If President Maithripala Sirisena refuses to convene Parliament as requested by the majority of lawmakers, Speaker Karu Jayasuriya will take measures to convene Parliament under “special circumstances”, Colombo Telegraph learns.
A final discussion to reach a conclusion in this regard is likely to take place between the President and the Speaker today.
This one-on-one meeting will follow Jayasuriya’s second letter to Sirisena reiterating the Speaker’s request to convene Parliament.
In his letter, the Speaker Says over 125 MPs from the United National Party, Illankai Tamil Arasu Katchi, the Janatha Vimukthi Peramuna and the Sri Lanka Muslim Congress have called for reconvening Parliament.
“As the Speaker of the House, I have to heed their request,” Jayasuriya said, expressing disbelief that a leader who sought a mandate to ensure good governance had prorogued Parliament by 18 days.
Jayasuriya sent a letter to the President after a discussion he held with leaders and representatives of all political parties representing Parliament, yesterday.
At the meeting, the JVP requested the speaker to convene Parliament forthright citing a similar decision by former Speaker Joseph Michael Perera who ruled in 2003 that the President’s power to prorogue, summon and dissolve Parliament must be done in consultation with Parliament itself.

What is wrong with some Diplomats based in Sri Lanka?
The Vienna Convention on Diplomatic Relations (1961) Article 41 clearly states that diplomats cannot interfere into the internal affairs in the receiving country and such interference is construed as a violation of diplomatic protocol.
Article 4I – I. Without prejudice to their privileges and immunities, it is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State
Article 41 – 2. All official business with the receiving State entrusted to the mission by the sending State shall be conducted with or through the Ministry for Foreign Affairs of the receiving State or such other Ministry as may be agreed.
If so how come Diplomats of certain countries are breaching diplomatic protocols with their regular demarches against the Sri Lankan Government issuing statements and visiting Sri Lankan political parties, their leaders, local NGO heads, local media etc and often dictating how they should function.

If they are serious about protecting democracy they should fire Ranil Wickramasinghe because even few UNP MPs have told in public that there is no democracy in the party and the leader is behaving like a dictator. I remember an obituary notice published in Daily News which is now re-written as” Death is announced of D.E.M O’cracy on Friday, 26th Oct 2018….”. Son of mother Lanka due to tragic accident by President gamarala pin Sillysena while attempting to subvert the course of parliamentary procedures.
No doubt this ungrateful uneducated GAMARALA would have been duped & deceived by few half baked lawyers in that camp and a professor who can’t even represent a client in a court since he is not an Attorney at Law.
At this stage we salute all forces that supported UNF good governance to stand up firm against the tyrant. We also take a bow to Speaker Karu Jayasuriya for not falling prey to Sillysena’s bullying tactics through the forces.
It is also prudent to keep the international community copied on all actions taken to preserve DEM O’cracy from the uneducated man.
