Saudi Arabia Declares All Atheists Are Terrorists

Saudi Arabia has introduced a series of new laws which define atheists as terrorists, according to a report from Human Rights Watch.

The Human Rights Watch said; “Saudi Arabia’s new terrorism law and a series of related royal decrees create a legal framework that appears to criminalize virtually all dissident thought or expression as terrorism. The sweeping provisions in the measures, all issued since January 2014, threaten to close down altogether Saudi Arabia’s already extremely restricted space for free expression.”

“Saudi authorities have never tolerated criticism of their policies, but these recent laws and regulations turn almost any critical expression or independent association into crimes of terrorism,” said Joe Stork, deputy Middle East and North Africa director at Human Rights Watch. “These regulations dash any hope that King Abdullah intends to open a space for peaceful dissent or independent groups.”

The new regulations come amid a campaign to silence independent activists and peaceful dissidents through intimidation, investigations, arrests, prosecutions, and imprisonment. On March 9, the prominent human rights activists Abdullah al-Hamid and Mohammed al-Qahtani completed their first year in prison, serving 11 and 10-year sentences, respectively, for criticizing the government’s human rights abuses and for membership in an unlicensed political and civil rights organization.

Two other human rights activists, Waleed Abu al-Khair and Mikhlif al-Shammari, recently lost appeals and will probably begin their three-month and five-year respective sentences soon for criticizing Saudi authorities.

On January 31, Saudi authorities promulgated the Penal Law for Crimes of Terrorism and its Financing (the “terrorism law”). The law has serious flaws, including vague and overly broad provisions that allow authorities to criminalize free expression, and the creation of excessive police powers without judicial oversight. The law cites violence as an essential element only in reference to attacks carried out against Saudis outside the kingdom or onboard Saudi transportation carriers. Inside the kingdom, “terrorism” can be non-violent – consisting of “any act” intended to, among other things, “insult the reputation of the state,” “harm public order,” or “shake the security of society,” which the law fails to clearly define.

On February 3, two days after the terrorism law came into force, King Abdullah issued Royal Decree 44, which criminalizes “participating in hostilities outside the kingdom” with prison sentences of between three and 20 years. On March 7, the Interior Ministry issued further regulations designating an initial list of groups the government considers terrorist organizations, including the Muslim Brotherhood and the Houthi group in Yemen, along with “Al-Qaeda, Al-Qaeda in the Arabian Peninsula, Al-Qaeda in Yemen, Al-Qaeda in Iraq, Da`ish [the Islamic State of Iraq and Sham, or ISIS], Jabhat al-Nusra, and Hezbollah inside the kingdom.”

The interior ministry regulations include other sweeping provisions that authorities can use to criminalize virtually any expression or association critical of the government and its understanding of Islam. These “terrorism” provisions include the following:

  • Article 1: “Calling for atheist thought in any form, or calling into question the fundamentals of the Islamic religion on which this country is based.”
  • Article 2: “Anyone who throws away their loyalty to the country’s rulers, or who swears allegiance to any party, organization, current [of thought], group, or individual inside or outside [the kingdom].”
  • Article 4: “Anyone who aids [“terrorist”] organizations, groups, currents [of thought], associations, or parties, or demonstrates affiliation with them, or sympathy with them, or promotes them, or holds meetings under their umbrella, either inside or outside the kingdom; this includes participation in audio, written, or visual media; social media in its audio, written, or visual forms; internet websites; or circulating their contents in any form, or using slogans of these groups and currents [of thought], or any symbols which point to support or sympathy with them.”
  • Article 6: “Contact or correspondence with any groups, currents [of thought], or individuals hostile to the kingdom.”
  • Article 8: “Seeking to shake the social fabric or national cohesion, or calling, participating, promoting, or inciting sit-ins, protests, meetings, or group statements in any form, or anyone who harms the unity or stability of the kingdom by any means.”
  • Article 9: “Attending conferences, seminars, or meetings inside or outside [the kingdom] targeting the security of society, or sowing discord in society.”
  • Article 11: “Inciting or making countries, committees, or international organizations antagonistic to the kingdom.”

These broad provisions contain language that prosecutors and judges are already using to prosecute and convict independent activists and peaceful dissidents, Human Rights Watch said.

Al-Qahtani and al-Hamid’s convictions included charges such as “breaking allegiance with the ruler,” “slandering the religiosity and integrity of the Supreme Council of Religious Scholars,” “sowing discord,” and “attempting to shake the internal security of the country by calling for demonstrations.” The new terrorism regulations classify several of these charges as acts of terrorism.

Other members of their organization, the Saudi Civil and Political Rights Association (ACPRA), are serving sentences for convictions on similar charges, including Mohammed al-Bajadi, Omar al-Saeed, and Abd al-Kareem al-Khodr. A jailed member, Fowzan al-Harbi, is on trial before the Riyadh Criminal Court on charges that include “participating in calling for and inciting breaking allegiance with the ruler,” “explicit libel of the integrity and religiosity of the Supreme Council of Religious Scholars,” “participating in setting up an unlicensed organization” – namely, ACPRA – “publishing details of his investigation,” and “describing the ruling Saudi regime – unjustly – as a police state.”

In the March 9 case, the Saudi Press Agency (SPA) reported, a Saudi appeals court upheld an eight-year sentence for a Saudi citizen for “his involvement in inciting [family members] of detainees in security cases to demonstrations and sit-ins through producing, storing, and sending tweets, video clips on YouTube, and social networking sites,” as well as “his sarcasm toward the ruler of the kingdom and its religious authorities.”

On March 10, the SPA reported the conviction of another man, with a 10-year prison sentence and a 100,000 riyal fine ($26,600), for “engaging in following, saving, and resending inciting tweets on the social networking site (Twitter) against the rulers, religious scholars, and government agencies and his connection to people who call themselves reformists…”

Another human rights activist, Fadhil al-Manasif, who played a leading role in documenting abuses against demonstrators in the Eastern Province in 2011, is on trial for “sowing discord,” “inciting public opinion against the state,” and “communicating with foreign news agencies to exaggerate news and harm the reputation of the kingdom.”

And Riyadh-based human rights activists, Mohammed al-Otaibi and Abdullah al-Attawi, who came under investigation in April 2013 for co-founding a new human rights organization – The Union for Human Rights – face a new investigation based on their human rights activities.

Article 32 of the Arab Charter on Human Rights, to which Saudi Arabia is party, guarantees the right to freedom of opinion and expression, and to impart news to others by any means. Article 28 guarantees the rights to peaceful assembly and association.

While protecting public order and national security are recognized in international human rights law as legitimate purposes for limiting certain rights under narrow and clearly-defined circumstances, vague and overly broad legal provisions cannot be the basis for overriding a broad array of fundamental rights. Provisions of Saudi Arabia’s new terrorism regulations that deny any ability to exercise basic rights of peaceful assembly, association, and expression greatly exceed any notion of justifiable restrictions, Human Rights Watch said.

Commenting on article 6 of the regulation, one activist told Human Rights Watch on March 12: “Just talking to you now is considered terrorism – I could be prosecuted as a terrorist for this conversation.”

      10:7-14 The meanest and most feeble, who have just begun to trust the Lord, are as much entitled to be protected as those who have long and faithfully been his servants. It is our duty to defend the afflicted, who, like the Gibeonites, are brought into trouble on our account, or for the sake of the gospel. Joshua would not forsake his new vassals. How much less shall our true Joshua fail those who trust in Him! We may be wanting in our trust, but our trust never can want success. Yet God’s promises are not to slacken and do away, but to quicken and encourage our endeavours. Notice the great faith of Joshua, and the power of God answering it by the miraculous staying of the sun, that the day of Israel’s victories might be made longer.       Verse 13. – The moon stayed. The word עמד, which does mean to stand still, is used here. See also Habakkuk 3:11. But if we are to apply it to the moon and not to the light of the moon, where would be the use of the moon’s standing still in the valley of Ajalon, when she would be low down in the sky westward, and incapable of rendering Joshua any help? If we regard the light of the moon as meant, there is no phrase more common in poetry and poetic prose than to speak of moonbeams “resting” upon an object. The people. The word here is גוִי. See note on Joshua 5:6. The Book of Jasher. See Introduction, Note 6. And the sun stood still. Here the word עָמַד is used of the sun. But, as before, it refers naturally enough to the sun’s light. The declining sun continued to shine upon Gibeon, and in the neighbourhood, upon the descent from Beth-heron the Upper, and on the whole region throughout which the fugitive Canaanites were scattered. We need not suppose that all the discomfited host fled in one direction, and possibly in the neighbourhood of Gibeon itself there remained quite enough of the scattered portions of the host to need urgently the sun’s light to complete their destruction. The midst. The Hebrew here is not the usual word for midst. It signifies literally, the half. About a whole day. Literally, as a perfect day. The LXX. renders οὐ προσεπορεύετο εἰς ἱυσμάς εἰς τέλος ἡμέρας μιᾶς, and the Vulgate, “Non festinavit occumbere spatio unius dict.” What is the precise meaning of this passage it is difficult to say. The language is very obscure. It has been usually interpreted to mean that the sun remained in the heavens twelve hours longer than usual. But this, though the most natural, is by no means the only interpretation of the passage. The words, “did not hasten to go down as a perfect day,” cannot be proved to have this meaning. In fact, it is difficult to fix a precise meaning on them. They belong rather to the domain of poetry than history, and their language is that of hyperbole rather than of exact narration of facts. Consequently, we are not entitled to build conclusions upon them, or draw arguments from them. It seems tolerably clear that twelve additional hours could hardly have been required by the Israelites for the complete extermination of their enemies.

Gussetius (l) thinks about ten or eleven o’clock; it may be supposed that early in the morning Joshua came up with his troops, and engaged the kings, and it might be noon before the battle was over, and the victory obtained, at least before Joshua had proceeded in his pursuit of them, so far as he had done, when the miracle was wrought; and the rather, as it would be the more conspicuous in the several parts of the world; for had it been near sun setting, it could not have been seen in some places, and particularly by the Chinese, as it seems to have been by what has been observed:

      and hasted not to go down about a whole day; which was either artificial or natural; if an artificial day, then it stood still but twelve hours; if a natural day, twenty four hours; and accordingly the length of the day must be judged of; if it was at noon when it stood still, and continued so a natural day, or twenty four hours, then as it had gone six hours to noon, and, after it returned to its motion, had six more to go to its setting, this day must be thirty six hours long; and so the Jews commonly say (m); but if an artificial day, or twelve hours, then it was but a day of twenty four hours; but if this was, as the Jews say (n), on the third of Tammuz, which answers to part of June, and was in the summer solstice, on the longest day in the year, when their days consisted of fourteen hours, this will make this long day four hours longer.       Buddha did not take a position on God. His teachings and Dhamma did not require the concept of god, unlike the Abrahamic Religions and the 330,000,000 Gods of Hinduism. Read What Buddha taught by Ven. Dr. Walpola Rahula. However, there is the concept of no souls( Anatta) and rebirth. This is my understanding.

      You can have a God, if you need one. So, later on Buddhists made Buddha into a God, especially the Mahayana, made Statues and Worshiped Buddha as a God.

      I this this qualifies Buddhists as not being Atheists, as per the New Saudi Kin’s “Law”.

    In Islam, everything is governed under Quran. Children are taught only Islam, but not even a word about other religions. They are taught and trained to act as killing machines and spread Islam. This is the reason why Islam is very aggressive and Islam itself is terrorism.
    When the majority of a country is Islam, they impose Sharia. They justify it as the “divine law of God”. Non-Muslims also need to adhere to sharia, or be punished under sharia. Non-Muslims are not given jobs/education or other opportunities. There will be taxes on non-Muslims, just because they are non-Muslims. E.g. Indonesia, Malaysia

Now that the Brotherhood has finally achieved power, the world can prepare to see such aspects on a grand scale.
    It is rather apparent the reference to “satin” in Christianity and reference to “mara” in Buddhism must be referred to the same, that is Islam and its God Allah. According to Christianity and to Buddhism, there is a dooms day; where e the world destroys, when people are sinners. It must be referred to a situation where Islam conquers the world. Or rather “satin” or “mara” conquer the world. Then the glory of the world is gone. And world get destroyed itself.

    So via democracy, kindness the world simply cannot deal with Islam. Islam is such that It is like a cancer. By loving the cancer or by been nice to cancer, you can’t get rid from that. You need to treat the cancer in such a way to get rid from that.

    The mechanism in Myanmar, is thus rather justified. Since they understood that Islam is growing and soon, they will be slaves under Islam hypocrisy and depression. A problem which cannot be addressed democratically or with a human feelings. Look, what happened in all Buddhist countries, in all peaceful countries. Islam enters and they simply destroy it. E.g. Sri Lankan, India, Maldives, Bangladesh etc etc.

    The American Approach is better, but is in macro level. Mass scale Muslim depression. While America treats the would cancer like that, small nations like Myanmar or Sri Lanka need to act in a grass root level to get rid form the world cancer.
    Sri Lankans, if they need to be safe, have to think about Something like in Myanmar, before it is too late. I think Sri Lankan Buddhist are ( or they used to be ) too good and too innocent. Bodu Bala Sena is doing a marvellous duty by making it clear to Sinhalese. Let’s hope the Glory of the world will remain longer, with No Islam Hypocrisy.

      ALL religion are barbaric, including Sinhala monk Mahanama “Buddhism”. Ask the Sri Lankan Tamil victims.

      1. While is is very true that the Quran has violent verses, the Quran was “revealed” during two phases. The Meccan period. the First 13 years of Islam. The verses during this period were very peaceful, and the Muslims were driven out from Mecca and an assassination attempt was made on prophet Mohamed.

      2. The Medina period, about 10 years, when the Meccans tried to kill and annihilate the Muslims. The Quran responded with defensive and violent “Revelations” for survival. So, you need to read the verses before and after the quoted verses, and the while Chapter.

      3. The violent verses are not unique to the Quran. Read the Old Testament and see what it says.

      4. Yes, Buddhism as taught by Buddha is peaceful. However, the Monk Mahanama “Buddhism” called Sinhala “Buddhist” Racism is very violent. Read about 1958, 1983 and 2009, in Sri Lanka.

      5. When Prophet Mohamed entered Mecca finally
      , there were hardly any massacres of Meccans. They treated them as fellow citizens. See what was done to the Tamils in 1958, 1983 and 2009.

      So, one needs to dispute with historical facts.

      The current problem Muslims have is with the Wahhabis and the Mullahs. This goes back to mre than 1,000 years. There were no problems with the Sufis, and the Wahhabi Devils want to Kill the Sufis, and all others.

    Sri Lanka is headed in the same direction as Saudi Arabia. Very soon, our parliament too will enact legislation that is very similar to the ‘terrorism’ laws passed recently in Saudi Arabia. That will be in addition to the terrorism laws already in place here.
