WikiLeaks: Ranil’s Comment That The Tigers Would Not Agree To Any Peace Settlement Is Interesting:US

“Wickremesinghe showed his usual mix of sharp political insights tempered with a self-centered approach focused on short-term political gains. The Colombo Telegraph found the related leaked cable from the WikiLeaks database. The “Confidential” cable is signed by the US Ambassador to Colombo Jeffrey J. Lunstead on June 23, 2006.

The ambassador wrote; “The UNP attended the initial session of the President’s All-Party Conference to build consensus on the ethnic issue, but Wickremesinghe now insists that the UNP will not attend further sessions until the GSL clarifies its position and recommits to the Tokyo Declaration, calling for a peaceful negotiated settlement with maximum devolution in a united Sri Lanka. Wickremesinghe believes that if his party and the president’s Sri Lanka Freedom Party (SLFP) could decide on a united negotiating posture to address the LTTE, the JVP would not be able to undermine the agreement. The Ambassador asked if, looking back, Wickremesinghe thought negotiations with the LTTE would have brought progress, or whether the LTTE would have returned to violence anyway, as they have now done. Wickremesinghe said that when he had signed the Ceasefire Agreement in 2002, his plan had been to engineer a settlement that would appeal to the mass of Tamils, the Sinhalese, and the international community. This would have isolated the LTTE.”

¶1. (C) Summary. In a June 22 meeting with the Ambassador,
Ranil Wickremesinghe, leader of the opposition United
National Party (UNP), criticized the president’s alliance
with the Marxist Sinhalese chauvinist Janatha Vimukthi
Peramuna (JVP). Wickremesinghe felt the president’s Sri
Lanka Freedom Party (SLFP) could work with his own UNP to
prepare a negotiating position to deal with the Liberation
Tigers of Tamil Eelam (LTTE). However, Wickremesinghe was
pessimistic about the possibility of the UNP and SLFP
collaborating, suggesting instead that the president will
remain bound to the JVP. End summary.

¶2. (C) On June 22 the Ambassador called on former Prime
Minister Ranil Wickremesinghe, leader of the opposition
United National Party (UNP). Wickremesinghe said President
Rajapaksa faces two choices: he can either continue to
support the Marxist Sinhalese nationalist Janatha Vimukthi
Peramuna (JVP) and look to that party for a Sinhalese
chauvinist support base, or he can work with the UNP to
create a long-term solution to Sri Lanka’s conflict.
Wickremesinghe felt Rajapaksa blames the JVP for unpopular
policy decisions that the president actually supports, citing
the JVP’s opposition to the bill on restructuring the Ceylon
Electricity Board (CEB) as one example. Wickremesinghe said
the JVP’s 39 seats in parliament are largely the result of
government support, and the JVP should not be permitted to
drive the agenda in resolving Sri Lanka’s conflict.
According to Wickremesinghe, the president always sees an
alliance with the JVP as “the first option.”

¶3. (C) The UNP attended the initial session of the
President’s All-Party Conference to build consensus on the
ethnic issue, but Wickremesinghe now insists that the UNP

      Was it not the critics of Ranil with MR at the top believed and trumpeted to the world that Ranil can never win an election? MR was most certain that he can never be shaken or removed. What happened?

    In SL, Politics is an exercise of half-truths dished out for half-wits. And, Ranil is a maestro at that. If he was that interested in reaching a negotiated settlement, with maximum devolution, what is holding him today from serving Tamils that very settlement that he once wanted to.

    Ranil is a tragedy for this nation.He cannot afford to be normal because if he becomes friendly with any person soon that person will realize what a failure Ranil really is . So he hides his weaknesses behind a show of arrogance and family bullshit.

    Look at this Ranil government. Yesterday ( 10 June) very little work was done in Ministries and Government Departments because all the bosses( UNP boys) went to Kandy for Senaka Senasiinghe’s fathers funeral , a retired lawyer.

    Among the mourners was the Governor of Central Bank Arjun Mahendran who looked really sad at the passing of the old Senasinghe. Arjun Mahendran is not a politician nor has to be popular. His job is such that he has to maintain some independence and integrity.

    I do not know if Senasinghe and Mahendran have been life long friends but that is very unlikely as they come from different class and culture. Now Mahendran whose right to hold this post is very damaged seems to be currying favour with politicans however minor.

    This is the type of Ranil rule which the UNP is canvassing for !

    Ranils argument for removing CJ Mohan Pieris was that Pieris was not properly appointed as Shirani Bandarnayke was not properly removed. Was DM Jayaratne properly removed and Ranil properly installed as PM ?

    Ranil you are spot on! I bow my head to the rank and file LTTE cadres who took up arms to fight racial oppression in SL, but the LTTE leadership was not interested in finding a political solution. In 1987, there was a near-perfect political solution mediated by India but Prabaharan like a madman opted to ignore this and resumed fighting. In early 90s, Chandrika came up with a meaningful package to work out a political solution, but again this madman blasted off Neelan T and carried on fighting.

    I am relieved this madman is no longer with us. I’m sure, if Ranil had been the president, he would have still finished this madman without harming the civilians and committing horrendous war crimes.

      And as for you being sure that Ranil would have ended the war without ‘horrendous war crimes’ how long do you reckon that would’ve taken? Even if it was a year later you do realise that you are then saying that you would rather have more innocent Sri Lankans get killed in that time including any one of us?

            Unfortunately the medical examiner’s report was inconclusive.
            He did note that sodomizing Thesiath Thalaivar with the red hot barrel of a recently fired T-56 as alleged would have been akin to throwing a twig down a railway tunnel, and as such as such the lack of evidence couldn’t be interpreted either way :D

    Are Ranil’s days numbered?.

    FM Samare’s political fortunes have jumped exponentially since January 8.

    He is now the undisputed Champion of the Vellalas, Diaspora and the West, after TNA Abraham accompanied him to London all the way in Sleeper Class, to hold the first summit with the ex LTTE big honchos lead by Norwegian Solheim, after election.

    The Photo in yesterday’s Elite rags in Colombo shows a few GTF heavies shaking hands with Samare after the Summit..

    They seem to be happy after listening to Samrare’s advise to them , to call themselves Srilankan Tamils and come back the old Motherland with their Moolay.

    The expressions on their faces look happy and contended.

    I like it.

    Only Statesmen can make such conversions, specially considering the fact that these are the big ass Hard Core Financiers and Supporters of the mighty LTTE.

    Ranil in contrast, is fighting like hell to save his ass by avoiding the NCF.

    Ex PM whom Ranil accused in Parliament only last month as Drug Dealer to his face, is now the chief Political Adviser to the President, along with the other living ex PM .Rathnasiri.

    These are hard core SLPFeers .

    And it doesn’t auger well for Ranil’s survival.,

    Is Sira’s strategy to isolate Ranil, and blow him up so that there is no collateral damage which might upset the NGOs..

    I mean Vellalas wouldn’t want him now . Right.

However, there might be some JVP support for Mangala. But which Party is going to make Mangala their leader? Think about it. But Chandrika has some control of the SLFP MP’s in this Parliament. Who knows what the Parliament looks like in September?

      He can talk to all the banned Tamil organizations as he wants including Senator Brian Seneviratne and Sriskandarajah’s TGTE with Rudrakumar as PM in Cyber Space… Brian is crying that he has been left out. BTF, TAG, USTPAC, TAPI, and CTC also are there waiting in the wings to talk to anybody. All talks will be fruitless, even for fruitcakes like Mangala and these Tamils.

      Elected Tamil leaders are from the TNA and upcountry Tamils led by Mano Ganeshan and Digambaram. These talks are fooling everybody and each other including the UNHRC and IC. Trust me, the US and India are fully briefed.

      So are Ranil and most of his cabinet who can think. Now that is a ……………

Are you saying the Thamils are an ungrateful lot? In the election held on January 08, this year Rajapaksa polled only 108,831 votes (20.89%) compared to 394,991 (75.82%) in favour of Sirisena! That is four times the size polled by Rajapaksa? LTTE is still popular with the masses because they fought against an oppressive and repressive state and its army!
