Paranagama Commission Violates Language Policy By Sending Out Letters In English To Families Of Missing Persons

The Presidential Commission to Investigate into Complaints Regarding Missing Persons, more commonly known as the Paranagama Commission has violated the country’s language policy by issuing letters in only English, it is learnt.

Sources said that the Commission had sent out letters in English to families of the disappeared asking them to obtain a certain form from the District Secretariat over a compensation matter.

“Most of the families who received these letters cannot read English,” a source said.

The letters should have ideally been dispatched to the recipients in all three languages, including Sinhala and Tamil, but specially Tamil as most of the families are Tamil speaking from the North and East, the sources noted.

Meanwhile, Minister of Official Languages, Mano Ganesan is expected to take up the issue with the Paranagama Commission, through the Official Languages Commission.

      Tamils need to learn English and Sinhalese if they want to survive in this world. No wonder these people’s families joined the terrorists who promised milk and honey in Tamil. Ask them to learn other languages and improve their knowledge to recent terrorism. The coward Tamils who write here in English did not fight. They are keyboard terrorists. The Tamils who knew English were the terror leaders while they used “Tamil only” Tamils to fight and swallow CN capsules!

        The Tamils look like greedy people. They have to thank the God for Old, Old Parana Gamakaran not sending CIDs, but only a letters in English. They are forgetting they cried “Pichchai Vaedaam Naayai Pidi”( Please, I am going out now; I do not need any alms, I will be grateful if you stop your dog it is tearing me apart).

        You right man. The Tamils don’t want the letters in English. Then, how the Parana Gamakaran can show Norway, America, Britain ….that all the missing persons’ questions are answered. You can order Tamils to study Sinhala but if Parana Gamakaran send it in Sinhala how to teach the Embassykaras’ to read it all, unless you spend additional money to Aappa bribe?

        Fool before you write next time try to come to know what is a capsule and what is a vial.         We were taught that 700 Princes were got down from India.This is not the only country where such activity took place. In other countries the women who were despatched to consort with the deported criminals were members of the lowest strata of the society- prostitutes, destitute women etc.This may the the same story about the 700 women got down. They were no princes.

        It is the 700 women of doubtful standing that produced over the years the society that we are in today, 20 million at that, be they Sinhala, Tamil or Muslims.

    From the beginning Paranagama Commission was serving the Rajapaksa regime in trying to sweep all the complaints under the carpet. There were paramilitaries and military intelligence following the witnesses and photographing them while giving evidence to the commission just to intimidate them and the members who interrogate the witnesses were offering food rations to silence them. This commission must be disbanded and an independent commission must be formed by the new government with members reflecting the realities of representatives or loved ones of missing persons.missing

    When I applied for dual citizenship, I sent my birth certificate,which was in Tamil, to Ministry of Immigration. They returned my certificate with accompanying letter in Sinhala. I had to hire an interpreter to understand the contents of the Sinhala accompanying letter. That letter said,they do not accept certificates in Tamil and wanted me to translate the certificate and send it to them.

    At the time of my application (and still), Tamil was an official language in Sri Lanka. But the officials didn’t enforce the constitutional law into their ministerial policy. That is the Sri Lankan way: everybody is equal under the law, but not in practice. It really sadden me that the officials are still practising a language policy which is unfavourable to certain group of people, particularly from low socioeconomic status, in this instance. Even though English has the ‘official link ‘ status in the constituiotion, the Commision should have first hand experience that they are dealing with mainly under privileged people. Civil servants should undergo a basic training to be familiar with constitutional laws.

      As Native Veddah said in a another thread as a reply to a racist comment, we do not need a constitution as no officials ever read it or abide by it.

      As whether it is Rajapakse or Maithri are all the same and nothing has changed, the same old wine in a new bottle. The developed counties had a lot of hope when Maithri promised transparency and war crimes inquiry with foreign participation but in the end as usual all those promises are thrown in the dustbin and other nations have now given up.

      What Thanthai Chelva’s Golden words still stand strong and that is never trust and depend on these people and Tamils will be always let down. He told after having experienced very frustrating times when promises and agreements unilaterally abrogated. He made these statements knowing very well their mindset. After loosing the war (purely due to LTTE’s miscalculation), Tamils again went back on the golden statement of Thanthai Chelva and got cheated again. There is only one option left and which Thanthai Chelva clearly spelt out otherwise Tamils are condemned. The so called Tamil leaders too have let down the Tamils after promising in blood in 1977!

    Tamils hate Paranagama because when they talk about missing persons, this idiot talked about how many chickens you are growing etc. These people stolen so much gold and wealth from them and giving few chickens back – well done MR &CO. But in this instance, writing letters in English is much better than letters in Sinhala only. Frankly speaking, we have to make English an official language to learn at least how to make a straight nail. At least LTTE made few things on their own after learning them from English books – why false pride for us. West ruled us with few guns and now they are at the hill top and we are scratching our back from the bottom. One example is their planes without pilot fly to many countries and the operator in US gives instruction. What we are going to do with studying Singhalese or even Hindi.

    The Commission is only hurting is credibility by such conduct.
    It does not take much effort to translate a standard letter.
    The evidence is heard in Tamil in most cases. So, what is the difficulty in sending the letter in Tamil translation?

    The Tamil elite are sending the wrong signals too.
    Most of them are happy to have instructions in English for many things in life.
    They do not exercise their language rights. Those who suffer are the lesser beings who are proficient in Tamil only.
