Speaker To Convene Parliament Under Special Circumstances Breaking The Current Political Deadlock

If President Maithripala Sirisena refuses to convene Parliament as requested by the majority of lawmakers, Speaker Karu Jayasuriya will take measures to convene Parliament under “special circumstances”, Colombo Telegraph learns.

A final discussion to reach a conclusion in this regard is likely to take place between the President and the Speaker today.

This one-on-one meeting will follow Jayasuriya’s second letter to Sirisena reiterating the Speaker’s request to convene Parliament.

In his letter, the Speaker Says over 125 MPs from the United National Party, Illankai Tamil Arasu Katchi, the Janatha Vimukthi Peramuna and the Sri Lanka Muslim Congress have called for reconvening Parliament.

“As the Speaker of the House, I have to heed their request,” Jayasuriya said, expressing disbelief that a leader who sought a mandate to ensure good governance had prorogued Parliament by 18 days.

Jayasuriya sent a letter to the President after a discussion he held with leaders and representatives of all political parties representing Parliament, yesterday.

At the meeting, the JVP requested the speaker to convene Parliament forthright citing a similar decision by former Speaker Joseph Michael Perera who ruled in 2003 that the President’s power to prorogue, summon and dissolve Parliament must be done in consultation with Parliament itself.

            When a similar situation arose in the Dutu Genunu – Elara war. the two leaders decided to settle the matter by man to man combat, saving perhaps thousands of lives. So what I suggest is, without leaving the situation to deteriorate further, let the two leaders MS and Ranil meet in combat and whoever wins, wins.

                I am not specifying what the arena should be. My objective is to save innocent lives.

                However, there is the question of the Vahanayas. DG and E used elephants. That would be unfair in this case, because elephants would be biased towards Ranil resulting in the sure defeat of MS. So, what I suggest is Ranil to ride an elephant and MS to ride a buffalo.

      Oh, we know of the convenient relationship between AG and RW, as we too watched the way AG had fixed the manner RW was allowed to give evidence at the Presidential Commission on the Mega Bond Scam. AG’s credibility vanished in thin air on the day as a result. We have read elsewhere that Dappula Livera, AG’s very able law officer and his expert had already written to the speaker that RW;s dismissal was perfectly within the constitution.

    What President Mahinda Rajapakse taught us all is not to be afraid of anything. So whether there is a majority in parliament I am not afraid, nor should his supporters. On balance, it does appear that he has the majority, but if he does not, it is due to false promises by UNPers to cross over, nothing new here.

    What will our representatives in Parliament do, will they represent us, or whom will they represent? Foreign interests? Financial Interests? Personal Interests?

    I am afraid of that. There is no recourse.

    Former Speaker’s such as Late Anura Bandaranayane and Josep Michael Perera had given milestone rulings on very important and controversial issues in Parliament, the former being a member of the SLFP and the latter from UNP. However their rulings were praiseworthy and appropriate during Constitutional crisis. Therefore they cannot berudly be called SLFP or UNP Speaker’s for having given such rulings circumventing the Constitutional deadlock.
    Hopefully the current Speaker who has been conducting himself in Parliament and giving rulings rarely and squarely, will no doubt take the appropriate action by convening the Parliament and restore democracy in the country. Such a great man holding the esteemed position of Speaker of Sri Lanka Parliament will never stoop down to the level of being Called a UNP Speaker..

    One time Ranil and his gang planted a story in the Sunday Leader that Karu was an army deserter.( Refer Leader copies of the time when Karu challenged Ranil for UNP leadership)

    These days we see Ranil, Malik, Sagala, Ravi, Sajith, Haren, Mangala, Harsha , and maybe Mahendran in Singapore braying loud about parliamentary traditions and damning MS and the new government in the most un-parliamentary language.

    What is their common factor ? They are all old boys of one school-Royal .

    The rest of the UNP must ask themselves what is this comedy ? You are children of good decent Sinhala Buddhist families and respected members of other communities.

    Why should you fight to keep some old corrupt Royalist in power ? Why should you support a Party which only looks after old boys of one school ?

    The world has advanced much but the UNP has not evolved. Ranil has made it a old Boys club of Royalists.

    This is your enemy. Don’t let this utter failure convince you that you are inferior because you didn’t go to this school.
    Don’t let him fool you that he is fighting for democracy of parliamentary traditions.     Where was Karu Jayasuriya’s conscience of respecting the majority opinion, when he crossed over to the then Government under President MR with 18 other UNpers in 2007 to “strengthen the hands of the president” as he then famously put it. ]ure stop MPs from crossing over.

    Such en masse cross-overs have been the “black marks” democracy in Sri Lanka, leading to the current situation of MPs being auctioned for the highest bidder, with total disregard to the democratic conventions.
    Thus neither party can ethically demand to uphold democracy nor can they claim of constitutional adherence, since both of them have been violating the fundamentals of the democratic values of “by the people, for the people, and of the people”.

    Ever since these political representatives have been franchising the peoples vote to the highest bidder @ the appropriate time.

    What is wrong with some Diplomats based in Sri Lanka?
    The Vienna Convention on Diplomatic Relations (1961) Article 41 clearly states that diplomats cannot interfere into the internal affairs in the receiving country and such interference is construed as a violation of diplomatic protocol.
    Article 4I – I. Without prejudice to their privileges and immunities, it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State
    Article 41 – 2. All official business with the receiving State entrusted to the mission by the sending State shall be conducted with or through the Ministry for Foreign Affairs of the receiving State or such other Ministry as may be agreed.
    If so how come Diplomats of certain countries are breaching diplomatic protocols with their regular demarches against the Sri Lankan Government issuing statements and visiting Sri Lankan political parties, their leaders, local NGO heads, local media etc and often dictating how they should function.
    These ‘Para Suddas’ are real hypocrites. They preach one thing and do something else like the mother crab who told baby crabs to walk straight.

    At the UNP rally, several UNP MPs kept on screaming that they want to protect democracy. If they are serious about protecting democracy they should fire Ranil Wickramasinghe because even few UNP MPs have told in public that there is no democracy in the party and the leader is behaving like a dictator. On several occasions, UNP MPs revolted against Ranil Wickramasinghe’s dictatorial behavior. He was doing the same thing as PM. A ‘Benevolent Dictator’ can be a blessing for a country but unfortunately Ranil Wickramasinghe did not fell into that category. Mr.Lee Kuan Yew, Mr.Mahathir Mohamed, Mr. Park Chung-hee were Benevolent Dictators.
    People in this country should be grateful to President Sirisena for exposing the dictatorial behavior and dirty tricks of Ranil in handling affairs in the National Government and how he violated the principles of ‘Good Governance’. Although he pledged to ‘Good Governance’, he was not serious about it. Getting rid of him is a blessing for the country.

    I saw GL’s statement on the legality of removing Ranil. It is only “HIS VERSION of the interpretation of the Constitution.”
    I don’t know whether GL is a professional lawyer, but I am only a self-taught lawyer. I stand by what I said. Ranil’s removal is illegal.
    If GL visit my village and ask a Punchi Singho, he will say our Constitution does not recognize “guerrilla marketing” as legitimate.
    I want GL to seal his mouth as MR has just one single legal point in his favour.
    Suppose Ranil became the next President in November 2019 and removed PM Mahinda Rajapaksa by way of a letter and appointed Rajitha as the new PM, what will GL say?????? Will he apply the same logic to justify a similar move by Ranil or somebody else????

    Sooner Ranil W leaves Srilankan Politics the better and good for the country. He has been a looser for the UNP. For UNP to gain the trust of the people they must get a charismatic leader. Not a dead duck.

    The Speaker should have done this as soon as Sirisena dictated by the 3 Rajapaksas prorougd parliament .
    Why is he scared to do his job , he is not fit to be Speaker if he cannot do his job honestly.
    It’s too late . Dictatorship is taking hold in Srilanka.

    I remember an obituary notice published in Daily News which is now re-written as” Death is announced of D.E.M O’cracy on Friday, 26th Oct 2018….”. Son of mother Lanka due to tragic accident by President gamarala pin Sillysena while attempting to subvert the course of parliamentary procedures.

    No doubt this ungrateful uneducated GAMARALA would have been duped & deceived by few half baked lawyers in that camp and a professor who can’t even represent a client in a court since he is not an Attorney at Law.

    At this stage we salute all forces that supported UNF good governance to stand up firm against the tyrant. We also take a bow to Speaker Karu Jayasuriya for not falling prey to Sillysena’s bullying tactics through the forces.

    It is also prudent to keep the international community copied on all actions taken to preserve DEM O’cracy from the uneducated man.

    Why doesn’t Ranil go to court of law? Because he knows what Maithree has done is completely legal. And Ranil must have been sacked after bond scams because he’s the ultimately responsible party. Ranil by nature is a stubborn and mysterious man and he has undermined the people elected president, Sinhala-Buddhist culture, national security, etc.
