I refer to recent media articles about the Report issued by the Counter Terrorism Bureau of the United States of America. This Report notes that the LTTE’s financial network of support continued to operate throughout 2014, and that 13 of its cadres had been arrested last year in Malaysia.
The fact that the LTTE’s international network and its sympathisers remain active even after the war, has been noted by me on many previous occasions. They remain committed to the LTTE’s cause and constantly seek ways to resume the struggle for a separate state.
Just over one year ago, Intelligence Agencies uncovered a covert LTTE group that was trying to restart violence in the country. Investigations on this group led to a search operation during which three senior LTTE cadres were killed in a shootout. These cadres included a senior intelligence operative of the LTTE and a member of its Air Wing. Their objective was to reorganize the LTTE’s activities in Sri Lanka.
It is disappointing to note that many parties have actively tried to downplay the continued threat posed by the LTTE for various reasons, including political ones. Further, because no major attacks by the LTTE have taken place after 2009, there is a widespread public perception that the LTTE no longer poses a threat to this country. The truth, however, is very different.
It is only because the previous Government maintained utmost vigilance that all attempts by the LTTE to resume violent activities were foiled. While the Government did all it could to ensure the benefits of peace flowed to the people, a very high standard of security was constantly maintained. Intelligence agencies were greatly strengthened, and although a lot of land in the North and East was returned to the public, the military maintained camps in all vital strategic locations. This was essential to prevent the return of the LTTE.
Sadly, I have been informed that the present Government has begun to reduce the number of military camps in the North and East, and has even dismantled some that are in extremely critical locations. This is a development that can have very disturbing consequences in the future by giving the LTTE a strategic advantage if it tries to actively reorganize.
It is my sincere hope that the President and the present Government of Sri Lanka will give utmost consideration to national security, and act with more awareness about this threat. This will be vital if we are to be sure that our nation, which has already been through so much suffering, will never suffer the cruel ravages of war again.

How about independent credible domestic investigation followed by his incarceration at Welikada, which is surrounded by STF?
There is another alternative, setting up Truth and Reconciliation commission where he will be given an opportunity to confess and own up his crimes, followed by a pardon by the commission. If he tried to be too smart the commission would take a dim view and put him a prison and throw the key away.

The U.S. Report covers the period when your brother was President and you were his Defence Secretary, with untrammelled powers. You have a duty to explain to the people why your efforts over five years failed. It is not for this government to explain why you failed despite the paranoid approach to security.
Further, the story of the LTTE plot , arrest of Jeyakumari Balendran and subsequent killing of the three individuals, do not yet seem real. There are many who question the veracity of this story, considering the circumstances prevailing at that time. It is yet a ‘ Goni Billa’ story to many.
There has to be healing and reconciliation in this country, while maintaining security. All three aspects have to be taken forward in tandem. This government has to a large extent impressed the Ttamils with its hearts and minds winning approach. It has a very long way to go yet and it will be a difficult slog. This can go forward only if the Sinhalese also feel confident and convinced that it is the correct path and will not compromise security.
Please do not be a spoil sport. Assist if you can, but do not place road blocks. Please advice your brother MR to do the same. As I told you in the final stages/ aftermath of the war, I am thankful for your role in defeating the LTTE which had become an albatross around the neck of the Tamils. However, I was subsequently disappointed and even disgusted by many things that were done on your instigation or using your name. I was referring to the Tamils in general as a community. Any group of people with a common identity that binds them, belong to a community. They may or may not have a territorial identity. The Muslim identity supersedes their language identity. The Sri Lankan Tamil identity supersedes religious or even caste identities. The plantation Tamil identity is also of a similar nature. Every citizen has a right to retain his communal identity.
However, every citizen should be equal regardless of his/her community identity. This supercedes the community identity. Respect for the community identity derives from the collective rights of individuals as equal citizens.
We are social animals of the highest order. There are identities within identities. This is a reality that should be understood and respected. If citizens are equal, the communities are also equal. One community may have a greater say in affairs because it is larger in numbers and constitutes a majority vote bank. However, our constitution must be such that the preponderance of a partucular community does not degrades or overwhelmes the equality of citizens belonging to other communities. It should be a qualitative game played on a level playing field, where the best in any community has the chance to score.

The media release issued by the US Counter Terrorism Bureau is a wake up slap to the Foreign Minister personally and a serious blow to the “Good Governance” government in general.
LTTE remnants are scattered everywhere, in Sri Lanka and abroad. They disguise in various forms from ordinary Tamils and diaspora to LTTE sympathizers and ‘non-violent’ separatists. The funding of LTTE remnants is efficiently channelled through Tamil diaspora.
It is no secret now that LTTE remnants and their sympathizers have funded heavily and carried out an intense and vehement mobilising against Former President Mahinda Rajapaksa at the last Presidential Election, in support of his ‘weak’ opponent.
President Sirisena’s greediness made him to coming into power at the expense of sovereignty and national security of Sri Lanka. As a result, now it is the LTTE remnants and LTTE sympathizers who are ‘dictating terms’ to the ‘Good Governance” government as to what they should do in North and East.
The “Tiger’s Paw” is unmissable in every action that President and his government take detrimental to the national security of our country from removing army camps from ‘strategically important locations’ to distributing lands within ‘high security zones’ and close proximity to ‘high threat’ points. The Ministry of Defence is run by a pathetically weak Minister and a team lacking far-sightedness and rational minds. They should understand that national security in any country needs curtailment of personal freedoms to a certain extent.
There are every signs that LTTE remnants will regroup in the North and East especially, the areas where ‘Good Governance” government is ‘ungoverned’, will be potential havens for terrorists under-covered in self-govern and separatist agenda and the possibility in innocent Tamils being vulnerable to the appeal of their ideologies is at its highest.
The only consolation for the people who love this country deeply, genuinely and profoundly is that we have someone LIKE YOU who possesses a comprehensive understanding in countering terrorism and who could provide strategic guidance, robust direction and innovation in safeguarding the national security of our country.
