The Modi Doctrine For Sri Lanka

Prime Minister Modi’s two day visit to Sri Lanka was supposed to be non-political. Yet, in his address to the International Vesak Conference at the BMICH, he laid out the Modi doctrine for Indo-Lankan relations and more especially for Sri Lanka.

His message was hardly non-political, or purely cultural and civilizational, being far more Kautilyan than Dharmaashokan. With the country’s top leadership– Government and Opposition– present, he prescribed the limits of this country’s sovereign existence.

This is what he says, on economics and security/strategy which are facets of the same thing: power relations between states:

  • I believe we are at a moment of great opportunity in our ties with Sri Lanka. An opportunity to achieve a quantum jump in our partnership across different fields…
  • We believe that free flow of trade, investments, technology, and ideas across our borders will be to our mutual benefit…
  • In infrastructure and connectivity, transport and energy, we are poised to scale up our cooperation.
  • Our development partnership stretches across nearly every sector of human activity such as agriculture, education, health, resettlement, transport, power, culture, water, shelter, sports, and human resources.”
  • , the economic and social wellbeing of the people of Sri Lanka is linked with that of 1.25 billion Indians.
  • whether it is on land or in the waters of the Indian Ocean, the security of our societies is indivisible.”

What is Prime Minister Modi telling us?

  1. There is going to be a qualitative leap in our relationship.
  2. This will be based on a free flow of trade, investment, technology and ideas across the border.
  3. In infrastructure, connectivity, transport and energy we are about to scale up our relations.
  4. Our partnership will stretch across almost every field of human activity, including agriculture, education, health, resettlement, transport, power, culture, water, shelter, sports, and human resources.

Whatever had been discussed before behind closed doors between Prime Minister Wickremesinghe and his Indian counterparts in Delhi, the shape of this ‘new partnership’ that was publicly laid out by Prime Minister Modi before the people of Sri Lanka, has to be evaluated against the complex relationship Sri Lanka has had thus far with India, whose territory includes Tamil Nadu which continues to be aggressively hostile to this country.

Who decided on the wisdom of  upgrading and up-scaling our economic relationship especially if it involves free flow across the borders when there have been numerous protests against ETCA in most sectors of the Sri Lankan economy? In many significant parts of the world, countries and peoples are turning away from such doctrines and practices of “free flow across borders”, because they adversely affect the nations concerned—including most famously Great Britain, with Brexit

Especially worthy of note is the suggestion that the ‘up scaled’, ‘free’ ‘cross-border’ flow based relationship with the neighboring giant will involve “almost every sector of human activity”. If this is to be the case, does it not mean that every area of human activity of Sri Lanka’s citizens, of the inhabitants of this small island, will be impacted upon, penetrated, shaped and perhaps even controlled by the vastly more powerful neighbor? Such a suggestion had never been entertained in Sri Lanka in its centuries and millennia old history because it’s people and leaders wisely asked themselves: “What then will happen to us over decades? Who will we become?” Small it may be, but Sri Lanka has always valued and guarded its separate and distinct identity from its much bigger neighbor. Despite its size and location this island has always asserted its independent space to decide its own destiny, carefully calibrating its trading partnerships and cleverly balancing its relationships with the big powers globally, to its benefit, throughout the centuries.

It is doubtful if the Indian Prime Minister’s Vesak speech in Colombo would have been welcome in any country in the neighborhood of India. In a speech that accurately reflected the sentiments of the people of Sri Lanka, at a similar time of Indian efforts at a firmer footprint in Sri Lanka under a previous administration, a close friend and ally of India, Vijaya Kumaratunga, in his final speech (at Campbell park, early 1988) said that even if his head were to be blown to bits by the Green Tigers or the JVP he “would not permit Sri Lanka to be a playground of United States imperialism or the 26th state of India”. After a 30 year separatist war and increased hostility from Tamil Nadu, the people’s resolve to strengthen their independence has only become firmer. It is unlikely that they will let an opportunistic political class betray them.

The crux of the Modi doctrine is contained in just two sentences, bringing together the economic and the strategic, which is exactly what the people of Sri Lanka will be rightly apprehensive of:

“Because, the economic and social wellbeing of the people of Sri Lanka is linked with that of 1.25 billion Indians. Because, whether it is on land or in the waters of the Indian Ocean, the security of our societies is indivisible.”

Enlightened public opinion will see these as two bullets aimed at our sovereign, independent existence. Sri Lanka has never regarded its economic and social wellbeing as linked with that of 1.25 billion Indians. The Sri Lankan people are hardly likely to allow that to be the case.

We had an exemplary social welfare system which was upheld as a global model at one time. Later we opened up our economy, and that was one and a half decades before India did. We achieved higher growth, higher than India until recently. We have never regarded this country’s economic wellbeing as linked with the far more complex societies of federal India, with its uneven economic development and social issues of extreme poverty, overpopulation, entrenched caste consciousness –a form of social apartheid—and bride burning to name but a few of the pressing issues of social backwardness that India has to deal with.

If Prime Minister Modi had said ‘the neighborhood’, or ‘South Asia’ or better still, ‘Asia’ or ‘Eurasia’, the people of Sri Lanka would have understood the broad direction towards which the region and even the global economy is turning. But he just said “1.25 billion Indians”. This, will be unacceptable to the Lankan people as a destiny and livelihood that is to be yoked to the chariot wheel of India. This places Sri Lanka in danger of becoming a peripheral unit, a dependency, of the Indian economy. It will be seen as unwise by Sri Lankans to be dependent on the 1.25 billion Indians and be swallowed up by them.

As for security, no sovereign, independent country’s security can be “indivisible” from that of another. This is why we speak of “national interest” and “national security”. No country’s security can be indivisible from another when one country’s security can be  and has been threatened by the other; and the other contains a state unit of 80 million people, 18 miles away from the smaller country, which is hostile to the latter country.

According to Kautilya’s Arthashasthra, a state’s security is threatened precisely and inevitably by its neighbor—thereby rendering the security of a state eminently “divisible” rather than “indivisible” from the security of its neighbor!

Sri Lanka never considered its security indivisible from that of another country. Countries security interests may coincide, overlap—leading to varying degrees of cooperation, partnership and even alliance. But that is a sovereign decision of each country. No country can decree another country’s security and its own as indivisible. They are divisible precisely because they are two countries, two states, two sovereign and separate entities, with divisible borders and distinct destinies.

To consider Sri Lanka’s security as indivisible with India’s is well beyond the Indo-Lanka Accord and its annexures which recognized the geopolitical reality that given our asymmetries Sri Lanka must not and cannot do anything which will strategically harm or be hostile to our giant neighbor. The doctrine of the “indivisibility” of security however, goes way beyond this, to a level unaffordable and unacceptable to Sri Lanka. Sri Lanka has always retained its right to decide on its security partnerships to protect its territorial integrity. Any trans-border, trans-state, unilaterally defined and prescribed “indivisibility of security” is a restrictive concept which precludes it from considering its own national interests above all else.

The reference to the sea clearly means that India exercises a veto over the passage through/via Sri Lanka, of Chinese shipping i.e. the shipping vital to the wellbeing of China which unlike India has been a staunch friend of Sri Lanka and whose economic prosperity is vital to Sri Lanka and the rest of Asia not to mention the world. China is also the vital balancing factor that Sri Lanka has used to offset the hegemony of India and inter alia, Tamil Nadu. The Sri Lankan people are unlikely to allow their governments to concede their collective right to exercise that option.    

This independence of spirit and the will of the proud people of Sri Lanka was reflected in the personalities like Sirimavo Bandaranaike, Ranasinghe Premadasa, Lalith Athulathmudali and even Anura Bandaranaike, not to mention Rohana Wijeweera, in their assertion of sovereignty in dealing with the rest of the world. While they– unlike the current political leaders, Government and Opposition– were made of sterner stuff, the people of Sri Lanka retain that spirit and remain vigilant,  as can be seen by the many professional associations, trade unions and individuals who have stepped up to fill the void. 

No Indian leader or policy maker should rely on the whispered assurances of electorally vulnerable politicians desperately vying for perceived guarantees of continued political life and succession in a society which values and defends a thriving democracy. It is the ‘shaping spirit’, the ethos of this ancient island nation, which has asserted its independent identity and existence as distinct from and in contradistinction to the vast sub-continental mass, that will ultimately override all else, and prevail.

    Ha! Ha! Isn’t the possibility of attracting sane and balanced critics from India instead of stereotyped Dayan J type mental cases is in itself a relief and reason to justify the new trade relationship with india?!

      In response to Thero’s essay, some are saying the Lankawe is becoming a state of India. Because that all what they can project as the worst possible coming out of Mr. Modi speech, in their imagination. In fact that is a success to Thero because that is what Thero wanted instigate.

      Thero de Silva served in NEC. NEC did not have any authority. Colombo had done everything for Minister Thero at NEC. Thero has written essays saying 13A is replica of Indian constitution. So if Lankawe becomes a state of India, he thinks it another NEC within the structure of Indian union.

      But, first there is no dark, only Thero has closed his eyes. There is no ghost is coming out of that non-existing dark, but it is only Thero’s imagination.

      This is where all the deduction for his Indophobia is arising from. He thinks the 30 Indian states, their languages, their culture, their uniqueness & everything are wiped out within the last 70 years like it has been achieved in Lankawe’s NEC.

      It is the Thero’s Indophobia is unfounded because the states have developed more of their cultures than they were under Britain. Further, Mr. Modi is advocating for more autonomous states with a constitutional amendment.

      For general understanding, Lankawe is more competitive country than India. So Lankawe can sell more than it may have to import. That was the pattern of economic balance Lankawe had before 1950s, when it was more freely trading with under colonial rule.

    DJ’s fiasco continues! 1988 was a time of heightened turmoil and war situation in Sri Lanka (R Premadasa said a country like both ends ablaze wilakkuwa) and India was de facto invading us. How does this DJ [Edited out] cites a speech done in battle ground in times of peace building after the war! [Edited out]

    Dayan don’t waste your time writing crap.Your Lord and Master ,a certain Percy Mahendra Rajapaksa accompanied by his erstwhile brother Gota of White Van fame begged for a meeting with Modi and then having got one had given an assurance ,carte blanche of a no objection to what the Yahapalana government is going to do with India.

    This was revealed publicly at a press conference by the Indian high commissioner no less.So in one stroke MR smashed the anti Indian stand of Dee Jay and Weerawansa.And the injuns were quick to make a public announcement about it.[Edited out]
    Moral of the storyfor Dee Jay :Don’t trust MR.Just as the Christians Muslims Tamils and a majority of Sinhalese don’t trust him.

      Exactly. The majority of Sri Lankans are now fully aware of Rajapakasas’ and JO’s double game that includes his meeting with Modi. Sinhalese will reject him totally by the time of the next Prez election. There is no doubt about that. I leave Weerawansa out. I don’t think he shares the same mindset of Mahinda at all. He, at least a principled politician who didn’t change his ideology no matter which platform he is on.

      There is of no use of bringing SLFP, UNP, JVP or pathetic SLPP (though there is no chance at all) or any Alliance, into power. The stage should be setting for an Alternative Political Front preferably a Left Wing Movement, where Sinhalese, especially Buddhists and all other Sri Lankans who detest SLFP and UNP both, be able to join.

    Ha! Ha! Modi must be dreaming to secure the safety of India by the ambulances running on roads of Sri Lanka!

    DJ’s interpretation is aimed at derailing the efforts of RW government to break free of Rajapksha jathi naya kanda. But Sri Lanka must know that Modi is playing a political game here.

    Recently I have travelled many thousand miles in India. Its population is almost ungovernable economically with a population over a billion. Despite economic growth, poverty is rampant. Sri Lanka’s population by far enjoy a better standard of living. Opening the door to Indian sub-continent may not be wise.

      I am sure you took a train ride to Dambadiva. This is in Bihar, the poorest state in India. Rather like judging Colombo. by looking at Wanathamulla.
      Do get off the train. Go to places like Kerala, Goa, even Bangalore or Ooty. spend a few weeks at least. Then write your travelogue.

    DJ is the most abusive man in lanken political discussions. He has made him a laughing stock by today.
    I listened to Indian press reports following MOdi s visit. Nothing like what DJ has been uttering is being focused by them: It is just Chinese investments in SL, make them little worrying, it is also acceptable. But srilanken leaders would not please one of the both giant investors. That is it.

    So finally, is it going to be the Modi doctrine or the DJ doctrine for Sri Lanka.

    The truth is that neither of India’s bigger neighbours (Pakistan nor Bangladesh) want to avail themselves of India’s favours. Mother Lanka must ask herself “Moi?”. Why me?

    You cannot help but think, this venture is a Bacon and Egg Breakfast operation. The question is: who will supply the eggs, and who will the bacon?

    BTW DJ our past is littered with ’eminent Sri Lankans’, our Mudiliyars, who delivered us. To the Portuguese, the Dutch and finally, the British. So MS-RW are just the latest in a long line of facilitators.

    By the way does any one knows what are the serious warnings given to Narendra M by MaRa , GoRa & GLP in their private meeting with him .? Did they say Mr Modi hands off with SL affairs.

    Or is it the opposite ? They begged Narendra Modi to find an Indian daughter for one of MaRa’s sons or GoRa’s son so that the Rajapakse Kingdom / Dynasty continues in SL with Indian protection.

      Modi has invited MR to Hindia.

      The reason is not known, perhaps to slap on his cheek, bend his arms backwards or to reward him if he promise to behave, …. you know what I mean.

      Remember who financed MR’s 2005 presidential election campaign, including the huge sums paid to VP for his services to democracy, rigging elections.

      The Hindians believe Sri Lanka is the Sinhala state of greater Hindia which could only enjoy democratic freedom that the other linguistic states enjoy within the Ahand Bharat. Nepal is no exception.

      When RW went to Hindia recently South Block would have reminded him. Probably Modi would like to remind MR too in New Delhi the seat of Hindian power.

    This is already happening in SL.
    Indian professionals are managing our pvt sector companies. Why ? our own has left SL for greener pastures.
    There are Indian construction workers in our projects, apparently we can’t find our own.
    Indian Dr’s are in our Pvt Hospitals ( pls don’t tell the GMOA )
    Indian Nurses are in our pvt hospitals.
    and then that Ambulance Service. and that IPL and that Bollywood.
    India is already here.

          Accumulation of knowledge, talent, training, hard work, honesty, … are not being rewarded in this island.

          Crooks and well connected immensely contribute to total inertia, inefficiency, inefficient allocation of resources, ….

          There is no hope at the end of the tunnel or even unable see beyond their nose.

          People do not have the necessary environment to challenge themselves to progress to the next stage in their life, from childhood to death they are motivated to think negative out of paranoia, pessimistic, conditioned to believe in crooks’ ability run this island, …………

          The country’s ethos have changed, crooks and war criminals are seen as the heroes and honesty does’t reward, intellectually dishonest persons are respected being great analysts, historians, social scientists, ….. economists, …..

          Saffronista’s are contributing immensely to disharmony and destruction of this island than what is expected from their vocation.

          The well trained professionals and technicians find it difficult to operate in a politicized environment where they are being discouraged to work harder and reap the rewards.

          Crooks have over a long period of time devised innovative methods to depress workers who believed in “An Honest Day’s Work For An Honest Day’s Pay”, A honest pay include working conditions, rewards, ……

Sunderalingam documents given to him by Sunda’s grandson which show the connivance of the Ceylon Tamil leaders themselves in this issue. The government acted per International Laws re Migrant citizenship, but the Ceylon Tamil political leadership, after having been party to this legal position later twisted the entire circumstances to their separate political advantage, and presented the Sinhala leaders as being responsible for the discrimination cited, while they themselves had been the prime instigators for that discrimination, and to paint themselves, the Ceylon Tamil leadership as the leaders of All Sri Lankan Tamils.

      If the stupid Tamils connived what was in the minds of the great majority? Why do they majority always find it difficult to do the right thing? Why do the ruling stupid class lose sight of what has to be done in the long time.

      Champika mourns the shortage of labour. If the stupid racist leadership were allowed to deport the entire up country people back to India who would have replaced them to man the estates?

      The Sinhala only language policy was unilaterally enforced by the Sinhala/Buddhists racists.

      It was Hindia’s unnecessary military intervention that reversed both policies.

      Why don’t you go back to sleep and sing your Sinhala only national anthem with gusto along with Sarath Weerasekera?

    I did not know that the Tamil Leaders were running the country since 1947.
    Further I did not know that the Srimavo -Shastri pact was the Brain Child of Tamil Leaders.

    Or are you implying DS, SWRD & JRJ were Tamil Leaders who ran the country.

    Modi is an ardent Vaishnavite Hindu ( worshippers of Krishna or Vishnu as the supreme god Most Tamils are Saivte worshipping Siva as the supreme god) and you should have greeted him singing this song in which is in a mixture of four Indian languages. Tamil, Telugu, Hindi and Malyalam. They have mixed the four versions of this beautiful song beautifully. This would have made him very happy.

      North Indian girls are pretty and light skinned., West Indians like Gujaratis and Marathis can be lighter skinned or darker but usually Patels are of a darker brown that Haryanis, Punjabis, Kashmiris and Himachalis. If you go to New Delhi you see pretty sexy slender long haired Punjabi beauties. Your Tamils are sadly very dark skinned and not too pretty mostly with curly hair, same with most Southern states and Bihar etc. Sinhala and TAmils seem at times like Bengalis and Bangladeshis too and some are like Africans for the most part. So that is why India is so biased heavily towards pretty North Indians. Modhi is from a low caste in Gujarat not a Patel. So they all prefer North Indian And Bollywood damsels to dance for them. If you view “Chennai Express” you can see the ugly vs pretty with the rare exceptions of Tamil beauties. Just saying Skin Colour matters a lot in India and Ceylon for us too.

        Looks like you have not visited India. Most north Indians are very dark. especially in the Hindi Belt. only the upper castes tend to have a lighter skin. Marathi are very dark mostly short and look like south Indians. Only certain castes largely the Brahmins amongst them are light skinned, especially the Saraswat Brahmins who tend to look like Greeks. The same with Bengali. Most upper caste South Indians are light skinned and good looking, especially the Nairs of Kerala ( in fact most Nairs and Syrian Christians of Kerala are far more lighter skinned and better looking than the north Indians) The Reddys,Rao , The South Indian Brahmins and the Tamil Vellalar castes like the Mudliyars, Pillais and Gounders .
        Many of the Bollywood legends and beauties were South Indians. Vyjanthimala, Hemamalini, Rekha, Sri Devi, Meenakshi Sehsadri, Trisha, Vidya Balan, Waheedha Rehman are all Tamils. Jayapradha, was Telugu. Shilpa Shetty( Chettie in Tamil) and Deepika Padukonne, Aishwarya Rai are all from Karnataka. Asin and Nayanthara are from Kerala. Lots of North Indians act in Tamil and Telugu movies and vice versa. Now most Indian block busters are simultaneously produced in Hindi Tamil and Telugu with the same actors.
        The movie was shot in Chennai in Telugu and Tamil and then dubbed in Hindi. All the main actors are Telugu and Tamil and so will the extras. They will not go to North India to get females to dance as extras in a movie being filmed in Chennai. The main

    The man continually raises the bogey of Tamilnadu. Sri Lanka has to live and has lived with the fact that its closes neighbours are Tamils of Tamilnadu, Indians in the rest of India, not Chinese. His master to whose bark he would dance, has sold our sovereignty to China with half the money in his pocket. Why not be friendly with India. MR has a midnight tryst with Modi, obviously agreeing to sell whatever he can to India if he comes to power. Now, maybe, we will not see the joker writing too much as MR has made an agreement with Modi.

    Sri Lanka will remain intact and without any interference from others if the fake Buddhist rascal politicians since independence, did not bring in racial discrimination, division between races, disenfranchising the hard working estate Tamils, sidelining Tamils on the whole, standardisation, Sinhala only like draconian rules, indiscriminate killing by all the governments, considering Tamils & Muslims as aliens, government sponsored riots…etc., & more are the cause of instability & disunity in the country.

    Even the many good mannered & wise Sinhalese couldn’t do anything against the few selfish, narrow minded racist ruling clan elected through out since independence.

    Sinhala racism became un-controlable day by day since or even before independence from British. Racism, barbarism & jealousy is in the ‘Sinha Le’ in many forms and this is only taking them to their ultimate destructive destiny. It’s Karma on the works and no one can stop it.

    Modi’s & Sonia’s can come & go but there is one sure thing called Karma.
    What you reap only what you saw, but what you reap can be more than what you saw. No one can straighten the tail of a dog ! It’s a pity.

    Killing the Tamils or Muslims will not bring peace or prosperity to the majority Sinhalayas. It will boomerang and destroy the perpetrators and everything Lanka still posses, Beware !

    Tamils generally will not like any Indian take over of any part of Lanka and want to stay by itself,separately & not under any one, provided the majority race live & let live the others in peace. Let allow Tamils to rule themselves like before the foreign invasions. Lanka will return to normalcy & prosperity will flourish abundantly. Be wise and if not, hit the dust and be ruled by Indians who could treat us all like untouchables Indians.

    Do not under estimate Indians. They just don’t care whether you are Sinhala Buddhists/Christians, Tamil Hindus/Christians, Estate Indian origin Tamils/Christians, Tamil/Sinhala convert Muslims or any other races like Malays, Burghers, Chinese etc.,

    Any more wrong steps taken by Sinhala political idiots will cost severe punishment, agony for every one living in Lanka.

    Do not listen to bigots, racists, fake Buddhists and political dumwits..

    Pick your choice and do not regret later or be ready to face the consequences, which is going to be not easy but absolutely an agonising painful experience.
