Sri Lanka Blames China For Its Energy Crisis

Power and energy Minister Pavithra Wanniarachchi blamed China for the  power shortages and high electricity prices in Sri Lanka saying the island’s biggest power station built by a Chinese company has suffered frequent breakdowns, The Business Standard reported today.

Wanniarachchi said problems with the 300-megawatt coal-powered plant, the largest single electricity generator in the country, was forcing Sri Lanka’s main state-run energy company to buy more expensive electricity from private firms.

“The coal power plant is breaking down frequently. We are asking the Chinese to fix it,” Wanniarachchi told reporters in Colombo. “These failures are not good for the image of China.”

The Lakvijaya Power Station at Norochcholai was commissioned in 2011 with the promise of reducing energy costs to Sri Lankan consumers. The second phase of the project which is due to add 600 MW of electricity is to come into operation soon. The US 1.2 billion dollar plant which has obtained the nick name of “Always breakdown” was build with high interest loans from China. The costs for this plant is paid for by the public of this county at a phenomenal interest of eight percent per annum.

According to the Central Bank the losses at the The Ceylon Electricity Board is more than Rs 60 billion.

    Norochcholai is a failure, correct. But Rs 60 billion of losses were incurred in 2012 not 2013 when the government did not have the courage to increase electricity prices inline with costs. In 2013 CEB came back into profits and started paying loans taken from state banks.

      Transmission and Distribution Losses in China 6.32 % (2004)

      World Development Report 2009 (World Bank) says Sri Lanka had 14.58%. China NA.

      It is cheaper to eliminate T&D Losses (which includes pilferage), than to generate. CEB can work it out with a pocket calculator in no time if the Minister calls for it. Policy decision is for the Minister and the Government.

          Sri Lanka aslo has very poor work ethic, most everyone one hires/contracts does a crappy job. So building anything large in Sri lanka with Sri Lankans requires training and steadfast oversight of the contractors to make sure they are doing a quality job.

          A lot of the new pavements that were built in Colpetty and Colombo 7 have areas that are crooked with the bricks not cut properly . This is the fault of the contractor and the municipality for not holding the contractor accountable but the contractor is probably a Rajapaksa friend so what can municipality officials do.

        The real problem is the CORRUPTION and IGNORANCE of the Ministers and their stooges who are in charge of the power and energy sector. There is NO clear and transparent policy making and long term planning by experts and knowledgable people.
        Rather, the sector is run to maximize kick backs from hastily made tenders for the CORRUPT and UNEDUCATED MINISTERS and their ignorant cronies who function as Secretaries and Advisers in the Ministry. The previous Minister of Energy was particularly corrupt. The Mahinda Jarapassa Cabinet of corrupt Criminals is responsible for the rising energy costs and cost of living in electricity, transport sectors. Sri Lankan Airlines run by the Shiranee Jarapassa’s planter brother who knows nothing about aviation and who diverts planes to fly himself from Singapore rather than setting a better example to make the airlines accountable and profiatble as its Chairman is a disgrace and example of the rot, ignorance and corruption of the Jarapassa regime.               Lee Kuan Yu of Singapore wanted to have Sri Lanka as it’s model after we gained Independence. We had reserves to invest in the Gal Oya Dam project without having to burrow money from foreign sources. No one was dieing of starvation or eating off dust bins till a dose of Socialism was forced down the throats of the masses. Even the Poor had a house with a minimum of two rooms built on land that would not have necessarily belonged to them but to some landlord without facing eviction as it was an asset to have someone residing on the land. However with Socialist Policies, Landlords became vary allowing such tenants lest they lost the properties and many ended up on the streets and eventually moved to the Shanties in the Urban areas to propagate a Shanty Culture creating a new class of Dhugy (Abject Poverty) which was unheard of soon after Independence. Had a class of Dhugy existed, Banda would have called it a Shad Maha Balavegaya and not Pancha Maha Balawegaya (Sanga, Vedha, Guru, Govi and Kamkaru) Even the Poor had a vocation to fall back on, Govi and Kamkaru. The subsequent creation of the Dhugy by the ’70s after a full dose of Socialism, they were seen eating off dust bins, scavenging for food and this Mediocrity of a Buffoon obviously produced from the Free Education system is comparing the per capita income of a person then to today’s to prove a point. No wonder MR is cooking up figures today for these ‘Pothay Guras’ to fill their stomachs while the masses starve unable to have even one square meal per day.         Dear Minister can you provide a list of the so called private suppliers of electricity to the national grid? Where are these stations located? In the context of the current unaffordabe elecricity costs the public has a right to know.

      It is normal for failures to blame other people or the circumstances for their failures than to look at themselves and improve. Fault is with Sri Lanka and not with China.

      Successful people and nations use failure as a stepping stone towards success, and take action for success instead of blaming or finding excuses.

      While we were better off than Singapore in the fifties, we are still fighting for electricity while they have attained 1st world status with no problem of electricity supply for people and numerous industries.

        In Tamil Nadu, electric power is not available to the general public for at least 8 hours every day throughout the year. Just google and you can read the disconnecting hours for each area.

          I am not going to waste my time researching energy availablity for households in Tamil Nadu.

          However the commercial consumption of electric power in Tamil Nadu is much much higher than entire Sri Lankan energy consumption.
          This is due to the heavy industrialistion of TamilNadu, one example is success of the automotive industry, Tamil Nadu is known as the Detroit of Asia. The dont believe in miracles.

                      I live in TN and I know the state of govt. We face only 2 hours of power cut that too a temporary cut till government makes arrangement for fresh lease with windmills which was expired two years back. Not due to acute shortage of power production. I clearly know the reality. You compare the population basis then you know the percentage of similar cases.

          You are comparing Tamil Nadu for the sake of it. May be beacuse it has the word Tamil in it’s name.

          Tamil Nadu is more industrialised than entire Sri Lanka. Their commercial consumption of electricity is probably more than the entire electricity consumtion of whole of Sri Lanka.

          All the major Automotive companies of the world have factories in Tamil Nadu. Tamil Nadu is known as the Detorit of Asia. They do not beleiev in Miracles

            Don’t set your expectations so low when it comes to Tamil Nadu and expectations so high when it comes to Sri Lanka. Do other industrialized countries disconnect electricity supply for 8 hours a day?

            We could have seen how you make it into a racial and ethnic issue if Sri Lanka could not provided electricity for 24 hours to the northern province. But when it happens in India you have thousand excuses. That is why we say there is no “ethnic issue” in Sri Lankan other than the one inside your heads.

              I am simply stating that you can’t compare a Tamil Nadu whose economy is heavily indutrialsied hence heavy power consuming economy with that of Sri Lanka whose economy is tourism based and agricultural(tea) based and less power consuming economy.

              So Sri Lanka can provide power for high domestic consumption.

              I am not making this in to an ehtinc issue , I have not mentioned North of Sri Lanka etc here.

              Just plain speaking common sense.

              By the way why do people here have to compare Tamil Nadu with Sri Lanka on every issue that is debated here?

              Sri Lanka does disconnect power in the Jaffna penninsula, almost everyday.

              You also can’t compare electricity service of India to SL, because the later is a tiny area with a tiny population (relative to India) so it is much easier to provide electricity to more people. This comparison is as stupid as comparing crime in the US to Britain.

            Mottaya, Singapore was conceived by professionals for professionals therefore utilities were seen a security risk as such the electricity never gets cut even for maintenance. Furthermore LKY invited JT civil servants serving the British at Malaysia not the Sinhalese therefore it functions and you cannot compare.
            Lanka is more attuned to miracle of middle east UAE where all the poop is trucked down and it takes 2 weeks for a truck in queue to unload so much for the belching farting smelly camel sense of both nations.

          The project was done Under Minister Jampika Ranawaka who happened to be An Engineer. The project was failure may be due to the corruption nor failure of administration. Whatever means it’s a waste of public money who happened to be paying interest for the loans taken by gov.

          In SL the recent Projects many are failure (EX: Southern Airport Hambanthota) etc.

          It is Sri Lankan public’s responsibility to not to vote and send the Donkeys to the Parliament since Sri Lanka has highest literacy rate.

            What I wanted to emphasize is that 94% of Sri Lankans have electricity for 24 hours 365 days whereas not even 50% of Tamils in Tamil Nadu have no electricity for 8 hours 365 days. Also, 50% of Tamils in Tamil Nadu use roadside culverts as their toilets everyday.

Give the Devil his due, the Mahaweli was completed before schedule and generated sufficient power to rapidly Industrialize including the Garment Industry and for the electrification of the remotest of places in the country for the benefit of the people irrespective of Political bias or Racial difference.

                I knew Lionel Dissanayake long before he became Gamini Dissanayake in Politics. He was never the money grabbing Politicians in Power today. In fact GD handled through his Ministry on Mahaweli a sum, more than all the money of the Budgets up to that time. He engaged the services of Companies and Individuals like M R Fernando & Co., MY Hemachandras, Nahil Wijesuriya, Wijeywardene et al to handle major works who made good money for their services. In turn there were many sub Contractors too who made a lot of money for their services. In the rush some also robbed from the Mahaweli and it was not GD’s responsibility to look after the assets of the Main Contractors who were Foreign Companies. Preventing theft was the responsibility of the main Contractors and even if theft was prevented the Contractors would not have reduced the Contract Figure. In such big Contracts, percentages are provided for damage, loss and pilferage.

                In fairness to GD he never made money demanding up front payments of Commissions as resorted to by the present day Politicians do. His financial strength was the people, some of whom I have mentioned above for his Political Campaigns. He had benefits from the Contractors of educating his sons at Rugby. This is not uncommon a business practice to which I will not condone however. There are many offspring of the third world Politicians who enjoy this facility in the West.

As such, to say ‘In the rush some also robbed from the Mahaweli and it was not GD’s …..’ would amount to defending GD as a friend. It is well-known that a prominent cricketer, who is no more, was given the previlege of making money just seated at home, there were fake tractor and transport vehicle owners who have manipulated vehicle registerations and used them to get money from the Project. All these were done quite openly. Did not GD know these. The list of close associates of GD who resorted to big time frauds were many and the list will be long to deal with.

                    The Main Contractors of the Mahaweli Project were from the very countries that funded. They in turn sub-contracted to Locals. Some of these Local Companies sub-contracted to smaller companies or even individuals on recomendation by various parties. Whatever that was robbed was part and parcel of the main Contractor and no loss to the Country. Say if nothing was robbed, did not mean the main Contractors would have given a rebate to the Govt, of Sri Lanka.

                    The particular Cricketer you refer to was Abu Fuard who was appointed as an Insurance Agent by GD who got a Commission as normally happens in the Insurance business and nothing unusual. GD did it as a favour for his contribution to Sri Lanka Cricket at the time we got ICC status. Abu Fuard was confined to his room in his last days as he was sick and blind. So he received these Commissions for his up keep which everyone knew.

                    To conclude, I never said that I was the only one that knew GD. GD was known to so many that he had this rare ability to remember people by their first name and whenever he saw someone whom he had met briefly even, he never failed to acknowledge in any crowd. He had the flair and the ability to make up even with his adversaries. That is how the Premadasa family collectively worked for him although he fell out with R. Premadasa while living.

                      Your insight knowledge of the Cricketer and insurance agency commissions is commendable; but the fact is that it was a Govt. directive to the Insurance Corp. from its inception that no agency commission be paid on insurances of state institutions placed with the Corp. This rule was violated and the Cricketer, who was given the agency, was just earning the commissions on all the Mahaveli Board insurances placed with the Corp. when he did not do any canvassing to procure the business and did not at all or canvassed other insurances. Other Agents had to canvass and work hard under competition for their commissions. Can illness and some contribution be fair reasons to violate rules and regulations to benefit someone? There is more similar issues too. Well, the past has caused lot of damage to the society and country producing more and more frauds and fraudsters. Let us discuss methods for a better future.

They were assisted by superb bureaucrats from the enviable Civil Service. This team usually managed their tasks very well. 1956 brought in disaster to be followed by catastrophe – with rare exceptions. 1977 showed promises of changing the trend but 1989
    brought in mediocracy – largely. 1993/94 saw “L” board Ministers and the system saw a semi-collapse and regular power cuts. 2006 completed the debacle and now drug-traffickers, Extortionists and Casino men are running the direction in the Cabinet.

    Pavitra W is no more able than an average Provincial MP – at best. What can you expect with such people at the helm of affairs – and, that too of Power and Energy at a time like this? I mean no personal
    aspersion on the Minister. When you sow the wind you must reap the whirlwind. Let us brace ourselves for further power cuts, higher prices and more chaos.

This I myself noticed at the time, got to see the poor quality of the chinese products found in Aus markets.     Who are the consultants for this project. They are responsible for the whole operation start to finish. But no one seems to know who they are.

    The ministry of power and energy, The board of directors of the CEB, The all powerful engineers union of the CEB, Other trade unions of the CEB and finally the Electricity Consumers Association, Any one of the above could sue the consultants for the shoddy job they have done but no one seem interested.
    Finally the Chinese have come forward to rectify what ever is wrong because this constant break downs not good for business for the Chinese.
