By Colombo Telegraph –
“In a meeting called by Ambassador to discuss reftel demarche to capitals, chiefs of missions (COMs) in Colombo agreed with the U.S. assessment that the political situation in Sri Lanka had deteriorated after the presidential elections in terms of the Fonseka arrest, intimidation of the media, purges in the military and police, and renewal of Emergency Regulations. They also noted new threats to NGOs and INGOs, particularly Transparency International. COMs were unsure whether the recent political crackdown was temporary or indicated a new style of leadership by the Rajapaksa regime, though it appeared the Rajapaksas were set on a more authoritarian course.” the US Embassy Colombo informed Washington.
The Colombo Telegraph found the leaked “CONFIDENTIAL” US diplomatic cable from WikiLeak database, which recounts the details of a meeting US Ambassador has had with other Ambassadors. The Cable is written by the Ambassador Particia Butens on February 26, 2010.
Ambassador Butenis wrote “On February 25, Ambassador followed up reftel demarche to select capitals with a meeting with COMs of Australia, Canada, France, Germany, Italy, Japan, The Netherlands, Norway, and Switzerland, plus the EU and UN, to discuss the current situation in Sri Lanka and gather thoughts on the way ahead.”
“COMs made several recommendations for the way ahead including: — Refrain from active public engagement — especially in the press — with the government of Sri Lanka (GSL) until after parliamentary elections April 8. — At the same time, we should be prepared to hit the GSL hard privately or publicly if it moved forward with persecution of NGOs and INGOs. — After the parliamentary elections, we immediately and forcefully should re-engage to hold President Rajapaksa to his promises on reconciliation, the 13th Amendment, and economic development in the north and east. — In capitals, governments should encourage Tamil diasporas to renounce separatism and militancy, to find ways to make constructive contributions to economic re-development and political reconciliation, and to engage as far as possible with the GSL.” Butenis further wrote.

US should stop supporting LTTE TERRORIST FINANCIERS living in the West to agitate for a division in Sri Lanka. If that happens, we have plenty of examples of such divisions and ended up in DISASTERS.If the West TRUELY FOLLOW DEMOCRACY, they must advice the Tamil Militants abroad to give up their hidden agendas and help Sri Lanka to REBUILD ENTIRE SRI LANKA.
/
Pretheepan / March 29, 2012
Sri lanka was not the 1st organisation to ban the LTTE, it was the US. Without the US banning the LTTE Sri lanka had no chance of massacring 40,000 tamils.
Sri Lanka owes the USA big.
You brand the Tamils as militants when they have no weapons but celebrate Karuna and Douglas who carry guns.
You urge Tamils to help rebuild the country, but why should we if the money and land goes to the Rajapske and sinhala thugs who drive tamils from their home. What guarantee do Tamils have that they can live in peace?
The GoSL over 60 years has made promises; B-C pact, D-C pact, APRC, 13th Amendment and LLRC but all of these were torn up, ignored or protested against.
What has the Sinhalese done to benefit tamils and the other minorities, edxcluding the sinhala only ACt, or black July,
I will give you examples were such division created peace; Sri Lanka separated from British Empire( did not create peace), East Timor, Kosovo, Georgia,Kazakstan (other former soviet states), Bangladesh (from Pakistan) Singapore (from Malaysia). Many more.
Why don’t you give at least one example of how the Tamils have benefited from being Sri Lankan and not Ceylonese.
You do not know what true democracy is so how can you tell the West what it is. Sri lanka is a country where journalists are killed, beaten and driven out for going against the Government or the Ruling elite. In Britain the Government and the mp’s are afraid of the people and what they think and not the other way around. Journalist in Britain are celebrated for exposing corruption, human rights and government wrong doings. In Sri Lanka they get shot. There is no White van abductions in Britain or ministers threatening murder on t.v..
Why don’t you give up the 18th Ammendment and give the same rights that U.K gives Scotland to the Tamils. If you can do that then you have the right to talk about democracy.

Is this all possible, after the chief of wiki leaks has been legally
sensured? From where are all these leaks now comming to surface at this
present time? This is all concorted by the West in the name of wiki leaks, which is now defunct, just to create further problems for countries who care less about the USA led west.

I wish U.K and Scotland can take all the tamils from sri lanka so there will be no more fights all can live in peace.

Jim Hardy / March 30, 2012
It will be disaster if we dont implement our own LLRC report. Reconciliation is important with Tamils.
/
Max Silva / March 30, 2012
Jim,
Haven’t i told you before that we gave you the LLRC to chew as long as you like?If you don’t like the LLRC,go and chew the toes of Gordan Weiss.Bloody defeated Tiger terrorists!

You tamils who infilterated the north during the past centuries were driven away still with the lttle chance you got came back again and again. The majority of Tamils are in Tamil Nadu so why don’t you ask for your seperate state there in India instead of stating tamil land
in Srei Lanka go there and fight for it.

Observer,
That is your blind intention. Even other politician does that, we have enough guarantee MR will not do that. They had lot of opportunity to escape from dangerous responsibilities like not to launch humanitarian mission. Like other politicians (governments) they could make temporarily satisfy economy in the country until over there power. As an experience politician about 34 years, MR was started duty relevant point of main switch to stop terrorism in the country.
That is the main head ache for the people and international community make barriers to country and criticism them. Now you can understand how keeping behind the war it has been getting advantages other country like US, Europe.
It is significant, Madam Sirimavo Bandaranayake launching our own economical system in the country in 1970 who opposition party (UNP) had given same comments with bad political roomers.
Finally in 1977 they (UNP) started open economy killing all local industries by the result now we every body being punishing in all factors in the country (Economy, Health, Education, Good governance). cos of that any government cant survive with out loans until and unless staying in this economical system.
Base on that they have started develop agriculture sector and other sectors. Even at the staring point having some week points in this development projects, don’t open your mouth blindly.
At the beginning they were understood what are the major problems will be faced and they have strategy and expecting support from patriotic people. If you don’t know the history get help matured fellow.
It is not a base on escape from private jet. I am sorry dear….

The article related to advise given to diplomatic missions on how to conduct themselves in Sri Lanka. Some international non-government organisations have been immensely successful in helping people who suffer the most from war, tribal rivalries and genocide in parts of Africa.
Medecines sans frontiers is one such. However, some foreign governments do have a habit of using some overtly benign good samaritan organisations for espionage, eavesdropping and even sabotage, funding their activities with large bribes.
The US is a prime example of such bribery in countries with oil and petroleum gas, where every avenue to destabilise the country (regardless of whether democratic or authoritarian)where the eventual military onslaught happens in the name of “liberating” the poor souls who had fallen in that hole due to the manipulations of the liberators in the first place.
The sad fact is that ordinary people in those countries are not aware of this reality, as they are too pre-occupied fighting each other and blaming each other’s visible leaders or progenitors of what they perceive are “enemies”. The cruel reality of geopolitics is that. There has never been any genuine compassion by Western governments, to the woes of the Third World, in their entire history. Those are the facts!
