Sri Lanka: ‘Lay Down Clear Benchmarks’ – Joint Civil Society Submission To Commonwealth Ministers

A  joint Joint Civil Society submission on Sri Lanka was sent to the Commonwealth Ministerial Action Group ( CMAG) through Commonwealth Secretariat today. They urge CMAG to put Sri Lanka on its formal agenda at the earliest and lay down clear benchmarks that the country needs to fulfill before it can host CHOGM in November.

The submission was sent by Asian Forum for Human Rights and Development (FORUM-ASIA),  CIVICUS: World Alliance for Citizen Participation, Commonwealth Human Rights Initiative, International Movement Against All Forms of Discrimination (IMADR) and Sri Lanka Campaign for Peace & Justice.

The Submission sent to the Commonwealth Secretariat is sure to make an impression on CMAG. It is timely, finely worded and is persuasive. It provides an occasion to make amends for the Fiasco at Perth.

Ignoring the killings of unprecedented proportions, the lunatics who run the asylum released the worst inmate. Invigorated by the clean certificate of health, the freed man ran amok and murdered both governance and the constitution. Why not? when all unpardonable misdemeanours from 2009-2011 were considered achievements of a fellow member. What more? Rewarded with the honour of succeeding Perth and declaring to the world, endorsement of innocence. The prize of hosting is to dishonour the guests for two more years till 2015.

Not to be outdone the World Body turning a blind eye to three years of gross violations though in clear sight, gave an year more to move from Angoda to Mulleriyawa. The inmate emboldened by universal approbation killed Justice as well and buried all together. A sepulchre by way of presentations at international fora was attempted to be erected. It will suppress the stench and conceal the hideous was the hope. A good whitewash will do the trick is the approach of the Commonwealth Secretariat. The so called Secretary General is up to the task.

The Joint Civil Society Submission will ruffle its feathers. The SG will get right royally depedestalised. Who urged civil society? Perhaps Burke. “The best assurance for the triumph of evil is for good men to remain quiet”

We need people of high quality to lead intergovernmental organisations to bring peace and prosperity to mankind:

SG Sharma makes statements without knowing what happens inside the country:

‘’Three years after the end of the war, we are deeply concerned about the continuing violent political culture, the deterioration of our national institutions and the undermining of our religious, cultural and social values’’ – Friday Forum Wants A New Social Contract Between Government And The People, Jayantha Dhanapala, 21 June 2012, https://www.colombotelegraph.com/index.php/friday-forum-wants-a-new-social-contract-between-government-and-the-people/

An Ideology of Reconciliation Cannot be Built Without Basic Ingredients of Democracy and Rule of Law, Dr. Deepika Udagama (Head, Department of Law, University of Peradeniya, Sri Lanka), 15 August 2012, http://dbsjeyaraj.com/dbsj/archives/9627#more-9627

‘’Commonwealth Secretary General Kamalesh Sharma said yesterday that there was no deficit in the spirit of democracy in Sri Lanka but there were some issues needed to be addressed’’ – 12 September 2012, http://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=61397

Sharma displays his weak character and culture of the sub continent. One of the cultural traits of the sub continent is to compromise on quality. Thus we have buildings collapsing, sub standard products, poor HR practices etc. Anything goes as long as you have the money and the connections. Misrule of Law and Injustice are seen as minor matters. Rapes, abductions, killings are minor impediments that can be glossed over as they happen all the time.

It remains to be seen if the commonwealth will tolerate this type of weak interpretation of its rules and policies or uphold the rigid and high British Standards as specified by the more developed countries in the commonwealth.

“Sri Lanka Campaign for Peace & Justice” is a front organization of the LTTE rump promoting the cause of Tamil Eelam under the guise of civil society activism. So this submission is not going anywhere.

“promoting the cause of Tamil Eelam under the guise of civil society activism. So this submission is not going anywhere”

Indeed because this group is obviously the only one protesting as opposed to the entire Canadian govt, most of the international human rights groups, the Commonwealth bar society, former leading statesmen like Malcolm Fraser, Malcolm Rifkind and David Milliband etc…Obviously the Indian Congress will rescue the day and attend in full force (as they are facing minimal opposition from Tamil Nadu and have certainly not caved into their demands at the UN human rights council)
