Where Financial Corruption Did Not Reach: The Wickremesinghes & The Churches

We are used to a world where certain families, certain communities have higher standards and are relatively free of financial corruption. A good example is Dudley Senanayake who, for one who dressed regularly in a suit, is said to have had only two suits and two sarongs and some T-Shirts at the time of his death. An AI search says, “while it’s difficult to verify the precise number of suits he owned at the time of his passing, Dudley Senanayake was known for his dedication to public service and his unwavering integrity.” While people are unable to point to any financial corruption on the part of JR Jayewardene, he was politically corrupt and an ASP associated with his security detail, testified to goings on at Temple Trees involving his daughter-in-law.

Ranil and Maithree Wickremesinghe

Political corruption is a different matter as we have seen. The Rt. Rev. Lakshman Wickremesinghe literally cried at the Maruthanamadam Ashram which he visited after the 1983 riots, bemoaning that a close relation had been involved in its organization. His nephew Ranil has indeed been known for political corruption with many allegations swirling round him – Batalanda, Central Bank, giving free rein to those under him to make money and then using that to control them, etc.

However, credibly sustainable financial corruption allegations are from his Achilles’ Heel – his wife, Prof. Maithree Wickremesinghe. She had her BA from London and was recruited by University of Kelaniya as a Lecturer (Probationary). Most fulfil the conditions of probation for Arts Departments, the major condition being the need to finish a1-year postgraduate degree, far below the requirement of a 2-year degree in science. A probationary appointment is initially for 3 years which may be extended a year at a time to 5 years. She was unable to get this done and had to be terminated as required by the Universities Act No. 16 of 1978 Part X, Section 72: “Every appointment to a post of teacher shall, in the first instance, be for a probationary period of three years, which period may be extended by the Governing Authority of the Higher Educational Institution to which such teacher is attached, by one year at a time for a further period not exceeding five years:

Kelaniya had exhausted its extensions and came to the UGC which allowed Kelaniya to terminate her and rehire her as if on a freash appoinment. It had not been done for anyone in Sri Lanka and was a special, extraordinary favour to Ranil.  It seems that Kelaniya did not advertise the position or did readvertise and mysteriously found her to be the best of the applicants.

At the time, around 2004, Maithree had no publication corpus of note. Nor a postgraduate degree for promotion. But she has risen to be Senior Professor since. Her subsequent publication record now is very questionable in its impact for a Senior Professor. The site scholar.google.com with name spelt as Maithree Wickraramasinghe would show that most listings are trivial for mention in Google Scholar (like a blog in the Sunday Times in which her family, the Wijewardenes, hold controlling shares) and reviews of other people’s works and listings authored by others but have cited her. An example of the latter is the D. Miss. Thesis that has a brief citation of her: Herman Andriezen, “Understanding Evangelical Charismatic Church Leadership in Kandy: The Dilemma of Serving in a Hierarchical Culture,” Singapore Bible College, Nov. 2023.

I believe Maithree’s reappointment after terminstion was wrong because the position had to be advertised and I am hard pressed to believe there were no better applicants.

All the salaries she drew under the new appointment I believe to be improper and may be termed fraud.

It is this Maithree who was made an Honorary Professor when Ranil was President. It was at Wolverhampton University which achieved university status only in 1992. I believe that no academic review is requiired to make one an honorary professor, especially in a university without long-established traditions. Ranil being President was in all likelihood a part of the consideration in granting her the title Honorary Professor.

Ranil and Maithree attending the graduation ceremony was during the buildup to the graduation ceremony which was the celebration of Maithree’s professorship. It was, I deem, no state function and therefore the visit was strictly private and not a state event.

The government putting the matter to court is right and we must let the judiciary decide definitively.

The government must be congratulated for putting it in the hands of the judiciary and we must wait to see if similar actions are in order for Mahinda Rajapaksa’s grandiose trips and for Gotabaya’s diverting a flight because his pilot friend could not fly the usual bigger aircraft, with loss of 56 passengers to carry his puppy on the smaller aircraft.

And Maithripala Sirisena knowing who was behind the Muslim Pogrom and refusing to say who, seems an obviously chargeable offence – accessary after the fact, as a minimum. He needs to be locked up and held behind bars until he reveals the evidence he has.

Why is the CID not acting against these individuals?

Mainline Protestant Churches – Wooly Headedness of the NCCSL

The mainline churches’ National Christian Council of Sri Lanka (NCCSL) is an association of Protestant Churches consisting of the Church of Ceylon (Diocese of Colombo), Church of Ceylon (Diocese of Kurunagala), Church of South India (Jaffna Diocese), Methodist Church of Sri Lanka, Baptist Sangamaya, Presbytery of Sri Lanka, Lanka Lutheran, the Salvation Army of Sri Lanka, Church of the America Ceylon Mission, Christian Reformed Church, Assemblies of God, and Church of the Four Square Gospel. The last 4 joined recently.

Until the 1940s we Christians were strongly rules-based and it was easy to practice our religion – there is but one God, do not lie, do not commit adultery, etc. With the founding of the World Council of churches in 1948, the emphasis shifted to unity. To be united meant ignoring doctrinal differences. Methodists could divorce and remarry, but Anglicans could not. With the entry of the Pentecostal churches, the mainliners have no Holy Spirit when they pray so do not attend their services. Anglicans say like the Roman Cathoics that the Church gave us the Bible so the traditions and practices of the early church have teaching authority. The other churches deny that saying the Bible is simply there. This leaves in the air the Doctrine of the Trinity which flows from the Church and not directly from the Bible.

Unity meant the dethroning of hard doctrine. Love is the dominant word. Differences are bad. These changes eliminate racial differences for the good of all, but enhance tensions when doctrine clashes with acceptance of free-love and homosexuality.

Without doctrine, we have from the NCCSL website, a move towards Common Liturgy and Worship, and respect for the doctrines, traditions, symbols and practices of the other major religions. We are urged to refrain from ridiculing or exploiting any weakness of a given religious community or leader for our own gain – so our stance against child marriage or even polygamy and adultery as practised by Krishna and Siva must be dropped; as must our poisition on Krishna practising homosexuality for a night.

Despite NCCSL’s inclusivity, enhancing NCCSL power remains a target. As the website says, (NCCSL) is a prominent ecumenical organization that represents the Christian community in Sri Lanka. That is, the Roman Cstholic Church is dismissed as Christian since it is not part of NCCSL’s inclusivity that includes every non-Christian religion except Catholic Christianity

Earlier with rigid doctrine, there was shame in deviations from the faith. We rarely saw clerical theft or adultery, and when these happened, it was punished. At lest to avoid the shame we desisted from these sins. Now as these deviations multiply, there is rarely punishment. As a son of a Vicar, I had heard of a few deviant priests and their quick punishments. When a Methodist Priest who was brought up by the missions stole money when he grew up to be in charge, he had to run away to India.

By the 1990s, Kindernothilfe (KNH), a German non-profit organization had its funds embezzled by NCCSL clergymen.  They falsely claimed that houses were built behind LTTE lines where verification was not possible. Their game was up when a clergyman certified houses claimed as built by his partner were not to be seen. I was on the Standing Committee of the Anglican Church then and Kenneth Fernando who was in charge of KNH in Sri Lanka kept the conversation to his lieutenants who usually sat next to him at a big meeting table.

With such coverup, one of the clergymen involved who had been taking orphanage girls on his trips from Batticaloa and was in jail for that, became a serious candidate to be Bishop of the CSI (Jaffna Diocese). Such was the misery that befell the Church as shame went away from us. Today Sri Lanka’s problem is that we feel no shame for the bad things we do.

The Protestant churches’ clean image is gone. In many free churches, the pastors who were lifted up by the church from their lowly backgrounds steal with no shame. They feel entitled. Even the richer pastors as in the Grace and other Presbyterian churches located in Colombo are thieves, and where not, often accessories to theft. Even in the Anglican Church, retired bishops Kenneth Fernando and Duleep de Chickera, have unlawfully violated a trust deed relating to the Bishopric Endowment  taking Rs. 50 lakhs each to buy themselves cars, as the Archdeacons took Rs. 110 lakhs each. Shame is gone.

How Bishop Kenneth weakend the hold on us of doctrine, he wished  a deceased Buddhist Monk in the Anglican church newspaper, “May he attain Nibbana. The new Kenneth doctrine was, resting in peace till our resurrection was as true as release from the cycle of rebirth.

The New Methodist Scandal involving Rs. 17 million

As I write today (22 Aug.) I have news of a new scandal in the Methodist Church. In a letter calling for prayers for the church, Rev. Asiri Perera, a former  President writes,

“Please be in prayer tomorrow 19th [August] as Nishantha, the Secretary for Finance has been called in to the Fraud Bureau for investigations.

“Thus far things have moved slowly but steadily bringing to light what has been done in secret by him and Rev [William Premkumar] Ebenezer Joseph my successor as Presiding Bishop.

“Some say  Nishantha takes it very lightly, while others say he was with a troubled look at the headquarters the day he received the summons last week.

“Let the Lord handle him and the investigators tomorrow.”

Joseph is from a humble background from the hill country where his father was an evangelist. Joseph rose to be General Secretary of NCCSL for 14 years and was the President of the Methodist Church of Sri Lanka for two terms during 2005-2010. He was the recipient of the World Methodist Peace Award 2022. He is  the Co-Secretary of the Congress of Religions and the Secretary General of the Inter-faith Coalition for Peace. Having pioneered many innovative peace-related programmes, including interfaith initiatives, he passionately promotes interfaith activities addressing issues of religious freedom as well. He promoted ecumenical relations among various Christian denominations and inter- and intra-faith dialogue. This is how Methodist internet archives describe him with pride.

Doctrine seems to have been of little interest to him.

I pray for the return to a sense of shame among all Sri Lankans. That would set everything right. At least we would be lawful for fear of the loss of shame, if not the fear of God.

    October 2018, Lanka plunged into a major political crisis when Maithripala Sirisena then presiden dismissed Ranil W & Appointed former President . Rajapaksa as the new Prime Minister. Ranil’s proposals were seen as not suPpor with the country’s needs. Today, India claims that Sri Lanka’s current stability is due to its 4 billion ( Dol )financial assistance. Ranil’s supporters argue that he managed to contain the economic collapse, but it is widely recognized that years of corruption and mismanagement by successive parties drove the country into bankruptcy and left it dependent on foreign aid. At present, Ranil is being accused of creating fraudulent funds, a pattern critics say is consistent with his past practices.

    It seems that the JVP/NPP tipsy government’s attempt to change the system has resulted in a system upside down.
    There is no law and order on the streets in Sri Lanka.
    Political arrests have been made on the request of suspects’ own political parties. Hush money has been accepted to sign secret international agreements.
    Casinos are opened to act as safe havens for foreign and terrorist money laundering. Witchhunting continues to please foreign powers.
    The Prevention of Terrorism Act is set to repeal to remove the proscriptions of terrorist outfits, release the terrorists in custody and also to allow the return of exiled terrorists. It should be noted that 33 countries have proscribed LTTE as a foreign terrorist organization which proves that they consider LTTE terrorism is an active and persistent threat to democratic nations.

    What else? Former President Ranil Wickremasinghe has been arrested on false charges that he misused public funds for a “private visit” overseas.
    The invitation published by the United National Party clearly indicates that the invitation was extended to the then President of Sri Lanka Ranil Wickremasinghe to join his wife in a graduation ceremony and a luncheon at the Wolverhampton Campus in the UK. If the invitation was the other way, if it was addressed to Prof. Mrs. Wickremasinghe to attend the ceremony with her husband, it could have been considered as a private invitation. Besides, the invitation has been dispatched to Ranil Wickremasinghe through diplomatic channels which is another proof that it was an invitation for Ranil to attend the ceremony in his capacity as the President of Sri Lanka.
    While a foreign campus was celebrating an honorary professorship of Prof. Mrs. Wickremasinghe, which is an honour to Sri Lanka, locals have arrested her former President-husband for attending her graduation ceremony! This is a disgrace to the country.

      Lets put all your feeble logic on his ‘private tours’ aside, just tell us, how do you justify RW doing 33 overseas tours within twenty six months of his Presidency costing tax payers a whopping Rs 1330 million?? That is Rs 51m a month, doing more than one overseas trip every month!! Can you believe that!! How do you justify he wasting such a colossal sum on globe trotting, most of them la-la trips, while the masses were just out of gas, petrol, food queues leading miserable lives in a bankrupted country that is unable to meet its debt payments??

        It is no secret that current and former politicians in Sri Lanka have spent a colossal amount of money on monthly overseas trips and domestic intercity helicopter trips. What made you single out former President Ranil Wickremasinghe?
        Take your President Anura Kumara for example. From the time he was elected as the President in September 2024, he has visited India, China, UAE, Vietnam, Germany and Maldives. Next month, he is scheduled to visit the USA and Japan, making 8 overseas trips within 12 months. If we apply your own great theory here, in his first year in office, Anura Kumara has undertaken overseas trips every 45 days!!! Do you think he set a good example? No. Because our politicians never practice what they preach.
        At the rate of Anura Kumara’s international visits so far, it will not take too long for him to even break his predecessors’ monthly overseas travel records.

      As a proud alumni of Wolverhampton since 2009 I want to correct this misnomer.

      I saw the invitation on the news and it is the exact replica of what my then wife Susan received when I graduated.

      It was definitely not a professional invitation to attend as President but a common courtesy that is the tradition of Wolverhampton, to invite spouse or kin, parent or person of choice.

      We submit names prior. An attending crowd is necessary so as to make the graduation a full and well-attended one.

      Secondly, honorary doctorates at Wolverhampton awarded to Lankans is very common here. To have Sri Lankans conferred this way is frequent. However this is not my point.

      My point is that I see (having been a graduate of Wolverhampton myself) that Sri Lankans are being led astray by the UNP who are making it appear that an invitation to attend was extended in professional capacity.

      Wrong. Here in the U.K. your husband being President means nothing to them unless he is a specialist in academia from here and can contribute to the ceremony in a relevant way. Mr. Ranil Wickremesinghe was just an invite| like you would have been if your spouse or child was graduating.

    As for the expenditure incurred in Ranil’s UK trip; air tickets, accommodation and vehicle rentals are all very expensive in European countries. Unlike in Sri Lanka, you even have to pay for the airport VIP lounges. Due to security reasons and especially the UK being LTTE headquarters, you cannot blame Sri Lankan Presidents for staying in the safest hotels in London.
    The JVP/NPP tipsy government and CID officials may have difficulty in understanding diplomatic protocol, but what about judges and lawyers? Shame on you all! It is obvious that Ranil’s arrest has been made to please the tipsy government’s foreign and local supporters and/or distract people from protesting against repealing the Prevention of Terrorism Act.

    Professor Hoole, Thank you for a thoughtful article! I was in Year One or Two when Dudley passed away, so I don’t remember much about him. One of my uncles knew him well, as he served as a civil servant under Dudley in one of his ministries. When I was in my late teens, my uncle gave me a copy of the Daily Mirror that covered Dudley’s funeral. In one article, his lifelong aide Carolis mentioned that Dudley owned only five pairs of trousers and five bush shirts. In the same piece, Dudley’s clerk noted that his bank balance was just Rs. 464 at the time of his death. Over the years, I’ve come to feel that Dudley was perhaps the cleanest and most honourable leader we’ve had since independence in 1948. There was a quiet dignity about him that’s hard to find today.

    Regarding Maithree Wickramasinghe, I’ve heard that she didn’t obtain her promotions and qualifications through the proper channels. But I never felt compelled to look into it, given the immense political power her husband wielded—whether in government or opposition. After reading your account, it seems both husband and wife are cut from the same cloth!

      Yet, we must also remember how, despite his simplicity, integrity, and deep humanity, our own people ridiculed him, hurled insults, and dragged his name through the mud, tarnishing the reputation of a truly good man. That, more than anything, speaks volumes about our collective mentality.

      We are a nation too often swayed by gossip and emotion rather than reason and truth. Instead of thinking for ourselves, we choose to believe rumors and react impulsively. It is precisely this shallow, fragile mindset that emboldens politicians to exploit our weaknesses—playing to the gallery rather than serving the country.

        HT, agree. I have heard the way he was ridiculed during the last time he was in office. Politics is brutal and I firmly believe that being such an empathetic man, he did not belong there.

        Do not get sentimental about Dudley
        In his election campaign for the July 1960 election, a pamphlet was produced wit a cover showing Mrs B cutting a large chunk off a cake in the shape of Lanka and handing it over to SJVC.
        He was the architect of the Poya week (taken from Ne Win’s Burma) that caused chaos and Mrs B had to clean it up by settling with the Mahanayakes for Poya Full Moon holidays.
        He also allocated priority seats for the clergy in public transport (which was used almost exclusively by Buddhist monks) but nothing for the sick, the old and child-carrying women.

          SJ, you must already know this universal truth – there are no saints in politics. What we are doing here is comparing Dudley with other leaders in recent history – Sirima, JRJ, Premadasa, CBK, Mahinda, Sirisena, Gota and Ranil. My position is it is too early to judge AKD yet. Compared to the massive damage done by other leaders to our country – be it economy, ethics, morals or social values, Dudley’s biggest mistakes were making poya holidays or allocating seats in buses for clergy? I would call that a cool breeze then!

            I have no illusions about saintly politicians. but there is a tendency to portray some as whiter than white.
            Comparisons are subjective and scales too are.
            There are interesting records by Perm Secs and senior civil servants about their experiences with heads of government. They have recognized those who were very frugal and most proper in money matters.
            Some painted black as in, were much honourable than ones considered to be saints.

            Dudley did not make a mistake. He knowingly did it for political purpose. He was very much to blame for politicizing religion.
            Six years of administrative chaos (1966-1972), and you call it a cool breeze?

      I doubt if MW got her promotions by irregular means.
      Her failing to securer PG qualifications within 5 years forced her to be discontinued.
      But there is nothing irregular about a person being reappointed and starting at the bottom of the scale. I doubt if there a UGC rule prohibiting it. We do not know the circumstances either.
      BTW, RW could not have been in power at the time that she was discontinued and reappointed (circa 1996).

      The UGC got strict with long periods of probation around 1980 I guess.
      I personally knew four academics in Peradeniya who were probationers for very long periods out of academic laziness of some kind. When served notice to submit the PhD thesis by the end of 1982, all but one did. They (including the one who did not submit) were all bright people, but not very ambitious, and very good teachers.
      I doubt the author’s competence to comment on the quality of MW’s publications.

      There was a time when the Engineering Faculty allowed under the Old Regulations students to complete the first degree even after 10 years from admission. Some of the veterans turned up to be a brilliant engineers.

        SJ, As I mentioned, I had heard the allegations but didn’t take the time to look into them any further. Perhaps what you’ve shared here is relevant to her situation, and I may have been premature in passing judgment. That said, do you believe she has produced a sufficient body of work to merit a professorship? And did not use her political spectrum to get it? Has she published a meaningful number of peer-reviewed articles or books in respected journals, or are we stretching the definition of academic merit?

            Links are provided for the articles. Many do not have her name but are there except perhaps because she reviewed them or edited them

    Some degrees/qualifications/accolades …… are not worth the paper (or hard disk/cloud) it’s written on.

    Why try to rise above mediocrity …….. with worthless honorary accolades? (reading what you have written …… it looks like she was even below mediocre.)

    What’s wrong being mediocre ……. without showering oneself with worthless bullcrap?

    this coming to them , they were so obsessed in their ability to never lose power .
    My3 and Gota knew their limits so no future plans for them . But Ranil and Mahinda ,
    real obstacles to the government . We will have to wait and see how Ranil is going to

    Couldn’t have said better. In our own village, the saying goes – ” Lejjah Nethikama Mahamudalikamata Vada Lokui”. ( No Shame is higher than the Mudliyer) That describes our cultural history. So, in keeping with that culture, our ‘Leaders’ practiced ‘NO SHAME’ policy in the discharge of public duties. When I saw that ‘Large” bunch of ‘Professionals’ and ‘Political Leaders’ who were present in courts yesterday, what you said above dawned on me. How we have been ruled by such a huge crowd of ‘SHAMELESS’ politicians and professionals.

    One of my ‘Kadamandiya’ gatherings described this Ranil W’s case in a laudable colloquial way: ‘ Okunge Lejja Nahara Kapala Ne’ ( That particular vein of no sahme in their physical body has been amputated). So there is ‘NO SHAME’ left in their ‘Physique’ and ‘ Psychic’. There will be many more of this type to come before us.

      This is typically the stunt SJ pulls (see my article on 26 Aug. on ethics in comments). I did not say Batalanda was before or after the 1983 riots. But SJ hints there is something wrong, allowing careless and trusting readers (like in the next comment by Mahila) to assume there is something wrong with what I wrote.

    II – The title of this article – ‘ Where Financial Corruption Did Not Reach’. This allegation against a retired President, the ‘First Citizen’ of the country, is a pointer to the height that corruption charges could reach.

    I say it is the highest honorable ‘WINNING’ that the people of Sri Lanka have ‘WON’ for decades. The people of Sri Lanka have marked ‘X’ on the ballot paper and achieved this triumph without shedding a single drop of sweat or blood. They have communicated a strong and unretreivable message to the present Government and any other Government that would come to power. I am not worried about who is facing this lawsuit, but jubilant about the establishment of an irretrievable force of the law that would be applied regardless of the person’s status (political/social/economic) when committing a crime.

    To the present Government (political) and the Governments to come – Please, LEARN’ the ‘LESSON’ – The enforcement of the law has no barriers. The ‘Queen’, blind folded, who holds the scale and the sword, does not see the person but the law. I invite all the politicians to have a ‘replica’ of that queen in their office rooms and look at it at all times while performing your duties. It is a ‘WARNING’.

    The destroying of doctrine in the church is sad. Young Mr. Thevatheepan holds the written licence to serve wine at our parish St. James’ Nallur. The licence is from Bishop Dushantha Rodrigo to be exercised under the strict Supervision of Archdeacon Selvan. This week young Thevatheepan served us the chalice of wine. Then he donned a verti and went barebodied to the Nallur Temple Festival, daubed his forehead with holy ash and posted it in social media. It is noteworthy that he comes from a very depressed community converted by Prof. Hoole’s grandfather Canon Somasundaram in Ariyalai but as a result of the bishop’s and archdeacon’s multi-faith, encouragement of ignoring the church constitution including budget rules that prevent theft of church funds, Prof. Hoole has left our church and become a Catholic. I feel lost and letdown

      That village of Ariyalai is now powerful and has produced, with the exception of a district judge, numerous leaders who suck up to Douglas and form his base in elections.
      The particular Thevatheepan family is hell-bent on upward social mobility. They collect funds from Christian visitors from abroad for parish lunches and once charged something like Rs. 25000 for cooking rice in their pot.
      The archdeacon helps hide these accounts at the AGM.
      Like them a good part of the crowd at the Nallur Temple are folk who were never allowed to step in till recently..
      Douglas has put many of them in pensionable government positions like postman, clerk at an Ayurvedic hospital etc. while the church makes them teachers, church elders, headmasters. headmistresses, etc.
      A recent Facebook photo of the elders of the community having dinner hosted by Douglas is a measure of how powerful the community will soon be, if not already is.
      Perhaps what Douglas is doing for this long-oppressed community is good.

    Another warden at st.john’s church in the name of Roy suthakar, did a house warming ceremony on 2020, & a picture of jesus was blessed by the then Archdeacon samuel ponniah & the picture was taken along the road & kept in the house room saami arai….i wonder what kind of theology the Anglican Priest are trainned of. Pongal service is been celebrated at the Anglican church giving praise to the sun.
