Full Text Of The UNP Leader’s Speech: The Depth And Trustworthiness Of Dayasiri Jayasekera

United National Party Leader Ranil Wickremesinghe today, evoked the Dhammapada to deliver a lengthy response in Parliament to a scathing statement made by departing UNP MP Dayasiri Jayasekera last week. In a special statement to the House, Wickremesinghe clarified that Jayasekera had been given ample chances by the UNP leadership and had in fact expressed confidence in the party leadership days before his crossover. Jayasekera had misled the House during his speech in parliament to announce his resignation on 24 July, he said. According to Wickremesinghe, Dayasiri Jayasekera had accepted the Party and its Leadership in writing on 11 July and participated in the selection of the candidates for the North Western Province on 23 July before quitting the party on 24 July. “This reflects the depth and trustworthiness of this person,” the UNP Leader said.

Following is the full text of the UNP Leader’s speech:

Hon. Speaker,

I thank you for giving me an opportunity to make a special statement in this House today.

I will start this speech with an excerpt of the first stanza in ‘Yamaka Vagga’ of Dammapada:

Manopubbangama dhamma      –              manosettha manomaya

Manasa che padutthena               –              bhasati va karoti va

Tato nam dukkamanveti               –              chakkamva vahato padam

It means that:

Ranil

All mental phenomena have mind as their forerunner; they have mind as their chief; they are mind-made.  If one speaks or acts with an evil mind, dukkha or suffering follows him just as the wheel follows the hoof print of the ox that draws the cart.

Calling to the mind that noble teaching of Lord Buddha I make this statement today under Standing Orders 84 and 19.

Hon. Speaker,

At this instance a stanza in Mahavagga, Second fifty, third part of Angutthara Nikaya comes to my mind:

It mentions that, “If a questioned person conceals one talk by another talk, turns the talk to some external side or shows anger, aversion and dissatisfaction, such person is not suitable for talk”.  Even then, as this House has been misled by the talk of that person, I express these views to uncover the truth.

Hon. Speaker,

Many Members of Parliament on both sides of this House know that the ex-Member, Hon. Dayasiri Jayasekera held discussions to join this Alliance Government during the last period of a year.  This ex-Member had again discussed about the proposals for joining the Government during the first half of the year 2013 when it had been anticipated to hold the North-Eastern Provincial Council Election.  Since it is difficult to get ministerial portfolios by crossing over to another Party in Parliament, discussions had been held on the basis of accepting the candidacy for the post of Chief Minister in the North-Western Provincial Council with its election and resigning from Parliament lawfully for that purpose.  Media also published reports on it.  However, those discussions ended up in a failure.

Since Hon. Dayasiri Jayasekera had held discussions with this Alliance Government during the last period of about a year and he had again discussed on the matter of joining the Government during the first half of the year 2013 when it was anticipated to hold the North-Western Provincial Council Election, the Heads of the Jathika Sevaka Sangamaya had no pleasure in his appointment to the post of its President.  Therefore, we had no occasion to give the Hon. Member the responsibilities and positions in the Party.  It really is a question of confidence.

Thereafter, the Hon. Member made statements on the platform, at media conferences and to the media that he will never leave the United National Party.  At that point I as well as the seniors in the Party had to take several decisions.

When Mr. Anura Bandaranaike held discussions with President D.B.Wijetunga, Mrs. Bandaranaike banned the Party membership of Mr. Anura Bandaranaike.  We discussed as to whether such a step should be followed or another opportunity should be given in case of the ex-Member, Hon. Dayasiri Jayasekera.  Since Hon. Dayasiri Jayasekera reassured that he will not leave the Party, a decision was taken to give him that opportunity and we also decided to make a settlement of the disciplinary action in progress on that Member.  By that time that Member had disciplinary inquiries against him on criticizing the election of Office-Bearers of the Party.  He had accepted at that disciplinary inquiry that certain such statements had been distorted and published with exaggerations by the media and that certain other statements he had really made.  However, he came to a written full agreement to take action not to repeat them in future.  Accordingly, the Disciplinary Committee having decided that proceeding with the disciplinary inquiries in question is not necessary, terminated the disciplinary procedures.  In order to enclose into my statement the agreement arrived at in writing by Hon. Dayasiri Jayasekera, I table the report of the disciplinary inquiry held on 05.05.2012 in Sirikotha.

Still another complaint had been received against him on criticizing the activities of the Party.

Accordingly, at the discussion held on 11th July with the General Secretary of the United National Party, Mr. Thilak Marapana, the Chairman of the Disciplinary Board of the Party, Mr. Daya Pelpola, Legal Secretary and Mr. Ashendra Senarath, Attorney-at-Law, Hon. Dayasiri Jayasekera stated that his statements had been inaccurately published by electronic media, he has no intention whatsoever of criticizing the Party or its Leadership, however if the Party or its Leadership or the General Secretary has faced any inconvenience due to any statement made by him  he apologizes for it.  In order to enclose the statements made by Hon. Dayasiri Jayasekera at the discussion held on 11.07.2013, I table the decision of the Board of Disciplinary Inquiry held on 15.07.2013.

That Report, having been approved by the Disciplinary Board on 15th July, was submitted to the Working Committee of the Party.  The Working Committee accepted those recommendations and terminated action. The General Secretary, on 18.07.2012, informed by registered post that the Working Committee having taken into consideration the Report of the relevant Disciplinary Committee and the explanations made by Hon. Dayasiri Jayasekera at the discussion in question, decided to conclude the disciplinary inquiries and disciplinary action on him, that he is expected to show such a conduct as not to violate the codes of discipline and Constitution of the Party and that he is expected to give his contribution for all activities of the Party.  I table the relevant part of that letter dated 18.07.2012 for enclosure.  Hon. Dayasiri Jayasekera had sent no reply either accepting or challenging that letter.

Thereafter, on 18th July, Hon. Dayasiri Jayasekera called on me and the General Secretary of the Party.  On Tuesday, 23rd July, he participated also in the conference for selection of Provincial Council candidates of the United National Party in Kurunegala District.  But, after a message received from the Government in that evening, Hon. Dayasiri Jayasekera, to the astonishment of all of us, made a special statement in Parliament on Wednesday, 24th July to the effect that he would be leaving the United National party and contesting the Election for the North-Western Provincial Council under the Alliance.

Hon. Speaker, the surprising part here is that the same person who accepts the Party and its Leadership in writing on 11th July and further assures of the same verbally on 18th July and also the same person who takes part in selection of candidates for the North-Western Province on 23rd July, criticizes the Party and its Leadership on 24th July and leaves the Party.  This reflects the depth and trustworthiness of this person.

Hon. Speaker, at this moment, a stanza coming in the fourth Udaka rahada sutta at Valahaka vagga in fourth part of Angutthara Nikaya comes to my mind.  There are four types of lakes in the world.  At times the shallow lakes appear to be deep; at other times deep lakes appear to be shallow; at still other times the deep lakes will appear to be deep; and also at yet other times the shallow lakes appear to be shallow.   The stanza explains that the people are also like that.

The very same day, Hon. Haren Fernando, at his speech leveled certain charges against Hon. Dayasiri Jayasekera.  According to the Parliamentary tradition, if that statement is false, he could have made the Speaker a request in this House to hold an inquiry on those charges by making a statements that he does not accept it.

Hon. Dayasiri Jayasekera resigned from Parliament on 29th Monday.  If so, he could have made such a statement by coming to the Parliament on Thursday or Friday.  But he never did it.  Why did he not make a statement and keep quiet in Parliament?  I think it’s important to know the reason for it.

In fact, it is not to create a new tradition but since it was required, by law, to resign from the membership of Parliament to contest a Provincial Council Election that Hon. Dayasiri Jayasekera resigned from his membership of Parliament.  Also Hon. Gamini Jayawicrama Perera, Hon. Percy Samaraweera, Hon. M.S.Amarasiri, Hon. W.P.P.N.Dasanayake, Hon. S.B.Navinna, Hon. Ashoka Wadigamangawa who were the Members of Parliament had resigned from the membership of Parliament in the same way.  Hon. Dayasiri Jayasekera only followed that practice of law.

Some Party Members blame me for not taking action against Hon. Dayasiri Jayasekera and expelling him.  It was I who paved Hon. Dayasiri Jayasekera the way for entry to the Parliament.  For the first time I proposed him at the residence of Minister G.L.Peiris, to contest the Election in 2001for the District of Kurunegala from the United National Party for.

Accordingly, Mr. Dayasiri Jayasekera who presented himself for that election came as the last person in the list of Preferential Votes and even then we opened doors for him to contest again at the General Election in 2004.  Even among the protests of certain Members of Parliament in Kurunegala District, we did not change our position.  Anyhow, Mr. Dayasiri Jayasekera won that election and entered Parliament.

I and the seniors of the Party gave him every opportunity to proceed with his work in Parliament and Hon. Dayasiri Jayasekera was also appointed as the Deputy Chief Organizer of the Parliamentary Group.  It is because of the United National Party that he was able to come forward like that.  If I did not take such decisions, he would not be able to come to Parliamentary politics.  At that time I saw him as a character that can go forward.

Hon. Speaker, I would like to recollect a sermon made by Lord Buddha about Ven. Sariputtha.  That is, rare are the one who help, the ones who know help and the ones who are grateful.

The ex-Member Dayasiri Jaysekera failed to understand that politics is a path to tread along with endurance and adjust his practice accordingly.  Sometimes some people fall  into pitfalls on their way.  Unfortunately, he also encountered that fate.  As was sermonized by Ven. Thing Na Hang, a Vietnamese Priest, we have a very short period and so we should proceed slowly.

By presenting these facts, I entirely disclaim the statement full of falsehood made in Parliament by Hon. Dayasiri Jayasekera on 24.07.2013.

        Jim, I am sort of canvassing for Sumanthiran and proudly at that. I like him and what he stands for. I think he would be the best person to be president of Sri Lanka. What I like about him is that he likes the rule of law and democratic institutions. I think he represents ALL Sri Lankans. Amazingly, Sri Lanka went through a Civil War with the Tamils and they finally get a Tamil who is a national figure and who is sticking up for the entire country. People like Sumanthiran are standing in the way of Sri Lanka becoming a banana republic. If people like Sumanthiran had a higher profile 30 years ago, the Tamils might not have turned to a Marxist like Prabhakaran. Personally, I think the Sri Lankan govt. did not treat them very well in the beginning. And, I think the actions of the govt. caused them to turn in desperation to murderous thugs like Prabhakaran. Now, the war is over and you also have a thug and his family as well running the show. Life under Sumanthiran would be a hell of a lot more desirable.

    I think, Dayasiri Jayasekara quit UNP because he knew UNP would not give him a short cut to become some one in politics. The reason is UNP has so many politicians who are senior to him.

    That is why he flirted even with DNA.

    He is a typical Sri Lankan – politician. He is not for people. He does not have principles. He is just a Greedy man who wants power and wealth.

      As Ranajan Ramanayake challenged Dayasiri to come forward and prove that he has not gotten funds in the deal his cross over the party – people of this country would THEN admit that Dayasiri is not bribed. Besides, people are not fools as MR regime is believed. And wait and see, how Dayasiri would win the PC election. How can an educated lawyer to U turn and join the most corrupted ruling paarty if his politics is consistent and uncorrupted ?

    Shallow and UNCULTURED are words that spring to mind when describing Dayasiri. He may have a law degree but even after that his behavior only goes to prove that those coming out of our universities have nothing but a paper qualification.

    A leader has to be mature and versed in the ways of leadership. There are no short cuts !

    Ranil is the only true leader we have left living, in this Country. It is a pity that the majority cannot realize that.

    Casino King’s Henchmen Intimidating Me: Opposition Lawmaker Dr. Harsha de Silva

    UNP MP Dr. Harsha De Silva has made an official complaint in Parliament that the associates of Australian casino mogul James Packer had been engaged in attempts to intimidate him.

    De Silva, a national list MP for the main opposition UNP has been a vocal critic of the Rajapaksa Government’s tax holiday for a massive casino project proposed at D.R. Wijewardane Mawatha in Colombo.

    The UNP MP told parliament today that highlighting the Government’s controversial deals had invited threats and intimidation for opposition parliamentarians. He said that he had been intimidated recently at a television station by “henchmen of the casino king who had vested interests.”

    He said the incident had taken place at a local TV station while he was waiting for a debate to start.

    “A goon touched me to ask me what my next move was on the casino expose,” he explained.

    De Silva charged that if something were to happen to him, James Packer should be held responsible.

    “This incident confirmed the danger for those who reveal bad deals between the Government and Casino King James Packer,” he said.

    De Silva said that two of James Packer’s company officials had been in Colombo last week. The UNP MP said that the officials had been negotiating for tax breaks with Government officials for the proposed casino complex.

    Was it not in the late 1970′s the first casinos were established here in Sri Lanka? If it was, didn’t the UNP rule during that period? Were the casinos that were operating during the period the UNP was in power taxed and regulated?

    No son of a bxxxxxxxxxxxx, of a damned foreigner from a country that was build by bandits, & murderers of the sons of that land & of the last Prime minister who stepped down because she was exposed of her low down misappropriation of party funds,it wont wrong to say she robbed, will dare touch you , if they ever do they wont be having fingers left , they will have to face a civilian force of this country of not less than 10 million people.

    Damned foreigner has the nerve to come to our land and threaten one of son of this soil, a highly respected Lankaputhra and loved by the people.

      I am against casinos being set up in Sri Lanka. I am sure majority in this country are against it because they know gambling is associated with all kind of vice particularly prostitution.

      But the problem is; there are a lot of casinos operating in Sri Lanka None of it was granted by this government. Since these casinos are functioning at different locations, monitoring them has been a difficult task for authorities. Hence, the government says, it wants to bring casinos to one location namely to DR Wijawardena mawatha. Mahimda Chintana doesn’t include banning casinos nor did it include in Ranil’s manifesto. In the circumstances, bringing casinos into one area or banning them in all other areas is the best we casino opposes can expect.

      MP Harsha know all that. Harsha knows it is the UNP that allowed Aloysius Mudalali to operate a casinos in Sri Lanka first. And also it is during the UNP that Lal Wijeratna brought a one arm bandit machine when he was chucked out from the UK. Whether Aloysius paid casino tax and Lal paid tax for his one arm bandit collection, I do not know. One thing I know is Lal had become a super rich by the time Premadase raided one arm bandits

      MP Harsha should take in to consideration all that and James Packer wasn’t issued a casino license by MR. Lal Wijeratne says, he is packer’s local partner and he is in tactical agreement with Packer to shift his casinos to new Packer hotel. It seems that is what the government want all other casinos to do a well.

      To be honest, I do not know the detail about the alleged $1 Billion Tax Break. But one thing I can say for sure is none of the gamblers that Packer would be attracting would be in Sri Lanka if not for Packer promotions. And none of the alleged $1 Billion casino tax will be forth coming to Sri Lanka coffers. So how can Harsha say Sri Lanka would be loosing one billion taxes.

      I have expected, Dr. Harsha to be little bit more honest than third rate politicians. It looks like he too has become another politician.

    The stangest bit is that this untrustworthy young gun, sat on the PC selection board , when the Deputy and one time Prince in waiting, the Kid from Keselwatta was totally and absolutely sidelined.

    Is Keselwatta Kid going to make a sppech on that iunjustice meted out to him by the Leader by giving preference to his pretty faced apprentice knowing well that the apprentice was up to mischief?..

    Dear Mr. RW,

    First let me ask whether it is alright to table internal disciplinary inquiry reports of a political party in the parliament. Secondly why did not you vote according to conscience when cross overs took place when your uncle was occupying the seat which MR is now occupying? You are also equally guilty when you allowed crossovers enabling you to come into power in 2001. Since you preach that you are a better democrat than most of the senior politicians in the country and that you are well versed in Buddhism, I suggest that a guideline be established in your party on the statement “crossing the floor in the house without a mandate of the voters means crossing boundary of ethical politics”.

      I met a few of your kind at the OPA today and they were also discussing the same issue whether it is alright to table internal documents of a political party in the parliament. There were two viewpoints:
      1. It is not right; (lawyers view)
      2. All records of disciplinary inquiries of political parties should be in the public domain because politics is not a confidential matter.

    While most of Sri Lanka is criticizing you, I do feel you have long-haul endurance that will remain a constant after the Gog and Magog style pullaging by the Rajapassa regime comes to an exhaustive finale! Quality is much in need across the board and the current regime has shown no regard for it…verily when the boomerang returns you will lead us, we hope towards much needed better times where statesmen rule and masses live amicable.

      In Sri Lanka, what we have is a top down democracy. In that, RanilW doesn’t have to be popular to be the leader. Whoever started it, its a fantastic system we have here: MPs elected by people are not the one who chose leader. It is the working committee that elect the leader. Directly or indirectly, the leader appoints the majority working committee and thereafter the working committee appoints the leader if and when challenged. So, RanilW can stay safe at the helm of the UNP as the party leader.

      So long as the country continues this disgusted manape voting pattern at district level, people like RanilW can get themself elected to parliament.

      80 of the people in Sri Lanka lives in villagers. But RanilW is not in touch with village level thinking. He had never walked in a paddy field. Ranil’s knowledge about our heritage and history is such he once said at Bandaragama election rally that that area is called ‘pasdun korale’ because it has given soil to adjacent areas. What a laugh. People used the saying for a laugh months to come.

      Gal master Ranil and his backers like gamini here thinks RanilW is very intelligent and a capable leader. They think Ranil’s capitalist beliefs and ardent anti-national postures will make this country like Singapore. This lot expect we villagers to accept whatever he says in toto. They think we villagers are uneducated and stupid and they loves to live in Singapore. To say it all in short, Ranil has become the most unpopular leader ever in the unp.

          I must say, I, my father and his father and his father are all villagers. We call ourselves villagers for the simple fact that we enjoy and live a village life in our villages.

          Most Haramanis in my village understand that monk Mahanama hadn’t written a canonical text. You Al Haramanis may interpret the writings in Mahawamsa the way you like; we just couldn’t care less.

          What has been important to us is Mahavihara monks had maintained chronicles of Sri Lankan history from 3 BCE. For the authenticity of the writing of Mahanama, sufix to say that Indian excavations in Sanchi and other locations has already confirmed the Mahavamsa account of the Empire of Asoka and dynasties of India. It must also be said that Mahawamsa dating of the consecration of the emperor Asoka is related to the synchronicity with the Seleucids and Alexander the Great. So much for your so-called ‘bull shit’. We know anti Sinhala Buddhists hate our history and they wanted to degrade it. If you wanted to read ‘a grade’ fiction, myth and bull shit read the Koran, the Torah and etc. I will list them if you want.

            When I called the Mahawansa I was referring to the most ridiculous assertions made in ti as to the origins of the Sinhala race. It may have a somewhat accurate record of some parts of history but that does not make up for the gross distortions it has foisted on a gullible nations of fools. Emperor Asoka is the man behind the writing of the Mahawamsa so of course it is accurate about his rule. It was an attempt to stamp out the much older history of Sri Lanka and reset the time line, to Sanskritise our language, these were the motivations behind the writing of this book.

    Every man has his price,especially in politics & especially in sri lankan politics.
    Ranil is aware of the 18 MPs of his party who crossed over,17 of whom still remain on the ‘other side’ – only one honourable gentleman – Karu – came back,disillusioned.
    These 17 helped form the 2/3 majority and helped write the 18th amendment into the constitution & make MR a military dictater.
    Jayasekera was bought over when his price was confirmed,overnight.
    This is not ‘cut-throatism’ – it is opportunism.
    I dont blame him – he will prosper according to his conscience.
