Prime Minister Modi’s historic visit to Sri Lanka can induce speedy resolution of the humanitarian and political concerns of the Tamil people – Global Tamil Forum
Prime Minister Narendra Modi’s visit to Sri Lanka this week, the first bilateral visit by an Indian Prime Minister in over 25 years, is undoubtedly an event of enormous significance. The expected visit by the Indian Prime Minister to Jaffna in the Tamil-majority North is historic first. The Global Tamil Forum (GTF) wholeheartedly welcomes these developments.

The recent changes of governments in India and Sri Lanka have significantly altered the geopolitical dynamics of the region. These developments have also created opportunities for the successful resolution of the Tamil national issue, a feat if accomplished, will usher the Indo-Lanka economic and political relations into a different era. Prime Minister Modi’s visit at such a crucial time is potentially transformational.
India’s steadfast commitment towards the dignity, equality and well-being of the Tamil people has been a source of immense strength for Tamils in Sri Lanka and in Diaspora. We are grateful for India’s active involvement in the resettlement of the displaced Tamils, typified by the 50,000 houses being built with Indian assistance. GTF is also fully appreciative of India’s role in relation to achieving a political settlement.
The new coalition government in Sri Lanka under the leadership of President Sirisena is unique in that it has the support of all the major political parties representing all communities, and the government is presently undertaking an ambitious democratic transition process. In our opinion, there is no better time to arrive at a permanent solution to the Tamil national question, and no country other than India can play the crucial role in making this a reality. However, time is of essence, and any delay in addressing the Tamil concerns, whether humanitarian or political, can only give scope for hard-line attitudes from all sides to re-emerge, and this will make the task of achieving meaningful progress more difficult in the future.
In this context, it is important that the Sri Lankan government immediately takes meaningful steps to address a few pressing issues that includes reducing the excessive military presence in the North and East, transferring the land back to the rightful owners from whom the land was expropriated, and releasing Tamil political detainees who have been incarcerated for years without ever being charged. It is also important that Sri Lanka makes public commitment to comprehensively addressing the war crimes, accountability and reconciliation issues in active collaboration with the UNHRC and other international organisations, and reveal its blueprint to achieve a political solution by negotiating with the elected Tamil representatives. Humanitarian, social and economic needs of people in the war affected North and East and by the Up country Tamils have to be addressed in a systematic and effective way.
We humbly request Prime Minister Modi to impress upon Sri Lanka to act on the issues highlighted here, as that will help foster a positive environment and build confidence among Tamils, both in Sri Lanka and in Diaspora. Global Tamil Forum, for its part, is fully committed to play a constructive role, in collaboration with all stakeholders, including the governments of Sri Lanka and India, in making all these a reality.

Ranil called people elected Northern CM as liar. He declared he will not talk with the elected person. He blamed CV was passing the resolution while negotiating, so that he will not talk with them. Ranil is the only one said until the election is over there is no talk of Tamils problem. Only god knows with who was Ranil negotiating and what? Such a liar Ranil called CV a liar. Norway believed only Ranil and went to North to ask why they passed the resolution. Could GTF write a letter to Norway explaining the situations? This is the guy keep losing the lections of his party and struggling to come to power!
Ranil has warned that he will shoot the Tamil Nadu fishermen if they come to Lanka waters. Chinese ships were plundering the Lankan Sea. Because they fished with Lankan flag, EU has banned the Lankan fish. Ranil will not shoot Chinese fishermen and have the EU’s fish ban restored. Ranil shoot only Tamil Nadu Fishermen. Why? Tamils are Cheap! Jaffna fishermen are complaining of Sinhala rowdies taking over their fishing points in the North as new settlers with the help of army occupying the lands. Ranil will not shoot the rowdies or the Army. Will he?
Tamil Nadu Fishermen and Jaffna fishermen were talking about the problems, in reality. This is not a dupe like the double talk Ranil made as “no negotiations until the election is over” and pretending like “while he was talking CV passed the resolution”. He could have let the Tamils and Tamils to talk like the way India did. But he dipped unnecessarily his nose into that and warned that he will shoot the Tamil Nadu fishermen.
What the Susma swaraj, FM said to this gimmicks? If the Jaffna fishermen go there, they too will shoot. India and Lanka will shoot others Tamil fishermen. Is GTF has an answer for this too? Is this the tone of the negotiation Ranil doing while CV passing the resolution? Is this how GTF has convinced IC (or India) that the both Tamil fishermen are genuinely in negotiation, but the India and Lanka still want to shoot?
Time for GTF to start to talk practically. If Tamils back off not democratically demonstrating how the IC are supposed to come know the Tamils problems? Are enlightened?

I think this is a significant step in the present circumstances. It is noted that the choice of language, tenor, and the overall construction of the stance seem positively different. If not for, perhaps, the only spoiler, which came from within Sri Lanka, the North, the so-called genocide resolution, the core of the Tamil polity both in Sri Lanka and abroad appear to be adopting an approach, which could help build confidence among the diverse communities in the medium to long term. There may be others who may not endorse my view, but I consider this approach encouraging. The need for a lasting solution to the national question has arrived.

Suren is 100% right. Our struggle is moving at the right direction after LTTE. This will not be resolved overnight but eventually it will be resolved – we can not predict the future. This has been the problem the Tamils face since independence, yes, Sinhala leaders not saints, on the other hands ours were worse than. Sending Indian Tamils home is a historical mistakes, who have aided and abutted?. Why did they do?. When one party put some appropriate resistance, other party go hold hands with the major party. As for me, emergence of these regional parties in the first place itself is a death knell for Tamils, particularly being a minorities and so smart. End up in live or death situation, our smart guys wouldn’t pause for a moment, ran away with their whole families and the distance relatives too, understandable, but when they settled down in the wealth countries, for some good ones, the guilty feeling hit, for that, they want to do something. Only something, doesn’t matter whether what they do will help improve situation for those who stay put in the land, some steadfastly stayed back although they have had ways and means to be fled, and others, many of them, who cannot run away as they don’t have the means. Even in this lot, a few who have sent their family to safer places and dedicated themselves as servants of Tamils.
The behavior of our people has been changed and it will never be. Once, send the Indian Tamils, we started fighting within ourselves, and only way to unit these parties was to play the racial card, and to ignite tension. Result was emergences of Vadukoodai resolution. When political parties were appeared united, Tamil militant start a movement TELO. Even those who fighting for one aim, could agree on one formation. GTF and Surendran is wrong again.
President Sirisena and the current coalition which is a Sinhala Buddhist racist-chauvinist national unity government does not have national support.
The support Sirisena and his brothers had was that he was chosen as the compromise candidate to run for the Presidency, to defeat the Rajapakses and kick them out of power. That was why, India, US, UK, Norway, EU and Canada collectively cooperated together in the elections. This was an Anti Rajapakse elections and not a Pro Chandrika, Ranil or Maithree Sirisenea elections.
As for HAD support, that support is not there any more because there are in numerous breaches of TRUST, CONFIDENCE and Promises.
If the elections are held again that 1.8 Million Tamil support won’t be there. Most of them will stay at home without any campaign for Boycott.
Nevertheless, Tamils really does not need India to negotiate with the War Criminals. India should atleast fulfill their many promises like the 50,000 houses for the Tamils in the North 4 years ago. Afterall, India itself was one of the countries which assisted or abetted in destroying the 260,000 Tamils homes since 1983. India is responsible in not permitting the Sampur Tamils to return to their homes.
Tamils are not demanding the dirty Coal Factory to produce fuel/electricity to the Free Trade Zones in the other 8 provinces and mainly the Sinhalese. India should build the coal powered power plant in Hambantota or Colombo and not in Sampur.
The war crimes investigations are also evoking the war crimes committed by the IPKF especially the attack on the Jaffna Hospital in 1988 and killing of many doctors, nurses, patients and civilians deliberately in Jaffna as well as other civilians at point blank range. At least India should offer some decent compensation to those who were murdered and injured.
Indians estimated that the costs per house 4 years ago was 550,000 rupees. 4 years later the costs are 1 million rupees and now they are trying to get away for 550,000 houses and that too without much infrastructure such as electricity, wells, proper roads, schools and play grounds.
Well, GTF, Suren or Emmanuel are really not experienced in Tamil politics, and unable to go to India or Sri Lanka. They all refused to talk or meet Ranil in London late last year. They campaigned hard to get Rajapakse re elected by lobbying for and with the Tamil voters not to participate in the Presidential elections.

Burning Issue:- I assume you are a Singhalese. First of all I am amassed about your diplomacy – well done. When I saw my name, I was expecting some retaliation because that is normal our Tamil or Singhalese culture (hot temper). I agree that Tamils do not have political knowledge or diplomacy may be because as minority we were not absorbed into that field and after LTTE we are forced to get involved but still the older generation did not change. Only my and other good Tamil’s concern is (forget about attracting Singhalese voters) Mithiry did not promise anything before election or did nothing much after election to release unlawfully arrested people or Stolen land showing guns or even stop arresting diaspora ladied visiting srilanka to see ill parents or for other urgent matters. Mithiri Government encouraged people to come back and the same time instruct the defence people to arrest them – you think it is correct. Frankly speaking Mithiri should have resolved the urgent issues immediately. If he reduce the army in North could have solve half the problems. If he can reinstate everything to Sarath Fonseka, what is stopping Tamils issues. In the last election we gave votes, but we did not get anything in return. The Government could have shown at least a fraction of interest it is showing to stop UN investigation. We Tamils will be with Singhalese all the time but US, China, India will only stay until they get what they want.
