“Stay Out Of Camps,” Military Tells Eastern Province Chief Minister

The Ministry of Defence today issued an order prohibiting Eastern Province Chief Minister Nazeer Ahamed from entering any military camps, following a joint request from the military to Defence Secretary Karunasena Hettiarachchi, after Ahmed in an angry frenzy rebuked and insulted a Navy Officer, who failed to acknowledge him at a school function in Sampur.

The military has also decided not to take part in any functions attended by Ahamed as a protest against his behavior. Defense Secretary Karunasena Hettiarachchi said the decision was taken after considering a request by the security forces to do so.

On Wednesday, Ahamed tried to defend his outburst blaming Eastern Province Governor Austin Fernando for not informing the compere that he was the Chief Minister, when he was trying to get on stage at the function, which was held at the Sampur Maha Vidyalaya last Friday. Ahamed also went on to add that Fernando had been undermining his authority and also interfering with his duties, a claim flatly rejected by the Governor.

Meanwhile, even though President Maithripala Sirisena was briefed yesterday about the incident, he is expected to take a decision on the matter upon his return to the country from Japan after the G7 Summit. Sirisena and the Defence Secretary Karunasena Hettiarachchi are under intense pressure from top military officials demanding action be taken against Ahamed, who rebuked the Navy Officer and told him, ‘get out, you idiot,’ in front of a large gathering including school children.

      Order by Ministry of defence prohibiting eastern province chief minister from entering any military camp following a request from the defence forces is a big joke. Which chief minister has ever wanted to enter a military camp. I am sure the northern province chief minister will never be allowed to enter a military camp even though he has not committed any offence to any military personnel. So please come out of this stupid mentality and accept that some thing is radically wrong.

      According to Buddha every effect has a cause. In this instance the effect is the abuse of Navy personal by the chief minister. While going to details about the abuse, do not forget the reason why it took place. This is a clear instance of undermining of the authority of the provincial council. Navy cannot build a school without the permission of the provincial council. So the first culprit is the navy. Secondly the governer should have informed the Chief minister or at least the provincial minister of education. By not doing so the governor has committed a blunder which I feel is deliberate rather than accident. Also it is a Tamil school that is being opened and therefore why was the function held in Sinhala there too with a Naval compere. Saying that there were no Tamil or a Sinhala civilan to compere cannot be accepted. Due to all these, Governer becomes the second culprit.

      If the school was built by the navy for the provincial council, and if the provincial education minister was invited to open it, and the event was compered by a Tamil civilian none of these would have happened. It is time to tell the Governer and the military where to get off. Instead of banning chief ministers from entering military camps, ban the military from comming out of the camps. If government is serious about ethnic harmony it is time to rein in the military who think that they are a law unto themselves. If this is not done soon the military will do the same to northern province chief minister.

        How do you say navy has built this without approval from PC? It is built with the approval of education ministry in PC. And who should compere is decided by the organizers of the event.

          Please get the facts correctly. Arpico had given funds to Navy to construct this lab. Why did they give it to Navy and not to the provincial council. If the lab was constructed with the approval of provincial council, why the provincial minister of education was not invited. Even the chief minister was only invited by the governor at the last minute. If the construction was done with permission of provincial council, then the organisers of the event should be Provincila council and not the navy. From what happened it is quite clear that navy wanted to show their power. Since it is a Tamil school, even if the event was organised by the navy they should have had a Tamil compere. To conduct an eevent where majority of the participants cannot understand what is happening amounts to racism. Only helpless people will accept such thing which no self respecting person will do.

            Getting approval from council means it has followed the building, educational regulations as set out by the state.Its a duty they get paid for- internal decentralising.

    Elected leaders either in parliament, PC’s or in public must set an example to the ordinary man by heir conduct. Speaking foul language, resorting to violence or insulting or humiliating public officials including those from armed forces cannot and should not be tolerated. In this case the CM must apologise to the navy officer.

    The governors of PCs must allow the elected leaders to carry out their businesses without unnecessary interference and hurdles.

    The personnels from the armed forces must also behave like respectable public servants and should not exploit the turbulent political climate created by democratically rejected ex-leaders. Occupation of private lands that too, without any compensation to the poor owners cannot also be tolerated. They must also stop competing with poor famers in cultivating and selling agricultural produce to masses, that undermine and undercut the poor farmers and retail traders.

    The whole incident arose because the navy took over the function. It was a civil function why is it the compere was a navy official?
    He showed no respect for the civilian CM. It is because the armed forces are still in control of the country as they were during the previous government. The change in government is applicable to certain cases only.The armed forces should withdraw to the barracks and let civilian take over. Will that happen I have my doubts.

      I agree Proudman. It shows military occupation continues in Eastern Province. Governor and Navy have no business in running the education system of the province. This incident happened because elected CM is not in charge of the province. Navy should be in the camp protecting the coastal borders. Governor should be in his mansion doing his constitutional duties only, not in public. CM and others, elected by the people, should only be in charge of public functions. Never the less, Navy Officer’s and CM’s action should not be condoned. Navy Officer has no bloody business in blocking the CM getting in to the stage. In the mean time CM should not have used the words “idiot” or “get out” towards the Navy Officer rather should have been assertive of his right as CM. Solution would be apologize each other. Don’t forget Navy has illegally occupied this school during the war. Their job should have been to repair the school and hand over back to the province, not in charge of the function. The culprits are Navy and the Governor; their actions exposed the CM’s behaviour problem.

        Did the navy get the permission from the provincial council to build the lab. If not they have committed a crime. Governor could not give permission over the head of the provincial council.
        After constructing the lab whether legally or not, it should have been handed over to the provincial council and not to governor. Even if the navy did not like the chief minister, they should have informed the minister of education to open the lab. By not doing so,it is clear that Navy wanted to side line provincial council and thereby sabotage devolution aided and abetted by the governor. It is time that military and governors stop interfering with the internal affairs of the provincial councils. Best thing is to sack all three of them – CM, Governor and Navy officer.

Only in northern and eastern provinces the governors and military are interfering in the affairs of the provincial council, because they are ruled by the minorities. Please accept this and not try to defend the perpetrators of this injustice.       This is a heavily militarised country. The armed forces have put deep root into the society and the local community, particularly in the North East.

      In the East whenever there is a party, members of the armed forces visit the local villages for kappang in the form of broiler chicken, etc. The poor villagers have no choice but to oblige.

      In the North, the members of the armed forces used to gatecrash parties, family functions, funerals, weddings, ……etc and they knew the movement of each and every individual, including when and where they ease themselves.

      In the deep South, they seem to demand priority over the local people.

      By the way, the Navy has a surplus, what do you do with them? The Navy has to keep them busy otherwise, they will develop other ideas.

      When people of whole village are buried under the mud look how these idiots fight over a trivial matter like this .I salute the naval officer for his dignified behaviour.There appear to be some root cause for this outburst and the chief minister may have his side of the story .Whatever it is, his behaviour is unacceptable as if not for these military officers he wouldn’t have been able to hold this post with so much high esteem like the way he does now .It is shame that many people try to look at this from a racial angle.The same people who kept quiet when Rajapakse goons undermined the authority of law enforcement institutes under the previous regime are asking for the head of the CM which is hilarious .Wrong should be wrong to everyone irrespective of race or religion.

    During the Rajpakse regime, the Navy and army enjoyed great deal of perks and privileges by bootlicking the regime cronies that they were not necessarily deserve to be so. Even they went to the extend to murder Thujudeen for the sake of minor rift between powerful son of the higher up and it’s bloody shame that defenders of peace berserk the peace to pieces (already they made an excellent reputation in Mullivaikal)

    So, it’s difficult for these power hungry war mongers to adjust or digest the normal civilian life where there are no respect or privileges available.

    Even today we can see while commuting how these army, navy vehicles break any norms of accepted road rules and poor policemen are being harassed if any questions were asked (witnessed one today early morning rush hour).

    This man should be removed – as the chief minister appointing next most appropriate person to the office. If he cant behave well – that is the first disqualification him the like to continue his office or not. Basta.

    There are enough able men in the muslim community to do the job properly. The kind of behavours should not come from any of the communities.       What was the Navy, a wing of the armed forces doing in a school function is a relevant question. People in areas inhabited largely by Tamil-speaking people in the NEP have been complaining since May 2009 against the pervasive presence of the armed forces in strictly private functions in the Province/s. The Govt is captive to the armed forces and is unable to act. Meanwhile, public anger against an unwelcome excessive presence of the army and the forces grows – above and below the surface.

      BTW, the armed forces have no right to order a civilian political leader from visiting their facilities on legitimate business. It is a system of governance where the armed forces come under the supervision of the political leadership. We are not Pakistan – still. The armed forces must cease like behaving as part of an occupying army in the NEP.

      You are perfectly right if the CM was not Ahamed Nazeer and he was not from SLMC. I my guess is he is being used by the Yahapalanaya government to redouble the military occupation in North and East.

      Sampur was under Military grip from the time the Rapist Army (precisely navy was on that crime) wiped a local team of Paris based NGO’ Tamil employees. Many foreign governments, including America attempted to press all Colombo governments came after that to investigate, but failed. But Chandre Dharmawardana came and claimed here the name Sampur is wrong and it is only Sinhala Sampura. Tamil were the only party who kept agitating the foreign governments and Colombo governments and had the military hold loosened. For long time Tamil have been protesting against India building a coal burning plant there. About two week ago, a group of Muslims, when they were returning from a Mosque demonstrated against it. That time the Lankawe’s New King had accepted the Tamils claims that coal burning at that palace is not good. He had conveyed his thinking to India. The Muslim’s demonstration was an openly and shamelessly opportunistic and after the fact. Now this game master, Ahamed Nazeer is getting into the school’s laboratory opening ceremony, only to occupy it. He is behaving like when the termites built the hill the snake forcefully occupied it.

      Army and Navy had been rebuilding Mosques in East and Trico. They neglected the basic needs, including education, of the Sampur people, a Tamil community, until now. They had planned to take American Ambassador to this and show him that they done all it now. In that ceremony the drama has been staged. It appears Ahamed Nazeer wants to capture the Sampur the Tamils reclaimed. The government wants to use him to redouble the military hold of Sampur after he takes it over.

    Wicky should show similar behaviors and get rid of military from attending civilian functions in North too! What is the Navy guy is doing at a school function, Does he teach at the school? I have rarely seen a military officer at a school function in other parts of Sri Lanka! I am told that at Killinochi, Military runs schools!, Does it happen anywhere else in Sri Lanka! Generally military is called at war or disaster time. If military starts to get engaged with day to day activities of civilian, then we are asking for trouble.

    The words by Nazeer Ahmed should be roundly
    condemned. If the Sri Lanka Muslim Congress
    (SLMC), who collector this man is, has any
    self respect, they should get rid of him.
    But leader Rauff Hakeem is not in the habit
    of getting rid of collectors and lose his own
    benefits leave alone the party.

    But Defence Secretary Karunasena Hettiaratchchi’s
    decision to ban Ahmed (or for that matter anyone
    else) from military camps and get tri forces to
    boycott him is outrageous to say the least. The
    tri services are not a trade union.

    If for example there is a victory day parade and
    Ahmed has been invited, does that mean that the
    tri forces will boycott the event. The amateur defence
    secretary is not a fit and proper person to run
    the Ministry of Defence.

    The country is going down the drain. Their is rowdyism
    in Parliament. Defence Secretaries are behaving like
    trade union leaders. Those with allegations of crooked
    transactions and deals are getting important jobs. Ministers
    are in the pay of racketeers.

    A Couple of unusual manners in this indecent raise here the usual warning of Sinhala Intellectual’ Aappa Diplomacy.
    1. American Ambassador was present.
    2. Ahamed Nazeer was not invited. (For years the Colombo government has been doing almost activities without 13A CMs in North and East- It has not been an issue in the past).
    3. The Navy rebuilding a small kid’s school
    4. Unscheduled appearance of the CM requested by the governor. It is not clear why Governor asked the CM to come to stage if he was not invited. This is reminding The New Prince jamming in to the stage of Royal Colle sports ceremony and shaking hands with the Prime Minister.

    These all suggest that this drama is pre-planned and played by As Appe Aandu’s Aappa Diplomacy team.

    The end result of the game is reinforcing it. Where did Armed forces get authority to ban an elected CM from entering a military facility? Is there any courts in Lankawe have attested it? Why didn’t the Hero Warrior Ahamed Nazeer, the preacher of protocols, contest it?

    This man Ahamed Nazeer is a coolie of the UPFA when he accepted the CM Post. SLMC has not legal grounds to sit on the Chair of the CM. It was only an illegal plot of Hakeem, who surrendered even his pants to old Royals to stay out of legal troubles for the actions he committed, staged to appease the Old Royals. Then he said Tamils are beggars show their beggar wounds to get better alms. SLMC has worked hard against the 13A. Hakeem, when he went to America to meet Hillary Clinton, the then Secretary Of State, ordered to Eastern Province to support the Divineguma and make the 13A as subservient to it. Now the Younger brother Prince in trouble for it, but Hakeem is silent on that issue. As we said SLMC did not win the EPC election. It has pledged it dedication to keep UPFA in power in EPC to gets bones from then time and now Colombo governments. Now SLMC, the green color Chameleon, is with Yahapalanaya Government, without any special ID for it. That is the one has shown its rowdiness in a school function to promote the object of Colombo government to keep military control in EPC and NPC. This is nothing the usual Eastern Province Home Guard behavior which was systematically trained and orchestred by Colombo.

    All Tamils knows that one of the Ahamed Nazeer is the one introduced Standardization and put the Tamils out of studies and thus allured the country into civil war. It was so obvious when Hakeem wanted a CM post to this guy, how many games he played with UPFA to undermine the Tamils interests in Eastern Province and made Sampanthar to look like a dog that left the squirrel to escape to the tree. Everybody remember when Samantha Power, the American Ambassador to UN, visited north how decently NPC carried out the programs. Why the EPC, a Colombo managed provincial government, could not follow civilized manners like that, when American Ambassador on the stage?

    Recently Opposition Leader Sampanthar went to see the occupied lands near to an army camp guarded by them. Udaya Gammanpila, Dinesh Gunawardene….and others in the Joint Comedians team was manipulating it to invoke a pogrom against Tamils. Some Tamils commentators in CT, who are silent on this, too were taking this as an arm against the Opposition Leader. At the end, the government official and leaders settled it as not an incident to be alarmed and there weren’t any breakages of rules. Now, basically it has been reversed back. The question is, is this drama was enacted, keeping American Ambassador as a witness that the Provincial minorities are out of control so, the armed forces should keep their discretion of issuing their judgement on them?

    Whether the CM deserves to be invited or whether he is a muslim or not is not relevant for this outburtst (like some stupid people are arguing here). Its his bahaviour such as to say “get out, get out, idiot, what am I, who are you” and all that should not be tollerated at all. The CM should have dealt with the Navy officer in an official manner or talked about it outside the public arena. This should be a good lesson for the other policians also, to know that the people who are working for the three forces are also human beings who have a dignity just as much as the politicians. No point in talking about the incidents happened during the time of MR & Bringing up the incidents happened during the time of MR or Premadasa etc., etc., doesn’t justify this incident. Because the time has come for all the politicians to know they are merely servants of the public and not gods who are given the authority to insult anyone in the public.

    Nazeer Ahamed is now a hero among the Muslims in the Eastern Province.
    Compared to the abuse of Power during MaRas rule this is a storm in a Tea-cup.

    The Chief Minister of a Province holds the position of a Minister or above and the Ministry of Defence should not set a precedence where
    Military personnel can boycott or disobey a Chief Minister as every-
    where in the country, there is civilian rule. Before the situation becomes worse, The SLMP leader-ship and President,who is in charge of PCs, should discuss the incident and either change the CM of Eastern Province with another person or close the case with an apology from the CM.as he was certainly in the fault. They should carry on as normal,with military participating in all official events as in the event, any calamity in a Province,like the recent floods, storms or riots, occur, the CM and the military should be able to work in close coordination. Because of the stupidity of a CM, the system should not be changed and military given the upper hand. Hope the President settles this dispute soon and uphold democracy in the country.

      You are spot on Lanka Watch, shouldn’t set a precedence. What if a traffic cop shout at a driver and if the driver happened to a nurse, can the nurses boycott and say they will not treat the traffic cops at hospitals. There are proper procedures that needs to be followed.

      Unfortunately, there is a segment, awaiting like crows to capitalize each an every opportunity, by poisoning the minds.

    A Tamil School function should be compered by one who is proficient in Tamil.
    It is doubtful that this military man is proficient.
    The fact that the Governor allowed this, is proof that he allows military to enjoy prominence and/or is unable to prevent military presence in civic functions. .
    He obviously had not ensured/allowed the CM to be present.
    This does not occur in areas of other PCs.
    The CM had justifiably been offended but unfortunately had been rude.
    This is inexcusable.

    The government should, while telling Eastern Province Chief Minister to “stay out” of military camps, should at the same time, tell the military to stay out of civilian matters & functions.

    This type of military interference happens only in the north and east.

      Do you mean to say the said military officer entered and compered forcefully?

      Who invited him to be the compere there? Was it the governor who invited him or the organizing committee?

      In case the Governor invited him (as you say), why didn’t the organizers oppose it in cordial manner?

      Can’t a military officer take part in a civic function on goodwill mission on an invitation.

      And you have the bravery to say military officers stay out of civic matters.

        In Sri Lanka, military ‘invite themselves’ to civic functions, and no one dares object, and they know it.

        The world over, military are called out by governments to assist in national calamities. It is part of their duties.

        Why do you assume all students and the staff members are fluent in Sinhala and/or English? Do you believe they ought to be fluent in both or either of the languages whilst the one who compered the event can use choice of his/her language. If he/she was addressing an audience who were not fluent in both languages he/she should have prepared himself to compere in the third language. What this shows is your ignorance, not knowing that there is a part of the population that does not speak the language which you tried to force them to learn, and you still believe in the back of your head that it is a possibility.

        What was the Navy man doing in a school in the first place?

        He should be living and sailing in a naval gunboat chasing the illegal Indian fisherman away from our seas instead of compering to the school children. Their teachers are well equipped and can do the job far better than the Navy man.

        He is paid to guard the shores and not to waste his time in a school when the job can be done by others.

        If he has not much work to do in the Navy he could always resign his commission, contest elections, enter parliament where there are a few retired men from armed forces whiling away their post retirement days. Oh I forgot to mention about one such man who believes singing Tamil national anthem is illegal and he is an MP.

          Sad to mention that you have qualities of a hardliner.

          As far as communication is concerned one has to speak in a language that the listeners can understand.

          It’s not an assumption but a general truth that Eastern province people can utter both Sinhala and Tamil and some English as well. There may be exemptions.
          It’s not essential for Tamil people to know Sinhala and Sinhala people to know Tamil but we can see the enthusiasm of new Sinhala generation to learn Tamil.
          There’ll be no communication barrier in the future (though your language is coarse) for them to understand that both Sinhala and Tamil people are human beings. (please don’t get annoyed; that’s how we feel Tamil)

          In Tamil Nadu ,there are Tamil businessmen with good Sinhala utterance doing lucrative business with Sri Lankan pilgrims.

          I think Tamil Nadu Tamil people are better than Jaffna Tamil people.

    The Chief Minister, of Eastern Province,Nazeer Ahmed a Joker by his behaviour, who has a habit of braking into the major functions – to pose as a chief guest without invitation, walked into a trap laid by the Governor of Eastern Province, and the Chief of Sampoor Navy Camp.
    Chief Minister, of Eastern Province is absolutely wrong in misbehaving for his out burst within the podium full of dignities.
    But Moda Sinhala Government have interpreted the absolute misbehavior of the joker as of breach of respect for security forces. Nobody should be allowed to take the law into their hands except the proper law enforcement based on this wrong interpretation, already a Buddhist Monk accompanied by some thugs has entered the Chief Ministers Bungalow and had threatened him, what a response from a rowdy monk for just a verbal outburst ensued due to a planed “welcoming” by Austin Fernando.

    Since CM said that he respects American Ambassador, he better learn a thing or two from the Ambassador about respecting Armed Forces personnel. You would never see such behavior in US against armed forces personnel. If any politician dares to do that, it would be the end of his or her political career. You always respect the people who risk their lives to protect others. CM goes around freely today thanks to officers like the one CM abused.

      In USA, no members of security forces will be allowed to organize civil function and get on the podium of the same function with uniform. Ambassador of USA would have taken a note of it – as of Military Rule that prevails in Eastern Province.

    It’s a outburst or a street rage, in another words, an instant madness that arises from a suppressed severe feeling. Which could happened to anyone.

    This would have arisen when the CM was left out of the Heli trip and his subordinates Chief secretary and GA was taken by Heli. This shouldn’t have happened in the first place.

    What action was taken when Wimal Weerawansa and Dinesh Gunawardena scolded the Parliament secretary in raw filth. And How about Vasudeva words in the parliament.

      The Muslims immigrants only predominate in the southern Amparai district in the east and can have their Wahhabi ghetto there is they want to, as they cannot to anything there. The illegal Sinhalese settlers in the interior of the east bordering the neighbouring Sinhalese districts. The indigenous Tamils the real owners of the east predominate in the huge eastern heartland Batticaloa district and the strategic coastal areas of Trincomallee from the coast to around 30 miles to the interior from border of northern province to Batticaloa.       Sampur or Champur is an ancient Tamil name and an ancient Tamil village that strategically is located it was occupied by the armed forces and they were forced to return it back now they and these Wahhabi devils are jostling with each other to steal it again from the Tamils. This is what this fight is basically about. A Sinhalese governor ironically from the recently Sinhalised Karawe caste and military officer trying impress and hoodwink the American envoy as to what their doing to the local Tamils and a Muslim Chief Mininster trying to barge in. All a power game to steal the land of the Tamils.
      Other than this school that is a token hundreds of Hindu temples and Tamil villages are destroyed in Trincomallee an ancient historic Tamil area and nothing is done about it but hundreds of Mosques and Buddhist temples are spurting up in these ancient land of the Tamils.
      This was a showcase to hoodwink the world about the situation of the Tamil and this failed miserably due to power hungry games
