President Ranil Wickremesinghe’s Special Statement – Full Text

President Ranil Wickremesinghe, announced to Parliament that he had received a financial assurance letter from the Exim Bank of China last night and the letter of agreement, which he signed with the Governor of the Central Bank, had been sent to the International Monetary Fund. 

Following is the full speech delivered in Parliament by President Ranil Wickremesinghe;

In mid-March 2022, the Government decided to seek the assistance of the IMF as a positive solution to Sri Lanka’s economic crisis. When the foreign exchange crisis worsened thereafter, in mid-April 2022, it was declared that it was impossible to pay the country’s foreign debt.

Since then, Sri Lanka has operated as a bankrupt economy. All of you in this country have experienced its negative impact. By mid-2022, this country has experienced many problems such as fuel queues, gas queues, electricity cuts, food shortages, difficulties in procuring medicines, inflation, depreciating rupee, and increasing poverty. It is a fact which everyone accepts that the country has never experienced such a catastrophic situation in modern history.

The economic problems that existed since June 2022 have gradually been resolved to some extent. Due to the provision of fertilizer, we achieved a good harvest last year during the Yala and Maha seasons. The export of agricultural products also returned to normalcy. 

In order to gradually solve the economic problems of the country, a stabilization program was entered into. The Government implemented a suitable program for this purpose. I would like to place some of them before this august assembly.

The Government has implement various measures to ensure the availability of gas and petroleum, proper functioning of schools and examinations, providing continuous electricity supply, providing fertilizer and allocating additional funds for Samurdhi beneficiaries. Also, the Government had to go back to the same tax policy implemented in 2019. After the emergency tax cuts implemented at the end of 2019, Government revenues fell by as much as 8% of GDP. To restore it we had to go for new tax policies.

Similarly, interest rates had to be raised under the Central Bank’s monetary policies. Raising interest rates was a positive step we had to take in order to control the rising inflation. By September last year, average inflation had risen to around 70%. Food inflation crossed the 90% mark.

However, currently the rate of inflation has decreased to approximately 50%, and food inflation has also dropped to 54%. Additionally, due to a shortage of foreign exchange, exchange regulations were tightened, and imports were limited.

Following the announcement of Sri Lanka’s inability to pay its foreign debt, foreign nations and financial institutions imposed restrictions on financial transactions with the country. This included the World Bank (WB) and the Asian Development Bank (ADB) who ceased providing new funds, leading to the suspension of nearly all foreign aid projects. Sri Lanka was also unable to open Letters of Credit (LC) and its credit rating was downgraded to the point where lending to the country was not advisable.

Given the aforementioned restrictions, Sri Lanka was able to acquire foreign exchange through various means, including 

* Exports

* Remittances from foreign workers

* Income generated from tourism.

In 2022, the unfavourable conditions in the country resulted in an unsuccessful tourism industry. However, there are indications that the situation is improving this year. Although foreign exchange remittances decreased to one-third of the level in normal conditions, they show a tendency of increasing. Sri Lanka still faces a shortage of foreign currency to import inputs that could also help boost export earnings.

Starting in 2021, the IMF has been issuing consistent warnings about Sri Lanka’s economic crisis, specifically regarding the foreign exchange crisis. Since mid-2022, discussions between the IMF and Sri Lanka have been on-going, with regular delegations visiting the country for extensive talks concerning the balance of payments, fiscal crisis, and foreign exchange crisis. Additionally, the IMF has emphasized the need for implementing long-overdue structural reforms, stating that there is no room for delay.

We had a staff-level agreement with the IMF by September 1, 2022, but the IMF stated that the agreement couldn’t be presented to the Executive Board until our country achieves debt sustainability. To achieve debt sustainability, the Government continued discussions with creditors and sought the help of international agencies like Lazard and Clifford Chance. 

The discussions were lengthy and complex. Accordingly, discussions were held with both Paris Club and non-Paris Club creditors, including India and China, who have provided loans to Sri Lanka, to secure financing assurance. India provided their assurance on January 16, 2023, while China extended their assurance on January 18.

The Paris Club agreed to provide financing assurances to Sri Lanka at their meeting held on January 25, 2023. In addition, we had lengthy discussions with India and China as well. Subsequently, I discussed with the Managing Director of the International Monetary Fund Kristalina Georgieva on the fund facility by the IMF on March 2.  Last evening I discussed with the current secretary of the Treasury of the United States, Janet Yellen as well. 

The Government had to fulfil the requirements set by the IMF, which included revisions to electricity tariffs and fossil fuel prices, ensuring the independence of the Central Bank, and increasing interest rates to control inflation, reforming public enterprises, strengthening the social safety net, working to increase public revenue and controlling public expenditure. Expanding competition in the petroleum and electricity sectors had to be done in advance. Those tasks that Sri Lanka should have done proactively have been completed by now. 

I am aware of the hardships that the people of this country had to suffer. As a Government, we apologize for that. We received the letter of financial assurance from Exim Bank of China last night. Accordingly, on the same night, I and the Governor of the Central Bank signed the letter of agreement and forwarded it to the IMF. Now our duties are done. I hope that before the end of this month, by the fourth week, the IMF will do its duty. After that we get the first round of money from the World Bank and ADB.

This time, there is no room for failure in completing every task agreed upon with the IMF, unlike the previous 16 occasions.

If Sri Lanka fails to fulfil the tasks agreed upon with the IMF, it could result in the IMF discontinuing its collaboration with the country, and this could in turn lead to other multilateral and bilateral financial institutions being unable to work with Sri Lanka.

Accordingly, if the existing agreement with the IMF is breached, foreign economic activities will be largely hindered, and we would have to pay loans taken from foreign countries and private banks. An annual amount of approximately Rs. 6-7 billion of foreign loans are due to be paid until 2029, and we do not have the foreign exchange to pay this debt. Thus, we need the IMF to continue the agreed debt sustainability discussion with foreign creditors. The agreement with the IMF is of special importance to restore our economy, and there is no alternative path to be seen at present.

Therefore, I would like to remind you that the agreement with the IMF is an agreement with special importance to restore our economy.

We took many extremely difficult economic measures to stabilize the economy. Efforts are now being made to ensure economic growth. The suffering caused by this continues for everyone in our society. Amidst a difficult and complex situation, we have worked hard for the past seven to eight months to bring about a positive state. Economic reforms are crucial to move forward, and it is important for everyone in the country to understand this. Various influential groups, including political parties, voluntary organizations, and trade unions, should consider this deeply. Professionals have highlighted that the tax burden is high.

However, this situation should be maintained for a short period of time. Otherwise, if this program is disrupted, the country will be pushed to a far more dangerous place than the state it was in during February- March 2022. At that time, many people thought that salaries would be lost, pensions would be lost, jobs would be lost, industries would be closed, schools would be closed, etc. We have controlled this situation to a certain extent. However, if the groups that can influence the society disrupt the program that we have proposed through various measures, the social alternative that will emerge from it will be extremely dangerous. It could lead to period of unprecedented woes in our society. 

Therefore, we accept the people’s right to freedom of speech. But that should be done peacefully. Holding meetings and holding protests is not a problem. But I would like to say that if this program is disrupted through this agitation, this government will act strongly on it.

I must say one thing, right now the dollar price is going down. If this country had collapsed on July 9th, this situation would not exist today. There was no support from anyone at that time. I would like to express my thanks to the armed forces and the police who acted to uphold peace in the country. As a result of their efforts, we have fuel and electricity today. Also, before long dollars will be available. Therefore, we will not allow these sinister forces to destabilize this program.

I invite the Opposition to join us in this endeavour of stabilizing the country’s economy. After accomplishing this, we can decide on holding the presidential election and general election. The country would take this decision. Until then, I am asking you if you are ready or not. You can accept this, or reject it.

The country’s income situation should be considered especially by mid-June. Accordingly, it is from there that decisions could be made. Once the IMF agreement is reached, the agreement would be tabled in Parliament. I request the House to accept it or give an alternative.

Following that, we will bring a new draft on the Government’s way forward and road-map. I will also give it to the National Assembly. I will present a long-term and mid-term plan after the Parliament has discussed and reached an agreement on it. At present, a number of reports have been received from the National Assembly and Committees of the Parliament. I am thankful for that. But we were able to complete this work within a short period of 08 months. I declare that we will take advantage of it and move forward.

    Ranil continue to give special speeches, focus on IMF as the only way to solve the problems created by Gotabaya government since 2022 but never utter a single word about the bad management of funds, bonds scam or unlimited borrowing and investing in unprofitable resources by both him and Mahinda Rajapaksa family.
    The economic crisis is a cumulative effect of many factors, IMF loan is another loan which will increase the debt balance.The debt restructuring does not mean debt decreasing. Buddhist Fundamentalism still a dominant feature in politics means there is no guarantee for peace.

However, the people, aided by the brilliant analysis of Anura Kumara Dissanayake have started learning about the shameless humbug that these scumbags engage in, blowing a lot of hot air in the form of speeches and declarations that mean nothing in terms of the people’s dire needs. The people want one thing. To be rid of these parasitic vermin ASAP and a fundamental transformation of the country’s culture (ie business and political culture). No amount of verbose statements by these scum can change the tsunami that is collecting speed, before it dashes into this rotten mess.

    This is a Trojan Horse package from RW. People need not settle any of the funds misused by his Govt. That IMF should foresically monitor the use of every cent by the Govt. without believing RW’s tales. Exch. rate cannot fluctuate at this rate. It is pure manipulation to either import something in the interest of a politician or dealing with some money laundering process.

    Even if the 2.9 billion is given, it is nothing much. And no! Ranil and co. are not going to waste it on the needs of the people. They will place it on the next level of Ranil and co.’s futuristic goals. Yes, no way is it to be spread to the masses so Motherland can jump-start her industry from the core of her people.     Back to the voters. They wanted a game chandiya. They voted for MR then RW knowing their stupidity and also warning about the debt trap that he foresaw ages ago put forward a fork tongued lizard of a man hopping the electorate will go for it. It did! Then he tried his level best to keep the ball rolling. BY rolling over the SBs and borrowing a little extra to do some development work and also to give the government servants a badly need boost to their pay checks. But the lizard kept pulling him by the foot and finally kicked him out illegally. When that did not work The Lizard conspired with the former intelligence officials and Gota to set off bombs kill 250 odd people then denied it, then white washed and promoted his chief of intelligence. What did the voters do? Ha Ha they voted for the culprits who set off the bombs to bring in security. They asked of a Hitler and they got an imbecile who was also a mass murderer. Hitler reduced Germany to a pile of rubble literally. Gotler did so metaphorically. I warned about thi in my comments at that time.

      Think that the country-professionals’ taxes will erase debt after a year? They will be eternally taxed after that. Those are the conditions of the IMF – that, together with greater country devolution and the India-merge. 2.9-billion will only worsen it. It will be used to keep the top-tier money level balanced. So, those hoarding country wealth are not to be taxed.

      Essential country development is too slow for IMF. In the meantime, all local industry that the hard-working professionals subscribe to will fail miserably.

        Singapore had a whole lot of money compared to Sri Lanka at that time, that was stuck up with certain Money-Lords of the South and East Asian region. The former colonial power, the British with the Americans, and good Sporean leadership knew how to work the deals with them to develop the country. It was a win-win solution for a reigion full of banking potential and oil. They had all the time in the world to do that.

        Sri Lanka had a good system after independence where the country was more developed compared to Spore. But that good system was where the money was more integrated in the economy. It could not move forwards – money was taken feudal-style by corrupt hierarchy who wanted to look important, and by a deeply divided ingrained ethnic phobia.

      The IMF loan is only meant for import/export. When the Exchange rate is opened, imports will run over the exports. On a limited scale the IMF will bridge the gap hoping the disparity between imports and exports will induce more exports. This is a basic economic formula. If the exports fail to pick up or the government is not gearing the economy on the proper path to manufacture and export, so the balance Sheet will turn around and earn back the IMF loan, then the end of the day will be in double jeopardy. For the FDI (IMF loan is not for manufacturing or investments) to come in and export flourish, country’s law and Order, labor quality, free lunch mentality of Sinhala Buddhist, Universities producing employee instead of molding dobby’s donkeys, race relation, international relationships, use of English as first language… all must be in order. Evil has already assigned the fault of future failure on opposition. And the correction Evil proposing for that is the Rapist Army brutality. Ask yourself a question, Bangladesh was devastated by the Pakistan army in the 1972 war. After that it attracted many investments and went way beyond Langkang. What Siri Ma O and Junius Richard in that time Changed the constitutions to destroy Tamils and fighting a genocide war at the cost of $400B. The destruction JR Kenai did is unlimited!

    What I gathered watching this speech on the TV, due to his tone and body language in addition to the words he spoke, was that Ranil not only threatened the citizens of this land (after coming into the Parliament through the back door and being elected President not by the voters but by a bunch of drug lords, rapists, murderers and those who stole money from the Govt and people by taking bribes), he also challenged the courts. The courts ordered the Treasury Secretary to release funds for the LG elections and the EC set up to meet with the secretary, but Rani blocked it by calling for a security council meeting. If the PM could have avoided that meeting, a Treasury Secretary could have easily avoided the meeting. This did not happen.
    He violated the Constitution as the budget approved funding for the election and he used these funds to appoint a huge cabinet and a bunch of crooks who voted for him as State Ministers. He also violated the International Human Rights conventions by practicing State Terrorism and above all by using expired teargas on students he violated UN Conventions.
    Ranil who proved beyond any doubt that he is a “Thug” by his Batalanda actions has once again proved that he is truly a “Thug”.

    You don’t have to beg so much if we can recover some of that loot stashed in offshore accounts. Maybe $38b is an overstatement but even a couple of millions would be handy in this hour of need. So why not have a talk with MR & persuade him to part with half the loot? I am sure there would still be left over for a couple of generations he would not even know. After all, its a case of ‘water, water everywhere but not a drop to drink’ for MR. Not that it matters to him because he still enjoys the good life at tax payers’ expense, even without the ill gotten wealth.

    Country’s foreign exchange rate should be between $400-500. Anything Evil saying about Exchange Rate is a bloody lie. Our guess does not include the future loan payments. If that included, it could turn out to be crazy. Remember Nantahala said he is going to let the exchange rate be free? Then is that saying the exchange now we have is fixed by the Evil Emperor? What is this comedy about? Credit rating firms are expecting the 25% rate to go down before the end of the year. Like Cuban Communist Castro, Evil kept people under military control and made fraudulent, threatening, and blackmailing speeches one after another, for his satisfaction. None of the earlier agreements were disturbed by anybody. It is the UNP brought to the country to cheat on giving words. It is Don Stephen Christian Sinhala Buddhists established breaking given promises as culture, conducting pogroms as country’s ID. He cheated Tamils; cheated Britain. He humiliated Muslims; humiliated Tamils. The Evil said that he would follow every step that Don Stephen took. Now issuing a threat to his perceived enemies that if they force him to cheat on the promises given to the IMF, he will use the military to hack them? Please tell me, if this is not a pretext of Evil to cheat the IMF on the loan conditions, then what is that speech about?

    Come on, “IT IS NOT THE RAPIST ARMY BROUGHT IN FERTILIZER AND OIL” to the country. It is not Evil’s efficiency that brought fertilizer and oil. It is donated by India and America’s donations and loans. They both have two issues 1). Humanitarian ground and 2). Not to leave Langkang alone so it will surrender to China increasingly. Here America and India gained a small victory. But that too, like the Langkang recovery story, is not a permanent trend. Evil will certainly call on the diplomats of these both countries very soon and will kick on their butt as he did in 2017, December on the Israeli Embassy issue. Now, he has warned opposition parties that he will do it, but they should not try to capture power and pay the price for what is going to happen. Hitler King Modaya thought Yahapalanaya was launching 4/21 to bring him to power. That is why, when he was chased out of power, he took a long time to resign and hand it over to Evil. Now that is double jeopardy for Hitler King. Old rowdy is starting to realize that it was one of his blunders to resign the PM position and let EVIL penetrate through it. Old Rowdy is not so comfortable to take Evil’s treats so lightly.

    Ranil, sure, has managed to put the brakes on the country’s economy going down the pullang. A major disaster has been averted thus far. However a course correction is needed soon., otherwise, we’ll end up on the same road where corrupt politicians wait in lay to loot pillage and plunder the country again.
    Having brought the vehicle to a safe unsteady halt I think it’s now time for Ranil to step out of the driver’s seat and offer it to a new capable driver .
    So Parliamentary and presidential elections must be held if we are to restore confidence stability and acceptance by the international players.

          Could you connect the following incidents, with a few lines, to your theory.

          1). 2015 Bond Issue.

          2). Opposition leaders refused to participate in the 2016 NCM. Rather, the opposition leader blessed him to win it by calling at home. Only Current Evil appointed prime minister tried hard to topple Evil from his PM position. It is that man the Evil has as his PM!

          3) Evil refused to go to funding help from other agencies but sold Hangbangtota port, in 2017.

          4). He brought the Foreign Exchange Fraud Amnesty act of 2017 and made Lanka listed as a safe haven to money laundering. Though this gave temporary protection for the Rowdy Ring, that was the mother of all loan problems. After that they did not stile any loan permanently but refinanced. Economic growth of 6% in the early 2010s went to 2.3% in late 2010s.

          5) That time we foretasted the exchange rate to hit Rs 300 soon. They saved face by fixing the rate and consolidated the problem.

          6). What would you do if you saw a thief entering your neighbor’s house? Would you declare that the neighbor does not invite you to have adult parties inside his house so you will let his women and children be killed? The entire Yahapalanaya cabinet participated in the Tamil Churches bombing in 2018 4/21. Evil denied he was going to the security meeting but did not deny he had not stopped talking to the ministers in the cabinet. Here are some: 1989, Evil was not a party to mass murders and tortures in Batalanada, but the investigating commission thought otherwise. In 2015 Evil was not a party to the Central bank’s stolen bond collection. But Ravi & Mahendran were brought only by the Evil Emperor. This Evil Emperor angel has nothing to do with the 4/21 bombing, which changed the government from Yahapalanaya to Royals, but is refusing to go to court and give a witness under oath. How do you explain this repeated coincidental bad luck for Evil only?

          Now, tell us where Evil got this abundance of food, oil, and fertilizer supplies and who paid for that, when the Langkang people will be paying back those payments? Explain to us how the shut-off of imports became possible again. What is the damage for the economy by shutting off manufacturing imports and getting consumer imports out of that money and consuming it? Why the man who so quickly turned around the economy to make people relax and stay back home with the new abundance and enjoy it? Or, on the inverse side, did he seek a Rapist Army solution for the food – Oil shortage too? If not, why? Isn’t it cheap? Why did those who promised 75th Year Anniversary solution day for minority problems, back tracked and said that he will take care only of the economy? Could you compare & Contrast this (“Evil cannot settle racial disharmony but can solve economic problems by negotiating foreign countries”) with the Royal government who could not import $5/vial Indian medicine but was able to pay $15/vial for Chinese medicine?

      Only thing Ranil did was to manage to twist the Rajapaksas’ arms and bring back about 1/10th of the stashed capital. That’s why they are still sitting in parliament, and that’s why all those petrol lines disappeared. Doubt he can get any more from them – they will refuse to relinquish the money, or the money has disappeared into international money-disappearance schemes for the IMF to capitalize on, by loaning back it back to us.

      Well…..I mean, the Rajapakas’s had some love for the country even if they are not too bright ( imagine them attempting make bitcoin a huge Lankan industry?….things like that). Ranil on the other hand wants to snip up, cut up Motherland, and hang it to dry. Then he’ll sit on his executive throne and revel in the pent up energy released after Lankan sovereignty is killed for a more generalized South-Asian work horse country to benefit Western Nations.
