Your Excellency, Don’t Take The Wrong First Steps

It was only the day before yesterday that we wrote a letter to you asking you to “honour our trust” – the trust we placed in you with our ballot and our not too obvious support of your campaign. We mentioned that we would be watching you closely.

Our initial observations worry us, that our hopes of good governance will not be materialized. Why do we say this?

Maithripala newThere is a saying in Sinhala about the prediction of a young person’s future. The saying being “hedena gaha depeththedee denei”. This translates into “we will know by looking at the growth of a young plant, if it is evenly growing on both sides” – indicating proper growth from the beginning. Likewise we are looking at the growth of your fledgling government and its governance. What are the first indicators?

The 100 days program is already behind schedule.

Appointments to Senior Administrative Positions

Many Sri Lanka Administrative Service (SLAS) Officers are quite disturbed about the appointments of Permanent Secretaries to the President and the Ministry of Defence. Both these gentlemen are on their 4th extension of service. This is not good governance. Both of them have been intensively violating election law, by canvassing the support of SLAS officers and cadets to vote for ex President Rajapaksa. Therefore they are not neutral officials acting professionally. These persons will block your path in 2 ways; by not sincerely supporting the 100 days program and beyond and also by destroying the confidence of other officers in your efforts for good governance. Another officer you have appointed to a high post, is accused of sexual harassment and misconduct. This kind of start is not healthy.

The solution is to use existing instruments such as the SLAS Association and the Committee on High Posts or even to set up strong Ad Hoc Committees of capable and knowledgeable people to formulate lists of persons suitable to positions such as Secretaries and Chairpersons of Statutory Bodies and go through time tested selection criteria.

Formulating Ministries and Allocation of Subjects

As your initial task is to complete the 100 days program, subjects should be allocated to Ministries in a logical manner. Of course this should be balanced with the profile of existing Ministries as there is no time to change completely. As an example there is no point in isolating Women’s Affairs and Child Development in a separate Ministry that does not have much resources. This Ministry should be combined with Social Services as many problems of women and children could be addressed through the window of social welfare. Women and children clubbed together with culture has no meaning whatsoever. Logical examples from other countries include The Ministry of Food, Environment and Rural Affairs, The Ministry of Universities, Science and Cities in the UK and a Ministry of Communities and Local Government (covering women and children as part of a family and a local government beneficiary) also in the UK.

Appointing Ministers and Deputies

We are aware that some matching of professions to portfolios has already been done. This is a refreshing change after many years. However, it should be those persons who supported the campaign for change that get these portfolios and not those who now support you for their own advantage. It is also important to consider the experience of candidates in achieving proven success in their own field. But most of all their conduct should have been and continue to be exemplary.These persons will make positive changes for sure.

It is very important to stick to the number of Ministries you have stated in your election pledge and not to increase this number of expediency.

Your Excellency, we sincerely hope you can rectify these issues right from the beginning, in order to give your governance system and yourself, much needed credibility. The public of Sri Lanka are fed up of excesses and failed promises.

    Dear Gentlemen newly voted in by us and now in your high seats,

    The next few days are crucial as you choose your followers and compatriots in this 100 foot .. Pardon me.. day journey to prove unto us that you meant what you all said to woo our vote. Remember it is that we chose you because we had no choice… there was no one else, to be simply put, and moreover the land needed change. Not that we had anything personal against the last Throne Warmer. But his acolytes were just far three much for our digestion. It is a pity that he took the guidance of various” Advisors” who were in fact the very people who paved the way, held his hand and walked him through the road to his own downfall. But they were clever people who knew his weaknesses and used those fallible angles to destroy his hopes.

    Now the time has come for you, dear Gentlemen to appoint people with wisdom. In that I mean two things. You must be wise and your appointed must also be wise. You cannot forget for a moment that you are a People’s Government. You represent me, my neighbor, my friend, my foe…You are the Voice of the Citizen Perera…and you must vow to hear us first to speak for us thereafter,

    You have already blundered your way into Day Three of your 100. Your wisdom must have taken a holiday and must be lying in the sun on a beach in Maldives or some such exotic location after all the huff and puff of the pre election. Why have you appointed a person who made his name in unforgiveable ways in the previous regime, robbing the opportunities that others in the same field could have had, as the Head of State Television??

    Tsk ! Tsk ! And how is it that all of the doors of the VIP Lounge were opened for fleeing individuals? I know for certain that the Airports Authority are informed well in advance of such movements, the Duty Manager of the BIA is also instructed, so are the Immigration and Customs…. Are these Departments not yet under your purview ?

    Dear Gentlemen, you are answerable to every one of us. Please don’t erase it from memory and go on an “I didn’t say that…” trip; we are all in possession of video recordings of all that you promised before the Elections.

    We need a change and that change has to be in you too. Please don’t have the “same ole, same ole” as my dear Granny used to say.

    We will be watching your every move….. I promise.

      What you are saying is very right Janakie. I am watching the state media.

      During the election campaign, leaders of the Common Opposition who supported Maithripala Sirisena strongly condemned the conduct of the state media, and promised that they would allow state media institutions to operate in a fair and unbiased manner under Maithripala Sirsena’s rule.

      Contrary to such assurances, the state run Sri Lanka Rupavahini Corporation and the Independent Television Network (ITN) are being used shamelessly by the new mob.

      In their main news bulletins on sunday, most of the airtime was allocated to Maithripala Sirisena’s visit to Kandy. In addition to his address to the nation (fair enough), separate new items were carried on the vehicle parade, his meeting with chief prelates, world leaders congratulating the President.

      The SLFP defectors’ meeting at the President’s residence was covered. However, the SLFP press conference, which was also attended by former President Mahinda Rajapaksa was not reported in the state media.

      The state-owned media is still travelling down the wrong path, with President Mahinda Rajapaksa’s name being replaced as “President Maithripala Sirisena”.

        I am fully in agreement with you. But some seem to be thinking of it in a different angle. This is the reason why significant numbers irrespective of record high abuses as no times in the past, still voted for MR to score more votes in sinhalese dominated areas. This could be why MR robery club members failed feel it ascending to the day of election – boxing day of those who fought for restoring demo governance rather than following orders of a dimwit kind of man whose term found the end to the civil war – the latter was seen as a relay race for which statsmen, ministers, mps, religious leaders and many in all walks of life happened to sacrifice their lives.
        Until the boxing day of the election of MS- many in and out of the country stay helpless not knowing what if MR would be given a 3rd term. However island nation – majority of them proved that they could also react towards positivity – getting to know the true values of human society which under MR fell on to all appalling levels. Even today, there are a large number are behind him regardless of any huge abuses heavily being in the air these days. No matter his brothers and son namal baby did harm to the nation to that manner.

      Sorry AVB. It might be 2015 but a time when old rules are still useful. In a world of courtesy, where titles are used, even the hurt from angry disagreements can be blunted through courtesy.

      Go ahead Janakie et al., and take heart from Sir Winston Churchill — Sir I say because that was his title and for me to take it away would be rude — and his words in his declaration of war on Japan on 8 December 1941, especially how he signs off in declaring war:

      “Sir,

      “On the evening of December 7th His Majesty’s Government in the United Kingdom learned that Japanese forces without previous warning either in the form of a declaration of war or of an ultimatum with a conditional declaration of war had attempted a landing on the coast of Malaya and bombed Singapore and Hong Kong.

      Most interesting perhaps is his minute on his copy of the letter:

      “Some people did not like this ceremonial style. But after all when you have to kill a man it costs nothing to be polite.”

      I hope however that Janakie et al are not planning to kill anyone.

    The first wrong step is to start calling these people Excellency, Athi Garu, standing up when they enter a room and Wiping their chairs before they sit. He said he was a servant of the people. Treat him as one and hopefully the power will not go to his head.

    It is good MR is gone. But I still have some questions,

    1. What plans MY3 got to solve the everpresent ethnic problem?
    2. What will happen to war crimes and crimes against humanity investigations ?
    3. If MR & GR going to be questioned for war crimes & Crimes against Humanity, what will be the fate of SF and MY3 himself since both these men were Army commander and “Acting defence minister” respectively at the last stages of the war?
    4. Since there is no openent to fight, what will happen to the large number of Army personnel stationed in North and East ?

    If MY3 has no answers to these questions, there is no use in Tamils and other minorities supported to elect MY3.

    But for Sinhalese, they still have their war heros who eliminated LTTE and brought Tamils under their complete control, such as SF and MY3. Also there will be more war heros crossing over from MR fraction in coming days.

      Taking account of what the three good ladies say it seems there is not much to hope for, because in the order of the items listed by Ranjith if the steps taken by My3 are as follows,

      1) Take the advice of Gomin Dayasiri, Champika, DJ, Dr.Gunadasa
      Amarasekara,HLD.pala KA Sumane etc.,etc.
      2) Follow in the footsteps of the dear predecessor meticulously.
      3) There is a conflict of interests here,so the only solution to
      tackle that problem is to hum,haw,yawn and fart.
      4) To justify Keeping them there tell them for god’s sake to blast
      a few bombs rob some banks and blame it on the LTTE.

      By relying on the above everything will be tic-ke-ty boo for the first 100 days and by then there will be other advisers who will deal with
      the details as they surface for the remaining period of time till the next round of elections come when the grateful people take the bait..

    Ladies too late. Regret I had to dissapoint you all this early.

    I have missed a few steps. Sajin Vaz/ Karuna / Ladies Man Sarath Amunigama / cry baby janaka have all were received.
    Could not turn them down as I saw them crying at my door.

    Just looking for Namal Baby as well….heard he was crying somewhere with a soother as Hirunika duwa had not called him.
    Have leftout Ethanol and taken Polydol and looking for a kasiya guy too. Also looking for a bugee jumper.Then there is adeqaute support.
    Dayasiri scored a double whammy. he has earned again for crossing over to me. he has learnt the art of making quick bucks.

    They have been asked to change their attire and told to wear air-condition shoes similar to that Ekanayake fellows.

    SF & Harin had through fear threatened to quit the alliance. I did not mind as they were not Parlimentarians.

    just struggling with the cabinet appointments.half baked dissanayake showing his Mahaweli father’s credentials and expecting position.

    CHARLEMANGE HAS BEEN CROWNED (With a 7th century crown) AND WILL BE appointed FOREIGN MINISTER. It was done to please Sajin then Shenuka will be safe. I had to accomodate him as he bucked me & spread lot of goebbels expecting a good position. Foreign policy will be based on Goebbels & do not get alarmed. He is a master at that with ferdi by his side.

    A dire warning from a group of concerned citizens, voicing urgent concerns about individuals with tainted past histories trying to worm their way into the new regime.
    The diplomatic corps need cleansing – political appointees and non-career diplomats should be got rid of including Jaliya Wickremasuria who embezzled $ 60,000.
    A Committee on High Posts must be revived – honourable learned non political persons should be appointed as members.

    Democracy is a very messy thing.

    I think most Sri Lankans are very frustrated with the initial moves by the Sirisena administration. Let us give him some space because he does not have a long list of capable, well trained Sri Lankans to bring on board. The last 20 years have bred a group of self-serving ass-kissers in the public and private sectors who have enriched themselves at scales unimaginable in most parts of the world….all at the expense of the rest of us.

    So, he will have to turn to some known devils to keep the wheels of governance turning. Nothing like setting a thief to catch one!

    Please remember we have ‘pretended’ to have a functioning economy with wholesaler borrowing not with any tangible production.

    How badly do we miss the statures of a Kadirgamar, Athulathmudali and even NM and Colvin. They could make an argument and convince you on the principle. There are just light-weights and loud mouths for Ranil and My3 to work with.

    How many Master’s, Phd’s do you see in the announced list? Even less trained or educated abroad. Mostly lawyers and we all know what they are good for…having just kicked out one.

    This is an eye opener by the ladies.

    In fact MS administration has made two serious blunders by appointing two useless officers as secretaries to the President and Prime Minister.

    Abeykoon has been given extension after extension due to stooging. He is an utterly inefficient officer. His track record proves that he has not undertaken any serious assignment. He was basically confined to Department Immigration and Emigration and department of registration of persons which does not entail serious decision making or substantial contributions. He is the SLAS equivalent to Anura Senanayake.

    Ekanayake has a similar background. He was at the National Youth Council under Lalith Weeratunga when Ranil W was the Minister of Youth Affairs. He also served at the Foreign Ministry on two occasions and then got two assignments to serve at Sri Lanka Missions in Malaysia and London. These were not given on merit. He is the person implicated in the above article who was involved in sexual harassment and misconduct. (The ladies have not mentioned his name, may be out of politeness. But I think we have to expose these perverts).

    Both Secretaries have a serious weakness. That is their poor knowledge in English. The two posts require serious drafting and conversation skills and they will have to engage foreign dignitaries as well. But both these Secretaries do not have such skills. This will seriously affect the functioning of the two high offices.

    There are good relatively young SLAS officers who can be challenged to perform like Dr. Samarathunga (Dr. S) who has been appointed as Secretary to the Treasury. They must be given a chance. Dr. S has been harassed by Dr. Jayasundera when Dr. S was at the Treasury. PBJ did not tolerate efficient, knowledgeable and hard working officers like Dr. S. So Dr. S was sent out of the Treasury.

    I heard President MS saying that he could not find a single officer who did not involve in politics during the presidential election from the list given to him! This is absurd. Now what he must do is that establishing a fully independent public service commission so that public servants could have protection. Hope he will do this during 100 days programme.

    Due to our poor education system we do not have public servants like Bradman Weerakoon, Susil Siriwardena, Tissa Devendra or Dharmasiri Peiris these days. But it is the responsibility of the new government to ensure that public servants would be selected on merit, be given appropriate training and exposure so that they could perform well in the future.

    There are already concerns Mr. President. Firstly I hope you get your staff to READ these posts and make note of them. Your cabinet already has exceeded 25 ministers. You have a man with a questionable ethical past having being fired from one of the most respected large business houses which engages in export oriented industy and also a man who had highly questionable deals with CWE now being made Finance minister. Is it because Ranil wanted him as a fellow Royal College lad? then what about Baithudeen? Law and order officials in Mannar complain immensely about his close ties to Indian and Moslem drug smugglers and his land grabbing wasteful expenditure. If you want an example Sir, go to Mannar and you will see how during dry season/drought he wasted money building houses(they are all bright pink and you cannot miss them) on a wetland. Foolish lack of planning and waste of money. When it rains it becomes a natural wetland. so no one occupies those houses and his cronies all have more than one house there. FACT sir FACT. Elsewhere he has done the same. Build houses for Tsunami and war refugees in wetlands without thinking of the consequences. Please ask Navy and Police about drugs in Mannar via Talaimannar to see which hidden political hand is behind it. Yaha Paalanaya?

    And Ruvan Wijewardene is a close relative of Ranil’s. Is that why he is a minister now? Good luck but i have a feeling Mahinda will be in Parliament soon and you will have to get your act together without CBK and RW and their plotting to make this nation right. When Harin Fernando and Sarath Fonseka spoke out they were right. Why would you touch Sajin Vaas Gunewardene with a barge pole?

    Goverments come and Goverments go but types like Rauf Hakeem and Rishard Badiudeen will enjoy the best of both Worlds.Principles dont matter to them.Who knows they will tilt their hats again to a new head of state so that they can go on and on.Very strange that they are able to get away with all their antics!

    Your concern is appreciated. No one will dispute that the need of the moment is to appoint the best person for the best job.

    But we are talking of Sri Lanka my dear ladies. I for one have not come across a single person is Sri Lanka who is honest and beyond errors. As far as I am concerned all Sri Lankans are rogues, whether the so called well educated, or others, the monks or the laymen, they are all rogues with chequered pasts. In a country where there is an absence of good men, MS has no choice but to appoint a rogue – and the result will be the same as before.

    In Sri Lanka one must learn not to expect miracles.

    Those who proudly claim to be professionals are professional rogues, nothing more nothing less.

    Hi Guys – Don’t take this in the wrong spirit, I hate personal abuse hurled at individuals, when one only wants to point out something; I too am very concerned about the appointments that have been announced; it continues the trend in the past two decades; I would have expected a sharp economist like Dr. Harsha De Silva to take Finance; instead, it is someone else; a novice, with no credentials, is in charge of education! A whole coterie of well-known crooks are lining up to join the new administration! Apart from JVP and JHU, no one is talking about brining the crooks to account for the waste of public money and corruption of a scale, previously not known in Lanka. So, my first reaction is utter disappointment, particularly with UNP. I was hoping that Wijedasa Rajapakse and co. would have the charge sheets ready! I am hoping that charges will be brought against those who raped the country. On another matter: “Hedena Gaha Depeththen Dena” to us (Botanists), it meant, seedlings with two seed leaves (Beeja Patra)- Broad Leaf plants, as opposed to narrow-leaved plants (like grasses) your interpretation may not be far off, but probably needs a slight correction.

Not only politicians, but 75% of Secretaries, Heads of Government Departments,even Secretaries to the Presidents, most of other offices holding responsible posts in the government including the Public Service Commission as a whole are equally or to a greater extent responsible for the deteriorated status of Government service and the collapse of our country’s dignity to the present status.
      THERE ARE SECRETARIES TO THE MINISTRIES WHO DO NOT POSSESS THE ABILITY TO EVEN INTERPRET A CIRCULAR AND TAKE APPROPRIATE ACTIONS ON MATTERS OF IMPORTANCE. THERE ARE SECRETARIES TO THE PRESIDENTS WHO EITHER DO NOT KNOW THEIR LIMIT OF RESPONSIBILITY OR IGNORE PURPOSELY IN A HIGH HANDED MANNER,EXPOSING THEIR INABILITY TO HELP IMPROVE GOVERNANCE.

      UNDER THESE CIRCUMSTANCES IT IS NOT THE POLITICIANS THEMSELVES RESPONSIBLE BUT THE TOP ADMINISTRATIVE LOT IS THE ONE MAINLY RESPONSIBLE WHO MAKE MOST OF IT OUT OF THE SITUATION. Doing everything and anything that the politician wants is not the duty of the top administrators. THEY GOT TO PIN POINT SOMETIMES THE UNEDUCATED POLITICIAN AND MAKE HIM UNDERSTAND THE CONSEQUENCE OF THEIR ACTS. ALSO THEY GOT TO EXPLAIN THE LEGAL VALIDITY OF WHAT POLITICIAN WANTS THEM TO DO. IF THEY STILL DO NOT LISTEN AFTER EXPLAINING THE CONSEQUENCES THEY GOT TO REFRAIN FROM TAKING THE WRONG ORDERS. THAT IS HOW THE CREDIBLE GOVERNMENT SERVANTS AT HIGHER POSITIONS OF THE PAST BEHAVED. INSTEAD TODAY THE OFFICERS IN TOP POSTS DO ONE THING TO THE POLITICIAN AND GET TENFOLD OF THINGS DONE FOR THEMSELVES AFTER CREATING THE PRECEDENCE. THEY DO NOT HAVE THE BACKBONE TO STAND STRAIGHT AGAINST THE UNLAWFUL ACTS THAT COMPROMISE THE STATUS AND DIGNITY OF HUMANITY.(NOT SERVICE ALONE) SO THEY ARE CULPABLE MORE THAN ANYONE ELSE. THE VERY REASON FOR THAT IS THE INFERIORITY OF THEIR EDUCATION LEVELS AND INABILITY TO STAND FOR A SUSTAINABLE GOVERNANCE AS A RESULT. NOT PREPARED TO GIVE UP SUCH POSTS AND THE DESIRE TO CLING ON TO THEM UNDER ANY CIRCUMSTANCES BENEATH THEM FOR THEY ARE SO SELFISH.

    Promises already broken :

    1. 47 ministers in cabinet or rather a crappy-net in contrary to the promised 30. Wether you try to candy coat it as deputy or state minister or whatever, they are still essentially the cabinet.

    2. Suitable people getting suitable positions : Arjuna gets ports. Akila Viraj education, Wife of Maheswaran and worse……….what is Range Bandara the common thug in Puttalama Karuwalagaswewa area doing in the cabinet in the first place. And Ravi K takes the cake. This man nearly ran aground the sathosa and there are legal proceedings against this man for involvement with Raj Rajaratnam wiring in swindled money to his account.

    3. Announcement of the police spokesman that people spreading false rumours, aka sharing news on the street will be investigated and prosecuted.

    4. Appointing of public officials who have been linked to corruption, mal practices and excesses.

    the Prime Minister.The useless fellow cannot win elections in his ownright always tries to come through the back door.I remember last time he was the
    Prime Minister and CBK was the President tried to hand over one third of
    our beloved country to bunch of ruthless Terrorists.I am pretty sure if Velu
    was alive he sure to be appointed as the Defence Minister.How is that Ranil

    The saying being “hedena gaha depeththedee denei”. This translates into “we will know by looking at the growth of a young plant, if it is evenly growing on both sides”

    There is a parallel one in Tamil. “Vaalluvaal pillaiyai man Vilaiyaadekkai theriyum”. (- Child that is going to live a complete life can be found out when it is playing the sand. Further the gang arrested Jeyakumari and her child, which was in its one of the tender and painful days. His brother was arrested, in the week of the election, for thuggery. He was released by the new government’s political influence. His other brother’ quick surge of the rice business is yet open to be explained. Then MY3 himself is, in 2009, successfully conducted the last two weeks of the Genocide War.
    It is a need of the time to say some more words on the Defense minister job. He managed the war five times in 2009 and successfully fished it on the last two weeks. That is a very important period. He was in full agreement with the King and carried out it very successfully to the expectation of the King. The drama organized at the end of the war was the King would return from Jordan and majestically land on the Lankan soil and kiss it. So, now the executioner of the King’s plan, the new president is not ready go to Geneva and talk about his part on the genocidal war. Then, the way he behaved on the King’s Appa party. They say it is some people’s mentality to excrete on the same plate they ate right after they ate on it. Our new president, the child did exactly that one after the Appa party. (There were a lot of options for him not to attend the party and tell a reason; one can be excused on matter of self defense, on on indecent political dodging and maneuvering, you can hide what you are going to do; but not the one when you cheat about what you are up to.) After he left UPFA, King said he has a file on him. In return, MY3 too counter accused, he has a file on King too. This is not the president’s and would be president’s statements. Then, they both, rather than tearing each other, started to save each other. This guy, by not submitting his files to the police investigation and public perusal, he proved him not less than even an inch below to the King. MY3 said there will not be any internal or external investigation on any leader or defense personnel. These are the plays child Sirisena has been playing. Now the child has grown up the as new president.

    Then we can saw, in the election campaign , when he did not wanted accept to give any solution to Tamils opposing the Sinhala Intellectuals, how he and TNA double talked to get the North and East Tamil Votes. After winning on Tamils votes he thanked everyone, but not the Tamils on the oath ceremony. He did not like to give out his first speech in a neutral, common place. That is not going bring the votes for him from Sinhala Buddhist that we like to get in the parliament election. So he went to Dalamaligava to deliver his presidential message. Interestingly, the TNA who asked for Tamils support does not have any answer for Tamils problem. At least that is what they said to the media which questioned them. They are already side lined, which they are shy of conceding, frankly out to Tamils. There is unofficial news circulating that TNA’s Sumanthiran was so disappointed when he was allocated only Language Minister Post. (The way the meaningless minister posts are being created, it looks like the total number of the ministers will surpass even the previous regime’s record.) So Sumanthiran who even wanted deliver the opening speech for MY3’s election campaign, now blocking the TNA joining the NDF. Further his regime’s composition is not different from the King’s. Rishad, Karuna, JHU, you name famous Lankan thugs, san Wimal, they are there. There is a SLFP guy named Dayasiri Jayasekara, who is changing his side for the fourth time in the last one year.
    The news government’s media is running false news, blindly rampant. From telling “Keri wanted sent American tropes” to “Temple Tree house’s coup”, “KP ….to Gotha and many others running to foreign lands”, fake “minister posts appointments” and fake- new, non- procedural, unlawful appointments and dismissals……, So much attention to the appointments and dismissals by entire nation and the frenzy media is indicating that the new regime is cornier than the old regime and lot more nepotism is being practiced while condemning the old. One that craziness in appointment and dismissal is worth to mention: From CBK’s Sarth N.De Silva’s appointment as CJ, the Island’s CJ appointment is notoriously faulty. King’s one of the favored appointment of CJ Shiranee came to the post by King by passing and ignoring other senior, more suitable justices. Shranee’s behavior on the Bench was fulsome. She approved 18A. Yet, she was removed from the CJ post by duly appointed PSC. These were supported in the parliament by MY3 and other UPFA members and accepted Ranil as parliament has the right to impeach a misbehaving judge. Additionally, there are property misappropriation cases against her. When, In India, the Congress Party appointed a judge they wanted and did a witch hunt with 26 years old case on the TN CM Jeyalaitha, BJP did not nullify the case. They only allowed removing the blocks placed for Jeyalaitha’s appeal. Jeyalaitha was a duly elected CM when this happened. Here, Shiranee’s appointment as faulty as Mokan Peiris’s appointment. The Colombo media is continuously reporting that Mokan Peiris is dismissed and Shiranee reinstated. Isn’t this indicating that the new government’s governance is only a media circus and they cannot even have PSC to recommend an impeachment or a parliament to confirm an appointment? Last development is a commission will be appointed to another investigation of Tamils problems. This is far a way off than Kusal Perea recommendation for CC to start from the Last government‘s all party recommendation or even CBK-Neelan’s constitution for which Ranil refused approval.
    Tamils now knows where the arrow of the weathercock is pointing for the new regime’s governance. .

    Looking more like the “100-Day-Plan” was a hastily scribbled ‘allure plan’ to get votes and win the election. Those who were responsible obviously had not given much thought to how many “Ministries” Sri Lanka should have…. all they seem to have focused on is to highlight “25 ministers”…..
    Already, there is no Sports Minister, and there are already 26 ministers.

    Hope MY3 and his clan are not this short-sighted on other issues as well.

    All the my3 “politicians” seem to care about now is to hound the Rajapaksas. But where are the real issues to take the Country forward?

    IT IS DISGUSTING TO NOTE WHAT IS HAPPENING IN THE BIG COUNCIL. IT WOULD REALLY HAVE BEEN BETTER WITHOUT A CBINET OF THIS NATURE WASTING PUBLIC FUNDS. EXCEPT FOR VERY FEW IT IS A JUNK I FEEL. HOW MANY ARE THERE TO CONTRIBUTE A BIT TO THE PROPOSED AMENDMENTS TO THE CONSTITUTION. ONLY GOD KNOWS. WHAT A PITY STATE OF AFFAIRS.

    PRESIDENT ALONE WOULD HAVE BEEN BETTER ENOUGH TO HANDLE THE MATTER WITH SOME WELL WISHES ALONG WITH SOME GOOD SECRETARIES TO THE MINISTRIES FOR NEXT 100 DAYS UNTIL THE PARLIAMENTARY ELECTIONS ARE HELD. WHAT ABOUT THE HIGH POWERED COMMITTEE ( AS STATED BY THE JVP) ABOVE THE CABINET. IF THAT WAS THE CASE COMMITTEE WOULD HAVE BEEN APPOINTED IMMEDIATELY AND DONE AWAY WITH A CABINET OF THIS NATURE INSTEAD. EVEN IF PRESIDENT USED HIS EXECUTIVE POWERS IN THE INTEREST OF THE PEOPLE OF THE COUNTRY IT WILL BE FINE IN GOOD FAITH.

    THE ENORMOUS AMOUNT OF MONEY THAT IS BEING WASTED THROUGH THE INAPPROPRIATE ACCOUNTING IN THE GOVERNMENT SERVICE NEED TO BE STOPPED IMMEDIATELY IF THE STATE MECHANISM NEEDED TO BE PUT BACK ON THE TRACK FOR A SMOOTH RUN. WE HAVE TO EXPECT A TEMPORARY SET BACK IN OUR ECONOMIC GROWTH IMMEDIATELY AS A RESULT OF ABRUPT CHANGES TAKING PLACE. UNTIL WE GATHER MOMENTUM IT WILL BE VERY HARD TO MEET THE ENDS SPECIALLY WITH THE PROPOSED PRICE CUTS ON CERTAIN ITEMS AS ALREADY PROPOSED.

    WITH THE FORMATION OF PROVINCIAL COUNCILS AND DIVISIONAL SECRETARIATS ACCOUNTING FOR GOVERMENT PROPERTY, MATERIALS AND EQUIPMENT ETC. RAN IN TO A UNPRECEDENTED CHAOTIC SITUATION WHERE NO ONE IS HELD RESPONSIBLE FOR THEIR SAFETY. TENDER PROCEDURES ARE DETERIORATED TO THE EXTREME LOW LEVELS BENEATH A CIVILISED SOCIETY CAN AFFORD TO.

    THE SECRETARIES TO THE MINISTRIES, SECRETARIES TO THE PRESIDENTS, HEADS OF DEPARTMENTS AND MOST OF OTHER HEADS OF GOVERNMENT ORGANISATIONS ARE DIRECTLY RESPONSIBLE FOR THIS SITUATION. THE PUBLIC SERVICE COMMISSION ABOVE ALL PARTICULARLY RESPONSIBLE FOR THIS SITUATION. WHY ARE THEY THERE IF THEY CANT PREVENT THEM. IF ALL OF THEM STOOD AGAINST UNSCRUPULOUS ACTIONS OF MAJORITY OF POLITICIANS THIS COULD HAVE EASILY BEEN CONTAINED TO A GREATER EXTENT. INSTEAD WHAT THEY DID AND EVEN NOW DOING IS ALLOW POLITICIANS TO CREATE PRECEDENT AND THEY REAP THE ADVANTAGES IN MANY FOLD. THEY ARE CULPABLE NOT ONLY THE POLITICIANS FOR THE PRESENT STATE OF AFFAIRS IN OUR COUNTRY.

    WHY DO PEOPLE REFER TO SECRETARIES OF MINISTRIES IN THE PAST WERE AS EFFICIENT AND DIGNITY HOLDERS? BECAUSE THEY PREVENTED POLITICIANS FROM WRONG DOING. PRESENT SET OF ADMINISTRATORS SPOILED THE POLITICIANS FOR THEIR OWN BENEFITS. I AM NOT WRITING THIS WITHOUT PROOF, INCIDENTS AND WRITTEN EXAMPLES OF SUCH SITUATIONS. I STAND BY EVERY WORD, RATHER EVERY LETTER OF MY COMMENTS WRITTEN HERE.

    THE GRIEVOUS SITUATION THAT WE ARE IN TODAY CAN NOT BE EASILY REVERSED SINCE NEARLY 90% OF THE PEOPLE HAVE FORGOTTEN THE PREVAILED SYSTEMATIC MANAGEMENT PROCEDURES EXISTED PRIOR TO 1970’S. UNTIL 1970’S CORRUPTION REMAINED AT VERY REASONABLE LOW LEVELS WITH VERY FEW RESORTED TO. AT PRESENT IT HAS BECOME A NORM.

    REVAMPING OF THE ADMINISTRATIVE SERVICES / RECRUITMENT PROCEDURES IS A NEED OF THE DAY MORE THAN ANYTHING ELSE, FOR BETTERMENT OF THE COUNTRY’S DEVELOPMENT. IF NEEDED THE HOUSE OF PENSIONERS WHICH I MYSELF CALL IT, “THE PUCLIC SERVICE COMMISSION” SHOULD BE ABOLISHED IF THERE ARE NO WAYS TO IMPROVE IT WITHOUT WASTING PUBLIC FUNDS.

    CAN WRITE PAGES AND PAGES ABOUT OUR GOVERNMENT SERVICE BUT UNFORTUNATELY NOT ANY GOOD OF IT, ALMOST AFTER 1975. BUT THERE WAS A TIME BEFORE THAT WHERE THE SERVICE WAS CREDIBLE TO A GREATER EXTENT.

    IF OUR NEW PRESIDENT IS INTERESTED IN UPGRADING AND REHABILITATION OF OUR GOVERNMENT SERVICE WE STILL DO NOT MIND USING OUR TIME IN EXPOSING THE THE FACTS. BUT IF THESE GO UNNOTICED ITS PITIABLE THAT OUR NATION WILL REMAIN STATIONARY WITHOUT MOVING FORWARD FOR CENTURIES.

    WE THEREFORE EAGERLY LOOKING FORWARD TO OUR LAST EXECUTIVE PRESIDENT MAITHRIPALA SIRISENA AS HE DECLARED HIMSELF TO BE SO, TO DO THE NEEDFUL WITHOUT HESITATION AND FEAR WHICH WILL GIVE SOLUTIONS TO 99% OF THE IRREGULARITIES THAT REMAIN IN OUR SOCIETY. IF YOU ESTABLISH A STRONG AND CREDIBLE GOVERNMENT SERVICE IT WILL AUTOMATICALLY RESULT IN GOOD GOVERNANCE. YOU NEED ONLY TO BE WATCHFUL FROM THE PINNACLE YOU REACHED. USE YOUR EXECUTIVE POWERS TO SERVE THE PEOPLE WHO RAISED YOU TO THE ULTIMATE POSITION. DO NOT WASTE THE OPPORTUNITY BY LEANING TO UNWORTHY.
