A spate of shootings over the past few days has killed and injured several persons including underworld bigwigs.

The latest in a series of shootings occurred Friday morning where 41-year-old Nilantha Champika alias Boralu Nilantha was shot dead by unidentified gunmen when he was riding a motorcycle in Kochchikade.

On Thursday, another individual was killed in a shooting that took place in Obeysekarapura where again two unidentified gunmen had come and opened fire on 32-year old Harsha Yasasri, who succumbed to his injuries after been rushed to the National Hospital.

Yasasri was a resident of Matara and involved in a number of crimes including the murder of ex-Provincial Councilor Danny Hittetiya.

On Wednesday, notorious underworld figure Chaminda Ravi Jayanath alias ‘Dematagoda Chaminda’, a suspect in the murder of Bharatha Lakshman Premachandra sustained injuries after gunmen shot at him when he was travelling in the prison bus in Dematogoda.

Following this incident, authorities are looking at the possibility of using vehicles with tinted windows to ensure the safety of the prisoners, among several other precautionary measures.

Minister of Law & Order, Sagala Ratnayaka is yet to issue an official statement with regard to the incidents, which is a breakdown in the country’s law and order. Attempts by Colombo Telegraph to contact him proved futile.

    Novice Minister Sagala Ratnayake cannot be held entirely responsible for what the Ranil-Sirisena Govt inherited from the Underworld-friendly Rajapakse gangsters. It will take a while for law and order to reach semblances of the earlier normalcy considering the Rajapakses used many in the Police-Armed forces also for their criminal activities. Sri Lanka is one among the few countries in the world where ordinary harmless citizens have to be protected from the often truant Police.

    Most of these shootings – often by motor-cycle riding gunmen – are a spillover from the war. What we see is the gangland settling scores or on “Contracts” and establishing their own supremacy in specified local turfs. Well over 50,000 de-mobbed or deserted soldiers are now in the payroll of the Underworld – a euphemism for politicians, if you like. Drug-trafficking and excessive, semi-legal imports of Ethanol to make kassippu, backed by VVIPs in the Rajapakse regime, complicates matters further.

    And, we learn the Most Rev. Galabadda Atte Gnanassara Thero has gone all the way from his temple to the Welikade Jail to tie a pirith nool on his close chum – the established assassin and gangster Dematagoda Chaminda. So much so for Buddhism in this country. Why our Mahanayakas have failed to openly and loudly condemn these gangsters in robes is troubling.

      Sagala is a decent guy. I can vouch for that. Compared to countless other douche bags in our politics, we should recruit more of Sagala’s caliber.

      However, Sagala is not the man for this job. Not at this juncture. When the country is trying to untangle itself from a ruthless culture. Mired in violence, corruption and crime to this degree.

      Sagala was given the law and order portfolio because RW trusts Sagala with his life. All of RW’s deepest secrets are safe with Sagala. And vice versa.

      Remember there is a lof of politics in this ministry. Powerful politicians are under investigation for serious crime. There is an acute need to micro manage those on a case by case basis. Based on political expediency.

      Therefore Sagala is appointed to that portfolio, not FM Fonseka, despite popular belief in the country. Fonseka would not hesitate to bring in Gota the day after he is appointed.

      Sagala is burdened with too many plum portfolios. Law and Order, Southern Development (so he can finally beat that nutcase, Buddhika Pathirana in popularity. Not to mention Pathirana’s greedy FIL Keerthi Warnakulasuriya).

      If all of the above is not enough Sagala is also PM’s Chief of Staff. Not even Superman can handle all this.

        Ben Hurling is quite right; Minister Sagala Ratnayake is a decent man but sadly this not his forte.

        In truth, the good minister has been ‘hiding under the bed’ as they say whilst this outburst of lawlessness takes place.

        The only man I can think of who would have successfully tackled this situation is the late Ranjan Wijeratne. Gone but not forgotten.

      We remember how underworld thugs in this country came in ti existence under Premadasa,Ranil. Gonawala Sunil was the one who sat in Ranil’s chair and issued letters to school principles for admissions of children to schools.Ranil was minister of Education then and Sunil was all the time at ministry.Then Soththi Upali who killed rivals of Premaya includung Athulathmudali and UNP made him JP for the whole island and the excecutive member of the UNP.Thugs escaped during Gota’s time and even Lankadeepa paper reported that after the elections hundreds of thugs came back and I think people did not forgot when Ravi went canvassing with some underworld thugs their rivals attacked killing an innocent man and Ravi unsuccessfuly tried to blame on MR but failed!!Now they are back again in black cars,defenders……..People even forgot how Premadasa formed a armed group called PRA to kill JVPers and they killed innocent people too and burned them on tyres in every corner of this country.

    The country is in a mess….left hand does not know what the right hand is doing. The so called independent commissions are rubber stamping the nominees of the President and Prime Minister. Election Commissioner is helpless and unable to conduct elections cause some laws have not been passed. The local councils (where actually some work is done at village level) are not functioning…The underworld is roaming, farmers are on the street, professionals are on the street and our Prime Minister (who is actually running the government)…is MIA…..well if this is the way the Yahapalnaya goons are going to govern…MR will be voted back by the people at the next election. Drama is going to get worst as parties in the government have started fighting and the President cannot dissolve the parliament for 4 yrs…

      “lion”, I don’t think it was strictly legitimate to appoint Sarath Fonseka to parliament, but a little horse sense is necessary in these matters. Now that he’s in Parliament, I think that you’re quite right in suggesting that he should replace Sagala Ratnayaka as Minister of Law & Order.

    After Yahapalanaya kicked in, Pathalaya is in full bloom.

    Don’t ask me the reason.

    Dematagoda Chaminda and Bloemendhal Sanka were both involved in politicking in Colombo 13, to bring Yahapalanaya in.as I understand.

    One of them and his gang were even given Visas to migrate back from exile, after the January 8 Election.

    Therefore there can’t be any excuses for Mr Sagala not to have anything to report on the recent activities of these gentleman.

Collectively the oppesition is gathering momentum,which Ranil cannot visualize. This will be his down fall within a short period of time.Hope he remembers Chandrika’s period?

      Sagala is/was in China at the time of the incident. I also don’t see why a minister should be issuing statements about every tom dick and harry underworld gangster getting shot. I fail to see why people are shedding crocodile tears about these folks who should not have been alive in the first place if the last regime had actually done it’s so called cleanup of the underworld. It is very clear that these attacks are well-planned hits with military precision. What would be unfortunate is if some innocent got caught up in the crossfire (I am not talking about the pregnant woman, who may or may not be involved in some nefarious activity with her imprisoned husband).

      However, Sagala is not the right man for this job, however uncorruptible he may be. It is known that he shares the same tendencies as RW (not our business) and has his utmost confidence. He would be good at policy and development work as the chap is reasonably well educated in English and has lived in the US for at least a few years and would be aware of what shortcomings should be fulfilled to win people over in the short term. We see Sajith in the media more these days as it is evident he has been entrusted with some grassroots work. Sagala is not capable of appealing to the grassroots as his command of spoken Sinhala is not very good and he does not come across as a particularly tough individual. Perhaps a Fonseka would add a degree of legitimacy to the law and order portfolio but it would probably be politically unacceptable.

    Forming a new patriotic special police division to Carryout a deep cleaning in south and in North is vital for the future economy , politics and good living of everyone in our country. Also it will control MR & co & other bad apples among us. Encounter, destroying any suspected white van with driver,removing anyone carry weapons for a limited period of time may be one option (no point in wasting court’s time and money for these cancer cells of our country). Publish posters first regarding the cleaning operation to give opportunity for any one willing to give-up everything and join with law abiding people. Replace any rotted army with good lot or reduce any excess army and spend that money to provide employment to poor people.

    It is high time that PM Ranil and president Sirisena drop their personal agendas and appoint Field Marshal Sarath Fonseka as the minister of law and order to bring back law and order in the country. They should not be scared of Fonseka for the sake of the country. There is no other person who could do that job effectively or make him the minister of defense.

    This is a good indicator to assess RW’s vision of making the Govt. very strong. Tackling all the issues require professionalism and not heroism. All what the President, PM, Ministers & MP’s are doing is to display heroism. Few may have some irrelevant professionalism, however that is not going to make any contribution. What we see is too much talking and not any feasible decision making. What sort of a new constitution can come out of such politicians? As a first step shed off all unnecessary powers already vested with all the politicians and make statutory bodies stronger. Let professionals handle all the situations with precision and responsibility. PM must wake up soon.

    Fld. Marshall Fonseka was in the army when the underworld gangs thrived
    during the old regime. As per the media reports, it was clear that there were some military involvement in some of the political murders, done by the under world gangs on behalf of the past govt. and Lasantha
    Wick’s & Thajudeen’s cases are two examples and it is advisable to appoint Fld. Marshall as the minister for homeland security, who will know where and how to catch them, as he been the head of the Army, his military intelligence officers would have noted in the interest of Country’s security, where the trouble makers lived and operated and their connections with the higher ups. How can the Govt. expect an innocent civilian minister Segala Ratnayake, who moves in decent society, to look after the law & Order of the country. There is a saying “must set a thief to catch a thief”, like wise the govt. must have a strong man to handle the under world gangs and Its only a military hardened man can do this job without fear or favour.

    What is the use of ‘Yahapalanaya’ Govt praising its own tail while there is no law & order in the lawless country. Shootings take place
    in broad day light any where and every where, paying scant respect for law enforcement officers.There will be a time Magistrates,lawyers,
    police officers and out spoken politicians will be targeted and it is time, the Govt. takes law and order in the Country, seriously.

    I see differently on these so called “underworld killings”. (1) There is an ongoing turf war among the underworld operatives to gain supremacy over rivals (2) There is also killings of “accused” persons through “hired” operatives. In the case of (1) above the ordinary people tend to see such as a “blessing in disguise”. Perhaps, the Minister of Law & Order must be thinking such killings as a “blessing” because the victims are a menace to the public and also one day the those who carried out the killing would also be eliminated. But it will be a ongoing and a “non stop” turf war, where even the innocent on lookers too would become victims. But No. (2) above is the most dangerous. That has so many faces to look at in any analyses. Most of such “victims” are the “accused” in various criminal cases pending in courts. In some cases those who are gunned down are facing numerous crimes including murder; but are out in public life on bail and awaiting cases against them to be taken up for hearings on postponement for a long periods. This “Long Wait” time for cases to be taken up in courts has FRUSTRATED the people who have suffered immense sufferings and pain of mind to get redressed. To make matters worse for them, they daily see the accused come out on bail and commit many more crimes and still continue to mingle with the public. In most of those cases such “accused” are close associates of “Authoritative Persons” and lead a “Luxury” life that becomes a thorn in the eye of the victims and their loved ones.So this level of FRUSTRATION builds up steadily and come to a “Boiling Point” of LOSS OF TRUST AND CONFIDENCE IN THE OPERATION OF LAW AND ORDER. When that situation arises, there are so many VULTURES awaiting for the CALL – they are there to carry out the PUNISHMENT on a “CONTRACT” and the “monetary consideration” is fixed on the “gravity of the case”. These VULTURES assume the role of the “JUDGE” and the victims are “Relieved” (they think) of the agony and the frustration of waiting for years and years for redress.

    The above situation at No. (2) above deserves urgent attention of the Authorities, both in the Executive and the Judiciary. If that is allowed to develop without a solution, the social implications would be disastrous and irreparable. The situation at No (1) above needs attention of the Law Enforcement Agencies and the must be allowed to arrest that unhindered by the “Power Blocks” operatives.

    MR.Sagala Ratnayake is a educated person but not suitable for the present post he holds. It is difficult to understand the inner workings of RW when he appointed SR to this position. SR is a financial analyst by profession and will do well in that position.
    Minister of Law & Order should have been given to a person who knows Law & Order and who would not hesitate to crack the whip when needed on all who flout the law but finding such a person in SL is like looking for a needle in a haystack.
    Anyway RW & Co have taken SL backwards in time and one never knows if one has enemies when one will be at the receiving end of a bullet.
    Over to you Mr RW & MS & Co.
    You people are snug in your own little secure worlds while the man on the road is open to guns, bombs, bullets and knives.
    All good things must eventually come to an end Mr. RW, MS, and company and when it does SL will be taking a 1000 steps backwards for every step it has taken forward. Continue to tie white threads around your wrists, but it will never ever protect you all when fate and justice & judgement finally catches up with you in the end. GOOD LUCK.

    Lanka Watch, you are right, SF will be the right choice to carryout a deep cleaning because he could have listen to MR’s crab and made lot of money and luxury life opposed to Jail life. The difficult part here is most of these underworld cancer cells are supported by some MPs – those MPs need cancer treatment as well. Those MPs can turn into baggers if the public(voters) wake up – or we educate them. Hope the Law will do their job properly without allowing to form “Annian” or “Indian” from the educated & frustrated youngsters who belongs to our beautiful island after us. Please any Singhalese who do not know the meaning of “Annian” etc., ask any of your Tamil brother – It is vital to get rid of bad politicians for us Tamils and Singhalese to live together peacefully – this country belongs to all of us, not for Singhalese only, like those bad politicians and bad monks claim.     The real person to handle these tough guys should be a tough person. I don’t think Sagala is of that calibre. Therefore President and the Prime Minister should give that Ministry of Law and Order to the person they know who will clean in no time. Come on…. Go ahead and do it for the sake of the country.
