Without Any Promises Made To Them, Tamils Risked Their Future

Historic contribution of The Tamils for the democratic transition

The last regime not only did the Mullivaikal massacre and went further to eradicate the roots of Tamil existence but also changed the governance of the country by constitutional changes and plundering of the state.

A wise coalition of leadership in the south brought out a common-candidate and the regime change was democratically effected with the contribution of all – Sinhalese, Tamils and Muslims.

Tamils, encouraged by the courageous call of their leaders to participate in the elections and effect a democratic transition, did not only make a historic contribution in saving the country from a fast deteriorating regime that was arrogantly dictatorial and corrupt to the core.

This change also paved the way in creating democratic space in which accountability for war crimes and political aspirations of the Tamils can be articulated but not realised within Sri Lanka without much military aggression or suppression.

If, Tamils had listened to the calls for boycott, the country would have plunged into further chaos.

Without any promises made to them, the Tamils risked their future on the goodwill and the sincerity of the coalition government. The decisive call by Tamil leaders has demonstrated to the people and leaders in Southern Sri Lanka that permanent peace based on the principles of truth, justice, accountability and equality is within reach if we collectively take courageous and bold steps to achieve it.

But what is happening now?

It is true that the coalition government is entrusted with a heavy responsibility, not only to rectify fundamental errors in good governance, rule of law and corruption that will benefit the whole country, but also initiate bold measures to rectify fundamental issues of the state which have caused a prolonged conflict and a brutal war that left whole Tamil population as victims of successive governments crying for truth and justice.

Coalition government reaping some benefits of the change, but the Tamils fast losing patience 

With the coalition government doing their best to effect the promised changes within the 100 days, challenges are emerging both in the South as well as in the North.

While the regime is busy addressing itself to resetting international relations with the major powers, reducing /blocking UNHRC-accusation against the country and removing corruption, the fear of Rajapaksas coming back and the mode of participation of the UNP and the SLFP in the new parliamentary elections are hotly discussed.

The coalition government has done well in making the Northern Provincial Council (NPC) function under a civil governor, in giving some lands back to the people, in the way this year’s Independence Day was observed, in the President’s recent visit to the North and East.

However the Tamils, of whom not a word was spoken before the elections  about their grievances for fear of losing Sinhala votes, but who acted decisively in bringing a regime change, appear to be overlooked with regard to their more serious grievances even today.

It is not the words but actions are what needed within the first hundred days of coalition government to demonstrate to the Tamils, justice will be served and they will, sooner than later, have equality and equal stake in the country that belongs to all – Sinhalese, Tamils, Muslims and all religious minorities.

The Tamil population of victims crying for truth and justice as well as their leaders, who asked them to vote for the regime change, are increasingly impatient and new challenges to people and leadership are fast emerging.

It is an urgent need that the coalition government under President Sirisena, besides addressing problems related to return of lands and resettlement, address itself to the release of uncharged prisoners and initiate moves to search for the missing. Although the question of a political settlement with the Tamils, need more time and effort, some basic principles of a settlement must be spoken out in all seriousness.

My appeal to the South

As a Tamil catholic priest who had besides living and working among the Sinhalese, had also accompanied the Tamil struggle for many decades, I too exhorted the Tamils to participate in the regime change. Hence I wish to place before my Sinhala brothers and sisters the following points:-

This regime change brought out by the progressive forces in the south is a unique and golden opportunity to look in all sincerity to the question as to what went wrong in our post-independent history. The system of government that we inherited and the changes that we made with all enthusiasm then did not make this island a paradise at all. The fact of a multi-ethnic multi religious population was disregarded and an exclusive majoritarian Sinhala Buddhist state was formed as eloquently shown in the national flag. We have inherited a system of government which was successively led by leaders from D. S. Senanayake to Mahinda Rajapaksa. However, we have lived through decades of conflict and war mainly due to systemic errors that overlooked or discriminated the minorities. What happened during the last regime is only a last phase of what Tamils recently accused as a genocide of the state. It is not accusing the government and the leaders who operated the system but the system itself. Instead of blaming persons who took leadership of the state-apparatus, we have to re-examine our foundations and state-apparatus to effect fundamental changes with respect to nation building for a peaceful co-existence of all people.

The present leadership has spoken of “a new culture of politics” and I appreciate the views of some leaders among the Sinhalese prepared to look at the deeper causes of conflict and war. All of us know the limitations of the international bodies starting from the UN and the super powers. Since our goal as citizens of Sri Lanka is to reach peace and reconciliation based on truth and justice, we have to dare to examine the foundations of our state that is almost accused as a failed-state.

My appeal to the Tamils

As one of you I have participated in the struggle with all my convictions on the ultimate triumph of truth and justice. As stated publicly our struggle for truth and justice has a noble/sacred cause, namely freedom, dignity and equality of a people and their basic human rights as a Tamil nation with their traditional homeland. We have gone through a non-violent phase and then a violent phase and now a non-violent internationalised phase. I have been part of all three phases. I will exhort my people who have courageously brought out a regime change, to continue have confidence on their own leaders, preserve their unity of vision and team spirit in reacting to changes beyond our control at the international levels.

Let us not forget that even the most supreme powers of the UN admitted failure in preventing the Mullivaikal massacre. The present effort of the UNHRC is conditioned by the triangular relation between the UNHRC, the Sri Lankan State, a member of the UN and the super powers. We, the victimised Tamils are the objects of their limited and conditioned concern.

The blame for the present situation of the country or of the Tamils cannot be placed only on the Sinhalese people and their leaders alone. As I explained above, we have inherited a system of government initiated by leaders from all communities. Unfortunately it has brought us all to this plight. The present regime change is a unique chance to examine our foundations and do all that is possible for a better future.

Hence, we who are either victims on the ground or diaspora-stake holders, are called to make careful and responsible moves, not upsetting the international concern for our cause, not giving the new regime to effect some fundamental changes to our governance, and not weakening the unity of our current Tamil leadership when prudence and wise collaboration are the needs of this hour.

    S.J. Emmanuel, a Catholic clergyman, may have a right to articulate his views but they are just that – his individual Christian views that others may share or not share. What I find objectionable about him is that he claims to speak for the Tamil population of Sri Lanka when he was never elected by the Tamils of Sri Lanka. His views are his own and not of the Tamil totality. There is a plurality of opinion amongst the Sri Lankan Tamils where many in Jaffna and Batticaloa appreciate the Sirisena Presidency. We understand that it takes time to resolve issues created over the past 70 years. Sirisena is infinitely preferable to Mahinda. No, we are not losing our patience. We are in fact relieved that change has at last begun.

      Where are you living Mr.Thambiah? North or South or in the West.

      Twenty five to thirty thousand families from Vali North are still , after 30 years, struggling to survive without proper shelter, food etc. Their lands and homes have been taken over by the Army and refuse to resettle them. The demography of the land, North is being changed. You want more time for the government to resettle these people in 10 villages where all land boundaries have been deliberately demolished – another 30 years. Their own properties with titles were taken over forcibly by Arial bombardment. Land issue is more important than the UNHRC or internal investigation of the war crimes. What are they going to do after investigations, Sirisena is going to punish the offenders. Recently Mr.Wigneshawaran went along with the president Sirisena to see the Presidential Palace built for Rajapaksa at Kankesanturai. This palace was built by chasing out the owners of the land. What do you say Mr.Thambiah?

      remember, it always looked brighter when a new government came to power. like when Chandrika came.
      even this seeming change of culture did not come from inside the majority people. it has been forced upon them. take that external force factor and they would never have changed and they might even back track. it is not a change of heart yet. when MR held NPC elections it was because he could not justify not having it anymore. they can not commit the dirty crimes so blatantly any more as Sri Lanka is under international watch now.
      as far as majority Tamils are concerned there is no ‘Diaspora’ Tamils and other Tamils. there is only one Tamil Identity. whoever fights for the uplifting of his people deserve to be recognised and will be.

      Did Father Emmanuel claim that he is speaking for the entire Tamil population of SL or you are putting words in his mouth? Navi Pillay was not elected by Tamils of SL. Neither was Basil Fernando but they spoke against the atrocities inflicted on the Tamils. By the way, who are you anyway to tell whether FE does or does not speak for the Tamils.

      There is some fresh air and hope with Sirisena’s election to office. I think there is a general consensus on that. In short, he is more receptive than Rajapakse. The fear revolves around the past experience where almost every promise by the successive ruling regimes have been shamefully discarded and dishonoured. Each and every time the Tamils believe that something good will come out with the support of someone, they just end up with those hopes dashed. Such has been the reality and the frustration faced by the Tamils. Well, like everyone else, I would want to believe that this regime will be able to achieve where the previous regimes have failed.

    I feel that there is a degree of rational thinking by you which has encouraged me to respond in a constructive manner.

    I totally agree with you on striving for the principles of truth, justice, accountability and equality. However, I do not agree with you on one fundamental point. As you know,this island comprises of a multi-ethnic, multi- religious and multi-cultural society. The Sri Lankan State cannot constitutionally accept nor recognize a mono-ethnic region as the ‘traditional homeland’.While, historically it is true that the north and east is where the majority of tamils lived, the State cannot grant exclusivity to any particular ethnic community.

    A fundamental historical blunder made by politicians and their followers was to not restrict the tamil paoples struggle to finding solutions to their legitimate grievances on discrimination, equality,justice and accountabilty. Had they continued to focus on their legitimate grievances, they would not have succeeded in polarizing our society along ethnic lines and instead would have won the overwhelming support of the moderate sinhalese people as well. Instead, politicians chose to raise the stakes by demanding a solution to their perceived aspirations of ‘nationhood’.As a result, the threat of ‘nationhood’ was not received too warmly by the over-whelming majority of people at that time. The threat of ‘nationhood’ will never be accepted in future as well. This is the reality.

    If the struggle for tamil peoples legitimate grievances were pursued with and placed front and center, then Sri lanka would not be what Sri lanka is today, you would not be writing this article and many thousands of our people would be among the living.

      Father must move away from engaging only with the emotional and extremist lot in the Tamil community. He is entrapped and as a result he cannot see beyond his circle that undermines the real voices of the Tamil people.

      Some unknown 20odd screaming chaps who went on the spree to burn Sampathan and Sumanthiran’s effigies in London is the base of Fr Emanual. Neither his sectarian group GTF nor other screaming groups connected to it failed to condemn the conduct of the emotional hate freaks.

      Fr Emanual does not understand the wider Tamil views and function as an organ to promote the cause of the emotional extremists.

      Whist expressing my strong comment, I too wish the father a ‘long and healthy life’ and hope that his wise sense will facilitate marginalisation of the lumpans in the Tamil community.

      I do not share Usha’s optimism and political vision about Fr. Emmanuel. As she very well knows what Fr. Emmanuel did in 2008 January.

      Fr. Emmanuel was not involved in the political discussions with the Sinhala opposition
      and therefore he does not KNOW what was promised, on the policies and politics. Only thing he and Surendran did was that they banned their top officials to not meet Ranil when he came to London in September. They were so politically dumb.

      I will be happy to name names if the GTF or TGTE wants me to.

      GTF canvassed and lobbied hard for the Tamils NOT to Vote and boycott the presidential elections. Until they were silenced by two major players. Once again I need to be a little discreet.

      I am aware of what promises were made and policies implemented. There performance has been pathetic and unacceptable in many ways, and the intention is not there to really improve the situation. Their major appointments speaks for itself. If and when the Parliamentary elections are held this year or next year, the UNP will see stars in not only North and East but in Colombo and Up Country as well. They are going in the wrong direction, led by Ranil himself.

      Despite the fact the next government will be a Buddhist Sinhala Unity Government with Ranil as the PM and some SLFP guy as Deputy PM. It will be a hung Parliament.

      Tamils will have to be vigilant and insist on the promises and policies to be implemented without deliberate delays and planned feet dragging by the GOSL with the President and Prime Minister blaming each other.

      The Tamils would give a royal welcome to President Sirisena despite the cold.

      BTW, I have been to jaffna twice and Trinco, Mullaitheevu, Killinochchi, and Vavuniya this week and returned only last night.

      This government needs to do hell of a lot more to come up to 2005 level. 2002 level will just only be a dream.

      Truth, Justice and Accountability needs to be expedited and not delayed even with the concurrence of local Tamil politicians. There cannot be even any discussion on reconciliation or Unity as the foreign governments and local Sinhala politicians wish and want, for their own benefit, without the above as well as some form of compensation.

      Out of the 50,000 Indian Houses promised only 10,000 have been built and that too are in shoddy condition which even the homeless are complaining. That is because, GOI is supplying 550,000 Rupees, GOSL a Big ZERO, and the Tamil victims and survivors of the concentration camps and war need 1.2 Million to build a proper home. There has been big inflation from 2009 to 2015..

      Even this days in 2015, many are without electricity, water and toilet which is a basic necessity. Elephants are still attacking families in the night and damaging their little paddy plots or home garden or teak plantation which survived the war and army destruction.

        I wonder what the Rajasigham’s have to say about this assessment.

        The siblings, even as recent as a year or so ago, dismissed every critical reservation expressed about MR. Of recent, one of the siblings want to separate out “good vs. bad” segments within the Diaspora, because that seems convenient to their new strategies. Previously the “good” segment” was non-existent in their view as they cuddled up to their Rajapaksa heroes.

        As the self-proclaimed “authority on ground realities”, I recall the siblings even as late as last year making declarations to the effect,

        1. “MR has done 75% of what he promised the Tamils”

        2. “I have personally eye-witnessed the enormity of development MR and Gota have, by the kindness of their hearts,sacrifised for the Tamils in the North” (I am now guessing DR.NR included the KKS palace as MR’s part of that kind-hearted contribution for the Tamils to enjoy!)

        3. “Tamils in the North are going around with a happy smile, encouarged by the bright future MR was designing for the Tamils”

        4. “Tamil youth are too lazy and too pampered by Diaspora money, they refuse to work in the delvelopments going on down their own roads — and that is the only reason why Gota has to import Southern labour”

        5. “The Diaspora should open their purses very generously and fund MR directly, instead of paying their own kith and kin because the kith and kin are misusing the funds so received.”

        Ah! What words of wisdom from that singular Veterinarian who was empowered with such super-human capabilities during the stint at Peradeniya Vet faculty, as he proudly (perhaps a little shyly) confessed!

      I have always found Fr. Emmanuel a man of peace keen on reconciliation.
      Sadly the Buddhist Sinhala extremists call him names and unjustly question his intentions. The Father wants peace and unity in all of Sri Lanka to all our people. His work in the Kandy area years ago, among and for the Sinhala good, has to be better known and acknowledged.

          I am normally not inclined to defend my personal record, but there are exceptions when unfounded allegations are made although under ignorance. I have not migrated to Australia recently. I was a dual citizen even in 1996 but came back and served the country until retirement in 2010. I have my right to comment on SL or any other issue. Don’t be a frog in a well. Try to have a broader outlook.

        Before 2009 he was a No Body. Only in August 2009 he was made President of the GTF because of some infighting where members did not want the acting-interim President Nagalingam Ethirweerasingam to be made permanent President.

        Anyway, it is time that the GTF had proper elections and elect capable officers. So should the TGTE from Cyber Space.

        Tamils who were active and hands on regarding the Tamil freedom struggle for 40 years in Sri Lanka and in the diaspora are very well aware of these new comers claims and real contribution. Too bad that these ladies and gentleman are unable or unwilling to meet people who matter in Tamil Nadu, Delhi, Colombo, Jaffna or even KL.Some have got deported from India and Malaysia and never visit SL since 1977 or after they left.

Wigneswaran, the Chief Minister candidate the TNA was prodded to field by the Establishments, found The Hindu on Thursday to bare open what would be his political agenda once given with a ‘mandate’ by a choice-less people, commented Tamil activists for alternative politics in the island. Speaking to The Hindu, and comparing the island situation to a husband and wife fight at home, Wigneswaran addressed to Tamil Nadu that “We will fight, but sometimes we come together. The next-door neighbour must not come and say ‘you must divorce, you must divorce’. That is not your business.”

I would have like the Rev to have included a para asking Tamils and Muslims in the North and East not to support any diaspora organizations which still carry LTTE Tiger Flag. These group only make it difficult, if not impossible for Maithri-Ranil government to move forward faster to offer the environment which the citizens of North and East want.

    Historic contribution of The Tamils for the democratic transition

    1) A wise coalition of leadership in the south brought out a common-candidate and the regime change was democratically effected with the contribution of all – Sinhalese, Tamils and Muslims.

    *** Rev I endorse the above with some reservation. The inclusion of the Sinhalese is somewhat tainted by the fact that the majority voted for MR.

    2) Tamils, encouraged by the courageous call of their leaders to participate in the elections and effect a democratic transition, did not only make a historic contribution in saving the country from a fast deteriorating regime that was arrogantly dictatorial and corrupt to the core.

    *** It was more an anti MR than Pro Coalition as the manifesto didn’t contain anything positive for the Tamil. But it was better the devil you didn’t know than the one you knew.

    3) This change also paved the way in creating democratic space in which accountability for war crimes and political aspirations of the Tamils can be articulated but not realised within Sri Lanka without much military aggression or suppression.

    *** I take comfort from the progress so far ( although slow) and echo the words of Martin Luther; I have seen the Promised Land. I may not get there with you but as a PEOPLE we will get to the PROMISED LAND ( EELAM)

    7) It is not the words but actions are what needed within the first hundred days of coalition government to demonstrate to the Tamils, justice will be served and they will, sooner than later, have equality and equal stake in the country that belongs to all – Sinhalese, Tamils, Muslims and all religious minorities.

    *** Slow and Steady wins the race.

    8) The Tamil population of victims crying for truth and justice as well as their leaders, who asked them to vote for the regime change, are increasingly impatient and new challenges to people and leadership are fast emerging.

    *** I hope come September we will be getting ready for a Wonderful Christmas.

    My appeal to the South:

    *** Will fall of deaf years and all you hear will be your ECHO from the North.

    My appeal to the Tamils:

    What I want to say is that NOT all the Tamils here were against MR. Many apparently weren’t interested enough to vote despite having the chance to send MR away.

    Note that the elections here were the most free and fair since a very long time.

    If I were a TNA leader I would be worried.

    There is no hope for Sri Lanka. Comments are more illuminating than the Article itself. Comments are from the citizens and reflect the electorate.

    Sinhalese and Tamils both show no willingness to compromise; the Sinhalese more so than the Tamils. Fr Emmanuel only asked Sinhalese to show a little gratitude. Is that so difficult?

    The politicians are in the “business” only to make money. Today’s news is that ex President’s brother in law in the USA spent US$ 400,000 for consultation fees. To whom he paid it, even the Treasury does not know. Current President appointed Governor of the Central Bank’s son-in-law has made several million (or is it billions) through insider trading. The Rajapaksa thieves, Mara, Gora, Bara is another story. Looks like SL has been swindled to the tune of at least US$ 25 billion. Translates as they have already bankrupted Sri Lanka. Maithripala Sirisena, or Ranil do not have the balls to put them in jail pending a proper investigation, and court action.

    President Mathripala is now hooked on the drugging effect of power. He will try to hold on to it whatever the cost. JVP’s sound is getting weaker and weaker. Looks like MARA is making good on his promise to bring out the files. There is a strong possibility Maithripala is being black mailed either for his own past misdeeds, or for those of his kith and kin. How can a person sacrifice his brother? No way. JVP may be suffering from similar restraints.

    Ranil is a mystery. Why did he have to declare, that the ex President peacefully handed over power? It was a blatant lie. Why was he always treated so nicely, politely and with all courtesy. Was there no deal between Ranil and MARA that Ranil will manage the Opposition as the Government’s Obedient Opposition and that as a quid pro quo Ranil’s personal freedom and government perks will be guaranteed? When so many were getting whitevanned how did Ranil escape even without a scratch?

    The democracy “thing” is not working. It cannot work in Sri Lanka. Imagine a President and Prime Minister held hostage by an enemy Parliament trying to run a government. They are really hostage to a Parliament full of hostage takers who want their pound of flesh. Can it work? Never. Because the electorate is dumb and cannot understand the arithmetic of democratic power.

    Theruwan saranai. May God save our country.

    But do we as citizens deserve divine mercy? We don’t, because most of us are not only illiterate but because we are also arrogant bastards.

      Indra,

      Don’t take the views expressed here as ‘representative’ of all Sinhala, Tamil and Muslim people of our country. In fact several are quite ‘extremist’ views. The majority of our country don’t know to read and express themselves in English. That makes these responses by far a tiny minority.

      For a majority of our people ‘out there’ any chance of peace is welcome. They are not even concerned about regaining all their rights and responsibilities at this stage. These are initial steps towards reconciliation as a nation and the building of a new Sri Lankan identity.

      So I don’t think we need be so pessimistic about the future of the country. We have got ourselves some ‘space’ for democracy (arguably in need of some stability in the coming months owing to the old guard’s attempts to arouse communal feelings) and need to get the help and support of all progressive Sinhala, Tamil and Muslim people to make sure the detractors become the minority.

      For this purpose I think the Rev’s article is a very welcome one (as are some of the responses from those like Laksiri and Donald).

    Rev. Father knows the History. We are no match to teach him. He knows well what DS did. He gave all the promises to England. He bought the Tamils minsters with a copy of coffee. The he got the Soulbury constitution ratified and disenfranchised the Tamils.

    Can Father explain when he endorsed the New Royal Government, how he differed from the Tamil ministers who ratified the constitution?

    Can I thank Fr Emmanuel for this piece of article in which he appeals to all sections of the Sri Lankan society for moderation and mutual respect. Can I also wholeheartedly thank the ‘moderation’ and wisdom some members of the GTF are displaying in this instance. Can I also appeal to those with too much ‘sudanthira thaham’ (the thirst for liberation) that blinds them to a point where ‘they would not hesitate to cut their own noses off in order to be a bad omen at another’s party’ to quench their thirst at some remote river in some Western capital……rather than wishing for more blood shed in SL. Guys, with the cancellation of the ‘Port city deal’ announced today we can see the Indian diplomacy is at full force.

    Make no mistake however. What is on offer, at least with my limited understanding of politics, is a reasonable settlement that protects the Tamils’ rights for safety, honour and dignity in a way that does NOT threaten the territorial integrity of Sri Lanka – either overtly (enforced separation) or through stealth (a federal solution). The Indian diplomacy is a very mature institution and there are very good reasons why they have limited their ‘solution’ to full implementation of 13A…..perhaps with all it’s limitations. The Indian establishment fully understands the dangers of a Federal solution including the rights for a plebiscite at a future date. The Tamil leadership must be wise enough to see this reality. There is a beautiful word in Tamil and that is யதார்த்தம் (or reality). If – as in 1987, the Tamil leadership fails to see this யதார்த்தம் and act accordingly, a ‘West Bank’ type of solution is what awaits the Tamils in Sri Lanka. Remember MR & GR nearly delivered that solution……..we will not be third time lucky.

I remember speaking to several JT and Indian tamil students then and asking them what they think of north – they were averse- I went singing & i still enjoy Maratha company.

    Truly a sad situation for the Tamils.

    (however, one cannot forget the Sinhalese who suffered LTTE terrorism)

    You want to look in all sincerity to the question as to what went wrong in our post-independent history

    Roots and cures of the causes are these :

    1) stop blaming successive governments.

    2) Start looking at, and praying for the mental states of both races

    3) Realize that all and everything began with Racism!

    4) Take steps to remove Racism with modern day DNA-readings. A good start will be looking at the Harappa Ancestry Project’s Graph of World Admixtures that show that TN-Tamils, Jaffna Tamils, Sinhalese all having almost the same genetic structure.     5) Realize that Jaffna Tamils were a secluded community removed from the greater Tamil Nadu population. They thrived as an atypical and carefully cultivated society of ancient convention, which cannot constructively operate in modern context without succorance of another.

    6) Realize that Jaffna Tamils need to live in Symbiosis with others, rather than be Parasites. When Tamils came South to set up shop after independence, they did so without much regard for the Sinhalese. They sucked up the resources of the South, with little caring of the struggles of the Sinhalese. They demeaned the Sinhalese, and then shouted “Pogrom” when they Sinhalese hit back in retaliation.

    7) Admit that when the Tamils came all over the south to set up shop, there was some intent of colonization on what they believed was theirs originally.

    8) Sinhalese to admit to their successive pogroms against the Tamils, and that it was probably race related, although it was an excuse, rather than a reason.

    9) Sinhalese to quit harping on Mahavamsa, and trying to prove 1 or two % point Aryanism over Tamils. (Someone actually said that the difference between Apes and Man is 1%, but that is a whole different scale of percentages….rather like the dna between apples and oranges – apples being the Granny-Smith, Fuji, Gala, Red Delicious etc. varieties, and Oranges a whole % point different– what a disgrace, when you consider the difference of Lankans compared to Chinese and Europeans). http://www.smoothieweb.com/category/fruit-smoothies/apple-smoothies/

    10) Tamils to realize that Sinhala-only policy was much needed because mixed races, Muslims, and Tamils controlled most of the Lankan resources; Sinhalese were the marginalized and disadvantaged majority.

    11) Sinhalese to admit that the language policy should have been more gradually implemented, and that the reasons in implementing it so radically was to hurt the minorities as much as possible and drive them away. However, it did give them a grasp on the processes and procedures of the Nation, otherwise, the Sinhalese would have been sidelined throughout. However, it was hoped that that minorities would have joined in with the Sinhala language and become one with the majority.

    A look at the info you posted confirms that I was correct and about 20% of votes in the Jaffna and Vanni districts were for MR. I am pretty sure that about 40% didn’t bother to vote despite all the hype.

    Dear Mr/Mrs/Mas/Ms: Kali, Mallaiyuran, Thondamannar, Siva Sankaran Sarma, Sach etc. etc.
    The mere fact that you guys comment on these issues mean you care and the mere fact that you guys comment on these issues regularly mean you guys care very deeply. I respect you for that tremendously. You care for a Country, a Culture and a People you left behind or currently live with…….that is taken for granted.

    However, I think it is necessary to point out that prolonged conflict always destroys a people- morally, culturally, spiritually and socially. If through our mindsets/past experiences…..perhaps hatred towards someone in your own lives who was unfair to you or discriminated against you……or through loyalty towards someone close who was killed as a result of all these…… or whatever, we prevent the emergence of a consensus, we will be be left in a situation where there is nothing left on either side that is worth fighting for. Please make a brief trip to the West Bank Cities when you have some time and you will know what I mean. What prolonged conflict has done to that society and to those people – both Israeli and Palestinian. Look at the repercussions of that conflict on the wider Region. Is that what you really want for the people, country and the Region you deeply care for?

    Guys, the reality is that 13A – within a Unitary constitution, is there to stay and people like you must give it a chance. 13 A – through Provincial Councils that are resourced and empowered to function and meet the day to day needs of the local people, allows the space for the minorities to protect their proud culture, identity and enables them to develop and grow as a people. It is certainly not the Utopia that was promised amongst the thunderous applauses of the 1977 election campaigns in Jaffna and the surroundings, but it is certainly the result of careful thought and consideration of some very intelligent people – including MR G Parthasarathy, a very renowned diplomat from the Region. It does not threaten the territorial Integrity of the country as it is not a federal arrangement. There is no scope for a plebiscite and the ‘Centre’ is always more powerful than the ‘Periphery’. Politicians – on either side, who argue to the contrary are merely on a self-serving agenda. We all know what that breed of politicians did during the previous regime while preaching ‘Deshapremaya’ to you and I.

    Once again remember that ‘Prolonged conflict ALWAYS destroys a people to a point where there will be nothing left worth fighting for’….. Please try and become someone larger than your current selves.

      There were two Parthasarathy’s/One was in Mrs. Indra’s government. He was the one an expert like Kissinger. He was appointed by Mrs. Gandhi to take care of Tamils matters. JR complained to Rajiv of G.P. Rajiv fired him immediately and put the other one. He was neither an expert like G.P nor supportive of Tamils.

      I reply because you had mentioned my name and thanks for the courtesy.

      I am not a person who is against power devolution. Actually I was once a supporter of federal set up being the ignorant one then. I think many people who call for federal belong to that category. But I support 13 A. I am a very vocal supporter of 13 A among Sinhalese.

      But I will tell you one thing many Sinhalese including me do not trust the tamil politicians and especially TNA.

      I am very much opposed to fedearl set up because that will be the end of SL and we Sinhalese and tamils both will lose our sovereignty. That is an issue of national interests and security concerns. That is not racism

      I dont think tamils face a west bank type situation in SL, and most of Sinhalese get an idea on Tamils and their lives on how Tamils live among us. As we see, many Sinhalese cannot understand what problem they have looking how tamils live in South.

      And I do think we need to get deeper into the real causes of war and conflict and the past actions of Tamil leaders (not only Sinhala) need to be looked at. Otherwise it is unreasonable.

      And finally this conflict is a history debate. So I think seeking an end to this would only solve this issue.

    Thevaram is back again with his “Palaiya Puranam- 13A”.
    First you want to understand what Tamils problem is, before you imply that Tamils like me willing to prolong the problem, without to solving it. The prolonging is part of Tamils overall problem. Soulbury Constitution had the equal rights for Tamils and Sinhalese, by treating them as Ceylonese. Sinhala Buddhist ID was created, eventually, for political survival by Sinhala Intellectuals. SWRD brought the Sinhala Only, then pretended like he like to solve it, then cancelled the Banda – Selva pact. Any rights taken over by the Sinhala Only was never simply repealed, but today, Singing National Anthem in Tamils is terrorist act. Sinhala Intellectuals’ successive governments, instead of solving the rights taken away by an earlier law, they remove a new one. This is harder pinch than the earlier punch. So the Tamils talk shifts to new one. Then they start to rock the cradle as negotiations. When they could not prolong the rocking they deliver even a harder pinch. This is the political maneuvering of the Sinhala Intellectuals. So, if you call something as Tamils problem, it prolonging too. 13A is not solution for Sinhala Intellectuals prolonging the solution. 13A was solution to minimize Rajiv Gandhi’s pressure only. The new government’s plan is to change the constitution prevent Tamils influencing the election result like last time. Once they have done it, they want to have changing the constitution closed for ever to make that Tamils problem never get solved. So, in the meantime, they are using to sell the 13A and keep Tamils cool, not bothering them. If the Tamils keep quite at this time, here after, the Lankan constitution will be ever changed to accommodate Tamils. So, this prolonging or using delaying techniques is a part of the Tamils overall problem. It is not Tamils’ action is prolonging solving of the problem.

    I am not the one insisting on or proposing to prolong the conflict. It is thoughtless action of those who consider them that they are superior and can to lead Tamils by sitting on the couch. Successive Sinhala governments, prolonged the problem, without solving it. From 1948, when Tamils had to fight for disenfranchising as the priority, Tamils set have changed a lot and their priority has changed a lot. Any change from Tamil did not work at any juncture of this struggle. Now it is time to get the IC’s full involvement through UN, unlike in the past, not one country like England, India, China, and America. All these countries, one time or other, have been easily fooled by Lankan Sinhala Intellectuals. Allowing Sinhala government to solve it themselves is only an age old recipe to prolong that is our main problem at this time. That is why we did not like to see UNHRC prolong the investigation.

    I am not the one proposing the failed 13A, to prolong and fool everyone. That prolong techniques purely yours. 13A is here from 1987, not from 1977. But the 13A did not work all these time. Varather was seated by India to test the Lines of the 13A. Varathar complained it has no authority. Pillaiyan was seated by the Lanka; he complained it has no authority. The candidates from both sides of the contract, or the India-Lanka Accord, accepted the fact. There is no authority to rule even a village council with 13A 13A is a technique to bring Tamils(only Tamils, not depriving the Sinhalese, unlike in PTA like Act) under EP’s representative, the Governor’s rule. In India this if a state has to come under governor, it has to be proclaimed at the parliament. With 13A it is continuous process.

    13A can be subjected to repeated Supreme Court harassments. Wimal, single handedly broke it into North and East. Shiranee allowed younger brother prince to take the developments powers, over and above provinces. Chandra Siri, without consulting of elected ones, had hand over the authority back to Central. It is clear 13A cannot stand any legal challenges that are bound to come in the feature too. 13A not accepted by Sri Lankan Singhalese, Eelam Tamils, TNA, LTTE… There was never a referendum on that in the Tamils’ section. UNP never implemented, not even out of North and East. SLFP never implemented, not even out of North and East. Last government had the PSC set up to erase it completely. Only, they were waiting the election to pass. They lost it. So the 13A survives until now. Otherwise, by now it should have been gone. But it will go out in the near future, nothing can stop it.

    I do not want state like you “13A delivered by the greatest souls and it is Good”. I know the sinister purpose of the Sinhala Intellectual who drafted that. It was drafted to enslave the Tamil’s land under an EP. I am not going pretend as a constitutional expert like you did when declared it as “GOOD”. Most of my grasping of it is coming from Satyendra’s booklet. Read it, if you have not for. But if you have a constitutional point that you could not accept on that booklet, bring it to CT; we talk. If you don’t bring anything here, we have to assume, that either you do not want to know what is 13A, but wants to preach, or you do not have any objection to Satyendra’s explanations and you too now accept that 13A is a fake amendment.

    I repeatedly cited past negations, war and Indian involvement as the failed activities to settle the problem. Time is for the Tamil leaders to stop and think for a moment. Sampanthar and Father had accepted that diplomatically making international community into the problem is the way to solve it. Lanka is continuously putting different techniques to push away the IC. Sirima took India’s help, JR felt that is oppressing and he contracted with West, Premadasa opposed India, Chandrika worked with West. But as a superseding technique, Old King used China to prevent IC involvement in Lanka. Further, during foreign countries’ involvement time, Kathirgamar was used to isolate Tamils from IC. In this time, he successfully prevented Sampanthar getting even a visitor visa to US.

    Now, after 2009, and China’s meddling, countries have found some glitches in their past actions. They will not confess, but ready to listen to the Tamils grievances. Tamils have to recognize that for the IC countries, their own interest in Lanka will only give them a ground for them to get involved. Lankan Sinhala Intellectual will talk of sovereignty to keep them out. But considering these up and down in the IC involvements, Tamil have to keep IC engaged in to this, instead allowing the Sinhala intellectuals dislodge the IC from the problems like in the last election after which IC is progressively withdrawing from involving into our problem.
    For example, without America having a problem in Sri Lanka, America is not going to remember the Tamils problem to talk in UN. Sinhala mass has not faced any serious issue themselves to decide that they would like to go ahead and solve the Tamils problem. The New Royals have asked UN to defer the tabling of the UNHRC report is only because of Sinhala are not ready to see the report. The Sinhala Intellectuals are not just asking UNHRC to postpone presenting it in September either. They are asking to give it up. UN has given a time until September to show constructive improvement if to drop it. Because of the change in the government by the last election, it will completely dropped in September, or instead of deferring UNHRC many appoint another commission to delay further. At least, may release, not bounding it for action, like the Expert Panel report and Internal Investigation report?
    So, the 13A is not developed to solve anything. It is not a solution for Tamils’ problem. There is nothing to implement in 13A. Nobody is in the world, at this time, willing to implement that. No international counties have asked (other than India) to implement it. When the peer review was going on of Lankave in UNHRC, two year ago, only India talked about 13A. All other countries expressed disappointment on India not showing interest in advancing the investigation and try to solve the problem. Now, Rev. Father and Sampathar have made all countries to push backward the inquiry. All countries are now in India’s situation at the peer review time.

    Talk of implementing of 13 A can only retuning back to the start. That is, Tamils may have to take arms, like in 1980s and 1990 and 2000s. America has to come back to suppress it. Things have to back to UN. A new Dhayan has to defuse that in UN. Going beyond him/her, UN shows some interest to get involved. Then a new Father Emanuel and Samparther turn the direction of the problem. Then a new Thevarm will come back and sing his Puranam about prolonging the problem and solving everything with the 13A.
