Speaker To Convene Parliament Under Special Circumstances Breaking The Current Political Deadlock

If President Maithripala Sirisena refuses to convene Parliament as requested by the majority of lawmakers, Speaker Karu Jayasuriya will take measures to convene Parliament under “special circumstances”, Colombo Telegraph learns.

A final discussion to reach a conclusion in this regard is likely to take place between the President and the Speaker today.

This one-on-one meeting will follow Jayasuriya’s second letter to Sirisena reiterating the Speaker’s request to convene Parliament.

In his letter, the Speaker Says over 125 MPs from the United National Party, Illankai Tamil Arasu Katchi, the Janatha Vimukthi Peramuna and the Sri Lanka Muslim Congress have called for reconvening Parliament.

“As the Speaker of the House, I have to heed their request,” Jayasuriya said, expressing disbelief that a leader who sought a mandate to ensure good governance had prorogued Parliament by 18 days.

Jayasuriya sent a letter to the President after a discussion he held with leaders and representatives of all political parties representing Parliament, yesterday.

At the meeting, the JVP requested the speaker to convene Parliament forthright citing a similar decision by former Speaker Joseph Michael Perera who ruled in 2003 that the President’s power to prorogue, summon and dissolve Parliament must be done in consultation with Parliament itself.

      We never voted to keep this president. we brought him to abolish executive presidency and the powers vested on him and that’s why 6.2 million people vote for him. he has gven a pledge to everyone including Sobhitha thero. However Good governance govt. and the civil society has given him a chance to stay in power until his term ends. he failed to deliver his promises. Now he cant be a cry baby. If he cant work with PM he have to go home. he has no mandate to bring back corrupted Rajapaksa into power with their brothers. this is not banana republic. Its illegal and unconstitutional. Those people who work against this mandate cant talk about it. Only if you love our people, Democracy and freedom can talk. This is not something about UNP or RW. This is something about our future.

        He didn’t “appoint” Sampanthan as the Leader of the Opposition. According to 19A, when UNP and UPFA which secured the first and the second highest seats in Parliament, the next political party which secured the third highest seats, becomes the Opposition automatically.

    This photograph which appeared in the front page of the Island is a classic on what is NOT written. First you can see that the TNA leader has taken full advantage of the Prime Minister weaselling up to him – he has not even bothered to get up to greet Mahinda Rajapakse, look carefully at the caption underneath the photograph – normally they are statement of positives of what has been achieved.

    This is a classic statement of what has not been achieved in the meeting. The amount of “not” in the statement would go down as a mini legend in the future.

        People are being abused by the kind of Politicians.
        Also lately, he happened to add that his brother GOTA can be a potentional candidate to next presidential eleciton 2020. And his spoksperson Udaya gonthadipila seconded it saying that they waited that long former Prez MR to name Gota s name as a the PE canddiate bla bla.. but on his return from India MR rejected to have made such statements. So the bugger from what end he ahs been talking is not sure. Locals can get manipulated easily, but indian or europeans would not.

        Gota talked to media for damage control. Both Gota and Basil did not take up any ministerial post as they were afraid of USA imposing travel and other sanctions on those with MR/MS. So much for the all powerful gang who decided to lie low when USA issued a stern warning to MS/MR to act to uphold democracy. There is rumour that US authorities are contemplating framing charges on Gota and Basil who are both US citizens on was crimes and financial fraud.

      what came to my mind is- MS-Ranil govt was very concerned about the candidates and their duality when appointing to any portforlios.

      Considering that, I believe, GOTA AND BASIL -BOTH being dual citizen to the US are very cautious about keeping their US passports should be the very reason them to refrain from not taking any offers in this de facto/fake govt in making.
      And also, I questioned myself if media or other institutions can have the authority to call them as ” prime ministers” and ” ministers” not confirming the premiership yet in parliament ?
      Normally you need to go for it before taking over the duties in each ministries right ?
      What a gon part is being done by this FAKE govt.
      Whom have they been fooling this way ?

      Anyone with a bird brain would see that the FAKE post offered to MR is not legal.

      So all these bcome like walle thaenu maliga – castles made on sand – in a few weeks.

    It is not new that The Chief in the country did many cheap tricks to hang on his chair beyond his period, 5 years. The CC searched in 2015 was to serve 100 days and abolish the EP within that. Whatever happened within all the frenzy flights to feed, until April 2015, a minor adjustment to the constitution was made. The most notorious part of 18A, “EP serves beyond two terms” was agreed to eliminate (though it may not have been effectively put in the 19A) . Presidential Councils were weakened. Election interval shortened to 5 years. PM was released independent from EP. These were seen as, though very little to compared to abolition of EP and too late for the promised 100 days, a right direction to move. Some personal revenge parts like dual citizenship and 35 years for EP candidates were seen by some people as internal fights. Today the things have turned 180 degrees. Other than the revenging clauses, real changes have failed to protect the Democracy. Because the mother dog has ate her pubs. The EP had demolished the protections he helped to build on 1978 constitution, 17A and 18A. He has put people money, his influential office and support of the innocents to achieve these breakages last two years. This short sighted, sort term benefits the Cheap of the Country sought has misguided all the other “Lows” also in the parliament
    The Sinhalese people are mad at Yahapalanaya mainly because of its poor economic performance. Minorities differ on this with Majority. Their dissatisfaction is on their leaders plus Yahapalanaya for not restoring their lost rights.

    It appears that the gon Professor has mislead Gamarala.According to gon professors version,
    the Constitution wrtten in Sinhalese clearly states that the President has the right to sack the
    incumbant PM. Whereas the English version states completely different, the sitting incumbant PM can be replacedonly when he is deceased or he resigns or he is no longer an elected MP..
    According to the so called Professor, only the Sinhalese version is acceptable.
    If he is a real Professor,he should get the two versions amended before he misleads the Srilakan

    What is going to be difficult is that the legality of governmental transactions will be queried as one does not know where the lawful public authority is now vested. No valid orders can be given. Imagine if the army carries out an order to shoot given by MR and it turns out that the true PM is still RW, the army commander would have committed murder through the soldier who shoots. This situation would be replicated in the case of every public servant. It is to the good of the country if the situation is brought to an end by the recall of Parliament.

    Ranil may be still there legally or illegally; It may dictatorship or democracy; It may be only pure internal matter, but other than China, IC is recognizing only Ranil PM position at this time.

    This is very serious issue for New King. It must be noted that he is the one flexed to dictatorship by appointing an additional PM, but not Old King. So New King is now putting him on more risky position, though all these time it was only old King. IC may not easily back off in future, but would like to get more involved.

    He is going to plead excuse again like in the case of RAW and Modi Saga.

    President’s right to prorogue over-ride the speaker’s right to convene, this has done before by President Premadasa and MR himself. If you want to look outside the country for examples Canada’s governor general prorogued the parliament in December 2008 to prevent the coalition government coming to power.

    It is most disappointing and distressing to see the man Ajith along with Dan Prasad free talking to a media.

    This happened as soon as Mr. MAHINDA Rajapakshe became Prime Minister.

    After plenty of evidence of Ajith promoting anti Muslim sentiments for months before the attack happened and with clear evidence of leading the Kandy attacks unlike The aluthgama incident this was the first time in Sri Lanka history although the justice came very late the criminals were apprehended.

    The recent political changes and the turmoil doesn’t bother the Tamils at all and their situation will never change . Their position will be the same in Sri Lanka for ever. They are not going to get federalism, the missing persons will never be found as they are all dead according to Ranil, The Tamil political prisoners will never be released, there won’t be an international inquiry into the alleged war crimes, the army will not be removed from the North and East, both North and East will never be merged, limited development will take place in the North and East, whichever government comes to power to show the world of disparity.
    The Tamils are not going to be benefited in anyway whoever comes to power, Sampanthan trio will take sides with either RW or MR seeking their own benefits rather than the Tamils. The way they behaved in recent times prove it. The Tamils have to get rid of the current Tamil leadership and bring a new leadership and all should join together.     Legality aside, is RW fit to continue as PM or UNP leader? Some blunders:

    * Failure to bring Arjuna M back
    * Weddings at Temple Trees
    * Leasing Hambantota Port to China after promising to “send Chinese home”

    * Trying to sell/lease part of Colombo port to India (knowing that the sensitivities of the Port City Project)
    * Threatening to stop the Port City Project (see erosion???) first and then delaying. This did cost both China and Sri Lanka. And, finally approving the project.

    List goes on…

    Politicians who are joining Mahinda Rajapaksa are only doing it to fill their pockets not from love of country or representation of the interests of the voters. They were voted to put the Rajapaksas Criminal Network in prison not bringing them back to power. Demand that your elected leaders do not betray you…

    It is clear they all fear Ranil Wickremesinghe and have been sabotaging his efforts to put the criminals in prison. Even President Maithripala seems to have made a deal with the Rajapaksas to block any legal action against them.

    Now just before the special courts kick off in December a plot has been hatched to oust the man keeping the election promise to the people of Sri Lanka.

    These cunning lot are the true traitors who are betraying our citizens.
    They have artfully made Ranil a villain.

    Why now just before the special courts begin?

    Why did the Rajapaksas and Maithripala Sirisena released the terrorists who attacked the Muslims in Kandy?

    Why did they manufacture a fake assassination plot that slowly brought Sarath Fonseka into the picture then Ranil just as the coup was enacted? Was it to have an excuse to arrest the two biggest threats to the criminals?

    The choices you make now will affect the future of our country. The Devils we worked so hard to oust from power are making a final stand to avoid criminal prosecution using all the trickery and spending every last cent they have.

    Keep an eye on those working hard to legitimize them too for they are the criminal who have a lot to lose.

    The catholic bishops conference has issued a statement which shows that the church remains neutral (like the AG). So be it, but they can surely call for the immediate reconvening of parliament. It is our human right to have a stable government. The cardinal who was so vocal about HR recently should speak up. Most of the ministers and secretaries have been appointed, so why should parl remain closed? To remain silent is to knowingly endorse the obnoxious and devious practice of bribing and buying over MPs. The church cannot remain blind to this. So your eminence, organize a peaceful demonstration next Sunday after mass in churches all over demanding immediate reconvening of parliament. If you fail it will be a gross dereliction of your moral obligation by the people of this country and you become accountable to God.
