President Sirisena‘s brother, Pallewatta Gamaralalage Kumarasinghe Sirisena also known as P.G. Kumarasinghe Sirisena has been appointed as the Chairman of Sri Lanka Telecom.

He was the Coordinating Secretary to the Leader of the House -Sri Lanka Parliament (From March 2005 to August 2005), Kumarasinghe Sirisena was the Working Director of State Development & Construction Corporation and Managing Director of State Timber Corporation And He served at various times as Board director of various organizations such as Mahaweli Engineering Services Ltd, State Development & Construction Corporation.

        its VERY NICE TO SEE CMB TELEGRAPH REPORTING ON ‘APPOINTED PEOPLE FOR JOBS BY THE NEW GOVERNMENT’ YET ANYONE READING CMB TELEGRAPH WOULD THINK THIS IS THE ONLY PERSON yet CMB try to highlight it as a controversial one i suspect..         Dear Paul,

        I think the appointment is ill advised and is wrong. Especially because eradicating Nepotism was an Election promise. But there are many other factors that come into play.

        SLT owns and controls most of the communications infrastructure with the outside world, including marine cables (at one time they had the monopoly).

        SLT has the monopoly on wire line connections.

        The major part of International incoming phone traffic comes via SLT. This is a major money spinner and a veritable gold mine.

        SLT is a major player in IPTV

        Mobitel is a major player in mobile communications and is a subsidiary of SLT

        We saw SLT power when programs like “Satana” was blocked by both SLT and Dialog.

        The previous regime has entrenched itself within almost all important institutions. SLT is no exception. Hence choosing someone with integrity from within is not an easy task specially when working within a 100 day program that is of utmost political importance (winning the next election depends on keeping the 100 day promises).

        Maithree would have done better by selecting someone who would push his anti corruption drive within SLT other than a family member.

          I did not realise that SLT controlled marine cables. You are right, Maithri would have been wiser to select someone else. It is not a good portent of things to come.

          I wonder whether five years from now everybody will be complaining about nepotism, corruption and the cost of living and harking back to the ‘Good old Rajapakse days’.       You need to look at the CV in relation to the JOB. CV could be good but is it good for this JOB. What is his experience in Telecommunication and IT industry. He is going to be in the Board of SLT will he be able to function in the best interest of the company. I would say his experience not enough for the SLT.

      By the way, the President may not have involved in this appointment. It could be the Subject Minister for telecommunication who appointed this person in the hope of getting some favours from president!!!

        I personally think for the post of Chairman he does not need to have a CV that dotted with Telco & IT qualifications. A chairman is someone who is considered a Visionary and is able to show leadership.

        Secondly if you take leading companies in the world, most of them are led by people with Finance Backgrounds, its something that the Chairman has abundant experience.

          Telecom business is little complicated than other buying and selling business or manufacturing. The board would be discussing and making critical decisions… What would be the contribution of the chairperson??

          You cannot call him Finance Professional because his highest professional Qualification in that area appears to be AAT not a CA/ACMA/ACCA

            None of the world leading technological companies are run by technical professional, at least in the last 20~30 years. Only exceptions are Japan and Taiwan, some big companies are still run by CEOs with technical background. US and West were the same some 40~50 years back.

            Dear Summa,

            You are right. Telecom is far more complicated than what people generally think. It is a High tech centric business. That said, it is pertinent to ask whether it was run profitably under the previous Chairmanship.

            The previous Chairman was absolutely not a technocrat but SLT was profitable under him.

            In an earlier comment I stated that appointing a sibling was a grave error on the PR front. But Sirisena has declared that he is not interested in a second term. Hence PR takes a back burner in his decision making.

            As I have mentioned earlier SLT owned and controlled the communications infrastructure of SL as a Govt Monopoly. Today it still owns and controls the major part of communications infrastructure and a near monopoly on the Marine cable infrastructure. The Cable head is 100% owned by SLT (we had major problems in International communications including the internet, just a few years ago because SLT’s marine cables had a breakdown).

            International calls is very big business and it is a goldmine exploited by bigwigs with the connivance of phone companies. If you watched Satana a couple of days back you would have heard one of the participants talking about an “E1” and the involvement of 4 people in cheating the country big time. This cannot be done without the connivance of the Telephone operators. It is white collar crime that only a few people know of.

            From what we have seen and heard so far, Sirisena’s core aim is rooting out corruption. This appointment may look from the surface as going against that.

            Depending on how the Sirisena sibling perform in eradicating entrenched corruption within SLT, we will get to know whether this decision was wise or not.

            Sirisena is not interested in PR as he is not working towards a second term in office. He seems to be putting Country before anything else.

      May be he is qualified, may be he is better than those appointed by MR but lots of us feel that he should not have been appointed as it tarnishes the image of the new government which is trying to crawl to success. I hope other Ministers do not follow this practice. whatever the qualification or suitability be. We tried our best to canvass and support the MS’s campaign and please don’t let us down. We want good governance, rule of law and transparency. Please Mr. President think of yahapalanaya in every breadth.         Dear Amarasiri,

        That is the function of the TRC which was under the former president and I believe it is still remains under the new president.

        CT was always accessible from Lanka though it was blocked by SLT’s and possibly Dialog’s DNS (I write to and read CT from Lanka). You only had to use a public DNS like Google’s 8.8.8.8. I believe this was ordered by the TRC.

        Previously Sri Lanka Guardian was blocked and was only available from Lanka by using a Proxy site. Now a proxy is no longer needed and it can be directly accessed. Hopefully most of the previously unavailable sites would be available now.

        Tamilnet unfortunately remains blocked and you need a Proxy to read it.

        It is quite simple. He stays where he was at the State Timber Corp.

        If he was the best man for SLT the Government (which now runs the Daily Noise)could explain why in that paper. The President would have been praised all round for this. Instead, he is now being tarred with the Rajapakse brush. Well what can you expect? He was Rajapakse’s minister for years.

    Mr. President of Sri Lanka, this is not the right time for you to look after your family in political appointments. This is the same argument former president had when it come to appointment of his brother Gota.

    We need a process based, systematic fire wall between political appointment of family members of politicians. Appointment of Chairman should have a process and should be based on required competencies and it should be transparent process from the inception to end.

    Here the question is not about the competency of the president’s brother. But about having a best recruitment and selection process in a transparent manner which we call as good governance.

    Also just fixing back those removed by MR alone will not become good governance. Those appointments in the past 60 years being conducted by governments without having a transparent protocol.

    Lets not accept any thing against former regime as it is good governance. Lets think objectively and freshly leaving politics in seeking good governance.

    Selecting single handedly without due process even a person who is Having qualification among 20 million citizen living country is not at all good governance.

    This is the same process followed for Gota and Basil.

        Was the process to appoint this Sirisena fair and reasonable? Has he got the relevant and right experience to run the SLT? He may have a half dozen of degrees however it does not mean that he should have this position. If he has been reinstated to the previous position, there is no issue with that.

        To an independent observer, this appointment by the subject minister is a typical ball-polish activity to please of his master, Wanni Gamaya My3. Early signs of “Yaha Palanaya” are well exhibited in this appointment.

    Why not appoint a panel to look into the best possible candidate for top posts. That would do a world of good for the YAHA PALANAYA.

    Appointments like these would look very biased, otherwise and also will leave room for favoured appointments.

    Let all these appointments be on merits and not on connections. Let it be a new chapter in our political culture.

      Also i think state companies should be enlisted in Stock exchange while gove holds 55% of shares. Poeple should be able to buy shares and board of directors should be appointed in the manner other stock listed companies operate.

      Sri Lankan and other companies can also use a similar structure.

          yes partly for good governance..The reasons i voted for are,

          1. Constitutional reforms,
          2. Rule of law,
          3. Better foreign affairs with diplomatic handling of UN
          4. Humane approach to Northern province,
          5. Better economic policies
          6. Stopping white elephant projects
          7. Concerns for loss making public entities like SriLankan, Ceypetco, etc.
          8. Nepotism
          9. and ridding the country of the problem called Mahinda Rajapakse
          10. Punishing those who stole public money like Cabraal, Basil and Sajin..

          Am i hopeful? Yes and the new government has acted according to that mostly.

      I’d like to comment on reader Srinath Guneratne’s observations. Forget the sublime levels you mention to, in present Sri Lanka. I was present and saw interviews and automatic selections in that Parliamentary High Posts charade. One Corporation head did not have even 8th standard
      qualifications. It beats me how the man got past this Committee – as he could not even speak intelligently. I was later told he was used by his corrupt Minister to ask a Corporation, under the latter, to meet the cost of a big Tamasha the Minister was giving – to buy the media. The sum asked was close to a million. The Chairman of that Corporation did not go along. So the Minister sent our friend as emissary. He asked the Chairman (both knew each other for sometime) “What is the problem. You are the Chairman here. Why don’t you simply issue a cheque and forget any trouble to you with the Minister” ??? Needless to say the man did not either know and/or understand anything about Audit queries, the AR/FR “nonsense”

      I am afraid, even from the Sirisena Govt. we will hear the old refrain of square pegs in round holes and the various comedies that will flow from there. Old habits take long to die. Sri Lanka is unlikely to get out of the rot she got into from the post-1956 “People’s Revolution”
      era.

      If I was the President, I would have avoided this appointment even if the Brother had supremely high qualifications and experience – particularly in the initial stages of the scandal-rocked post-Rajapake era.

    This man has impeccable qualifications for the job, who others applied for the job, or better was given the opportunity to apply. It sounds a political appointment, if he can run the organisation without political interference, nepotism and corruption that is the test he has to face.       It is a potential PR blunder depending on whether this brother proves to be the lynchpin of rooting out corruption from SLT. Then again Maithree may not be interested in PR as he has declared he has no designs on a second term.

              The discussion is about the ICC Statute. Specifically the War Crime of using a Human Shield and the conclusion that the UNSG’s POE arrived at in exonerating the LTTE.
