It was announced a short while ago that the US Department of State has designated Lieutenant General Shavendra Silva, current Commander of the Sri Lanka Army and Acting Chief of Defense Staff and his immediate family members. The public designation makes them ineligible for entry into the United States.

The Government of Sri Lanka takes strong objection to the imposition of travel restrictions on Lt. Gen. Silva and his immediate family members by the Government of the United States, based on independently unverified information.
The Government reiterates that Lt. Gen. Shavendra Silva was appointed as the Commander of the Army by the then Head of State, taking into account his seniority and that there were no substantiated or proven allegations of human rights violations against him. His elevation as the Acting Chief of Defence Staff by the current Head of State President Gotabaya Rajapaksa, was on account of his being the senior most serving military officer.
While the timing of the imposition of this travel restriction 6 months after Lt. Gen. Silva’s appointment as Army Commander is concerning, it is disappointing that a foreign government should question the prerogative of the democratically elected President to call upon persons with proven expertise to hold key positions on national security related matters.

Is it not that the US knows many leaders of developing countries keep a foothold in the West, stash their money (ill-gotten or otherwise) there, send their children to study and obtain permanent residency in those countries? Thus, “travel bans” are a potent weapon to keep leaders of dependent states in check. The belief is that if things sour, these leaders can make a beeline to the West to settle.
The bottom line is that any leader who has direct personal links to the West, be it in residency, wealth, or children, has no deep down stake in the country. But that does not mean that village idiots should be elected to parliament!

Now we hear that Sri Lanka will withdraw from its co-sponsorship of UNHRC Resolutions 30 and 40. I am waiting to see how the 47 member countries of the UN Human Rights Council would react to Sri Lanka’s withdrawal – an act of shameless impunity and disrespect. What will be the consequence for non-compliance? Will the UNHRC as a whole show its mettle as a body that condemns and takes to task countries that have violated humanrights and flouted and defied its authority or will member countries yield to pressure from Sri Lanka and do nothing or pass a diluted weak resolution that would allow the perpetrators of this mass atrocity go scot free!? If its response is nothing more than a damp squib that would be a crying shame. It would render the UNHRC ineffective, only to further confirm what its critics have been saying that the body is a waste of UN’s resources and time!
