The Geopolitical Enabling Of The Gotabaya Garrison State

The project of President Gotabaya Rajapaksa seems to be the conversion of Sri Lanka from an uninterrupted, long-standing democracy and open society, into a second Pakistan, with a permanent overarching military establishment either producing political leaders as in the past or constraining civilian political leaders within parameters set by the military establishment. This is also the Myanmar model. In both cases religion also plays a role as state ideology. The adoption of a Pakistan-Myanmar garrison state model by Sri Lanka would significantly facilitate a strategic interlock with China as it does in both cases, irrespective of the civilian leadership.  This would have grave strategic implications on India’s southern flank. Sri Lanka would be the second prong of a pincer. 

New Year’s Day 2021 was the lowest point in the history of the Sri Lankan public service. Not only did public servants have to take an oath to implement an election manifesto, but they were seen to do so with a salute known in modern history as that of the first fascist leader, Benito Mussolini. It is a salute used throughout the world, including the USA, by fascist and neo-Nazi militia. It is the salute used by the Pongu Thamil crowds (2003) gathered before the portrait of Prabhakaran. Sri Lanka was given a New Year 2021 gift of a brand-new overlay, a paving, over the long-established system of the administration of the island. Supposedly “at the request of the Army Commander”, the Presidential Secretariat appointed 25 military officers, many of the rank of Major-General, each for a district, to command the anti-Covid-19 campaign throughout the country.

The official statement (as reported by the regime-friendly Ada Derana) warrants quoting, though for reasons of brevity I shall omit the list of the 25 officers and districts. It read as follows:

“Twenty-five Senior Army Officers have been appointed with effect from today (01 January) to coordinate the Covid-19 control operations in each district, says the Army Media.

Appointments were made by the Presidential Secretariat, on the recommendation of Army Commander General Shavendra Silva, taking into account the urgent need for enhanced island-wide coordination for Covid-19 control work.

Adding significance to the new responsibilities on the very day he was felicitated at the Army Headquarters upon his promotion, General Shavendra Silva awarded those letters of appointment for those 25 Chief Coordinating Officers in all districts last morning (31).

Accordingly, the new office of Chief Coordinating Officers would facilitate smooth conduct of district-wise quarantine centers, transportation of individuals for quarantining and treatment, supply of medicine, equipment, dry-rations and other essentials and all other technical requirements as and when deemed necessary, the Army Media said in its statement.” (Senior army officers appointed to coordinate Covid-19 control work in each district (adaderana.lk)

Who made the appointments? The Presidential Secretariat. Under whose signature? According to which regulations? The statement says the appointments were made by the Presidential secretariat “on the recommendation of Army Commander General Shavendra Silva”. Is this true? Since when does the Presidential Secretariat act “on the recommendation” of any of the Service chiefs? Why isn’t there a single mention of the President who is the Commander-in-Chief and the Minister of Defense? 

The statement reads “General Shavendra Silva awarded those letters of appointment for those 25 Chief Coordinating Officers in all districts last morning.” Is this in accordance with established rules and procedures? These are not wartime appointments of command, and even those were probably approved by the President and the National Security Council in the Mahinda Rajapaksa wartime years. In a purely public matter of administration in peacetime, should not the letters of appointment of 25 Chief Coordinating officers of the districts of the island have been handed over by the elected President, with the Army commander in attendance or at the least, in the presence of the President and his senior staff, by the Army commander?

Then there are the matters of occasion and venue. Appointments made by the Presidential Secretariat should take place there. Instead, as the report notes: 

“…Adding significance to the new responsibilities on the very day he was felicitated at the Army Headquarters upon his promotion, General Shavendra Silva awarded those letters of appointment for those 25 Chief Coordinating Officers in all districts last morning (31).”

The remit of the new appointees is quite wide. The report sets these out:

“Accordingly, the new office of Chief Coordinating Officers would facilitate smooth conduct of district-wise quarantine centres, transportation of individuals for quarantining and treatment, supply of medicine, equipment, dry-rations and other essentials and all other technical requirements as and when deemed necessary, the Army Media said in its statement.” 

What does “facilitate smooth conduct” mean? What do “and other essentials and all other technical requirements as and when deemed necessary” mean? Who “deems them necessary” and by what authority, derived from which source and process? 

How does this work and what is the chain of command? Do the heads and personnel of all institutional bodies and the personnel, the employees right down to the level of labor, i.e., everyone from doctors to drivers, involved in the listed subjects and areas, come under the newly appointed Military Coordinators? Note that the areas listed are elastic or lend themselves to elasticity.

Where are the public administrators, the ones who have passed examinations in the subjects and risen up the ranks to head the provincial and district administrations, and the professionals who head the institutions carrying out the subjects and functions, in this picture? Do they come under the orders of the military coordinators? How far down the line does the military authority run? Do the public servants at every level—including heads of Departments and other sections– take the orders of their respective institutional heads or those of the military coordinators in the broad swathe of matters deemed necessary for Covid-19 control? 

Do doctors take orders from the military coordinators? Do the military coordinators have any professional education and training plus experience that is superior to that of the civilian administrators in the fields listed?   

None of this makes when it comes to Covid-19 control. As the country’s senior-most virologist who is also one the most senior leaders of the ruling coalition, Prof Tissa Vitarana, clearly said on the record:

“Q:What are your views/concerns about keeping aside experienced individuals like you and allowing the military to take control of the matters?

A: It started as a military exercise for the simple reason that the military was ready at hand, organized, quick to get into action and enforce restrictions initially. But now it is entirely a matter for the health personnel to handle which should be supported by the army and the police.” (Daily Mirror – “There were no virologists in the committees set up” – Prof Vitarana)

Be that as it may, the new structure does make sense in another dimension. It places a heavy military lid on the country’s state administration. It pretty much hands over the administration of 25 districts, i.e., the island, to a military apex body. 

Given the fact that the pandemic is the central and overriding concern, which of the functions of the state and even the private and informal sectors would not come under the sphere of authority of the new military coordinators? 

An undefined zone of the state and private sector has been carved out as the military’s sphere of influence. 

This is in addition to the obvious point that what we have as of January 1st 2020 is a de facto structure of Military Governors for every district. 

Did the PM and the Cabinet deliberate upon and endorse this? If so when, and why wasn’t it announced at the time?

The hyper-centralist 20th amendment, military coordinators covering all districts, the waves of ex-military appointments to the state administration, the absorption of many civilian institutions under the Ministry of Defense, the sprouting of Presidential Task Forces with a heavy military and ex-military presence, and the decision never to resuscitate the existing semi-autonomous Provincial Councils, constitute a concentration, centralization and militarization of power unprecedented in the post-Independence history of the island. 

While it appears that President Gotabaya Rajapaksa wishes to hand over the running of Sri Lanka to the military, serving or retired, the Sri Lankan military must realize that this expansionism into civilian spheres and the occupation of the state as a new ruling stratum or power-elite, is not in its enlightened self-interest, subjects it to overstretch and makes it vulnerable. 

Be it corona-control or anything else outside the area of defense, the Sri Lankan military is being overstretched; moved into a quagmire. Any failure in fields in which it has no training and experience, will cause public disaffection to encompass not only the political leadership but also the military. Any friction with civilians be they officials, professionals or a multitude of working people, and social disaffection will rise, tarnishing the military. Finally, the military will be forced to retrench either by domestic unrest or external pressure or both. It is better to pull-back now.

In a significant development, an official Chinese statement on January 1st 2021 made a commitment to promote the “alignment” of the Belt and Road Initiative with the election manifesto of President Gotabaya Rajapaksa and signaled a special political axis between Chinese President Xi Jinping and President GR. 

‘China will promote the alignment of the ‘Belt and Road Initiative’ (BRI) with President Gotabaya Rajapaksa’s ‘Vistas of Prosperity and Splendor’ manifesto to promote economic and social engagement between the two countries, Chinese Ambassador Qi Zhenhong said in a New Year message issued yesterday…’  

“Guided by the important consensus reached by our leaders, we join hands to respond to the challenging international and regional situation. We promote the alignment of the ‘Belt and Road Initiative,’ together with the ‘Vistas of Prosperity and Splendor”.  (China will promote alignment between BRI and President’s manifesto: Ambassador | Daily FT)

Would President Gotabaya Rajapaksa care to tell the Sri Lankan citizenry what “the important consensus reached by our leaders”, namely President Xi and himself, is?  

The BRI is China’s grand strategic initiative which helps enhance connectivity and counterbalance in the world economy and provides much needed funding for infrastructure. Sri Lanka has rightly welcomed it and strives to benefit from it. 

What is rather awkward is the ‘deviation’ from state-to-state ties of a non-partisan or bipartisan character (China-Sri Lanka) to a new policy signaled by:

(1) An explicit reference to the shared views of political leaders (“the important consensus reached by our leaders”) and 

(2) The alignment of a grand strategic global venture with the election manifesto of a leader (“We promote the alignment of the ‘Belt and Road Initiative,’ together with the ‘Vistas of Prosperity and Splendor”).

(3) The explicit reference to a joint stand (“join hands”) in responding to the “challenging international and regional situation”.

If as the Chinese statement says, Sri Lanka and China, guided by the (undisclosed) consensus arrived at by their two leaders, will join hands in responding to challenging international and regional situations, then Sri Lanka is hardly “neutral and nonaligned” (whatever that means and in whichever order) or “neutral” or “nonaligned”. If President GR’s Sri Lanka has joined hands with China to respond to challenging international and regional situations according to a consensus between the two leaders, how will it take a nonaligned, equidistant or balanced stand with regard to US-China internationally and India-China regionally?

Is the price for Beijing’s “alignment” of the BRI with President GR’s manifesto, Sri Lanka’s “alignment”—and joining hands—with Beijing’s policy on international and regional situations i.e., China’s foreign and strategic policy line?   

This is new. One does not recall Sri Lanka’s close friend Premier Zhou Enlai, speaking of “the important consensus reached by” Mao and Sirimavo or of aligning Chinese economic assistance with the election manifestoes of either SWRD Bandaranaike or Sirimavo Bandaranaike. 

China’s Premier Wen Jiabao’s 2005 visit during the tenure of President Chandrika Bandaranaike Kumaratunga (daughter of China’s best Ceylonese friends SWRD and Sirimavo Bandaranaike) was mainly to open the new building of the Bandaranaike Center of International Studies (BCIS) gifted by China, and unveil the bust of Premier Zhou. I was present to welcome him in the company of Foreign Minister Kadirgamar as a member of the Governing Council of the BCIS which Minister Kadirgamar chaired. Premier Wen’s speech which remained within the traditional parameters of warm, close friendship and never strayed into domestic political endorsements.

The latest Chinese statement (New Year 2021) indicates that China regards not merely Sri Lanka but more especially President Gotabaya Rajapaksa and his political project in a special category or sub-category. China has openly indicated that it is a political partner and ally of President GR. If China is willing to align the BRI with his election manifesto, then surely it is invested in his incumbency and political project. 

What interests me as a student of international relations are the following: 

(A) China’s explicit political patronage has, so far, been limited to those states it has geographical continuity/connectivity with. 

(B) In South Asia, it hasn’t made explicit commitments of this nature about Prime Minister Imran Khan’s election manifesto– though its strategic investment in Pakistan as a state is qualitatively deeper than in Sri Lanka. China’s political footprint is large in Nepal, but Nepal is adjacent and there is a party-to-party relationship between ruling Communists.  

(C) Sri Lanka, a long-standing democracy and devoid of geographic contiguity with China, is an outlier and could be a test-case of a new assertiveness. 

(D) When Putin’s Russia perceived a potentially hostile (NATO) buildup on its flank in Georgia and the Ukraine, it activated its patronage of Russian-speaking minorities who were the majorities in the regions of those countries adjacent to Russia. What is India’s threat-perception of China’s power-projection on its southern flank, and what is its deterrence policy? 

The Xi Factor is the X Factor. How will the “alignment” of the BRI with the Sri Lankan President’s election manifesto prove to be “aligned” with Sri Lanka’s enlightened national interest once the global Great Game begins to change with new tenants in the White House on January 20th?

They realise any losses in this front against the chinese communist party will have serious repercussions for their nations; and you can best be sure these powers will not let some village idiot nandasena or a story patch of land filled with 69 lakh racist idiots to stand in their way.           There was no need for Mahinda Rajapakshe to hire a US firm in 2011 to paint a rosy picture of himself because at that time his popularity among Sinhalayo was at its peak due to ending Tamil terrorism. Rajapakshe regime hired a US firm to change the US position at UNHRC.
          There is no need for Gotabhaya Rajapakse to hire a US firm to paint a rosy picture of himself at this moment because Sinhalayo are happy with the way he is handling COVID-19 and the next Presidential election is far away. Only Demalu and Muslims say Gotabhaya has failed. Sinhalayo are still hopeful that Gotabhaya will put the country to right track. If he fails Sinhalayo have no other option other than to ask Army to take over.

            Rajapaksas will NEVER win more than 10% of Tamil and Muslim votes. Even for that 10% they have to give away free gold coins, free Hajj and other very expensive sweeteners! Rajapaksas only hope is Sinhala votes. If Rajapaksas Sinhala votes reduce by a small percentage, Rajas lose.

            27% of people belonging to minorities including Christians are against Rajafucksas. (Only the remaining 3% for Rajafucksas.) Opposition only needs 23% of the 70% Buddhist vote to win in 2024.

        Nigeria saw several successful and failed military coups since independence in 1960. Between 1966 and 1999 the army held uninterrupted power but for a brief return to elected government between 1979 to 1983.
        The impact of the first of the coups of 1966 was strongest and still felt in Nigeria.

    SL is a not really a democratic state today. There are signs of Nazism. Like BJP India where minorities have to decide between Gujarat train massacre to total silent compliance.

    But in 2030 all top 10 economies will be similar. They will be governed by populist nationalist majoritarian rulers with no rights for minorities. Countries that have strong minority rights and multiculturalism in their policies would have disappeared from the top 10!!! Pushed down. They will have little say in world affairs. Don’t forget military power follows economic power.

    In a twisted way, SL is on the right side of the future when it comes to this model. Did DJ think about this trend? (Trump’s defeat is not the end of Republicans! There will be another Trump, Bush, Nixon, etc.).

                      I looked at “http://karava.org/family_names”. There is Hewa as well as its derivatives; there is the occasional Vitharana; but not the combination.
                      Also climbing the caste ladder from Karawe to Govigama was unlikely. even during Dutch times the Karawe have petitioned the governor about their equality with if not superiority to the G.
                      I may be repeating this ancient lament by a good Govigama Christian lady (in translation): Their cheek, they say ‘after all they serve fish on top of the rice’.

We had a Railway Department almost owned by Kanakasabe with full of Tamils where he introduced a policy to give preference to children of employees in recruitments. We had ‘Loganathan’s Bank’ full of Tamils that did not give loans to Sinhala people.

    During ‘Jadapalana’ Government the institutions under Muslim Ministers were flooded with Muslims e.g. CWE.

    Ali Sabri wants to recruit 150 Muslim lawyers as ASPs. For what? I do not know.

        I was involved in implementing few projects in what we call ‘Frontier Villages’ in North and East. What I say is based on the experiences of Sinhalayo who live in these villages. According to them, they face enormous difficulties when they visit Government offices in these areas to get something done. According to them situation became worse after ‘Jadapalana’ Government came to power and abandoned them.

        There are more Indian origin Sri Lankans now in the system be it private or public sectors than the Sri Lankan Tamils. FP/TULF/TNA talked us out of this systematically indeed.

        (1) They are being respected/rewarded for not fighting the Sinhalese.

        (2) They are easier to assimilate than the rest as their Sinhalese is much better spoken and written too.

        (4) Before the land powers to the FP/TULF/TNA Mafia under the 13th (not the Tamils as they do not represent us) the North and East specially Vanni is well established with Indian Tamils (30% ++). Historical reasons too as the Northern landlords had no Jaffna workforce (same as now) to do the Farming in Vanni naturally employed the Indian Tamils (cause Sri Lankans) to do the work. This will now fix the cause for the North for good just as this was fixed by the FP to the upcountry since 1948. A loving exchange of favour indeed…will not discuss the social issues already exist locally just as with the Muslims too will do another day. Yep Tamil Nadu will not invest in training camps any more either as this expansion scope now completed with the Indian Embassy in Jaffna.

          Likely Colombo 6 will have more Jaffna Tamils at the end with the visiting Diaspora passing by at times is now the reality.

          Hence the Global Tamil Forum is self explanatory as there is no longer Ceylon Tamil nothing left to talk about…..it was merely used as a vehicle by FP/TULF/TNA/PLOTE/TELO for their personal needs and their masters overseas.

          Global English/Sinhala/Hindi/Spanish/Chinese…..forums if they exists means what for sovereign Nationhood and UN in the future?? Never heard such absurdity before….and who will be taking care of the fellow citizens/children who gave us a home to live when we were destituteness seeking asylum etc??

          Citizenships have responsibilities??? then again FP did not show this in 1948??

            Now I understand what AR (the Gentleman who comment on CT) when he says N&E should become part of India and hopefully South also will be annexed eventually.

            It will be better if FP/TULF/TNA accept their part to deliver this to India and normalised something that is a crime against humanity and against each one of us in a democracy where our life’s have been squandered helpless as a Nation too. Hence the GOSL current postures yet leaving room for all the ghetto makers to join hands/forgive their past crimes and look forward to a new dawn etc.

            Therefore this is what you could consider taking to the SJB as part of a progressive/grass root level think tank historically for incorporation into the manefesto and foreign policy making etc?

              Kindly also consider training our folks (irrespective of their party politics) to become TECHNOCRATS just as they do in Singapore etc where one is whole focused based on their qualifications to come up with some great ideas to use the current GOSL strength to unit the Nation yet deliver things other than what is covered under the scope of the elected GOSL.

              We do not need to be governing to deliver daily goods to the public in a democracy the opposition seating is designed to deliver goods too in a democracy…one need to work out how we think together due diligently in the interest of the Nation holistically.

              I know people who held MP positions for 7 years and the rest of the 30+ years outside this bubble yet all that service had one theme….building the “economy” for our people. It is doable because folks have already done that…anyone who done it differently is why we lost all we had?? lessons learned applied for the SJB future.

                Consider the time in opposition to optimise/revise the manifesto for update the next election from now onwards.

                Kindly ask the JVP to join hands reflecting the success of China and Russia in the world all have to adopt to changing times/world. Many EU countries have a great mic bag of public and private sectors too for a reason. We can follow Germany etc for this make up as a starter. For the Green credential we can follow many Scandinavian countries models too. Invite Hon Mr John Berkow to come and speeches in our schools as he has many programs that are purely educational (non political) and very progressive in democracy aspects for our youth who can see eye to eye with people like him for sure.

                Have a secular and diverse shadow cabinet who can speak for our needs not just finger point/fight it out for everything on the parliament floor. You can have a youth section in the party that connects village after village in our Nation without sectarian thoughts for a common cause, you can encourage volunteer work/Nation cleaning days as a party (without the party politics), organise green movements to come and do presentation on technology at our schools fit for our needs,

                  Make this party such a progressive unit so anyone who failed to join as a party would no longer be entertained by the electorate any longer…a natural end/death to the respective parties who are so backward/incapable of even knowing their own job scope historically as to why they are elected and paid a salary historically….we need ways to evaluate and give performance indicators for each elected MP for their management of their scope….this is not a place for moon lighting and mischief making blunders.

    Dr. Dayan I see you have changed sides. Now on Sajith’s side, is it not inevitable that you will start to paint Gotabaya’s reign as a bad thing that we need to be saved from. If GR’s attempt to carefully balance the players in the region fails, it will result in problems for us, but he has good advisors I would think, the intention is a good one. Friends with all. I do not need to remind you that it is not often the football kicks the players around, as can be seen with India and the IPKF in the 80s. So good luck, I suppose your solution is to get Sajith in and advise him on how to the football will balance the players. Good luck.

    A gentleman from Akurana narates a very valuable information of Akurana Muslims and others in general.
    But what caught my attention is his narrative of the Arabic Tamil ( I prefer to term it as Ceylon /Sri Lanka Moorish creole) I would have prefered if the term moor was used in place of Muslim.
    However I am at the verge of giving up the struggle to hold onto our birth right ethnicity , I do not want to be Man of Lamancha , I can not lock horns with a million something to not use the term Muslim to refer a particular ethnicity.
    my request to share this interview is , it does touch some important information , especially About Akurana Moors and thee other is the langauge , a very crucial question I been asking Rohan who insists we moors are low cast Tamils .
    why did The Low Cast Tamils use Arabic translitration to write their own langauge , if they were Tamils ? Tamil is a rich langauge with its own alphabets.
    I can agree if it was other way about , if Tamil was used to write arabic for tamils to learn Arabic.
    Mr.Mansoor makes a very valid point here.

    I keep asking myself why are the present Moors so insitent in identifying themselves with their Nationality and religion ?

    what happens to the birth right of the ethnicity of a Moor who converts to another religion, an athiest or freethinker a non orthodoxy?

    Does this mean a Moor Muslim now onwards will be compelled to identify as a Muslim , even if he or she is no more?

    It is more dangerous to replace ethnicities with religous identies coupled with Nationalism.
