Your Excellency Our President, We Need One Country With Two Nations

Your Excellency our President, Honourable Governor, Hon’ Parliamentarians, Hon’ Members of the Northern Provincial Council, Chief Secretary, District Secretary, other officials, distinguished Guests and my dear brothers and sisters,

It is indeed a red letter day for us in the North. Our President who was elected to office with a significant contribution of votes from the Northern and Eastern Provinces has found the time among his onerous duties to be with us. We welcome you Sir and wish you the very best in your current distinguished office. We are also hopeful Sir, during your stewardship significant progress would be made to resolve the ethnic conflict which has unfortunately been allowed to fester by politicians of all hues. Your Excellency hails from Polonnaruwa, an area where Buddhistic places of worship abound. My early childhood was spent in the surroundings of the Maha Bodhi – the Temple of the Sacred Bodhi Tree in Anuradhapura. We Tamils particularly the Hindus  too give great importance to the Bodhi Tree or Arasa Maram. This holy tree has had a significant effect in instilling Metta – loving kindness, Karuna – compassion, Mudita-sympathetic joy and Upekkha – equanimity among those who reside in its close proximity In Pali these four attitudes of the mind are known as Brahma Vihara – which means God like states of mind. Such attitudes simply mean freedom from hate.

It is the urgency of the hour today that we need to banish hatred from our mind. Sir, let me tell you a secret as a humble student votary of all religions. Our political problems cannot be solved by our head. They need to be solved by our hearts. It is a change of heart that could bring us a change of attitude. When we allow our heads to rule us from political standpoints or selfish standpoints enlightened or otherwise, we cannot bring about Metta, Karuna, Mudita nor Upekkha into our life. Being born in an area where from ancient times the higher states of mind and attitudes among the Buddhist clergy and Buddhist public have been prevalent, you are ideally suited to usher in a new way of life, a new humane understanding among the denizens of this Country. We welcome you whole heartedly into our midst.

I have been asked to speak for seven minutes. I want to speak in English not because I want to relegate Tamil language an inferior status but to grant the Link language its Constitutional importance as a bridge building language. It is my humble view Sir, if we are to progress as one Country with two nations every single individual in this Country must be competent and conversant in all three languages, Sinhala, Tamil and English.

We need to go back to the pleasant state of relationship that we had at the time of the grant of independence. Many matters have contributed to the suspicion among our communities. Some politicians have positively fanned the embers of communalism. Under your stewardship may the soft breeze of humaneness and compassion pervade this Island of ours.

Yet, I need not remind you that even though the 13th Amendment was brought in order to resolve the problems of the Northern and Eastern Provinces it has had no effect. In fact it has got emaciated inter alia during the term of office of President Premadasa, further emaciated by a technical Supreme Court judgment and by the passing of the 18th Amendment and the Divineguma Act. Mr. Appapillai Amirthalingam and others including our present leader Mr. Sampandan on the 28th of October 1987 had foretold that the 13th Amendment could never be a solution to our problems. Even this very DCC meeting had created problems to us. On the 18th of November 2013 your predecessor on his Birthday had written a letter to me despite our landslide victory in September that year that I should be a Joint Chairman to take forward the Mahinda Chinthanaya. It was that Chinthanaya that had been rejected by our people. The thinking hitherto has been that the Central Government does what it wants and the Provincial Council must co-operate with the efforts of the Central Government. Devolution means the periphery being allowed to decide what it wants to do ably supported by the Central. This aspect of the administrative process might be taken into consideration and proper devolution of powers might be enacted soon.

It must be remembered that we are different in the North and East. We are a war affected region. Our problems are different, serious and needs adequate handling. I have yesterday impressed upon the Resident Co-ordinator of the UN in the presence of the Under Secretary General Mr.Feltman that a needs’ based multi lateral assessment is a crying necessity for us to properly address our special problems. Nevertheless many matters need the attention of your Government in our part of the Island on an ongoing basis.

In the field of Education we have the urgent cases of contract basis teachers, part time teachers and volunteer teachers. There are 177 contract basis teachers and 87 part time teachers who need to be conferred permanency as teachers. The volunteer teachers 389 in number need to be absorbed into the Sri Lanka Teachers’ Service. Our Education Department has also asked for the filling of vacancies over 100 in number in the SLEAS cadres.

In the Health Sector there are shortages of Consultants in major Hospitals. Only 55 are now serving out of a cadre of 119 in the Northern Province. There is dire need for medical administrators in the Province. There is an urgent need to fill at least 100 vacancies out of 242 existing vacancies among medical officers needed. At least 150 nursing officers are urgently needed. There are many other requirements. As the former Minister of Health you Excellency might have come to know of our predicament earlier itself.

Our Agriculture Minister has many problems of which the pollution caused to the ground water sources in Chunnakam and adjoining areas are causing concern. Our Fishermen’s issues were brought to your notice recently by our Minister of Fisheries.

I am told our Ministers will forward their needs and requirements by writing to your office Sir for your favorable consideration. Our Chief Secretary has already stated his piece. It was my desire to hand over in writing all their needs to you here today but I have not succeeded in getting the relevant documents in time.

As for my Ministry let me set out very briefly our needs and requirements.

An urgent need of the hour in the field of Land Acquisition is to put a stop to the haphazard acquisition by the Military and the Police, of lands belonging to the general public. Lands already acquired without our permission nor consent be handed back to the legitimate owners. In Kokkilai and Manal Aru the local occupants of lands have been forcibly evicted and persons from outside our Province have been allowed to take possession of their lands.

We are also concerned about the so called “disappeareds” and those detainees who for years are in incarceration without any cases being filed against them. Many of the so called “disappeareds” are there in unofficial detention as opposed to those in official detention. It is high time they are identified and an Amnesty be given. Wesak comes on the 3rd of May. May I suggest an Amnesty for them on that Holy Day?

A scheme to arrange for the livelihood needs of the dependents of those who are in Prisons and in detention need to be formulated. It is but a humanitarian exercise. Many such unfortunate dependents come in numbers to us asking for relief. We are not financially provided for such exigencies.

There are those affected physically and mentally by the war who need attention.

The surreptitious and illegal removal of sand and stone without consideration for the adverse environmental effect they cause, is a matter that needs immediate attention. Without proper permits nor official papers, with political influence much of our resources are being removed. There seems to be connivance and concurrence on the part of various official power bases.

Farms and houses, estates and lands taken over by the Armed Forces and others need to be immediately released to their legitimate owners. For example the Vavuniya Co-operative Training Institute needs to be released to the Northern Provincial Council by the Central Government.

The Boat to Delft called Vadatharakai has been take over by the Navy and not released. They must take steps to give it back to the People.

There are a number of temples, houses and public places which had been destroyed during the war. A system of paying compensation to the affected people needs to be formulated.

Many cases of corruption in official quarters remain unaddressed. They include recruitment of persons to employment outside due process.

The setting up of the CM’s account was unjustly scuttled by the previous Governor. It is high time the CM’s official account is allowed to function. Such an account will no doubt come under the purview of the Auditor General.

There are many other matters. Let me conclude stating that your visit to the North it is hoped will usher in a new chapter in our History. May Divine blessings be with you Sir!

      What is in a name? Words would have to carry with Deeds.
      He could be called Mr.President or Mr.Sirisena or by any other name but CM has fancied to call him as Excellency after garlanding and welcoming him on behalf of the Tamil people.

      The irony is Mr.Sirisena and Mr.Wigneswaran had gone on sight seeing of the Presidential palace built by Rajapaksa whereas the ordinary people who were living in those areas are living in camps and shanties, in the rain and sun, having chased out of their homes by Arial bombardment during Mr.Wickremasinghe’s and Mr.Sirisena’s governments. How do you see it?

      It is not what CV thinks. It is what it is. If there are two different races ,speaking different languages, with different culture and different identities then they are two nations. Nations are people’s. It can be one country with two nations. O.K.

    I respect the CM but I doubt whether he really talks from his hearts as he suggested.

    The new government already extended its olive branch and trying it’s best to reconcile but despite the fact the CM passed the “genocide” resolution so I believe his head is talking , not the heart.

    We should try one country with multi culture, multi ethnic, multi religion,but if he promote one country more nations, then it should not be limited to two, may be four.

    The citizen of sri lanka should not be treated as the period of their migration because when a foreign country offer us citizenship, we treated as full citizen instantly, it’s only us decide again for our benefit.

    The minority should not create a situation where the sinhalese may give one sixth majority to a sinhalese government like 1977, for treating them like minority.

    The President, prime minister , the cabinet in good faith towards minority so we all must work through hearts and minds for a better sri lanka and better prosperity for it people,under one country with multi ethnic, multi religious , multi culture and multi linguistic .

      Please let us know as to what measures the new government has already taken to reconcile. Everyone should be happy his head is talking rather than his heart. When heart talks emotions erupt, violence and counter violence follows. Is it wrong to pass genocide resolution? If so why?

      You should be familiar of the consequences that ensued and lasted for 25 years.

      We are bored with the same old staled arguments garnished with a dollop of veiled threat.

    Where the hell is this ethnic conflict? Is this guy mad? Just take a ride to wellawaththa first. Then talk about ethnic conflict.

    Majority of tamils are in Tamilnadu(isn’t it translates to “Tamil Country”)? & in other countries. Whatever left in Sri Lanka live among sinhalese. Sinhalese has even given a place for hindu gods in their temples. They can live in harmony and they do. I have lot of tamil friends and I have a very good reason to say that tamil’s and sinhalese can live in harmony in this country.

    These educated idiots have no common sense. They think it’s good to have their own country, which I agree looks very promising. But look around, the more we divide the more we fight.

    You seriously have to look out and see whats happening in the world man. Is Iraq a better place now than it was when Sadam (the dictator of course) was ruling it? What about Libya/Afganistan?

    Vigneswaran and the other educated yet unintelligent lot might even pull this off to carve a piece of this land. But mark my words, they will convert this land to a hell hole for sinhalese, tamils & muslims yet to be born.

    Jeez… I can’t beleive why these educated people are so blind. Well… anyway, Just tell me, if you get your piece in this country, will Sinhalese, Muslims can go and buy properties in your new country? If not will you like if Sinhalese ask all the Tamils in south to leave to Jaffna(since you have your country)?

I invite muslims also to talk to Vigneswaran and MY3 and ask for a piece from North East and let’s have 3 countries and a daily barbeque within the next 20 years.

    So then you go technical… and agree that all sinhalese, tamils, indians etc… are genetically modified homo-sapiens and whatever pre-historic animals. If you talk in technical terms then go back all the way and talk.     Probably you haven’t set foot to any of these places (pansal & kovil) Go and see how much sinhalese go to both. And if you don’t know, there are few tamils who are buddhist. Unfortunately mosks doesn’t allow it but if they did it’ll make another step towards harmony.

    This is a very good example about how narrow minded you are. Have I talked about the past government? NO. Why? like you, I also believe they have done things against tamils, muslims as well as sinhalese (ex:- They have taken some properties by force just to build the southern highway and you are also complaining certain lands in noth are still under control by government.) R. Premadasa killed sinhalese youth more than he killed LTTE (which doesn’t represent all the tamils, because otherwise you will mark this line and make a stupid comment). So the point again is not make another country but to force the governments to make policies to limit the problems communities have in common. Sadly, when people like you still alive on this earth, it’s going to be a touch job.

    Now, you have nicely set aside some comments I have made. I would like to know your ideas about them since I have answered your concerns.

    I still think as the most intelligent animal on the planet, we can make harmony without try to make false allegations and make the matter worse for future generations. We shouldn’t research about nuclear weapons, go to moon/venus etc… We have far more critical problems in this planet. Ex:- make good educational program about “live in harmony course” and make it compulsory for people like you.

    Vedda, stop thinking as a pre-historic animal. If you have at least a teeny weeny bit of intelligence left in your human size brain (hopefully), you will read & respond carefully.

    I am simply saying that there is no ethnic conflict & genocide against tamils (like ISIS, Boko Haram) and because of that if we plan to divide a country it will only make things worse.

        When my whole point was about living in harmony without dividing communities, you bought up few questions. I answered. Then I asked your responses for 3 questions from my initial post which most separatist avoid to answer. You avoided it two times.

        Anyway, any political movement must help communities to live in harmony, be it Sinhala, Tamil and Muslim anywhere in the planet.

        If above attributes to racism, according to you, I am damn happy to embrace it.

    The Chief Justice is TAMIL, the Central Bank Governor is TAMIL,the great Baskaralinkam is back in action, 2000 acre land is released, both northern and eastern governor changed, the Chief secretary changed as TNA requested, two minister in eastern provincial council, cabinet ministry in central government and slowly moving to right direction so 50 years problem cannot be solved overnight.

      I agree however how did we accumulate all these problems compounded by more misery over more than 50 years? This is the fundamental question for you to think about, not bashing the CM for passing the resolution.

      The root cause of all problems accumulated over 67 years originate from the idea that this is an Aryan Sinhala/Buddhist land, and Sinhala/Buddhist have been and are the sole owners and custodian of this island. Accordingly Buddhism is guaranteed the top most place in the constitution.

      I would have expected a learned doctor to champion a liberal constitution to begin with, as usual you are threading on the same worn out lines of “Tamil Problem” as if Tamils are the only problem. You can frame your words in such was that hides your majoritarian mentality. Lets get to the point.

      I am not educated like you, in fact I am bit thick. This is the time for the educated class to put forward vision and how to go about achieving it.

      Have call for the paced withdrawal of armed forces and reduction in their numbers. They have been a drain on the state resources. Have you called the state and the Provincial Council to do a thorough investigation on water pollution in the North?

      You ought to visit the ordinary people in North, East, West and South if you really want to see how they exist and continue to suffer.

      Please note whether the genocide resolution is good or bad, I insist an independent investigation on all war crimes and crime against humanity should be conducted covering the period from 5th April 1971 to date.

        TRUE Education DOES lead to TRUE Wisdom, which is the ability to Think and Act Clearly and Constructively.

        How can Literacy, which comprises Passing Exams by Learning and Repeating questions and answers compiled by Tuition Masters, lead to Wisdom???

      You have listed some of the positive things happened since the new government came into being. Can you guarantee what will it be like after the next election? I am sure no one can given the likes of DR DJ has stated to prepare the chauvinistic platform that will form the basis for the next campaign. This is why the Tamils need a solution that is future proof that cannot be used as a cannon fodder for the Sinhala chauvinists. Trust me the Tamils are not worried about the likes of you!

            The powers should be devolved from top to bottom, robust mechanism is the idea of provincial councils. As past history shows overarching unity cannot be achieved by unitary state.

            The very idea and sloganeering of one nation has failed and fail miserably in the past and bound to fail in the future. People should be free to chose the nation that they want to belong to would be comfortable with, a kind of political and social security, a belonging need (Maslow’s Hierarchy of Needs), …..

            Genocide whether its a fact or fiction, its up to the investigators to confirm or dismiss, if ever a investigation is conducted.

            The Sinhala/Buddhist perception of being swarmed by South Indians has no basis in reality however its good for the politicians. Sinhala/Buddhists also believe they won the war against LTTE. The fact of the matter is that the war was won by Hindians. As long as Sri Lanka remained a friendly country Hindian’s will continued to provide protection to Sri Lanka.

            Therefore the state, its rulers and its supporters should look for possible alternatives.

            Lets ignore Naysayers for the time being.
