In October 2013 Buddhist monk Kalyana Tissa of the Seth Sevana Lama Nivasa of Attambagaskanda, Vavuniya was arrested for sexually abusing a 9 year old child. The Buddhist monk was kept in remand custody and medical evidence confirmed the sexual abuse of the child on 12.10.2013. Subsequently the custody of the remaining 22 children of the children’s home was taken by the National Child Protection Authority (NCPA) on 15.10.2013. Fearing that the remaining children may have also been sexually abused the Vavuniya magistrate requested the medical examination of the 22 children. Through the court order the suspect remained in custody. However on 31.12.2013 the suspected monk was granted a non-conditional bail on the basis that the Attorney General Department (AG), on the instructions of the NCPA has informed court that it has no objections for the suspect to be granted bail. The next hearing is to be on the 11th of February.

Most of the children at this home are victims of war. These children have been placed in this home to ensure their education, safety and care by family members who are unable to provide the same for these children. Some of these children have lost their fathers in the war, their mothers are daily wage laborers who work in jobs such as stone breaking and barely earn a living. These mothers placed their children hoping they would have a better chance at life through education and hoping for their care and protection. In such a context how far these children’s rights and lives are being protected by the head of this home is a question. Even though the children in the Seth Sevana Lama Nivasa are Tamil, they have been enrolled in Kaatumankulam Govt. Sinhala mixed school. Their right to learn their mother tongue, practice their religion and culture, the protection of their ethnic identity has been violated and they are being compelled to assimilate into a Sinhala Buddhist cultural and ethnic identiy. Upon receipt of complaint from the civil society and others an exhaustive investigation was carried out by Vavuniya NCPA child protection officer, probation officer, public health inspector and the police and they jointly submitted a report on 29.11.2010 to NCPA head office. But due to NCPA’s irresponsible investigation it has risked a group of young vulnerable children continue to suffer emotional and psychological abuses.
In Sri Lanka child protection and care services such as the NCPA, Task force on child protection are under the Ministry of Women and Children’s Affairs. Each province and districts have officers who have been appointed for the care and protection of children. In the current incident the bail was granted due to the report given by the NCPA to the Attorney General. It raises serious concerns as to the evenhandedness of the NCPA in regards to children from minority communities. Because even though complaints in regards to the said Buddhist monk have been made to the NCPA since 2010 actions have only been taken to protect the offender rather than the children. It must be noted that only after the protests of the child protection officers in Vavuniya in regards to the inaction of the NCPA that the arrest was made.
The NCPA’s vision and mission claims to create a child friendly and protective environment for children and to ensure children are free from all forms of abuse. There is a hotline no: 1929 that provides 24 hour service in all three languages. The reluctance of such an institution to push for the arrest of this monk and the subsequent report recommending his release places the actions of the NCPA in doubt.
The Lawyer, Mr. K.S. Ratnavel who is representing the victim states that ‘the AG should have taken further stringent action against the suspect. Requesting the bail of such a suspect places the independence of the AG’s department in question. Instead of protecting victims they are protecting the suspect thus there is a conflict of interest both in the role played by the AG and the NCPA. The NCPA was created for the protection of children. However the NCPA has come out in support of the suspect in this case, it has failed to submit the relevant reports of the 22 children to the court and instead submitted the same to the AG. It has claimed to have completed investigations while investigations are still pending and has thereby misled the court. Consequently it has caused the possibility of the intimidation of witnesses through the release of the suspect. This reflects on the failure of public institutions in working for the people. Instilling the rule of law and justice is difficult when judicial institutions themselves undermine these goals.”
Ensuring the protection of children especially those children who have lost their families due to war and undergone several rights abuses is the paramount obligation of governmental institutions, especially those created for the protection of children. If children are to be refused protection due to their ethnicity and their abuse is to be ignored then the ability and intentions of such government organizations must be questioned.
The increase of violence against women and children has been on the rise since the end of the war. The recent abuse of a 4 year old child in Trincomalee by a person suspected to be a Navy officer who ran and hid in the navy camp reflects the impunity with which such abuses occur against women and children. It is with deep regret that we note that the NCPA has failed to protect children and this trend can be seen across the country through various reports of child abuse and long drawn process in investigation and prosecution of offenders.
As a country that has had a strong policy in regards to protecting children and has passed several laws and set up institutions for the same, the punishment of offenders, proper investigations and protection of children should not be a challenge for Sri Lanka. Especially when there have been officers appointed at the regional and district levels and women and children’s desks in these districts. It is indeed telling that women and children continue to suffer grave abuse and rights violations despite the existence of such officers and institutions.
At a time when the Sri Lankan government claims to be on a path of peace and development post war and calls Sri Lanka the wonder of Asia in international forums, it is imperative that the violence that is taking place against women and children is stopped, especially violence against women and children from minority communities.

Never allow children to attend places of worship and mingle with priests was my mother’s belief. Even when she sent us to the parish priest with food prepared she sent two of us. I did not comprehend her reason then. But in retrospective I was to understand the young parish priest at St Mary’s Cathedral in Jaffna tried to molest a servant girl whose mother worked for us.
Children should not be cannon-fodder for the lust of bachelor priests.
Celibacy is no excuse to molest children who place their trust in religious leaders.

The Buddhist monk in charge of the temple asked her to send the child to the temple and she sent him there because they were poor. There was no possibility for them to pay the money for tuition fees. That was the reason why they sent the boy to the temple school.When the child began to refuse going to the temple school so adamantly, grandmother had to look for the reason. When we check news about lanka -on the web being away from the island, what we get to see or hear is plenty of more far abusive you tube videos/audios – can NOT the govt of srilanka set filters there ? Does that cost a state that much ? I believe, our generations to come will have no respect to anyone, they will even born without any respect. Now the youth have no respect at all there down, last time I noticed it than anytimes before – I thought european youth are the ones that would not have respect towards the elders, but lanken youth are far worst I notice. Here in Europe, they have that kind of inbalance while going through their teenage days, but I know it very well, almost every son,daughter would go to their parents, grand parents atleast for Christmas. I have got my younger generations in SL, whenever I meet them back in the country, they dont even want to share much about them. Somewhere, they have lagged passing any of their views further. Internet culture have guided them to all wrong ends. Many seem to be using internet only to exchange E-mails, watch or listen flime/music. Nothing like that average would make use of it for their progress.
All these are because the SANGA have ended up with all abusive mind sets today. Those days, when I grew up in the country – 3 decades ago, buddhist monks (majority) were well respected. They contributed a lot to build up a healthy society.

These are the examples of verdicts of the Mahinda Chinthanaya rule. I strongly believe that if you belong to a religion then you should take the time to teach that religion to your child yourself. It annoys me how parents are addament that children learn a specific religion but expect a frustrated priest to do the work. Having said that in this case, its obvious the parents ha no choice, and that priest should be castrated, but I dont get why any place that has children in their care would let them be alone with another adult at anytime. strangely enough, you rarely hear of a muslim priest abusing children, and although I am not a muslim, it seems to me that forcing a NORMAL human to stay celibate for life is what makes them so desperate to abuse young children in their care. May be catholics and buddhist should take that as an example and stop forcing “men” at the end of the day to be celibate or stop sending their children to be with them alone. Again in this case not the parents fault, its whoever thinks that priests like this should be given anything but a life time sentence!

Someone who was jailed during 1971 JVP riots told me these monks are so addicted and used to pleasure seeking through ass-pounding that in the night these monks walk up to the iron grills of the cells where convicts are kept and raise their robes, bend forward and align their asses with the openings in the grills so that the inmates on the other side of the grill pound them kitchen sinks while the monks obtained divine please through a 1 inch hole and 6 inches length! Last time, while staying in the country, I happened to go to a Pirith gedara and dana on the following day. This I earned after decades actually. I happened to observe the sanga closely as I could, the way the invited theros behaved – was far from what I had seen before inthe country.Many of them recited those pirith as if parrots started to speak in some house holds I met there; there was no the levels of sawarakama (gentle way of typical nature of lanken monks known to me decades ago),when it was them to have food – there also I did not find any kind of good mannered nature – even some were over happy to have some meat or fish curries. I was very surprised looking at all these pieces. I HAD DOZENS OF QUESITONS TO RAISE, BUT I DID NOT DARE TO DO SO; BECAUSE OF THE RESPECT I HAVE TO HAVE BEFORE MY ELDERS. Anyway, on my return, I shared the view with my friends (mixture of lanken and foreigners), that the nature of those monks have changed lot towards the bad during the 3 decades. Many doubt to spend DANA or all other offerings to the lanken Monks of average kind again. I dont think the majority of them would behave the way I happened to experience, but from what I read and see to this day – the not many of the buddhist monks deserve to regular offerings from the laity.
Culture and buddhist affairs ministry should have to act – to hold long discussions about the current day situation of the buddhist monks in the country. Politicians stay doing nothing – that may be the major cause even the innocient to become high crime perpetrators.

Shockingly, Judaism’s most revered authority actually endorses such sins as lying, oath-breaking, and indirect murder. And it even sanctions one of the greatest sins of all: child molestation.
Three Year Old Brides
When Christ accused the Pharisees of His day of being Satan’s spiritual children, He fully realized what they were capable of. Second century Rabbi Simeon ben Yohai, one of Judaism’s very greatest rabbis and a creator of Kabbalah, sanctioned pedophilia—permitting molestation of baby girls even younger than three! He proclaimed, “A proselyte who is under the age of three years and a day is permitted to marry a priest.” 1 Subsequent rabbis refer to ben Yohai’s endorsement of pedophilia as “halakah,” or binding Jewish law. 2 Has ben Yohai, child rape advocate, been disowned by modern Jews? Hardly. Today, in ben Yohai’s hometown of Meron, Israel, tens of thousands of orthodox and ultra-orthodox Jews gather annually for days and nights of singing and dancing in his memory.
References to pedophilia abound in the Talmud. They occupy considerable sections of Treatises Kethuboth and Yebamoth and are enthusiastically endorsed by the Talmud’s definitive legal work, Treatise Sanhedrin.
The Pharisees Endorsed Child Sex
The rabbis of the Talmud are notorious for their legal hairsplitting, and quibbling debates. But they share rare agreement about their right to molest three year old girls. In contrast to many hotly debated issues, hardly a hint of dissent rises against the prevailing opinion (expressed in many clear passages) that pedophilia is not only normal but scriptural as well! It’s as if the rabbis have found an exalted truth whose majesty silences debate.
Because the Talmudic authorities who sanction pedophilia are so renowned, and because pedophilia as “halakah” is so explicitly emphasized, not even the translators of the Soncino edition of the Talmud (1936) dared insert a footnote suggesting the slightest criticism. They only comment: “Marriage, of course, was then at a far earlier age than now.” 3
In fact, footnote 5 to Sanhedrin 60b rejects the right of a Talmudic rabbi to disagree with ben Yohai’s endorsement of pedophilia: “How could they [the rabbis], contrary to the opinion of R. Simeon ben Yohai, which has scriptural support, forbid the marriage of the young proselyte?” 4
Out of Babylon
It was in Babylon after the exile under Nebuchadnezzar in 597 BC that Judaism’s leading sages probably began to indulge in pedophilia. Babylon was the staggeringly immoral capitol of the ancient world. For 1600 years, the world’s largest population of Jews flourished within it.

What exactly did these sages say?
The Pharisees justified child rape by explaining that a boy of nine years was not a “man” (See, “Judaism and Homosexuality: A Marriage Made in Hell”) Thus they exempted him from God’s Mosaic Law: “You shall not lie with a male as one lies with a female; it is an abomination” (Lev. 18:22) One passage in the Talmud gives permission for a woman who molested her young son to marry a high priest. It concludes, “All agree that the connection of a boy aged nine years and a day is a real connection; whilst that of one less than eight years is not.” 5 Because a boy under 9 is sexually immature, he can’t “throw guilt” on the active offender, morally or legally. 6
A woman could molest a young boy without questions of morality even being raised: “…the intercourse of a small boy is not regarded as a sexual act.” 7 The Talmud also says, “A male aged nine years and a day who cohabits with his deceased brother’s wife acquires her (as wife).” 8 Clearly, the Talmud teaches that a woman is permitted to marry and have sex with a nine year old boy.
Sex at Three Years and One Day
In contrast to Simeon ben Yohai’s dictum that sex with a little girl is permitted under the age of three years, the general teaching of the Talmud is that the rabbi must wait until a day after her third birthday. She could be taken in marriage simply by the act of rape.
R. Joseph said: Come and hear! A maiden aged three years and a day may be acquired in marriage by coition and if her deceased husband’s brother cohabits with her, she becomes his. (Sanh. 55b)
A girl who is three years of age and one day may be betrothed by cohabitation. . . .(Yeb. 57b)
A maiden aged three years and a day may be acquired in marriage by coition, and if her deceased husband’s brother cohabited with her she becomes his. (Sanh. 69a, 69b, also discussed in Yeb. 60b)
It was taught: R. Simeon b. Yohai stated: A proselyte who is under the age of three years and one day is permitted to marry a priest, for it is said, But all the women children that have not known man by lying with him, keep alive for yourselves, and Phineas (who was priest, the footnote says) surely was with them. (Yeb. 60b)
[The Talmud says such three year and a day old girls are] . . . fit for cohabitation. . . But all women children, that have not known man by lying with him, it must be concluded that Scripture speaks of one who is fit for cohabitation. (Footnote to Yeb. 60b)
The example of Phineas, a priest, himself marrying an underage virgin of three years is considered by the Talmud as proof that such infants are “fit for cohabitation.”
The Talmud teaches that an adult woman’s molestation of a nine year old boy is “not a sexual act” and cannot “throw guilt” upon her because the little boy is not truly a “man.” 9 But they use opposite logic to sanction rape of little girls aged three years and one day: Such infants they count as “women,” sexually mature and fully responsible to comply with the requirements of marriage.
The Talmud footnotes 3 and 4 to Sanhedrin 55a clearly tell us when the rabbis considered a boy and girl sexually mature and thus ready for marriage. “At nine years a male attains sexual matureness… The sexual matureness of woman is reached at the age of three.”

Hay man, throw away this bloody Quran for it is not going to give any of you anything spiritual to your lives. Nor any book on any religion would do the same. The most sacred scripture on the most sacred thing in the world is not the actual thing written about! It is just a bunch of words written on a piece of paper. The real challenge is to see whether what has been written directs man to the understanding of something worthwhile for life, for spiritual well being. As far as I can understand, if I am wrong please correct me and show me otherwise, this Quran thing is a great violence and ignorance generator condemning man to suffering and withholding the realization of truth about life and self. It condemns man to the utter humiliation of surrendering himself to the baseless and illogical Creator God entity. Where on earth of heavens does this bugger exists anyways? Who saw him? Who spoke to him? Who went to him? What are the proofs? All these quotations and citations are just rubbish that prevent man from dealing with the real problems of life and mind. You can’t live according to Quran, Bible, Thripitakaya or any sacred or funny book. You can’t carry your Quran to your grave or to so called heaven. Nor does Quran comes to save you from your sorrow, suffering, anger, anxiety, ignorance, jealousy or when you grope in the psychological darkness. On the contrary, it prevents you from solving your problems, problems of relationship with other humans. Face the reality man. What are you without Quran? A helpless, hapless being psychologically? An entity with zero psychological real estates as to who you really are? And therefore in order to fill that void you embrace this Quran package as the final truth of life and become an entity armed with psychological munitions smuggled from Quran, the nation, the race and the belief systems? An entity ready wage a war to defend a stupid book written by a mischief-maker! The story of all these religious riff raffs is the same whether they are Buddhist, Hindu, Muslim, Christian etc. The same applies to nationalism, that stupid idea of nationhood.
