“Unified Tamil Power Will Influence The Course Of Events In The Indian Ocean Region” Rudrakumaran Tells TGTE Gathering In Canada

Highlights of the TGTE’s annual event in Toronto, Canada , by Usha S Sri-Skanda-Rajah

“Presently, the international powers view the Tamil national issue as having three vantage points involving Sino-Indian-Sri Lankan geo-strategic interests. We hope by mobilizing Tamils across the globe, we can add our fourth unified vantage point, moving from a triangular to a quadrangular framed issue, enabling us to influence the course of events in the Indian Ocean and in the South Asian geo-political stage in a meaningful manner,” said Visuvanathan Rudrakumaran, stressing the importance of the enormous impact the Tamil Eelam Freedom Charter will have, “serving as a catalyst,” towards unifying all Tamils beyond party and group affiliations,” as well as changing events in our favour in the region.

Rudrakumaran the Prime Minister of the Transnational Government of Tamil Eelam (TGTE) was speaking at the annual TGTE event in Canada held at the Scarborough Convention Centeron Saturday 20th April 2013 where Human Rights, a UN monitored International Protection Mechanism for the people of the NorthEast and the Tamil Eelam Freedom Charter took centre stage.

Addressing the guests via Skype, Rudrakumaran underscoring the need for a convergence of the interests of democratic powers and Tamil political interests said, such a move would be of mutual benefit to the parties concerned: “Asiahas become the most important political geography in the 21st century.  President Obama’s policy of “Pivot toAsia” highlights this.  As observed by diplomats and geo-political experts the island of Sri Lanka is strategically situated in the Indian Ocean.  As we stated in our Advisory Committee Report published in 2010 March that the TGTE is conscious of the strategic location of the island of Sri Lanka in the Indian Ocean and the geo-political situation inSouth Asia and elsewhere in formulating its political strategies. We believe that the Tamil political interest and the geo-political interests of the democratic powers can intersect and thrive,” Rudrakumaran said.

Rudrakumaran referring to Mark J. Gabrielson and Joan Johnson-Freese’s article entitled the ‘Tamil Nadu Factor in China’s Naval Basing Ambitions in Sri Lanka’, explained “when the Eelam struggle is undertaken by the Tamils across the globe, especially the Tamils in Tamil Nadu in conjunction with Eelam Tamils, the effect of it will multiply,” forcing India to review its foreign policy to strengthen its position in the region by placing less reliance on its relationship with Sri Lanka. In the light of China’s naval basing ambitions that include access to a new seaport which it funded and built in Hambantota, Southern Sri Lanka, a development, “…impacting the balance of naval forces in the Indian Ocean,” as analysed by Gabrielson and Johnson Freese, Rudrakumaran believed “India has to address the Tamil Nadu factor as an opportunity to actually strengthen its position formidably against China’s ambitions by aligning itself with Tamil Nadu towards finding a political solution for Eelam Tamils that’s in accordance with Tamil aspirations, thereby protecting her interests in the region.

With more than 700 guests in addition to a number of dignitaries gracing the occasion, the event was a significant occasion ahead of the promulgation of the Tamil Eelam Freedom Charter.

Prof. Theodore Orlin, Professor of Public Law at Utica College delivered the keynote speech. Mrs. Usha S Sri-Skanda-Rajah, chair of the TGTE Senate welcomed the guests. Professor Joseph Chandrakanthan, Dr Zulfika Sithy, Ms Rathika Sitsabaiesan MP,Jim KarygiannisMP, Mayor Frank Scarpitti, Councillor Logan Kanapathi, Councillor Raymond Cho and Amnesty International’s John Argue were guest speakers.

Prof. Orlin in his keynote speech spoke on the UN resolution against Sri Lanka at the 22nd Session of the UN Human Rights Council entitled The UN Resolution and the Condemnation of Sri Lanka: “The UN resolution was an important statement of global rejection of Sri Lanka’s policies with 25 states bringing to the world’s attention that violations of human rights have and are being perpetrated. The fact that 13 states voted ‘no’ also was a confirmation of the difficult situation since many of the states who opposed the resolution have reputations of a poor human rights record…. The resolution was not significantly strong especially since it did not call for a independent international investigation, nonetheless it did note that the Office of the High Commissioner for Human Rights called for such an effort and noted that violations are going on inSri Lanka now. This puts Sri Lanka on notice that it must meet the expectations of the resolution. in carrying out investigations and restore civil society in the North/East regions – this is important –  if there is ‘peace’ in Sri Lanka (as the government claims) there should be no need to deny the human rights and dignity of its people,” Orlin said.

Continuing, Prof. Orlin called on the Tamil Diaspora to remain united, stating the Channel 4 accounts showed there is a prima facie case for Genocide and that the Diaspora must continue to seek allies: “The Tamil Diaspora (with its numbers represented throughout the world) must remain united to let the world know that Sri Lanka is not just a island tourist paradise but a country who continues to violate human rights, whose record to meet is responsibilities to respect (R2P) all its people have been put in question by UN reports, TV documentaries – the CH. 4 accounts added credibility that there is a prima facie case of Genocide, etc. It must continue to bring this message to the world and must seek allies among those who are caring of human rights and dignity – the Diaspora cannot do it alone, but must be the central force to bring change. If the war was without witness, life after the war must be witnessed- Sri Lanka must respond to criticism and allow the media, human rights advocates, INGOs and NGOs to visit and work in the north and the east,” Prof. Orlin added. “We must continue, both Tamils and those who are committed to human rights, to have our voices heard at the the UN and other venues – not just the Human Rights Council, but the Human Rights Committee overseeing the CCPR, CAT (Convention against Torture), CEDAW (Convention against the discrimination of women) and others,” he said.

Both Mayor Frank Scarpitti and Councillor Logan Kanapathi were recognized, “for their outstanding  leadership, service to the community and unstinting support for human rights,” in passing a resolution in the City of Markham on 14th April  2009 requesting, “the Federal government to undertake an investigation of possible human rights violations and genocide in Sri Lanka and to undertake any actions deemed appropriate relative to this matter and asking that a copy of this resolution be forwarded to the then Federal Minister of Foreign Affairs Lawrence Cannon and all Local Members of Parliament,” Markham Council being the first and only Council doing so at the height of government shelling against Tamil civilians in the Vanni.

A biography to mark the birth centenary celebrations of the late distinguished Tamil Scholar, “Cultural Ambassador” and Linguist, Rev. Father Xavier Thaninayagam, written by Mr. M K Eelaventhan, former TNA Member of Parliament (Sri Lanka) and TGTE Member of Parliament representing Canada Central, was launched at the event. Mr. Vin Mahalingam, TGTE Deputy Minister for Heritage, introducing the author, spoke of Mr. Eelaventhan’s close association with Father Thaninayagam that extended over 3 decades. Mr. Mahalingam also spoke of Father Thaninayagam’s unique contribution to celebrating and preserving the Tamil Language and Literature, “as a pioneer in founding the World Tamil Research Conference, by bringing together Tamil scholars from all over the world in one forum.” In addition to organising the inaugural conference in Malaysia in 1964 and then in Jaffna, France and twice in Tamil Nadu thereafter, Father, “established a permanent centre for Tamil research in India,” Mr. Mahalingam said. Mr. Eelaventhan remembered Father’s yearning for a land for the Tamils and how much he identified with the Tamil struggle, participating in the Tamil ‘Satyagraha’ campaign against the Sinhala Only Act at Galle Face Green. He also recalled the time when on June 5th 1956, Tamil politicians and activists who while peacefully protesting were brutally attacked outside parliament by a mob of hooligans unleashed by Sinhala Members of Parliament. Mr. Anton Philip, president of CWVHR (Centre for War Victims and Human Rights) highlighted the main features in his review of the book.

Mr. Shean Sinnarajah, deputy Minister for Information and coordinator for the TGTE Youth Caucus explained the activities of the Youth Caucus world wide.

A pictorial exhibition on Tamil History, the Tamil Kingdom, Tamil Self-Rule, The Tamil Freedom Struggle, the Right to self-determination under United Nations Treaties and Declarations, Tamil Genocide, Sri Lankan Military Occupation of Tamil Eelam, Nepotism inSri Lanka, Call for Intervention by UN and the International Community and the Student Protests etc., was a special feature of the event. The material for the exhibition was researched and compiled by Mr. Eliathamby Logeswaran.

A repertoire of dances was performed by Yalini Rajakulasingam, Prem Gopal and students of Mrs. Nirothini Pararajasingam.

The Tamil Eelam Freedom Charter it was announced will be promulgated on the 18th of May 2013 at an international conference under the auspices of the TGTE, titled: ‘Chartering Freedom through the Rough Seas of Geo-politics’, slated for the 15th  – 18th of May at the historic Thaddeus Stevens Center in Lancaster, Pennsylvania, USA.

    If you want to unify and if Rudrakumar truly believes in what he is professing, then he should join TNA. There is no point in shouting from Canada or USA, you have to be on the ground and fight for your equal rights and not for a separate state. We all have seen how the people in the North and East have suffered due to separate state struggle. Those who live abroad can make noise but they forget that they are not being honest, only those who are on the ground in Sri Lanka are honest and require equal rights not a separate state.

      It is the Tamil voice from outside had quiet impact on Tamil issue being discussed in the international forum and declare SRI lanka committed war crime and violated human rights. It is well established fact that Sinhala army massacred over 40,000 Tamil Civilians. Sri lanka is categorized as the worst country for human values. The people of North East suffered in the hands murderous Sinhala state since 1950s and still every tamil is surrounded by a Sinhala military. If you are an honest and respect equal rights, there won’t be a Ltte and you need to massacre over 200,000 tamils in the past six decades. It is only race that celebrated killing of fellow countrymen. You should be ashamed to be Sri Lankan.

        No UN report has said that 40,000 Tamils were killed but only the Darusman and Petrits personnal reports say that on false sources. According to credible investigations of the UN, US and the GOSL, around 6000 were killed and majority of them are heavily and equally armed terrorists fought against the army. Civilion deaths are perpertrated by the LTTE who used poor Tamils as their human shield. No future R2P is possible in peacefull SL as it requires a UNSC resolution and no external investigations are allowed in a soverign country either.

        TGTE’s agenda of Elam without VP would also bring nothing but an another disaster in this country.

          You may not called it as a UN report but the fact is it is appointed by UN secretary of state and it has been widely used by UN and other institutions. Can you provide the US and US source for credible investigations. It is laughable when you talk about credible investigations by Sri Lanka. I do not you can remember Sri the credible Sri Lanka was maintaining the number of civilians in the war zone was 70,000 and at the end real numbers came over 300,000. Considering the fact your estimates reliability the count must be definitely over 40,000 (6000*5). Your denial for impartial investigation proves that a large number innocent Tamils were massacred by Sinhala forces. If your investigation is credible why you are afraid of investigation. Further you know well that large number Tamils and Sinhalese were massacred by your armed forces and still you are digging mass graves in the North and South.

            You can not prescribe external investigations only ton Sri Lanka based on socalled UN reports made by former LTTE supporters who made estimations not even stepping in the country. It is true SLA rescued 300000 Tamils from LTTE. When they and the rest of the people were asked, the number was just 6000 and the same investigation is being done throughout the country by the GOSL on LLRC recommendation. You can laugh at them but the country is moving forward in a fast developping track on its own planning and implementations.

          Yes still Sinhalese are digging the mass graves of those JVP insurgents killed by Sinhala armed forces. Born as a Tamil, I had the previlage to undergo and see how our fellow men suffered the brutality in the hands of Sinhala rule. In 1958, the peaceful Colombo streets turned into a bloody violent horrors. Thugs and Criminals are wandering in the streets with swords and petrol cans smelling people for gingelly oil and dragging into the roads and burning them with Petrol while Sinhala policeman and military personal enjoying the scene and Sinhala politicians laughing at the scenes. What a joy for you. These are real scenes. Similar scenes and events are repeated several times, poor Tamil man what can he do in front of these civilised Sri Lanka men (man with lion face holding a sword towards them). Can they make a complaint in a police station, No; Can they ask for investigation; No!. Recently there was protest in the North aginst land grabbing by Sinhala military. Former Prime minister and opposition leader also participated in that protest. Unknown individuals coming with arms and behaved violently against the protesting people. People caught them and handed over to the police. What happened to that man later. He was released and sent to the barrack. These are common thinks. For the past 65 years, every day is like you are in a prison. I am sorry man there is no space in my brain to think about others because it is beyond the limit. Your world is wide, you can worry about US, China, India, Pakistan. You don’t need to worry about this tiny community. You are proud of massacred over 100,000 sinhalese, why you can’t massacre another 100,000 Tamils they are not Lions. You are the King. For your living you must kill others. That is what you care about!

        Ajith, you have missed my point. You say that you want equal rights but how can you have equal rights when you are asking for a separate state. Even if a separate state is given tomorrow do you know what issues the separate state would have, especially with regards to the cast system prevailing in Jaffna. We all know how brutal LTTE was, but by saying this I am not protecting the government of SL in any way, they too were brutal. But if one needs equal rights then first of all it should come from within and above all those who carry LTTE flags cannot ask for equal rights as they are demanding a separate state.

          You who came from India have a separate state, So why shouldn’t Tamils have a separate state for them where they are majority. You Sinhalese also had caste system and Tamils had the caste system. LTTE leader is not in the top of the ladder in the caste system. Tamils accepted him as the leader. I know that LTTE wass brutal to you. Similarly we know how brutal is your army and your leaders. LTTE brutality is not came first. It is the Sinhala brutality came first. Do you agree this point? The need for separate state arose because Sinhalese denied all other mechanisms to share the power with Tamils. Don’t you think that if Banda-Chelva pact implemented properly in 1956, you wouldn’t have 1958 riots against Tamils or the continued riots and this arm struggle. Do you know how many times Federal Party joined to form the Governments?

        Thiyaga, its not only Sinhalese but also Tamils who have taken part in mass slaughtering. We all try to live with the past glories in mind. But we all fail to understand past glories are different depending on the period we choose to quote. Its time for all of us to live in peace and it should come from within Sri Lanka, without the tiger flag. The minute we raise the tiger flag we are asking for separate state, and if we are asking for a separate state then we cannot have equal rights.

          Take a look at a map of 1945 and see how many countries were there then, then look at a recent map and see how many countries are there today. The number of countries have increased and not decreased. Nothing is permanent…not even the sun. When you and I die one day, SL might still be one country. But who knows what will happen in 100 or 200 years time? Why can’t the majority agree to share power with the Tamils? Rajapaksa even now is thinking of watering down the 13th amendment before the elections in the north to be held in September. Click link to read.

          If Sri Lankans want permanent peace and prosperity for every citizen living in SL, 3 things will have to happen.

          1.The Rajapaksas’ will have to be kicked out of power.
          2.The majority will have to stop believing in international conspiracies and Mahavamsa myths and learn to think that devolution of power is not a bad thing.
          3.If and when power is devolved to the Tamils, those Tamils who have the idea of a separate will have to give up that dream.

          Czech Republic, Slovakia , Eritrea, East Timor, Montenegro, Serbia, Kosovo are all NEW countries…and in July 9, 2011 South Sudan peacefully seceded from Sudan.

          So don’t ever say “Forever.” Devolve power now and SL will remain one country. If not, one day in the future there will be two countries.

            However, I am not naive to believe Ealamists will quit with devolution. They are involved in a mythical dream of a Greater Tamil Ealam.

        S.Thiagarajah, I am not sure whether you are in cosy little cottage in England or a penthouse in the US or living among your bretheren in Lanka, but most importantly i hope you are one of the senior citizens who may have lived at least 40 years on after we received Independence. True the Sinhalese got around two tamil fools ( if that is who i think of whom you think is !)Very wisely they left out a third fool, in which event they would have formed an union and got the desired eelam 40 years ago. So, the Sinhalaya is a wiseman, yet the sinhalaya is a modaya because after gaining Independence and being able to form a Government they failed to get the Bandas’, Singhes’,silvas’,naikes’into white collar job positions Where the Tamil elite of the likes of Lingams’ chelliahs’ Pillais and rathinams’ held on to most of the lucrative positions in Education, Adiministration and Social Departments and and local governmental organisations and carried on cosily in making hay when the going was good. Caste and creed too was playing a good part. Thanks to the Queen’s English which stood good stead among the tamils. The sinhalese woke up and found that they were left licking the crumbs and it was high time they took the major share.Thus started the battle for for Supremacy, which lead to the notion of an eelam and more importantly pride at being hurt. If power sharing was accepted and moral and human values were put first, the tamils, had they accepted the North/East merger and worked out co-operation with the sinhala and Muslim populace, Today, the north and east would have been a like of a middle east city.Meaning, all that money, wealth,human resources would have been put into meaningful use and could have built up a modern society for the tamils. But instead, we have had a disastrous ethnic conflict which both side are assuming the other is right.Mighte will never be right.     This article does not mention any demand for a separate state. It seems to speak for the rights of tamil people in their traditional areas. Also it speaks of implementing a Tamil Charter to increase tamil influence in the Indian Ocean etc. So this may not be something new. The influence of Tamils worlwide is acknowledged since they live in many countries and have become an influential voice.

    However this trend is divisive in nature. If the Sinhalese for instance also have a Sinhalese Charter and Muslims a Muslim Charter, then there could be areas of conflict between the various people. When you speak of a region you need to take into account all people living within that region. What we need is a common vision which is unifying force for the region not to have various groups and eternal conflicts.

    We cannot comment without knowing the contents of the charter. No one can deny the fundamental rights of people. But they should be all inclusive for all people. Primarily the people of a country should swear allegiance to the sovereignity andd territorial integrity of that country whatever race or religon they belong to. For instance Malaysia has ‘Vision 2020’ and ‘Malaysia One’. Such policies are successful because they unite people. All for one and one for all.

    In the quadrangular power equation, Eelam would be representing the geo political interests of the enlightened West without a doubt .As Indian establishment does not have guaranteed place in world politics without their allegiance to the enlightened West, they will have to join our effort to create Eelam. The momentum gathering in Tamilnadu for Eelam Tamils to form a partnership with democratic world powers will enhance the progress in the right direction.

Xavier Thaninayagam- great man who contributed much to making Tamil known to the world.           Yes I have spoken in London and in international forums defending the LTTE. Yes I had thought a lot about events that led to the defeat of the LTTE, as any reasonable responsible person should do. Yes I realize that The Tamils and Sinhalese have to live in the Island together. It is easier for them to live together if they arrive at solutions by peaceful means.

          It is difficult to cohabit that land and live in peace if we maintain the present status –quo. Yes I realize that a sizeable proportion of our people live outside the northeastern region of Sri Lanka and vice-versa.

          Not only KP even the great leader Prabhakaran, Kittu, Shankar are all my kinsman. I do not personally know KP. I am not in contact with him. I can assure you that neither KP nor you are going to influence me except by reason.

    This pompous “TGTE” would be funny were it not for the damage they are doing to the cause of Tamil-speaking people and the Dravidian race (if one has to bring race into it) in Sri Lanka and elsewhere.

    There are many intelligent, articulate people who are fluent in both Tamil and English, and who actually know a bit about the historical, geographical, political and strategic factors that are affecting Tamil-speaking people in Sri Lanka, India and around the world (the Tamil Diaspora, as it is often called). They are clearly not members of this so-called “government”.

    This odd talk of “vantage points” and changing from a triangular to quadrangular perspective when talking about beautiful Sri Lanka shows how out of touch they are with reality. And how little they love the country and its people.

    I hope no one is foolish enough to give them more money or support – it will only strengthen their delusions of grandeur, and make their eventual cure more difficult. It will also pose of the danger of reigniting old hostilities and deepening unnecessary divisions.
