‘Scientific Reshuffle’ Tosses Up Ineffective State And Deputy Ministers

The state and deputy ministers recently sworn in consequent to what President Maithripala Sirisena said was a ‘scientific method’ of selection done with Prime Minister Ranil Wickremesinghe are from the bottom tier in terms of overall rank, parliamentary participation and the number of topics they have addressed, according to the website manthri.lk.

Except for three, the rest among the 8 new State Ministers and 10 new Deputy Ministers are ranked in the bottom half of the 225 parliamentarians. The highest ranked individual is Ali Zahir Mouland (83rd), followed by Karunaratne Paranawithana (101st) and Ranjan Ramanayake (103rd), all of whom are deputy ministers. The highest ranked state minister is Palitha Range Bandara (113th). The lowest ranked state minister is Weerakumara Dissanayake (212th) while the lowest ranked deputy minister is Sarathi Dushmantha (180th)

The website manthri.lk is updated regularly by Verite Research and the rankings are computed after considering parliamentary participation as recorded in the Hansard. Each statement is analyzed according to the Verite Research designed coding guide and scores are obtained by taking into account productive time.

In terms of the number of times each MP has participated in parliamentary debates, the highest ranked is Palitha Thewarapperuma (97), followed by Ranjan Ramanayake (78) and Ali Zahir Moulana (72). Weerakumara Dissanayake has intervened only on 8 occasions.

Paranawithana has contributed to the discussion of 11 topics (highest) while Dunesh Gankanda has addressed only 2 (lowest).

President Maithripala Sirisena meanwhile has rejected the claims that the ministries had not been assigned on scientific basis.

‘When assigning the ministries, the Prime Minister and I discussed about it and made changes. I must say that I will consider the scientific basis when the subjects and institutions of the ministries were gazetted. Most ministries which had allegations against them were changed under the new reshuffle,’ he said.

However, Sirisena did not explain the ‘science’ of entrusting different portfolios to those with allegations against them.

Meanwhile, Ranjan Ramanayake said that he wonders whether one has to be corrupt to get a ministerial portfolio. Ramanayake was appointed only as a deputy minister.

    I heard that “DR” Rajith aSenarathne saying SCIENTIFIC. what they need is appointing ministers on the countries need and not a scientific formula. I do not know what that Idiot know about scientific. We know PResident di dnot pass O/L. so, he can talk scientific eventhough he doe snot know what it is or whether it is important. what a Joke Sri lanka is now because of these thieves.

      SF takes swipe at President

      Sustainable Development, Wildlife and Regional Development Minister, Field Marshal Sarath Fonseka said yesterday that former president Chandrika Kumaratunga told him recently with tears in her eyes that she was unable to get an appointment to meet President Maithripala Sirisena for three months and could not contact him over the phone for two months.

      He said the President, who agreed to appoint him Law and Order minister, refused to do so later saying that some people including several DIGs and Buddhist monks opposed the move.

      When asked why the President who initially agreed to offer the ministry later changed his mind, the minister said it was a long story and explained what happened.

The people in 2015 voted for President Sirisena in January and to the UNP in August mainly to expose murderers, financial crimes, embezzlements and other misdeeds committed under Mahinda Rajapaksa regime and bring members of the Rajapaks family before the law and punish them.     So Sirisena has invented a new science. The science of ministerial appointments.!
    It’s chief ingredients are (a) save the Presidential backside when it comes to a vote.(b) rob as much as you can till the next election.
    This new science will be registered for a patent and the official Presidential arselickers are planning to submit an application to the UN for this new invention. One Sarath Alwis has been commissioned to write an essay on the new science and there will be a lot of saliva drips between now and it’s release. The title of the essay is going to be “Aney mata levakanda hithanawa” Great Times ahead in the land like no other!

    Obviously, the President and the PM have their own Definition of the word “Scientific” which has nothing to do with its real meaning. Don’t be surprised if the word “Scientific” becomes their common jargon to describe all their ill-considered and crazy decisions in the coming days and months.

    To be fair by them, their only “Scientific” decision, whatever it may mean, is to leave out Ravi Karunanyake.

    Wasn’t Bong Dumi the Minister of Agriculture? Is that changed now?.
    If it is , this Science of Dr Ranil and Mr Sirisena’s can’t be real.
    Dumi at least knew how to grow a plant , harvest it and use it.
    How many others in this Scientific Cabinet have that sort of hands on Science?.
    What Science does Maggy has on managing Finances.
    If Dr Ranil & Sira gave him the Garment Industries I can say its Scientific.
    Then you have Galleon Ravi, who know all about not only making, money but also laundering money, more than any of the other money bags of Dr Ranil.
    And the poor bugger didn’t get anything , even after bragging to the Media, how he how he cantlift the Yahapalala Economy from the Cesspit in just 100 days,

    Everyone agrees that it is the same set of useless bankrupt politicians who are rotated again with new titles . However Field Marshal Fonseka.s new task of Wild Life is commendable. Though all the people hate him for his foul mouth I personally feel that he will fulfil his taks specially the protection of wild elephants. As a military officer he will take tough measures against the offenders and will bring the culprits to task soon.

        Sri lanka is one country that does not like educated politicians or people believed to be capable leaders. Sarath Fonseka was weak in one deparment. That is he didnot understand what and how enemies are in politics. He used his mouth wrong and gave ammunition to the enemy. He may have done certain things too with respct to money handling. Need to understand Army and Politics are completely different entities.

        Mudson amarasinghe: Media says that they are asked not to write the faults of the govt. You know how they blzame certain media opputlets because they target the govt.       You mean instead of Biryani and Arrack, next time they will demand more scientifically brewed Kassippu or newly became freely available “Northern Heroes Brand” Army’s Kerala Kanja to vote for Slap Party? They know exactly who are their voters and they will get it done more scientifically, before they voters scientifically and sent them home. For 70 years the votes trying to figure out a scientific method to deal with this guys, but the guys every five years making changing from the Soulbury’s Westminster style and keep coming back to power (the same old guys) .

    Whether you make it scientific, dynamic or horrific – SL is not going to move forward.

    A country’s prosperity fully depends on how smart its people are. In SL, my guess is more than 90% of people are either educated idiots or uneducated idiots with low IQ. The rich Middle-east is a different story as they are lucky to be resourceful. They are not democratic, but country’s wealth is equally distributed among the citizens, which is highly doubtful, had SL been a resourceful country like them.

    SWRD, JRJ, Premadasa, MR, Ranil, MY3 and the rest of the past / present politicians are opportunists who have mastered the trick of making best use of these idiotic people who gave and still give a best and comfortable play-ground to these cunning politicians to play as they wanted.

    Now it has become the political culture of this nation.

    The biggest error that the President did was not to appoint Sarath Fonseka as Minister of Law and Order. President listenes to Mahinda Rajapakse and Gotabaya Rajapakse.

      Should you really blame Sillysena or the science that went into the selection process.
      I heard that SLC has asked permission from the president to use this science in picking our next team. Like the Cabinet nothing seem to be working with the national team.

      Come to think of it the Sri Lanka judiciary has been using this science for quite some in choosing which cases will be postponed indefinitely, who will be held without bail, who will get judiciary protection against law enforcement.

    The day the story of the bond scam came out, when Ranil took over the central bank and gave a clue that Ravik is not trust worthy as the finance minister if banks are also under him, when MY3 appointed Defeated candidates cul some known thieves cum some lame duck and corrupt nationalist MPs, they both clearly stated who they are. So, it continues. NEws media continue to discuss it. So, that is Srilanka. JVP came and gone. LTTE Came and gone. So, what is next.

    Ranil is leading the UNP to its doom. Unfortunately, he is also leading the country down a rotten hole as well. For the first couple of years of Good Governance government, it was drama about the previous govt corruption and all ongoing projects were stopped leading to loss of productivity etc.. No thieves were caught. The next year and half was about internal bickering and inaction. The next 18 months will be about survival but with ill made decisions both for the UNP and the country. The less said about Sirisena the better.

    Scraping the barrel is a scientific method of sorts! The dregs might be better than the scum floating at the top!

    Maybe that the persons using the term that a scientific method was used for the reshuffle meant that this was a “let us see what these people do!” type approach, very empirical. I wonder what, if any are the performance criteria for these people. We might have to use new math, imaginary numbers , i and pi for that. Since there don’t seem to be any such criteria for any of the ministers, deputies, state.
    No criteria is good criteria. Anything goes, and more the merrier.

    Nowadays, ministerial appointments are determined by the amount of squeeze in the hands that coddle the cojones of the President.

    These days, I am assured, the biggest squeeze comes from Faizer Mustapha (the ekama putha of another famous Mustapha). Our present Faizer is also known as the Patron Saint of Independent Beach Tourist Operators.

    illnesses . Where are our ministers and the government ? Where is
    our politics going ? OUR POLITICS IS VERY PERSONALISED . THEY
    DON’T HAVE A COMMON AGENDA . IT IS ALL ABOUT ROBBING AND
    SHARING ROBBERY WHILE IN OFFICE !
