             But he took part twice in the Sirasa-Satana recently – I had the question prepared to raise but from Europe, failed to connect the line. My question was why Viktor Ivan stays further mum about all records high profile frauds deliberately being carried out by MR, not writing or brining a book yet. If he could attack CBK in that manner by brining a book which MR people used in election campaign, why the so called impartical journo not to have written similar interm of MR ? Is that all because of the country has been men dominated world or personal attaacks, I perfectly know that nothing was bought by CBK as had been reported by him in the UK. Those palaces alleged to have bought by her using people s funds were blatant lies.                 I think it is high time UNP and other parties need to send the message across the rural folks – the sad reality about MR adminsitration. Else, nothing would change easily for the betterment of the nation, even if we the right thinking ones have been longing to see a better future for the island nation.

                Highly abusive charactor in MR’s person is not a talent but should be a mutation. He has succeeded in silencing almost everyone by using every channels. Consequece is the state funds have been looted by the time the change was made on the 9th January.
                I now believe it is the genetics makes MR and his siblings that abusive, of course except the speaker – who seems to sense the majority of the parliament.

              I agree somewhat of comparing DJ to Victor Ivan as this man who was silent for most of the years when MR was ruining the country and probably got a deal with MR.

              When it comes for a book on MR – my goodness that is not a book, it should be a full volume of things that need months to read for the collosal damage this bastard have done for the motherland after the war victory.

                Who ever who could write the Book “Chaura Alibaba Maharaja and his Dynasty” will make it a big hit in Sri Lanka and around the world.

                Also this book could carry many volumes and could be published both in Sinhala and English language.

                It’s time for our valuable Journos who are in Sri Lanka as well who are currently residing Abroad to think of writing this valuable publication which I hope many Publishing houses around the world will come forward to put down the start up cost.

                Over to you Victor Ivan and other Journos who could take up the challenge.

    Why can’t these institutions make a claim on all these dues as any other business. How was such large credit facilities given to one individual? Will they grant these credit facilities to ordinary citizens of this country. In each of these organisations there must have been laid down procedures for accepting orders and granting credit facilities. Why can’t all those officers responsible who granted credit facilities held responsible?
    These are tax payers money and someone must answer for them.

    Either they have covered their tracks very well or they are not as corrupt as first thought.

    Sajin Vaas for example is an enigma. The guy fits the corrupt politician mold quite perfectly. Although when investigated he comes out clean.

    Aluthgamage, the former sports minster transfers 3/4 million US dollars to his son’s account when corruption investigation began.

    He claims the money was a gift from his bro in Japan so that his son can follow a degree. Who needs 3/4 million dollars for a degree?

    But then are there any cops in Ceylon cleaver enough to dig into paperwork and do a proper financial audit? Do they even know to demand for remittance certificate from the bank concerned?

    I think 2 things need to happen. Find a snitch who will rat on these crooks in exchange for clemency. Maybe if you make a deal with Sajin Vass he will reveal everything.

    Secondly, get help from overseas financial forensics experts for a short while. Train the local guys and get him/her to catch the big fish. The situation requires out of the box thinking.

    All these state owned media should demand whoever placed the advertisements, to pay up soon.
    If this does not happen, cases should be filed in courts.
    If this does not happen, the top managers of the media institutions who default, should be interdicted and asked to explain.
    If no explanation is forthcoming, they should be relieved of their posts.

    If the next election is lost, it wont be because MR is strong but this government’s weakness to address all issues.

    This could be just the tip of the Ice burg. Today Sri Lanka Air force is finding difficult to recover over 40 Million rupees for the helicopters hired by Rajapakses for Presidential election campaigns.

    Also over 100 Million Rupees spent by various Government corporations and Institutions budgets to put up Rajapakse cut outs and posters and to put up mega tents and rented chairs and sound equipment.

    Also there’s over 400 Million rupees owing to CTB for transporting Rajapakse goons for his meetings and over 200 million for Food caterers to Araliya Gaha Medura.

    Also Rajapakses used Colombo dock yard and dockyard personnel for his election work.
    Who is going to recover these tax payer money from Rajapakses who spent these mega expenditure for his personnel use.

    Also there’s still over 70,000 Rajapakse wall clocks and 100,000 T shirts with Rajapakse face and 500,000 Sinhala New year Lithas to be distributed. Who is responsible and how these colossal amounts were paid and how to recover these monies.

    Also Rajapakses Donated endless Land Deeds, super luxury SUVs, endless duty free car permits, foreign tours, built Pansalas, dagobas, Viharas and even built a Buddhist university in India to lure Buddhist Monks and Buddhist votes.

    No wonder all these vultures who miss their pound of flesh still go behind Rajapakse to bring him back to power.

    I think it is high time that the new Government should includes a special clause in the 19th Amendment to say that no Government and Tax payer money, property or Personnel be used for Election party Propaganda work.

    This is a curse in Sri Lanka’s politics where both major parties cover each others back.

    This should be stopped immediately.

    Its not fair for the population or those that contested for the state to pay the bills of politicians who spent money to be elected. The money spent was not in the capacity of head of state but as a candidate, and the population rejected him.

    He has to foot the bill or the party that supported his candidature should pay the bill not the state.

    This issue does not require any special Police action.
    There are clear facts that advertisements were published/aired, and revenue not received.

    The persons in these institutions who accepted the adverts on credit, must be charged to pay the funds

    The Health Ministry sponsored a dinner and a breakfast meeting that I attended out of curiosity! Directors were also speakers. Who is accountable? Is Yahapalanaya ignoring these?? Do they also want to use the same corrupt directors at the next election in the same way???

    The advertisements are generally given to the state media by the advertising agencies hired by candidates. These advertising agencies some times work for both opposition and government candidates at the same time. These agencies have a relationship with media organizations belonging to govt and private sector. Therefore, the advertising agencies that have been hired by the campaign are responsible for the bills. How do we know if the candidates made the payments but the advertising agencies did not pay the media organizations yet.

    Go after the advertising agencies and don’t twist the truth.

    All outstanding money of Mahinda’s election campaign should be paid by SLFP. Responsibility of collecting them is with CEOs and accountants/finance managers. As the chairman of SLFP Maithripala is also accountable. Now Mahinda is laughing from his rear end.

    There is a saying – never reveal your defeat or mistakes. We srilankan have been and are cheated by all most all the politicians in the past and the last person was MR &co. If he cheated us for a short while say 6months, it is acceptable, but cheating for nearly 9years means definitely it is not his fault. If we are all distilled Modias, others will cheat, it is natural. The fact is the people who are cheated are not suitable to live, that is why that king in India put all of them in a ship and send them to Srilanka – it is srilanka’s bad luck. I know there will be lot of thump down but it is the fact.
