Having met with a barrage of flak for my article”Are Women To Be Blamed For Rape?” from a section of the online readers, as much as I take it all on a positive stride for the awareness created, I believe the burning issue of rape is yet to be taken seriously… let alone be addressed.
Unfortunately, more than the plight of victims itself, the absence of a practical solution coupled with the lack of will makes the situation look even more poignant. To make matters worse, the moment sensible suggestions are put forward, the supposedly ‘learned’ ones tend to blow a fuse when they realize of a possible requirement to make ‘lifestyle’ adjustments for the greater good of the not-so-fortunate living amongst us.
Clarifying any misconceptions one might have based on my last article, AT NO STAGE have I justified rape, blamed the rape victim or made an indication of being an apologist for the perpetrator. Readers need to understand the difference between blaming a victim and blaming probable and/or negative external influences behind such crimes. Readers also need to understand the fact that this is not about a struggle between them women and us males. Belonging to a right-thinking humane society, we as a nation should be united against a common enemy… an unknown enemy at that who does not even have an established profile.
It is also unfortunate that to date, there exist not an effective judicial system nor a pilot plan to contain the menace. Having read comments on my Facebook page by ill-informed feminist voices about the need to teach boys not to rape, about the need to teach sex-education at schools and for insisting on being oblivious to possible indecent behavior of the very same creature that rapists gets attracted to, I was quite surprised by their limited knowledge of ground realities. Also of their failure to understand the minority status of the abnormal minds living amongst us men.
Interestingly, as per this site, the highest case of rape seems to occur mostly in highly developed countries with equally high literate populations. So in essence, the age-old myth of focusing on uneducated characters when identifying rapists seems to be far-fetched.
Furthermore, with prostitution being legal in most of the countries in the list above, discount one must to a certain extent the possibility of sexual frustration being a factor. Paradoxically, forced sex can take place when there is a need for sexual gratifications as well. In this context, though I cannot be certain of rapists experiencing a feeling of pleasure while at it, it is possible for the act to be some sort of a fulfilment of a sick craving, if not purely a physical one… or even a combination of both.
While I reiterate the fact that rapists have NO EXCUSES WHATSOEVER for their actions, however bitter it may be, for the sake of containing this menace, it becomes important for us to acknowledge truths that are clear and cut. When discussing my previous article on social media, it was indeed amusing when hell broke loose the moment I touched the subject of suggestive and sexually arousing dress codes of women. I could have lived with that. But what irked me most was when the focus of discussion was shifted in a flash from the plight of rape victims to in defense of the need to wear tiny bits and pieces of clothing (obviously to attract the opposite sex) by the Senoritas of Colombo. Saddened I was indeed.
As much as wisdom dictates that there cannot be a correlation between the act of rape and dress codes of women in general, I am forced to think otherwise considering the lowest number of rape cases in countries where strict laws are enforced as against rape figures in countries having extremely liberal policies. While the security of women may come at the expense of reduced freedom of movement should there be a higher emphasis on modesty (in behavior & in dress codes), I believe further research needs to be made in favor of striking a balance for the greater good.
They say it takes two to tango and having lived in the USA where women get drunk and end up with strangers for ‘one night stands’, occurrences are so regular that even though it can be considered technically as rape, seldom complaints are lodged. Based on my analysis, while promiscuous women rarely find themselves in positions of distress soon after being sexually victimized, I find a stark contrast when victims belong to conservative societies. Interestingly, both types are contributory factors for unreported cases to outnumber reported ones. Hence, the need to discuss the subject of rape more openly and to set up a conducive backdrop for victims to come forward with their cases. Silence on the part of the victim may encourage the rapist to repeat his crimes and probably take an innocent life while at it.
Yes, it is true that some of the Arabs rape our maids. But what about maids working within our own shores? Do they escape the radar since the employers are not exclusively Muslim? Instead of blaming the Arabs on whom we have no jurisdictions, let us plead with our Sinhalese/Buddhist leadership to put a stop to the ‘flesh trade’ that we rely so much on.
Women are NEVER equal to men. Both are unique and have different strengths and weaknesses. Had women been equals, I believe the need for women to be protected by men does not arise. Women are weak in physical strength, they are creations of beauty, they bring so much joy to this world and they can be extremely intelligent. But with all due respect to their personal freedom and their politically correct notions, if women do not wish to make compromises when dealing with an unknown enemy, apart from the delayed justice of the law enforcement types, I guess we can only pray for God’s direct intervention when in search of justice. Feminist activist and critics may insist for a change of attitude on the part of men, but what they fail to understand is that while women in general are vulnerable, it is impossible to identify possible perpetrators who are extremely small in numbers. Besides, education and capital punishments are never assurances for a sick mind not to strike. Hence, the need to avoid possible situations among others. I hope the following factors may draw the attention of the concerned officials;
- Separate seating arrangements in buses and trains. The left or right aisle being reserved exclusively for women.
- Total ban of pornography, including proxy sites. (Now I understand why there were so many male critics for my previous article).
- Introduction of the death penalty for murderers and life sentences for rapists.
- Establishment of DNA labs in each district and the compilation of a data base (with photos, DNA samples, thumb-prints) of convicted and suspected criminals. Usually there is a tendency for criminals to repeat their crimes.
- Punishment for individuals for actions of but not limited to ‘cat calling’, teasing, groping and improper touching etc. Public flogging is my personal choice (as in Singapore).
- Segregation of sexes in schools where it is possible. Failing which, to make arrangements to seat students separately.
- Outright bans on ragging at universities. Once again public flogging based on information received from informants.
- Encouragement for locals to wear knee length swimming attire when in public places of bathing and modest dress codes when around men who are not related by blood.
- Reduction of the number of outlets selling liquor nationwide.
- The raising of the minimum age of drinking to 21. (I consider older as maturity)
- Encouragement of parents or male family members to accompany as much their female siblings/offspring when there is a need for them to travel on lonely stretches… especially after the sun sets in.
- Encouragement of school going girls in remote parts of the country to travel in groups (especially in the North).
- Establishment of a system where a male who moves into a village or to locality for the purpose of residence or work to be registered with the local police.
- Setting up of a system where construction workers, plumbers, electricians etc. should be allowed inside houses only if they are registered with a respective regulatory body (as in developed countries). If there is no mechanism in existence at present, it may be about time the authorities looked in to the matter of entering details of manual laborers in to a streamlined system.
- Establishment of a system where important details of every citizen (including criminal history) can be obtained by the police in seconds by entering the identity card number on a portable machine (as in Malaysia)
- Closure of brothels, Karaoke pubs with female hostesses and massage parlors that doubles as brothels. Let men appreciate and live by making adjustments with the women in their lives (of course there exist a last resort, but let it be the very last resort). Closure of places of ill fame may also prevent men from considering women as objects.
- Establishment of counselling centers with staff making regular house visits.
- Enforcement of laws criminalizing the employment of household help below the age of 16 and laws concerning the need to register details of maids.
- Regular house visits by employees from the Department of social services and the need to empower them to make enquiries individually on all female residents.
- Enactment of laws making it compulsory to have counsellors in all schools attended by girls
The list goes on, but in a country where at least eight girls/women are raped on a daily basis as per official reports, instead of the ‘high society’ and the ‘half-learned’ of Colombo playing Russian Roulette just by criticizing messengers on social media, I hope they put their resources together and start analyzing practical and preventive measures while lobbying for stricter punishments at the same time.

Even at Peradeniya and Jpura Unis women were forced to wear the Abaya by the Muslim Majlis. Muslim Majlis did not want my Muslim friends to go for socials and they were acting as the moral police. This was in the early 90s. I understand that these ‘rules’ are still prevalent.

Islamic “shariah” is only very loosely based on the Quran and the hadith. FYI, even the earliest authentic hadith (Sahih Muslim) was written over 100 years after the prophets death, if I’m not mistaken.
So, you’re telling me Shariah is perfect? Shariah is only partly Islamic. The other half is cultural and meant only for the law of that land at that time. It does not and CAN NOT apply to current times.
As a muslim, you owe it to yourself to read the Shariah (law) and the jurisprudence and cross compare them with the Quran and see if it even makes sense, which it doesn’t.
Just follow the Quran the way it’s meant to be followed and you won’t be following a fallible law created, partly, by men who are, by nature, fallible.
Only God is absolute. Everything else is relative to God.

What Muhammad Fzal says has some truth to it. All these unnecessarily sexual dress codes that designers put out to make money can corrupt the average mind. Even the US is finally realizing this (they knew it all along, but money was always the greater lure).
Heightened by unnecessary sexuality, men can indeed go on a rampage where another totally different person in another situation becomes unfortunately violated. In Sri Lanka for example, the Westernized urban culture might not sit too well with the rural mindset. It might create discord and disturbance to a more unaccustomed and inexperienced person.
But better than going into Middle Eastern Sharia laws and dress-codes, it is better to go with the time-honored laws and cultural dress of the particular country once resides in.

So, are we to keep educating and controlling the male mindset, whilst cultural norms go wildly out of control with the selling of sexually explicit clothing? Now this is very similar and linked to the US gun industry which is now an absolute and uncontainable industry, which is inextricably and inexorably tied to the global monitory reserves, and for and its further creation and minting. And from sexually explicit clothing will contemporary culture emerge.
Quite unlike the Middle East, Sri Lanka’s time honored Buddhistic laws did not suppress and subjugate women. Also, the time-honored laws of the Middle-East was a necessity at the time, although it is outdated with the modern contrivance and general global progression – trouble is, their laws seem to be an absolute for all time.
Gang rapes in India are mostly because of the Indian obsession to abort their female children because of ignominy of their caste system. Men are without jobs and mates, and on top of that there is the Western culture quite out of synch with Indian culture and necessity, to educate and uplift their womenhood.
As for the dear and the beautiful young school girl Vithya, Indian deranged culture certainly seems to have come from across the border. On top of that Colombo culture is a whole light year away from the culture of the struggling masses. The correlation between the play-acting of the Western-cultural model for the more affluent, is very likely a trigger to the imbalance and disturbance in psyche for the struggling masses.
It must be remembered that women too, have fathers, sons, brothers, and husbands who we wish to care for.

Cultural dress- please see the amount of rapes that take place in rural India where women wear traditional clothing…clearly it doesn’t stop rape.
Rape is about power and Dominance and Control. Plain and simple. The truth is all cultures, families, fathers, teach their children that rape is wrong. It the same as murder. They are universally accepted axioms of what is wrong. But they do happen. For various obvious, less obvious, and elusive set of reasons, rape and murder do happen.
Prevention while including education, moral awareness, and dire punishments, will yet go unheeded in different situational contexts. Lack of basic human needs, employment, and decent familial structure can all contribute.
In the midst of this wretchedness, a certain kind of evil will reemerge and reinvent itself. When in the same country; on the same soil, when fellow compatriots or citizens are brazenly living the most affluent and hedonistic of lifestyles out of context with the masses, rape and murder will happen. In contagion effect, it will throw-back on the most vulnerable. The affluent will live apart with all the protection they can afford, and the disadvantaged will turn on themselves.
Women in rural India wear cultural dress. But film and TV media exacerbate promiscuity in men. On top of that there is a dearth of women in India. Indian men without partners will then go mad. They will take it out on the women of their immediate surroundings.

I am appalled that you sound emapathetic and apolegetic for the perpetrators. Blaming another culture for violence does not help. The solutions need to come from the society itself. Educating young boys to respect females is a good start because sons, brothers will one day end up as fathers and husbands that we care about. Tougher enforced laws and judges not pardoning culprits does not hurt either.
By the way, rape has happened and will continue to happen even within your so called “cultural norm” that I assume you mean by a woman dress and freedom to live is dictated by a patriarchal society. Incidentally those rapes go unreported and do not contribute to the stats.

If you are appalled that I sound empathetic and apologetic towards the perpetrators, that is regrettably your defense in the absence of good argument. It borders ad hominem on your part.
If someone were to rape me or one of my loved ones, I would see it from a personal and narrower angle and would feel very angry and revengeful indeed. However, in this forum, I would prefer to keep my arguments on an unbiased and conceptual level. I am arguing on a broader platform, away from any personal bias. In this way, can we find truer solutions.
It is evident that solutions should come from society itself. That young boys have to be educated to respect females and so on, are stated time and time again. There is no parent from any culture- mother or father- that will tell a young boy to rape a female, either implicitly or explicitly. These are fundamental issues that all societies are built up upon. We as women and mothers will always teach, advice, and protect our brothers, sons, fathers, husbands, and boyfriends. We as women and mothers will also always teach, advice, and protect our sisters, daughters, and mothers. The need for tougher laws also, have been tried and tested throughout history. Merely repeating what you say does not do much in seeing the situation as wider issue.
The other culture that I blame is the modern Western one, which has been around the 1990’s. It is a culture quite different from the traditional and differing types of world cultures where each society (even the ones where women went about naked), had a cultural reason for doing so. It is different from the natural progression of these cultures.
The culture I mention is the one based on money, and the minting of money, where sex, drugs, pornography, and birth control sell in the midst of guns and environmental pollution, to keep control and balance on the world currency exchange.
It is a culture has been researched scientifically – the effects of sex and promiscuity, and their selling potential. It is a culture rather like the selling of opium in the 1800’s to the Chinese. At one point was a good money making enterprise; on another point it gradually reduced the China to the possibility of invasion.
Even the US is realizing this and trying to clean up her act and behave more responsibly, especially as a world power.
In the midst of this, it is better to come up with a neo and more progressive take on feminism and women’s rights, for your views belong to the time of the suffragettes.

Fazil, I want to address the following point, which you made in the above article:

Your argument here is based on the idea that development and literacy are contributing factors to improved social systems. Wouldn’t you also agree that countries with high human development indices and literacy rates would encourage victims of abuse to step forward and report? Wouldn’t you agree that in such a country, the social net would allow and protect the voice of someone who has been taken advantage of? This is why the ‘incidence’ of rape is higher there. It’s not because of the state of development, in fact the state of development is one that looks after victims of such ordeals and allows laws to be put into action against perpetrators.
I know you move on to talk about the other side of the argument- less developed countries where the incidence of rape is recorded in lower numbers. The country you refer to here is Saudi Arabia (as per the link provided). My point here, is that you cannot accept low rape statistics at face value. Take a look around. Even in our own country, we live in a culture where even though rape is criminalized by law, it is not as straightforward to report. The average citizen does not have as much faith in law and justice. Moreover, the system is one where judgement, negativity and heavy scrutiny will be targeted at the victim. In my view, this is a system that does not encourage women to come forward and report abuse and rape. Even though there are laws that should protect them. Even though what happened to them was categorically and unforgivably wrong.
Let’s not get carried away by these statistics. They should be presented practically and reasonably if you want to strengthen your argument.

Let me give you my take on this.
The incident that has brought this discussion about Rape is the aftermath of what happened to ” Vithaya”. It was laufghable when Dayan wrote that the nation was shocked. Where was the Nation when ” Krihanthi” was raped and the entire family was brutally murdered. Dayan was busy defending the THUG who swept everything under the Carpet when it happend on his patch. I hope the buger rots in HELL.

10) They say it takes two to tango and having lived in the USA where women get drunk and end up with strangers for ‘one night stands’, occurrences are so regular that even though it can be considered technically as rape, seldom complaints are lodged.

Very surprising to note that Fazl who writes on many social
issues easily forgot to take into account that just in the
recently held presidential election, MARA received 5.8
million votes ! It does matter to read this mind set to
read what the majority of Buddhist want for their country
despite a recognized Buddhist leader Ven.Sobitha,JVP,UNP,
a section of SLFP,SF,civil orgs all explaining the danger
of re-electing MARA.Srilankan politics is partially deaf and
blind and nearly bankrupt. To reverse the situation,minimum
will take another 30 yrs and still, not full recovery
because the current situation is 67 yrs old. And most of
your treatment options are coming at the cost of women’s
freedom and with the shots of Sharia doses discolouring
even some of your good suggestions. It is a tough job.

in human form hunting for their targets.Law enforcing
agencies have a bigger role to protect the vulnerable

One major weakness is,these agencies act only after

social responsibilities of the country. They are just

only one particular crime ? We read news reports that
sex had been demanded by school principals from mothers
of children for schools admissions. The cinema artists
(actresses) had to sleep with the Rupavhini and ITN
authorities for prime time slots of their Tele dramas
before the Tele cast on top of a payment as bribe Rs.
50,000.according to latest revelations.Are they not
silent rape and playing with people’s dignity and
investment ? People’s dignity has to be upheld for a
