Sirisena Reneges On His Promises Again: Refuses To Accept Second NCM Against Rajapaksa

President Maithripala Sirisena has reneged on his promises once again, as he has refused to accept the legality of the second no-confidence motion adopted against Mahinda Rajapaksa.

At a meeting with Parliamentarians of the Sri Lanka Podujana Peramuna (SLPP) this evening, at the Presidential Secretariat, Sirisena had said he could not accept the second no-confidence motion as his advice had not been followed.

Sirisena, at a meeting with party leaders, last evening, said he could accept the no-confidence motion minus the first clause. He requested party leaders to pass an ‘amended ‘ no-confidence motion and promises that he had no issue about accepting the will of the legislature.

Upon Sirisena’s promise, the party leaders today passed an amended no-confidence motion without the first clause which challenged the gazette notifications issued by the President. Hours after the no-confidence motion was adopted, Sirisena had said he was not in a position to accept him, making a 180 degree turn.

Sirisena had also told the SLPP group that he would not appoint UNP Leader Ranil Wickemesinghe as the Prime Minister again, under any circumstances.

Meanwhile, addressing a press conference earlier today, JVP Parliamentarian Vijitha Herath said Sirisena’s brain should be checked if he refused to accept the second no-confidence motion.

As the JVP Parliamentarian predicted, Sirisena has now reneged on his promises, bringing the political crisis back to square one.

On Tuesday, Sri Lanka’s supreme court struck down President Sirisena’s orders and ruled the country’s parliament should meet on Wednesday, as had been scheduled before the whole drama began. Beijing’s apparent influence was highlighted by a tweet the controversial ex-president Mr Rajapaksa sent the day after he was named premier. It showed him warmly greeting China’s ambassador to Colombo and accepting “congratulatory wishes from Chinese President Xi Jinping”.
    While most countries, including India, the US, UK and Canada expressed concern and urged Sri Lanka to abide by its constitution and uphold democracy, Beijing immediately recognised Mr Rajapaksa as the new prime minister and said it “always follows the principle of non-interference in other countries’ affairs”. Despite this insistence, it is clear that China is now enmeshed in the internal affairs of many other countries, especially those that happen to be in the backyard of rival India.

      This impasse will only end through economic means ……… that’s how “powers” always fall.

      When the economic hardships pile on the people themselves chase away the incompetent rulers.

      Sirisena is just an idiotic straw-man; a dummy to be used by anyone who can control his mind on a given day.

      Ultimately this is a power-play between the West/India against China for control of SL.

      The West should now – by subtle-means – impose comprehensive travel-bans on some people and their families. Just refuse visa-applications without explanations; the culprits will finally “get it.” ………. If you get them by the balls their hearts and minds will follow.

      Followed by strict economic sanctions ……… that will showcase Mahinda’s economic-prowess for all the Lankans to witness. :))

      This mindbogglingly clumsy putsch has taken off some of Mahinda’s “gloss” ……. that every crook/charlatan under the SL skies try to milk for their own survival.

      Economic doldrums ……… will take off the rest of Mahinda’s gloss and expose him for what he truly is.

      It’s great human-theater to watch from afar! :))

      You mean to say that India, the US, the UK & Canada expressing concern is right & China’s expressing concern by recognizing (if they’ve done) new PM appointed constitutionally by the president is incorrect?

      What’s happening in SL these days is constitutional except the speaker’s hasty way of doing things.

      Tell your beloved India & the west to advise the parliament to sack the partial speaker & appoint new person, to do things constitutionally.

    When we blindly started electing Grade eight individuals to Parliament without due concern, it was quite likely that one day we will end up with a Gramasevaka or store keeper sitting in the highest chair in the land and start wielding his sword with absolutely no concern. Now we have such a man who had crept up there and we are on a sticky wicket. He is determined to have blood spilt on the floors of the Parliament before he leaves as he has not a chance in hell of ever getting back. Unfortunately he is going to leave the country in the worst plight since Independence.

      JVPrs were right. If Prez Sirisena would not respect the NCM passed for the second time, he should be examined by a psychologist. That should be the next step we have before us.
      See entire world is looking down upon us today pointing the finger at us SRILANKENs today. My colleagues questioned, as to why any one should make U TURN and join hand with bitter enemies – I had to tell them, OUR PRESIDENT SHOUDL BE MENTALLY ILL.
      See, as I shared you somewhere else, what we have today in this country is a division between the civilized and the uncivilized.
      Who on earth would ever thought that Sirisena would just renege his assurances this way. That meeting with UNF day before yesterday was mentioned as very successful and Prez will have to appoint a new govt within next 3 days, but given the circumstances yestreday in parliament, how could hon. Speaker get those votes collected better ? He risked his life for holding those votum. But did it. Any country respect law and order and the constitution. have unanimously agreed with Karu today. I read all these in the press this morning but lanken President does not.

        Just tell the speaker to do it for the third time.

    I think the second one also was done with voice call,not by naming.This was done because UPFA MP’s were not allowing by disturbing.I think the police should be brought in and the motion done again by naming and as per the standing orders.Then sirisena has no excuse but to accept it.

It is then sent to the Speaker who in turn circulates it to among MPs to inform them as to its contents. The next step is to call a meeting of parties to fix a date for a debate and a vote after a five-day notice. And the vote cannot be a voice vote. It has to be by a show of hands upon names of MPs being called out.]

        If they were to follow the proper procedure , it would take minimum 7 to 8 working days to complete the mission . say they follow the standing orders and continue with the proceedings , who can give an assurance that our President wouldn’t prorogue the parliament for few days until case is heard on 6 th of December ? MY3 can’t be trusted as he has blatantly violated all the rules and norms in the world . What UNF doing is the right thing , at least the whole country and the whole world have witnessed what is happening in SL.

    The only solution is to go to courts again. The no confidence motion was successfully passed against Rajapakse. He cannot have a fake Government passing illegal orders and causing tremendous confusion and scare among ordinary citizens. We all saw on TV the unruly and rowdi behaviour in Parliament. The speaker is unable to conduct the parliamentary sessions. It has become a disgrace to our country. It is now apt time for Supreme Court to judge and declare the results of the NCM and rule Rajapakse is not the PM. and his cabinet is illegal.

    Otherwise a good chance the Military to take over. There are many poor soldiers and let them have a chance to become rich quickly as how many ‘elected MP’ quickly was able earn money and become billionaires overnight. So good idea for the military chiefs to grab this once in a life time golden opportunity!

    Ranil has been in parliament from 1977. He has been leader of UNP for 25 years. He has been PM three times.
    He is considered a failure and is unpopular among a majority.

    But the UNP cannot drop him.

    This is a good subject for all to study.This tells us a lot about Sri Lankans , their failures and why our institutions do not function properly. We are stuck in a mental framework.

    Even the so called successor Premadasa is there as a son of a former politician. He also goes for the big match and sings songs there.He also treats the common man ( referred to as father, mother , brother, sister…)as a fool who wants to listen Premadasa wisdom .

    No matter the method, I accepted the installing of RW as PM in 2015 and if the President reinstalls RW as PM again I will accept that as well. I will not let my personal bias get in the way.

    This is the Yahapalanaya president that you guys elected against the advice of many. If Sajith/Ranil had contested in 2015 they would have won hands down with the same UNP block vote plus minorities, I am sure.

    Why did the UNP not contest the appointment of PM in court? Was it indefensible?

    Its time that Ranil gives up his leadership as the president has clearly said that he cant work with Ranil. We also know how arrogant Ranil is with his chosen incompetent team! The majority of the UNPers also want a change. Please appoint a suitable person as the leader of the UNP! As for the president we all know that this is his last term in office and no one will want him for a second term! to solve the parliament issue the speaker has to follow the due procedure without siding his own party! its time to resolve issues and not create problems!

    What do you expect from this Appaya. He is not accepting his own NCM. Since he requested Clause 1 to be removed and presented in the Parliament and approved the NCM is his. Now he is not accepting it. If he is such a big shit, he should have the balls to come and sit in the Parliament Speaker’s seat and conduct the session himself. Has he got the GUTS to do it? Such a Appaya he is he does not know if he is coming or going. History books will have enough to talk about his “Appa Kama” for next 25 of his generations to come.

    Sirisena might have been bribed by Mahinda. This may have happened while he was on a tour to Seychelles. Now Sira and Mara are trying to buy time until the court case finishes.They want to keep Rupavahini,ITN and Lake House to conduct the media and keep the security for fake ministers.Sira can not control Mara now..The speaker should get electronic voting or in writing from each MP. Otherwise he should get each MPs vote while media is filmed

      There is abundant truth in what you say. It might be a temporary step back for Ranil. But a good leader ought to know when to take a step back. Sajith would have created such a progressive scenario in the political landscape that it would be a cakewalk for Ranil to be nominated the presidential candidate and win hands down in another one year and three months. In the meantime agitate for a presidential commission to inquire into the CB bonds and have an end to it. If Ranil is innocent of any crime he should be declared to be so because that happens to be a big stumbling block for his progress.

Unfortunately, he will not be able to find any one as the unity in UNP today is much stronger than Sept 26th, and no one in UNP will come forward. Yes its the duty of the President to appoint a PM whom he thinks has the majority in the Parliament, but if that person does not have majority whom M3 chooses, then M3 gets shit on his face as he is not even to judge by himself who has the majority. When his judgement is so poor how can he democratically manage the country? He has to resign.

    Secretary to the PM has stated that 12 steps have to be followed with a NCM. Speaker has not followed those steps but declared that NCM was passed.
    I think he is taking instructions from ‘White Supremacists’ who want to reinstate their puppet as the PM by hook or by crook. I will not be surprised if they turn this country to another Egypt or Syria or Libya if they fail to achieve their objective. They do not care at all for the people in this country. That is their style of ‘Democracy’!

    We are worse than even the Afghan parliament. They atleast have the excuse of war. What do we have as an excuse?

    No wonder the good people are refusing to stand with the people. It’s just a waste of time. The few who are willing to fight, have no support from anyone.

    The parliament and the president, including the police, lawyers and the Judges shows the true culture of our nation.

    We are just running a race against each other without any ethics to guide us. It’s never my fault, it’s always someone else’s.

    What have we thought the next generation? We have ruined the country, including the mind of the future generations.

    When the British left we were the second best in Asia for economy, best in Asia for education, best in Asia for our judicial system and we had the best port in Asia.

    It’s fair to say we were blind for more than 70 years after the independence.

    There is no bloody NCM!

    Remember how parliament was dissolved in 2015 June when the CB Robbery NCM came up against Ranil? That was how the parliament was abused to escape from a real NCM.

    The foreign agents (Sumanthiram, Hakim, Avamangala and the JVP) are now trying to approve an NCM without scheduling in the order paper, a debate or a vote!

    This must be the murderous JVP (1987-89), Palitha Thevarapperuma and Harin Fernando thuggery brand of democracy. Minorities doing the Arithmetic to defeat the majority.

    We don’t want this shit. If there is a NCM, go through the procedure. PUK Hamu need to wait until the process is over.

    So, what’s new? This fellow will keep playing his silly games until he gets his way, and, sadly, he’s holding all the trumps – at least now. Mangala Samaraweera is quoted as saying that they were expecting Sirisena to be a Mandela but what they got is a Mugabe. With the benefit of hindsight we can say Mangala and them got it all wrong from the beginning; they should have realised that they were dealing with a Mugabe to start with – a fellow who thought nothing of stabbing his previous night’s dinner host was capable of similar conduct again.

      As Sri Lankans we should be happy if President Sirisena behaves like Mugabe and not like Mandela. Mugabe is the real African hero, not Mandela. Mugabe declared independence unilaterally, changed the name from Rhodesia to Zimbabwe and nationalized land occupied by whites. Western countries that did not like what Mugabe did tried to ruin the country but Mugabe stood firm and did what he could do to improve the living condition of black people. All the negative things that we hear about Mugabe and Zimbabwe are western propaganda.

But business went as usual and there was no significant change in the living conditions of Black South Africans. Simply because Mandela compromised with Whites, Western world projected him as a hero.

    I am not a regular writer to this or other web forums. But as a public servant of the CAS, with longer than half a century of servicet, I feel obliged to inform the opinion makers in this forum the proper procedure relating to the NCM.

    To be constitutionally valid, a No-Confidence Motion (NCM) against a prime minister needs to go through a 12-step procedure in parliament .
    =
    First, the NCM should be handed over to the speaker with at least 20 signatures. Second step is that the Speaker needs to consult Parliament General Secretary on testing the legality of the NCM. If the Secretary determines it is legal, the NCM should be included in the Order Book, print it on a Friday and should be distributed among all the MPs. After five working days, the NCM should be given the opportunity to taken up for a debate, subject towish of the Leader of House who decides the priority of the government’s affairs.
    Next, an announcement should be made about the NCM debate on a particular day. The Committee on Parliamentary Affairs should next decide on the time allocation for the Government and the Opposition MPs to debate the NCM. As the final steps, the NCM should be taken up for a debate on the fixed date and the result should be declared in the Hansard.

    As this process shows, a NCM should be conducted in a constitutional manner following the Standing Orders and parliamentary traditions if its to be valid. President Sirisena is legally and constitutionally correct in rejecting the paper sent to him by the speaker.

    It is a travesty that those who are mourning the death of democracy are grossly and violently violating the principles of parliamentary democracy that we hold sacred.

    It appears political desperation and the greed for power of our out-of-date, ineffectual prime minister is causing the turmoil. If he decides to leave the UNP and the position, the country and the parliament will be at peace.

      You are talking about PM who gets to come to power accordingly, not by a coup. How do you do that for PM who was appointed as PM before the existing PM was removed according to the procedure you described above, but over and above the existing one? Can you tell me why the parliament was not informed of the new appointment and following dismissal of PMs? Can you tell me why EP has not requested the parliament to confirm the new PM so far? I live in a country for these types position, first CID reports will be analyzed and debated in the parliament and if it fails he ends up in prison as a reward for having contested for such position. You know to write the rest of this line; don’t you?

    Best thing is to wait for court decision without driving information the whole nation into crisis.

    Best stop this NCM as it has failed and only damaged our international image what do politicians care, it effects the people at large,

    Almost every innocent citizen has a relative overseas and they will loose face and in future it might even make it hard for others to travel the way the west is being insulted and promatted by a certain journalist.

    He and Mahinda were watching gladly and happily when the mp s and the workers were being hit , The Speaker trusted this baboon and convened parliament again.Sirisena is rotten in his head and he should be impeached for a mentally sick President. Each time parliament convenes those opposing Sirisena the baboon and Mahinda the greedy pig will get assaulted .     We as a country that is predominantly Buddhist/Hindu must reflect in look into our collective inner soul and answe the question why is it that we elect as our leaders and presentations people who are illiterate and devoid of any morals, respect or decency. Sri Lanka is a Buddhist country by name only, there are no practicing Buddhist there, including the majority of the clergy. I’m ashamed to see our elected representatives behaving like football hooligans inside the parliament. President must take total responsibility and the schemer behind this is MR. I hope we will find a way to send these along with RW home.

    Going to a general election will not solve this problem. Instead, we have to find ways and means for the presidential election and get rid of dirty maithripala and then we have to find a way to go for a parliamentary election.

    In the absence of electing a new President first, this mad My3 will, again and again, remove PM based on his dreams on a daily basis. Sri Lankan can not wast its reputation and its begging economic status further worst by have this fool My3.

    In my life of seven decades, I never felt the shame ever like today. I do not want to call me a Srilankan born anymore. Yesterday we saw the day robbery by educated thugs elected by people. The whole world look at us and afraid to come closer to us. It looks that in our genes violence and bloodthirsty are permanatly a dominant feature. There is no relationship between education and behaviour. We saw the head of this nation and former head of this nation forcefully and with constant lies want to keep the power ignoring the request of courts, ignoring the request of all religious leaders including Mahanayake’s.
    It is a duty of every citizen of this country to stop this dictatorship. Elections won’t stop this. It is the mass scale public protest to get rid of the president out of the power. He is our nations first threat and it is our duty to remove him.
