මේ ආපදා අවස්ථාවේ රජයේ කාර්යභාරය ප්‍රශ්න කරන අයගේ ප්‍රධාන චෝදනාවක් වන්නේ රජයට වඩා සිවිල් සංවිධාන, ස්වේච්චා සංවිධාන, සමාජ ජාලා වෙබ් අඩවිවල ක්‍රියාකාරීත්වයක් තිබූ බවයි. එය සම්පූර්ණයෙන්ම සත්‍ය ප්‍රකාශයක් නොවේ. අර්ධ සත්‍යයකි. මෙවැනි ව්‍යසනයකදී වගකිව යුතු ආණ්ඩුවක ප්‍රධානම කටයුත්ත වන්නේ ආපදා කළමණාකරන යාන්ත්‍රණයක් ගොඩනැගීමයි. මන්ද රාජ්‍යයට වඩා විශාල කිසිදු සංවිධානයක් ලංකාවේ නොමැති බැවිනි. රාජ්‍යයේ කාර්යභාරයට වඩා මාධ්‍ය ආයතන, සමාජ වෙබ් අඩවි, සිවිල් සංවිධාන හෝ පුද්ගලයින් ( ජනාධිපති, අගමැති ඇතුලුව ) විශාල යැයි සිතන්නේ නම් එය විකාර සහගත අදහසකි.
ආපදාවට ලක්වූ තැනට එන හමුදා සොල්දාදුවා, ග්‍රාම නිලධාරියා, රජයේ නිලධාරියා, පොලිස් නිලධාරියා, හෙලිකොප්ටරය, බෝට්ටුව, කෑම පාර්සලය, වතුර බෝතලය, ගිලන් රථය, වෛද්‍යවරයා මෙකි නොකී සියල්ල රජය වේ. රජය විසින් ගොඩනගන ලද යාන්ත්‍රණය වේ. ආපදාව ආරම්භ වූ මුල් දින දෙකේදී විධිමත් ආපදා කළමණාකරන යාන්ත්‍රණයක් ගොඩනැගු අතර රජය ආපදාව සිදුවූ සෑම තැනකම සිටී. ඒ දිවි බේරා ගැනීමක් ලෙස, සහන සේවයක් ලෙස, නීතිය හා සාමය රැකීමක් ලෙස, දේශපාලනඥයෙකු ලෙස, උපදේශන සේවාවක් ලෙස හෝ සෞඛ්‍ය සේවාවක් ලෙසය. අගමැතිවරයාත්, ජනාධිපතිවරයාත් පැහැදිලිවම මුල් දින දෙක තුළ සිවිල් සංවිධානවල, සමාජ වෙබ් අඩවිවල, මාධ්‍ය ආයතනවල සහයෝගය ඉල්ලා සිටියේය.
කෙසේ වුවත් මීට මාස ගණනාවකට පෙර අගමැතිවරයා විසින් යොදා ගත් වෛද්‍ය පරීක්ෂණයක් හා ඒ හා සබැදි ශල්‍යකර්මයක් සදහා සෞඛ්‍ය හේතු මත නිල නිවාඩු දමා විදේශ ගතවීමට යොදාගෙන තිබුණි. මෙම හදිසි ආපදා තත්ත්වය පැමිණියේ අගමැතිවරයාගේ එම සෞඛ්‍ය පරීක්ෂණයට පිටත්ව යාමට තිබියදීය. මෙම ආපදා තත්ත්වය හේතුවෙන් මැයි මස 25 වනදා සිට අඛණ්ඩව අධික වෙහෙසක් ගෙන ආපදා කළමණාකරන යාන්ත්‍රණය ගොඩ නැගීමට කාර්ය බහුලව කටයුතු කළේය. 27 වනදා මධ්‍යම රාත්‍රියේ ශ්‍රී ලංකාවෙන් පිටත් වීමට පෙර ජනාධිපතිවරයාත් අදාළ නිලධාරීනුත් ලංකාවේ ප්‍රමුඛ පෙළේ ව්‍යාපාරිකයින්, සිවිල් සංවිධාන ක්‍රියාකාරීන්, මාධ්‍ය ආයතන හිමිකරුවන් හා මාධ්‍යවේදීන් ගණනාවක් හමුවූ අගමැතිවරයා ඔහුගේ සෞඛ්‍ය හේතූන් මත විදේශගත වීම පිළිබද දැනුවත් කළ අතර පෞද්ගලික කාර්ය මණ්ඩලයටද මෙම අසීරු අවස්ථාවේ කටයුතු කළ යුතු ආකාරය පිළිබද උපදෙස්ද ලබා දුන්නේය. එසේම ඔහු විසින් පහත සදහන් තීරණාත්මක තීන්දු ගණනාවක්ද ගනු ලැබුවේය. ඒවානම්,
01. රාජ්‍ය හා පෞද්ගලික බැංකු වලින් ණය ලබාගෙන සිටින විපතට පත් වූවන් සදහා 2017 මැයි 29 වනදා සිට මාස 3 ක සහන කාලයක් ලබාදීම.
02. හානියට පත් දේපළ හා ජීවිත හැකිතාක් ඉක්මනින් තක්සේරු කොට අදාළ රක්ෂණ සමාගම් හරහා වන්දි ගෙවීම කඩිනම් කිරීමට උපදෙස් ලබාදීම.
03. යහපාලන රජය විසින් ගිය වසරේදී දියත් කරනු ලැබූ ආපදා අවස්ථාවලදී ජීවිත හා දේපළ වලට වන්දි ගෙවීම සදහා රටේම සෑම පුද්ගලයෙක්ම හා දේපළක්ම ආවරණය වන පරිද්දෙන් මුලු රටම රක්ෂණය කරන වැඩපිළිවෙල යටතේ සියලුම ජීවිත හා දේපල වලට හැකි ඉක්මනින් වන්දි ගෙවන ලෙස අග්‍රාමාත්‍යතුමන් උපදෙස් දී තිබීම.
04. මෙම පළාත්වල කඩා වැටී ඇති ජන ජීවිතය හා ආර්ථිකය යළි නගා සිටුවීමට සෞභාග්‍ය හා ස්වශක්ති ණය වැඩසටහන් සදහා හැකි පමණ අතිරේක අරමුදල් සපයන ලෙස මහා භාණ්ඩාගාර ලේකම්වරයාට උපදෙස් ලබාදීම ඇතුළු තීන්දු ගණනාවක් ගත්තේය.
නමුත් මා විසින් කියා සිටීමට අදහස් කරන්නේ ශ්‍රී ලංකාව කෙතරම් පසුගාමී ආකල්ප වලින් යුතු ජනතාවක් වාසය කරන රටක්ද යන්නයි. එනම් රටේ අගමැතිවරයා නිල නිවාඩු දමා ඔහුගේ පෞද්ගලික මුදලින් සෞඛ්‍ය හේතු මත විදේශ ගතවෙද්දී එයට එරෙහිව අපහාස උපහාස කරමින් මතවාද ගොඩ නගන සමාජ කොටස් ජීවත්වන රටක් බවට මෙය පත්ව තිබීමයි. රටේ මෙම කණ්ඩායම් බලාපොරොත්තු වනුයේ හෝ ඉල්ලා සිටිනුයේ අගමැතිවරයා පාලිත තෙවරප්පෙරුම කරන්නාක් මෙන් වැස්සට තෙමෙමින්, ඉන වටක් දියේ බැස මිනිසුන් ඔසවාගෙන යාමද ? අගමැතිවරයා වැනි පුද්ගලයෙකුගෙන් එවැනි තත්ත්වයක් බලාපොරොත්තුවන්නේ නම් එය විහිළුවක් නොවන්නේද ? උණක්, හෙම්බිරිස්සාවක් හැදුනත් නිවාඩු දමා නිදා ගන්නා රජයේ සේවකයින්, කාර්යාල සේවකයින්, ව්‍යාපාරිකයින්, දවසේම පැය 18 ක් මුලු ජීවිත කාලයේම රාජකාරියට වැය කළ අග්‍රාමාත්‍යවරයාගේ සෞඛ්‍යට ඇගිල්ල දික්කිරීම විකාරයක් නොවන්නේද ? මේ රටේ මෙම සමාජ කොටස් බලාපොරොත්තුවන්නේ රටේ ගැටලු වලට තිරසාර විසදුම්ද නැතහොත් මහින්ද පන්නයේ රැවටිලි සහගත ප්‍රදර්ශනකාමී විසදුම්ද යන්න තෝරා ගැනීමට කාලය පැමිණ ඇත.
රටේ ආපදා කළමණාකරන යාන්ත්‍රණය හොදින් ක්‍රියාත්මකවන බව දැන දැනත් සමහරක් මාධ්‍ය ආයතන ඉතාම අමානුෂික ආකාරයෙන් අගමැතිවරයා සම්බන්ධයෙන් කටයුතු කළේය. අගමැතිවරයාගේ සෞඛ්‍ය තත්ත්වයද නොසලකා විශාල මඩ ව්‍යාපාරයක් දියත් කළේය. ඒ එම මාධ්‍ය ආයතනම මෙම ආපදා අවස්ථාවම දඩ මීමා කරගෙන තමන්ගේ චැනල්, පත්තර හා මාධ්‍ය ආයතන සදහා ප්‍රචාරණයක් ලබා ගනිමින්ය.
මෙම ආපදා අවස්ථාවේ ආපදා කළමණාකරන කමිටුවත්, රටේ ආණ්ඩුවත්, ජනමාධ්‍ය හා සමාජ වෙබ් අඩවි සමග ගණුදෙනු කිරීමේදී ආපදාවේ නිවැරදි තොරතුරු ජනතාව වෙත ගෙනයාමට විශාල උත්සහයක් ගනු ලැබූ නමුත් මාධ්‍ය ආයතනත්, සමාජ වෙබ් අඩවිත් රටේ බොහෝ මත හසුරුවන්නනුත් කටයතු කරනු ලැබුවේ ඔවුන්ගේ පෞද්ගලික ප්‍රචාරනයටත්, ඔවුන්ගේ පෞද්ගලික ව්‍යාපෘති සදහාත් පමණි. එම අමානුෂික තත්ත්වය නොතිබුණේ නම් කිරිබත්ගල කන්ද නාය යෑමේ තොරතුරු සදහා විනාඩි දහයක් ගුවන්කාල වලින් වෙන්කරානම්, පත්තර වලින් අගලක් වෙන්කරානම්, සමාජ වෙබ් අඩවි අවධානය යොමු කරානම් අපට ජීවිත 160 ක් බේරා ගැනීමට තිබුණි. ආපදා අවස්ථාවේ ජනතාව වෙත ලගා වීමේ තොරතුරු ලබාදීම වෙනුවට මාධ්‍ය ආයතන, සමාජ වෙබ් අඩවි හා මත සාදන්නෝ බල්ලාගේ වැඩේ බූරුවා කරන්නට යාමෙන් මෙම ආපදාවේදී විශාල ජීවිත හානියකුත්, ආර්ථික හානියකුත් සිදුවිය. ජන මාධ්‍යයේ වගකීම නිවැරදි තොරතුරු වාර්තා කිරීම මිස රාජ්‍යයේ හෝ ආණ්ඩුවේ කටයුතු සිදු කිරීම නොවේ. බල්ලාගේ වැඩේ බූරුවා කිරීමට යාමෙන් ඕනෑම සමාජයක අවුල් වියවුල් සිදුවේ.

Ranil Wikramsinghe is allowed be sick and leave the country to get treatment. He and a handful others in this country can do it BECAUSE they are rich enough to do so, BECAUSE the masses lack the basic needs. Please understand the meaning of the second BECAUSE and use your head to understand the mechanisms and dynamics of the money flow in this country, like all other poor countries. Ranil Wikramasinghe has been office more less continuously for the past 3 decades. Why is the crisis handling so bad? Why weren’t the people warned before hand of the dangers? Why isn’t the help more efficient? Stop making excuses for one of politicians who has been power for such along time. Its not his responsible alone, but the responsibility of all in power positions to have the necessary crisis handling in order. Lets just hope all of them don’t jump in planes and go to get treatment overseas. The Media is controlled by a few people and they are hopelessly greedy and corrupt, just like the politicians. Its all just a show for them. Last year too it was the same. It looks like both ballas and booruwas are running this country.

PM’s office should release the details of his medical condition. This way the people would e able to judge whether abandoning the ship at this crucial time is justifiable or not. Even Queen ‘s medical situation would not have exposed to the public, just issuing a statements saying that the PM is under medical therapies since he had put that off several more times should be more than sufficient.

The manner state forces rescued the people should be commendable by anyone with sanity.
No even developed folks would be able to help the people easily in such unexpectable disasters. We have seen how some black americans were left days for their help few years ago in a hurricane incident in the US.

Ranil and his government are the followers of western cultures and countries. They even get their medical advice from those countries. In every thing extending even to legalizing homosexual marriages they want to follow western countries.
