Speaker Karu Jayasuriya confirmed officially that the No Confidence Motion against fake Prime Minister Mahinda Rajapaksa has been adopted by Parliament, this morning.
He also confirmed that 122 MPs in Parliament have signed the motion and he had received it. Copies of the motion and the signatures of MPs would be sent to President Maithripala Sirisena, for further action, he said.
Explaining the proceedings this morning, Speaker Jayasuriya said TNA Parliamentarian M.A. Sumanthiran presented a motion to suspend Standing Orders allowing the House to proceed with the No Confidence Vote.
The Speaker said the No Confidence Motion was moved by JVP Parliamentarians Anura Kumara Dissanayake and Vijith Herath. the UNP, the JVP. the TNA, the TPA and three MPs of the UPFA namely A.H. Fowzie, Manusha Nanayakkara and Piyasena Gamage also supported the No Confidence Motion.
Subsequently, the MPs who voted in favour of the NCM also signed a motion reconfirming their position and handed it over to the Speaker.

With absolute respect for the speaker and the judicial system, thankfully the turn of events seem to be drawing to a close fairly peacefully. However there are some lessons political parties may take from this.
1. Executive presidency must be abolished before another tyrant wields its power.
2. The constitution needs to be brought under scrutiny and reaffirmed, if required, in order to counter future such repugnant behavior.
3. A second generation of 225 leaders need to be developed from within political fractions to take on the country in the years to come.
4. The UNP needs to understand that alongside its bid to achieve long term stability, certain populist policies need to be discussed and information regarding why or why not opt for such policies needs to be appropriately disseminated to the common man.
These alongside a good moral compass, should, (touch-wood) be the keys to a sustained multi-lateral development.

If Ranil and Karu don’t complain, violating the 19A, the War Criminal cannot sit on PM Chair. His prefered selection is UN Electric Chair.

What should be the next Strategy by the Parliament?
Different People have different Views. In a democratic country, it is the majority that rules. Out of the 225 MPs elected by the people in the democratic election and serving for nearly three years, 122 MPPS ( more than 50%) voted on a no-confidence motion. The speaker followed the protocol and tradition and carried out voting on the motion by a call to avoid delay as per tradition. He has done a quick and wonderful job. Judiciary saved democracy and now the MPPs did their part of their job. One more job to be done is to impeach the President who-who along with Mahinda are both responsible for all these chaos that costs millions of Rupees. It has impacted the image of the country among many leading countries., The presence of the US ambassador as an observer proves it. Things must move fast without delay so that plotters are not given time to plan their next strategy. If the President is impeached the next is to hold a Presidential election Will the Parliament do it. Gresh young honest and intelligent blood is needed to be as the President. There is a talk that there will be a referendum. That is because on 11/14/2018 the Parliament rubber stamped illegal appointment of New PM and then illegally firing the Old PM.
The very first operation in the recovened Parliament should have been a NCM against the New King. Because that is not done, he is going to show many more magics. Unlike the dissolvement of parliament, calling for Referendum is within is authority. But even the referandum cannot be used to illegal game playing. Referandum cannot fire a sitting PM. Whether we like it or not, Speaker’s word is the final.
This morning, former President Mahinda Rajapaksa was removed from PM post, in accordance with the Constitution, i.e. by passing an NCM.
There is no hard and fast rule about the voting method when a 2/3 majority is not necessary..
Depending on the situation in the House, the Speaker has the sole authority to decide the manner in which votes are counted, whether it is by a rising vote, a voice vote, show of hands, roll call or ballots.
There is something interesting here.
Now Ranil has removed Mahinda by passing an NCM, correctly following the Constitution.
However, despite President’s assertion, removing a PM-in-office (in this case Ranil) by way of a gazette notification is not recognized in the Constitution. There are only 2 ways; either by passing an NCM or by resignation.
As I said from the very beginning, Ranil’s removal was unconstitutional as, although the President has the power to appoint an MP, a leader of a party in the House who he thinks has the majority as the PM, he has no power to remove a PM-in-office.
Therefore, we have to “grudgingly agree” that Ranil is still the Prime Minister, as per the Constitution.
Mahinda’s removal does not warrant any necessity to appoint a new PM, as Ranil was not removed legally.
This is a case where there was an elected PM and an appointed PM in one Parliament, which was an “anomalous situation.”
Once the appointed PM is removed as per the Constitution, the elected PM returns to his position automatically.
This is simple logic, though my heart goes out to former President who was unfairly used by the President as an attempt (failed) to “kick away the ladder that helped him to climb.”
